Background of Cyberbullying in Singapore

According to a Microsoft report dated 2012, Singapore had the second highest rate in
Cyberbullying globally with 1 in 3 students in Singapore being cyber bullied.
This has propelled the government to pass a new Harassment Law in Parliament.

The Protection from Harassment Act 2014 (PHA) is a statute of the Parliament of
Singapore that criminalizes harassment, stalking, and other anti-social behaviour. The
law is designed specifically to make acts of cyberbullying and online harassment a
criminal offence.

Reports from the Year 2016 relating to Cyberbullying resulting in self-harm amongst
teenagers and youth have become a big area of concern.

Objective of Media Coverage

You have been tasked to prepare a Portfolio supporting this issue, to formulate some
key findings for your client. As such, you have a choice of 2 clients –

a) Ministry of Education, Singapore


The Ministry of Education (MOE) formulates and implements education policies on
education structure, curriculum, pedagogy, and assessment. It oversees the
management and development of Government-funded schools, and the Institute of
Technical Education, polytechnics and universities.

b) Media Literacy Council, Singapore

The role of the council is to educate Singaporeans to evaluate media content


effectively, and to use, create and share content safely and responsibly.

The Council works in partnership with Industry, Community and Government to


promote an astute and responsible participatory culture.
