Dear Director Grether,

We are writing to ask for the opportunity to discuss the expenditure of a portion of the $23 million PFAS supplemental
appropriation which was passed by the Michigan Legislature on December 13th.

This letter serves in part as a follow up to our letter of December 12th, 2017, in which we asked for the Department’s
continued cooperation with Plainfield Township as they work to permit and install a new filtration system for their Water
Treatment Plant.

The Township has indicated to our offices that the overall cost of the upgrades to their plant, which will move it to a
Granular Activated Carbon (GAC) filtration system, will cost approximately $4 million. We feel there is an opportunity
for the State to fund a pilot project which would study the effectiveness of this particular filtration system.

We would like to request that a portion of the $4 million of the “remediation activities” line of the supplemental be used
to fund a $750,000 pilot project, which would outfit a portion of the plant (the “west line”) for GAC and provide for one
year of weekly testing to serve as a test case for the effectiveness of this proposed solution. We think this testing data will
be invaluable as we work to combat growing PFAS contamination issues statewide.

We would like the opportunity to discuss this request with you and your staff in person as soon as possible. Please
coordinate with our offices to determine a mutually agreeable time. Thank you for your attention to this important matter.
