SUBJECT: South Dakota State University-- Sanford Jackrabbit Athletic Complex


Additions & Renovations-- Preliminary Facility Statement

South Dakota State University Requests approval of its Preliminary Facility Statement to
plan for an addition and any further construction to the existing Sanford Jackrabbit Athletic
Complex. As part of SDSU’s master plan for this project, an addition to the SJAC building will
provide offices and locker rooms for Women’s Soccer, Women’s Softball, Women’s Track &
Field, and Men’s Track & Field. The new space will also include a refueling station for student-
athletes, film room, lounge area, sports medicine area, and room for storage.

The use of the SJAC building will remain the same; although, the weight room will be
moved to the new addition to make more room for locker room space. The addition to this
complex will allow athletes involved with certain sports to have a locker room that they don’t
have access to now. This will allow the University to hold more High School and Youth events
with the expanded room and locker rooms. This past year we held a High School football game
in the SJAC but had no locker rooms for the team. This addition will allow teams to have locker
rooms while here, along with college track teams to have a place to change and shower while
here at meets.

Currently, the Sanford Jackrabbit Athletic Complex does not have offices for 5 athletic
teams which is very inconvenient. SDSU plans to provide enough offices and office space for all
of the teams that don’t have access to one right now. The refueling station will allow student-
athletes to get protein bars, shakes, gatorade, milk, and other food and liquids after a workout or
practice. The student lounge will have a kitchen, TV’s, fridges, and couches for the athletes to
relax in between practice, workouts, and class. Finally, the film room will have around 15-20
cushioned recliner chairs with a table attached for breaking down film before games.

In addition, a storage room will be included along with multiple bathrooms and a trophy
case near the front entrance.

In the Sanford Jackrabbit Athletic Complex, the existing field, bleachers, bathrooms, and
storage rooms will remain the same, but the weight room is moved into the new addition. The
existing offices and golfing area will not change and stay in put. This new addition will provide
many opportunities for our future student- athletes and coaching squads that will provide more
space and generally make the SJAC a bigger athletic complex for SDSU.

build and plan an addition to the Sanford Jackrabbit Athletic Complex, along with planning
funds from donations and project funding from private and maintenance and repair.

SDSU Sanford Jackrabbit Athletic Complex Addition- PFS

The design process for this project will include up-to-date security equipment to prevent
any break- ins and other criminal activity from happening in this building. It will require all
coaches, athletes, sports medicine workers, and other employees to have a keycard to access the
building at all times. All of the lockers will have a 4-digit password to access the locker. The
offices will also have a 4-digit password to access, and a key if the coach/university wants. All of
the windows will be bulletproof to provide the best security for our student- athletes. The most
important thing of all is the metal detectors at the front entrances.

The addition will include maintenance and repair to any damage done in the current
athletic complex which includes: new carpet, bathroom problems, and new locks and doors. The
new building will include high class fire sprinkler system installation, hot and cold water system
for the bathrooms and locker rooms, air conditioning and heat for the winter. The electrical
system will include a system where all employees will be able to shut off the lights from their
phone or computer if they aren’t in the building.

Other details involved in this project can be found in the Preliminary Facility Statement
below.

Approval of this request will allow South Dakota State University to build a new addition
to the SJAC building that includes many upgraded renovations along with many new rooms that
coaches and students need. The rest of the Preliminary Facility Statement includes cost
estimates, other details, and all the funding information you will need to know. If this project is
approved, the President of the Board and the College will assign building committees and hire
contractors to make this project work.

PRELIMINARY FACILITY STATEMENT

SANFORD JACKRABBIT ATHLETIC COMPLEX ADDITIONS & RENOVATIONS

SDSU Requests approval of this Preliminary Facility Statement for planning our future
addition to the Sanford Jackrabbit Athletic Complex and any renovations we find
necessary. We request appointment of a building committee so that we may decide
consultants and discuss architectural programming and design planning services.

A. GENERAL PROGRAMMATIC NEEDS TO BE ADDRESSED:

South Dakota State University is working on the next step in the large plan and beginning the
concept development for additions and renovations for the Sanford Jackrabbit Athletic Complex.
Additions would include another building added onto the SJAC with offices, locker rooms,
weight rooms, and a film and lounge room. The renovations would include fixing any small
leaks or adding newer lights or doors. A refueling station would allow athletes to get healthy
bites to eat and milk and protein shakes. Any visiting track & field or other sport teams may use
these locker rooms while here for an event but cannot use weight room or any other rooms.

The use of the Sanford Jackrabbit Athletic Complex will not change. The construction of the
locker rooms will allow more room for student- athletes and visiting teams. Examples of this is
when South Dakota State University hosts track meets. We would have more locker rooms for
teams to change and even shower in.

Sanford Jackrabbit Athletic Complex doesn’t have a drink/food station for the athletes, which
results in them having to travel across or even off campus to get something. This refueling
station will be very convenient for our student- athletes and even the coaches. There also isn’t
any film rooms in the SJAC at this moment, but with this addition there will be. If students don’t
want to go back to their dorms or houses between practices, they can stay and study or hang out
in the student lounge.

South Dakota State University will be able to host more high school football games in the SJAC,
because of the locker room space. Although we can still host high school games, it is way too
difficult to find them places to change and shower. A new locker room will leave the old locker
room for just football players, so other athletic teams will be able to use it without being too
crowded.

The existing Sanford Jackrabbit Athletic Complex was built in the fall of 2014. It cost an
estimated 32 million, and includes a 300- meter and 100 yards of soy based synthetic turf. It also
includes several offices and physical therapy. SDSU athletics are in the Division-1 level of
college sports. The best thing to do with facilities in the Division- 1 level is to expand your

buildings and keep renovating. These plans are going to better out athletics program and provide
more room for our student athletes.

Currently, South Dakota State University doesn’t have enough room for all of our athletic teams
to have locker rooms and offices in the same building. Right now they are scattered around
campus, which doesn’t make it easy for athletes to talk to coaches in person often. In order to
compete at the Division-1 level you need to have enough locker rooms and practice space for
every single sport, not just the top ones. SDSU is currently struggling to place certain sports like
softball and track & field in rooms to change and shower before and after practice. Sanford
Jackrabbit Athletic Complex currently holds numerous events; for example, the indoor collegiate
track meets and high school football games.

Our student athletes take their academics seriously, which is why we should provide them locker
rooms and lounges for their great achievements. It doesn’t make sense to only have enough space
for certain sports, when they all deserve everything. In 2015, the average GPA of the student
athletes at SDSU was 3.23. Approximately 68% of our student athletes had a GPA above 3.0,
which is outstanding.

B. ANALYSIS OF THE STUDENT BODY OR CONSTITUENTS TO BE SERVED:


The planned addition for the Sanford Jackrabbit Athletic Complex will serve mainly for the
student athletes, coaches, sports medicine, and other athletic department staff. Although, the
addition will also be used by other colleges during sporting events, and high school use for any
event nearby.

C. ADDITIONAL SERVICES TO BE OFFERED:


This addition will eliminate any struggle our athletic department is having with providing
enough space for our sports and providing offices for coaches. The new locker rooms and offices
will meet the NCAA guidelines for our athletic teams.

D. COMPLIANCE WITH CAMPUS MASTER PLAN:


Currently, the construction for this master plan has not started, because we are waiting on
approval from all the boards. Construction on the SJAC will not take away any events currently
happening, except access to the southwest doors. Track practice can still occur in the athletic
complex without any problems.

E. LOCATION
The location of this addition will be built in the southwest corner of the Sanford Jackrabbit
Athletic Complex, on the right side of the Dykhouse. The building will not overlap the sidewalk
leading up to the dykhouse, but will use all of the area up to dykhouse and sidewalk. This new
addition will be connected to the SJAC, making the building even bigger than it already is. The

heating pipes will be connected through the current SJAC building, along with all the water
pipes. The electrical and sanitary services will be extended to the building from either the
Dykhouse or the SJAC.

F. PROPOSED FUNDING SOURCES


This addition will be funded through numerous types of ways. Our main funding source is
through donations, like Dana J. Skyhouse himself. We have already received many donations
from alumni that will cover most of the cost of the building. Other sources of funding will be
discussed by the Athletic Director, Justin Sell, at the upcoming athletic meetings.

G. INITIAL COST ESTIMATES AND BUDGET

FACILITY PROGRAM PLAN
SANFORD JACKRABBIT ATHLETIC COMPLEX

SDSU requests approval to spend approximately $3.4 million for the addition to the Sanford
Jackrabbit Athletic Complex. This addition is a one-phase project that will take approximately 8-

14 months to complete full construction of the exterior and interior of the building. South Dakota
State University requests immediate approval for this addition in order to complete by the
summer of 2019.

The 2018 Preliminary Facility Statement was approved by the Board of Regents in the latest
meeting. Our committee has voted to hire Clark Drew Construction out of the Brookings, SD
area based on the recent jobs they have completed at our University. The university has already
put in place plans to block off certain areas around the athletic complex for the construction
business to set up campers and offices to stay. The beginning of the construction will be the
exterior of the building, so we can get water, heating, and electrical companies inside
immediately.

A. Other Plans & Details


The hiring of electrical, water, and heating companies will be discussed within the next month or
two at our university's board meetings. The landscaping services will be completed when the
building is complete, so they don’t get in the way of any other construction going on at the time.
Security in the building will be the best yet, with metal detectors at the entrance of all the doors.
In order to access the building, you will need to be a athlete, coach, trainer, university staff,
UPD, or a teacher. If you are a regular student and not an athlete, you will need to be granted
permission by the University Police Department and the athletic department.

Once again, the use of the Sanford Jackrabbit Athletic Complex will not change, just expand.
The main reason for this addition is the lack of space we have. You may wonder why we don’t
have enough space, but D1 college athletics are constantly expanding. In order to compete at this
level, you need to make more and more locker rooms and offices for your players and coaches.
This expansion will allow SDSU to hold more track and football events.

When the construction of this addition is done and complete, it will ultimately lead to more
revenue for the college. You may wonder how we would make more money after we just spend
so much. If we are able to host more events, then we will be able to bring more teams in and
makes more off concessions and team event fees. More and more high school football teams will
be requesting to have games here and we will have the locker rooms to do so.

B. Gross Square Footage


Below you will be able to see how much square footage are in each of our rooms in this
expansion building.

Remaining gross square footage is for hallways and may be used for other rooms that
have not been planned yet.

There may or may not be any changes to the square footage in each room, but things come up as
construction occurs. Any changes or renovations may change or happen during this process and
will be talked about at each meeting.

C. Site Analysis
This expansion project for the Sanford Jackrabbit Athletic Complex will be built in the South
West corner of the complex. A picture will be attached at the end of the program plan on where
the building is exactly going to be located, along with a small sketch of where the rooms will be
at. There is currently a specific space where the building will fit without having to tear anything
else down, besides a sidewalk and and light poles. The doors on the south west corner of the
SJAC will remain there, and will be the entrance for the new addition into the athletic complex.

Electrical wires and water pipes may have to be adjusted once the construction crew starts
building/digging. The expansion will include a smoke evacuation system, to meet the
requirements for everyone's safety.

The water system will be connected to the athletic complex; although, the pressure will have to
be upgraded in order for the sprinkler system in the building to function correctly if needed. The
sewer system will also be connected to the athletic complex. Electrical services for the building
will have the newest routers and transformers, along with an emergency generator. An air
conditioner unit will be a part of this plan for the summer time.

D. Floor Plans

At the end of this program plan booklet is a sketch of the dimensions of the building and where
the rooms will be located. Detailed pictures of each room and the exterior of the building is done
by a professional designer. The location of each room may change as the construction starts, in
case of any problems that may occur.

E. Total Cost
The total estimated cost for this expansion plan is approximately $3.4 million. SDSU requests
$3.6 million in spending authority in order to complete this project. The other 200,000 added on
to the spending authority is for any costs we did not plan on using. Other donations may be
donated throughout this project, and will be put to useful use and talked about on at further
meetings.

F. Maintenance and Repair


Maintenance and repair is a big issue when a new building is built, especially the months after
completion. There are small and big repairs that need to be fixed. Usually around 150,000 to
250,000 is taken out of the funds in order to pay for these. Most of the time not all of the money
is used, and is sent to accounts for further expansion plans or upgrades.

G. Utilities and Custodial Services


The estimated cost of utilities per year is around $42,600 a year. This does not include the total
costs to set up the utilities, because that is included in the construction costs. Custodial services
are approximately $54,000 a year, which includes 1 to 2 part time employees that deal with these
services.

H. Proposed Funding Sources


a. Construction: Private funding and donations from local business and families were raised
in the amount $2.5 million.
b. Utility and Custodial Services: The University is required to pay for this since they have
employees that are getting paid to do these operations.
c. Non-construction costs: Alumni from South Dakota State University provided us $1.5
million for the project.
d. Maintenance and Repair: This is funded through the maintenance and repair services at
the University.
