This document describes GBFD-160203 CSFB QoS, including its technical principles, related
features, network impact, and engineering guidelines.

2 Overview
All MSs involved in this document are GSM/LTE dual-mode or multi-mode MSs.
This document applies to LTE FDD and LTE TDD. Any "LTE" in this document refers to
LTE FDD and LTE TDD.
2.1 Introduction
This document defines the following CSFB calls:
l Common CSFB calls: refer to the calls using the GBFD-511313 CSFB feature.
l Ultra-Flash CSFB calls: refer to the calls using the GBFD-171212 Ultra-Flash CSFB
feature.
The CSFB QoS feature includes the very-early TCH assignment based on CSFB call
identification function and the CSFB voice quality assurance function.
2.2 Benefits
The CSFB QoS feature provides the following benefits:
l The very-early TCH assignment based on CSFB call identification function helps
decrease the delay in the establishment of a CSFB mobile originated call (MOC) or
CSFB mobile terminated call (MTC) by 1s to 1.5s.
l The CSFB preemption and queuing function helps increase the assignment success rate
of CSFB calls when TCHs are congested.
l The full-rate channel preferred for CSFB calls function and the CSFB VAMOS
prohibition function help improve the voice quality of CSFB calls.

3 Technical Description
3.1 Overview
The CSFB QoS feature includes the following functions: very-early TCH assignment based
on CSFB call identification, CSFB preemption and queuing, full-rate channel preferred for
CSFB calls, and CSFB VAMOS prohibition. If all of these functions are enabled and the very-
early TCH assignment based on CSFB call identification function is triggered, then:
l Neither the CSFB preemption and queuing function nor the full-rate channel preferred
for CSFB calls function takes effect for the call.
l During the very-early TCH assignment, the CSFB VAMOS prohibition function does not
take effect for the call. After the very-early TCH assignment is complete, this function
takes effect for the call.
l CSFB mobile originated calls (MOCs) identified by the CSFB MOC identification
function
l CSFB mobile terminated calls (MTCs) identified by the CSFB MTC identification
function
The very-early TCH assignment procedure for CSFB calls is similar to that for common calls
on GSM networks. For details, see Assignment and Immediate Assignment Feature

6.3 Planning
Ensure that the LTE network covers the same area as the GSM network.

Others l The SGs interface has been configured between the MSC server and the
mobile management entity (MME).
l Both the access network and CN in the LTE system support CSFB.
l The RIM procedure is implemented between LTE and GSM networks.
6.4.2 Activation
Step 1 On the BSC LMT, run the SET GCELLSOFT command with the following parameters set to
appropriate values for the target cell:
l Set CSFB Support to SUPPORT(Support).
l Set CSFB MOC Identification Switch to ON(On).
l Set CSFB MTC Identification Switch to ON(On).
l Set CSFB Very Early TCH Assignment Switch to ON(On) if required.
l Select CSFBPMAQADENC(CSFB Queuing and Preempt Enable),
CSFBOPTIFREN(CSFB FR Optimization Enable), or CSFBNOUSEVAMOS(CSFB
VAMOS Pairing Prohibit) for CSFB Voice Quality Ensure Switch based on actual
conditions.
Step 2 (Optional) If CSFB Very Early TCH Assignment Switch is set to ON(On), run the SET
GCELLBASICPARA command with Immediate Assignment TCH Load Threshold set to
an appropriate value for the target cell.

When configuring the CSFB QoS feature on the CME, perform a single configuration first, and then
perform batch modifications if required. Configure the parameters of a single object before a batch
modification. Perform a batch modification before logging out of the parameter setting interface.
Set parameters on the CME configuration interface according to the operation sequence
described in Table 6-2. For instructions on how to perform the CME single configuration, see
CME Single Configuration Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)

To modify objects (BTS, GSM cell, TRX, BSC, or external GSM cell) in batches, click
on the CME to start the batch modification wizard. For instructions on how to perform a batch
modification through the CME batch modification center, press F1 on the wizard interface to
obtain online help.

6.4.4 Deactivation
Using MML Commands
On the BSC LMT, run the SET GCELLSOFT command with the following parameters set to
appropriate values for the target cell:
l To disable the very-early TCH assignment based on CSFB call identification function,
set CSFB Very Early TCH Assignment Switch to OFF(Off).
l To disable the CSFB voice quality assurance function, deselect
CSFBPMAQADENC(CSFB Queuing and Preempt Enable),
CSFBOPTIFREN(CSFB FR Optimization Enable), or CSFBNOUSEVAMOS(CSFB
VAMOS Pairing Prohibit) for CSFB Voice Quality Ensure Switch based on actual
conditions.
When configuring the CSFB QoS feature on the CME, you must perform a single configuration first,
and then perform batch modifications if required. You must perform a single configuration for a
parameter before batch modifications of the parameter. You are advised to perform batch modifications
before logging out of the parameter setting interface.

To modify objects, such as BSCs, BTSs, cells, and TRXs, in batches, click the icon on
the CME configuration interface to start the batch modification wizard. For the method of
performing batch modifications through the CME batch modification center, press F1 on the
wizard interface to obtain online help.

Assignment success rate of CSFB calls = [(A3170A: Number of Completed TCH Assignments (CSFB
MOC) + A3170B: Number of Completed TCH Assignments (CSFB MTC)]/[A3039A: Number of Call
Setup Indications (CSFB MOC) + A3039B: Number of Call Setup Indications (CSFB MTC)]
Monitor the counters listed in Table 6-9 for Ultra-Flash CSFB calls.

MMAS 0 GCELL 60203 QoS assignment function for identified CSFB MOCs or
SENSW SOFT CSFB MTCs. When this parameter is set to ON(ON),
the BSC performs the TCH very early assignment on
identified CSFB MOCs or CSFB MTCs. When this
parameter is set to OFF(Off), the BSC does not
perform the TCH very early assignment on identified
CSFB MOCs or CSFB MTCs.
