The price of spectrum (excluding microwave frequencies) is calculated on an annual per state basis
using the following formula;
U = Unit Price: This varies according to Licensing Region/Tier of the State in which the applicant
seeks to operate.

For simplex channel, unit price per State will be half of equivalent duplex channel.

Licensing procedures
The procedure, leading to the issuance of a license or permit by the Nigerian Communications
Commission, is described below.
1. Provide Application Form for each license required to applicant. Cost of Application: N1, 000.00
only - payable in bank draft, to the Nigerian Communications Commission.
2. Provide receipt, acknowledging the submission of application by applicant upon receipt of the
completed application form.
3. Evaluate Application;
i. Legal Check
Check Bona-fide status of Applicant in terms Company incorporation and other required/prescribed
documents. Show list of Required Documents
1. Completed Application Form for each license required (Cost: N1, 000.00) payable by bank draft,
to the Nigerian Communications Commission.
3. Non-Refundable Administrative fee, which is 5% of the relevant license fees and is payable in
bank draft on submission of the application.

To examine organizational capability and competence in terms of experiences of key personnel and
the company.
4. Presentation of project implementation plans and status report - designed specifically for network
and network based services.
This is to demonstrate applicants' understanding of the service, ascertain status of project
implementation in terms of: interconnection agreement, equipment type-testing, frequency approval,
technical partnership, and to clarify any possible ambiguity in the project proposals.
5. Recommendation
This is to present the applicants’ suitability, or otherwise, for licensing.
