The Security Act for Firearm Exchange

A Bill to mandate universal background checks for all gun transactions, requiring all firearm
sales to go through the National Instant Criminal Background Check System.

Whereas more than 30 percent of all mass shootings since 2009 involved a shooter that was
prohibited from having a gun;

Whereas through online loopholes, individuals have been able to purchase firearms even
after admitting to the buyer that he/she would not be able to pass a background check;

Whereas since September 2013, about 67,000 firearms were listed for sale online from
private, unlicensed sellers;

Whereas in states that have implemented universal background checks, 53 percent fewer
law enforcement officers are killed by guns, and there is 48 percent less gun trafficking in
cities;

Whereas universal background checks would prevent firearms from being bought by individuals
prohibited from purchasing guns under the Gun Control Act of 1968.

Now, therefore, be it hereby enacted, That the Senate urges


the creation of a bill on gun safety and responsibility that will--

(1) mandate all individuals or organizations that sell or


transfer firearms to conduct background checks on
prospective gun purchasers through the National Instant
Criminal Background Check System;
(2) require all individuals or organizations that sell or
transfer firearms to maintain records of sales that will be
available for inspection by the Justice Department and its
law enforcement components.
(3) Require background check approval through National
Instant Criminal Background Check System
beforehand, before being allowed to enter gun shows
