To ban all (semi) automatic firearms and mandate federal background searches before a firearm is sold.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Gun Restriction Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) 467,321 people were victim of a crime committed with a firearm in 2011
2) 92% of gang related homicides are caused by firearms in 2008
3) In 2004, among state prison inmates who possessed a gun at the time of offense, less than 2% bought their
firearm at a flea market or gun show and 40% obtained their firearm from an illegal source.
4) More than 100,000 people have been killed in result to gun violence in the last decade
5) 90 murders occurred in August 2016 in Chicago
6) Germany only permits firearms to those who have credible need for one
7) Homicides committed with firearms peaked in 1993 at 17,075, after which the figure steadily fell, reaching a low
of 10,117 in 1999. Gun-related homicides increased slightly after that, to a high of 11,547 in 2006, before falling
again to 10,869 in 2008.
8) In 2004, among state prison inmates who possessed a gun at the time of offense, less than 2% bought their
firearm at a flea market or gun show and 40% obtained their firearm from an illegal source.
9) According to the National Crime Victimization Survey, 467,321 persons were victims of a crime committed with a
firearm in 2011.[1] In the same year, data collected by the FBI show that firearms were used in 68 percent of
murders, 41 percent of robbery offenses and 21 percent of aggravated assaults nationwide.
10) Gun-related homicide is most prevalent among gangs and during the commission of felony crimes. In 1980, the
percentage of homicides caused by firearms during arguments was about the same as from gang involvement (about
70 percent), but by 1993, nearly all gang-related homicides involved guns (95 percent), whereas the percentage of
gun homicides related to arguments remained relatively constant. The percentage of gang-related homicides caused
by guns fell slightly to 92 percent in 2008, but the percentage of homicides caused by firearms during the
commission of a felony rose from about 60 percent to about 74 percent from 1980 to 2005.
11) The Federal Bureau of Alcohol, Tobacco, and Firearms reports that about 5.5 million new firearms were
manufactured in America in 2010. Ninety five percent of these firearms were manufactured for the use in the United
States Market
SECTION 3. STATUTORY LANGUAGE
A) Semi automatic firearms shall no longer be available for purchase from any business in America and every person
who wishes to purchase a firearm is going to have a detailed search in their criminal records and history. Mandate
safety features on any firearm that is sold in the United States. Firearms shall not be available to purchase for any
individual that is found on the terrorist watch list.
B) This bill shall be administered by the National security council and we shall add funding to the association to be
able to uphold this bill. For the safety of the American people we shall add funding to this association and we shall
add more percentages of our funds to firearm security checks which would better utilize our funds.
C) The incentive of this bill is to make a safer country and lower terrorism and gang shootings. Purchasing firearms
shall have stricter background checks starting 2018 and this bill shall be fully enacted by 2019.

This bill should be passed and become a law because terrorism with firearms shall be lowered, gang violence
with firearms shall go down, and more gun control will lead to fewer suicides and fewer accidental gun deaths.
Mass shootings and terrorisms that are being executed with legally purchased firearms are a huge epidemic in
America, we must pass laws to fight this epidemic. If we pass laws to get extensive background checks on
individuals who wish to purchase a firearm we will be able to lower the possibility of terrorists purchasing firearms.
Over the past decade in America more than 100,000 people have been killed in a result of gun violence. The
immense amount of lives lost in gun violence in just the last decade shows us why we need stricter gun laws. Mass
shootings in majority occur from individuals with past criminal records or records that show instability in their
behavior, we must use this information we have to our advantage and not allow them to purchase firearms. Today
many experts believe the most effective means to lessen the carnage in attacks like the one in Orlando is to ban highcapacity weapons Automatic guns with large magazine clips have been used in many mass shootings in the past and
we must not allow further sale of these overpowering weapons. Firearms with extensive magazine clips do not need
to be used for hunting or needed for self protection so it would benefit safety in America to end production and sale
of automatic firearms.
Gang violence in America is a huge problem and it must be controlled as soon as possible. Almost all of gang
murders occur with firearms that are purchased legally and we must go in a deeper background check on individuals
history to be able to stop these shootings. Making firearms harder to obtain will discourage individuals with
questionable pasts to try to purchase a firearm. Ending the sale of automatic weapons can stop the mass killing that
can happen in gang shootings and can be more controllable. The statistic that 92% of gang related homicides are
caused by firearms is astonishing because that just shows how much we can bring down gang homicides with this
law. This law's goal is to increase the safety of American people and lowering gang homicides will be a big step to
increasing safety.
This law will mandate safety features on all firearms which will be able to drop down accidental gun deaths
percentages. Putting safety features on firearms will not harm anybody and it will make sure to keep safety on
weapons. Studies show that majority of gun users support common sense gun control for the safety of others. In
1996 54% of deaths from gunfire were caused from suicide more in depth background checks will be able to lower
suicide rates and individuals who do feel suicidal can be offered counselling. Everybody should be offered help when
they really need it and it will result in lowering firearm deaths.
Those who oppose this law would most likely say they do not want to end the sale of automatic weapons
because it is unfair to take them away. Automatic weapons are not required for self protection because they are an
overpowering weapon that is just too dangerous for society. Also automatic weapons wouldn't be used for hunting so
they are capable to do more harm than good. Another big argument against more gun laws is that it is against the
second Amendment, but the second amendment also states that we have the right to bear arms to fulfill the duty to
serve in a militia, also as it is stated in The Second Amendment: A Biography To the framers even our question
would make little sense. To us today, their answer makes little sense .Today, nearly every state has such a
provision in its own constitution clearly protecting an individual right unattached to militia service the right to bear
arms was originally made for militia service. Others will say they do not want to be extensively background checked
but it is much better to be safe and know who is purchasing these weapons. There should not be many opposers for
extra safety features on firearms because they are just adding safety. This bill should not be heavily opposed by many
because it is not hurting many people and it can save so many lives.
