INDOOR COVERAGE DESIGN CONCEPT
AND MEASUREMENT REPORTS
1. Introduction
The scope of the document is to give the specification for quality of radio indoor
coverage.
The main goal of this specification is to further enhance the quality of INDOSAT GSM,
DCS, 3G, and LTE network, especially for indoor coverage.
2. Specification
Contractor should be guaranty good coverage with reference accurate design performs
the initial radio measurement on sites. The initial radio measurement for design is
divided into 2 categories as follows:
1. The Design available for GSM 900 MHz, DCS 1800 MHz, UMTS900, UMTS 2100,
LTE 900, LTE 1800.
2. Measurement of Existing Coverage using TEMS Light and Postpaid SIM Card
Indosatooredoo (with MSISDN Prefix 0816, 0815,0855) in indoor area as the
reference of radio coverage design.
The design shall take the consideration of existing Indosat network (e.g. outdoor BTS
penetrate to indoor area, providing the lowest the interference from indoor to outdoor
area). The main purpose of design is to retrieve the traffic subscriber in indoor area as
much as possible (e.g. minimum 95 % of the whole area of that floor) without creating
interference to existing outdoor Indosat network.
The specification of radio indoor coverage level is the level that we can provide to the
subscriber in order to make a good call. The area covered, especially in some specific
area, must have a good signal level. The level of coverage will be measured with TEMS
Light provided contractor for the quality acceptance procedure.
The acceptable Indoor coverage in one floor must cover an area approximately
95% of the whole area of that floor.
Signal strength is greater than –80 dBm (RxLev > -80 dBm) should be achieve
95% per each floor.
KPI (Key Performance Indicator) Handover causes under one week monitoring
after BTS on service, accordance target reference below:
- DL_level max: 10 %
- UL_level max: 40 %
- DL_quality max: 20 %
- UL_quality max: 10 %
- OSS Successful Call Rate: >97 %
- OSS Call Drop: < 1,5 %
- OSS Connection Failure: < 1,5 %
- Walk Test Call Drop: 0 % in QOS Connected Mode (2G and 3G)
- Sequence FTP data test download with 100 MB file for LTE
- Average 2G Speech Quality Index
a. With EFR:26
b. Without EFR:19.5
- Average 3G Speech Quality Index: 26 dBQ
- Average Signal to Noise Ratio > 20 dB (LTE)
Coverage per each floor must have a good quality category
Good Handover relationship at entrance and exit area of the buildings
No Spillage on the main street surrounding the building
The principal points in support of the measurement resulted are Signal Strength,
Signal Quality, and Quality Index at the every floors as the following reference:
