When Pithamahar Bhishma was about to leave the world, laying on
the bed made of arrows, advices Pandavas especially to Yudhishtra the
eldest among the Pandavas who is supposed to take the crown, as
follows:
• Employ not the uneducated and uncultured.
• Avoid appointing inferior ones for the fear that they might
overshine you.
• Giving power to one just because he is your relative or friend
or follower or favoured one, that will be even more hazardous.
• You should appoint only one minister for one department to
avoid contradictory decisions. Otherwise policy decisions will
not be taken properly. Employees at the lower rank will take
advantage of this.
