ARCHBISHOP’S TIME
The Bishop reminded the priests to always secure leave and approval from his office when going to a
vacation or other official travel outside the diocese. The Canon provides for a one-month vacation
entitlement for clergy every year, again with proper leave from the office of the Bishop with disclosure
as to the priests whereabouts.
The Bishop exhorted that Priests shall not allow to include the lay faithful in the blessing of people
within the mass. Avoid letting the people raise their hands too as if joining the priest in blessing the
others. This is to get clear the teachings on ministerial priesthood, for which this clerical blessings are
reserved, from the universal priesthood the lay people shared.
The Bishop relayed in plenum that since DOPIM is in charged with the convention next year, the DOPIM
Bishops proposed to have Ozamis as its host. Unanimously approved. Activities c/o Commission on
Clergy.
Politics is within the province of the Lay faithful. Papal documents encouraged them to participate in
political affairs.
Lay Ministers (Extra-ordinary Ministers of Holy Communion) who have filed candidacy for Punong
Barangay and Kagawads are instructed to take a leave of absence from the ministry for the period of
one year. (Cf. former resolutions in previous meetings)

6. VICAR GENERAL/CHANCELOR
Msgr. Naron gave the priests copies of the Universal and Special Norms promulgated by the Holy See
under the Pontificate of Pope Francis. These are series of promulgations suppletory to existing canonical
laws, rules and policies.
The same distributed copies of the document “Instruction on Certain Questions regarding the
Collaboration of the Non-ordained faithful in the Sacred Ministry of the Priest”. One highlight of the
document is the provision that “it is unlawful for the non-ordained faithful to assume titles such as
pastor, chaplain, coordinator, moderator or other such similar titles which can confuse their role and
that of the Pastor, who is always a Bishop or a Priest. (Art. 1, No. 4 p.3). PPC President (i.e., presiding
