A Night Behind the Wall of IPDN

From the distance there’s a building that very huge and majestic, Looks very
strong and being accompanied by two welcome statue that standing in front of each
other. White wall that looks like cone and splited into 4 sides reflecting the night
beam which is designed to resulting a special perspective in the middle of others
buildings. Looks cold and being ignored there’s a park which is very neat. Looks
very obvious from across the street, very easy to say that the place is very private.
The atmosphere from the building is very calm, and perfectly arranged, like no one
live in there. Not like the afternoon, a bunches of people wearing brown suit looks to
pass the gate in and out then spread and back again inside like waiting a command.
That sign is very obvious, the name that everybody will knew in Indonesia. Not only
because of the education system and a well-known hard discipline. Not because of
the building is a high-ranking foreign born candidates, but due to various
controversies stored therein, together, packed up to bring a new image

Yes, who does not know the Institute of Public Administration , one of the
official Institute of Higher Education in the Ministry of Interior of the Republic of
Indonesia , which aims to prepare a cadre of government , both at the local and
central level . Starting from the establishment of the Academy of Public
Administration ( APDN ) 1956 in Malang , East Java , also APDN finally established in
various provinces across the archipelago . One of them is a national APDN centered
in Jatinangor , Sumedang , West Java . In the process of further development by
presidential decree in 1992, the name was changed from APDN into the College of
Public Administration is abbreviated as STPDN . Name STPDN seems not too give
luck for this school , after a variety of cases and acts of violence which resulted in
several civil death , the government through the Ministry of the Interior eventually
decided to merge the College of Public Administration ( STPDN ) and the Institute of
Government ( IIP ) in the new container is now known as the Institute of Public
Administration ( IPDN ) .

That letter is a sign in front of the entrance before go into the education area .
Highlighted by the evening light , with the highlight race car lights through it. IPDN
may seem arrogant to stand in the middle of other colleges spread over Jatinangor,
but we do not know the story of what is stored behind the imposing building when
the street lights begin to work and almost the entire population Jatinangor , either
the student or locals , resting , relaxing , enjoying dinner with friends or family.
All of this time this IPDN always having problem around cases of violence or acts
that violate the rules in the world of education . Tells about grief and loss , betrayal
and disappointment . But , we'll never know and may not want to know about the
story of a civil at night away from his family , struggling to get to Jatinangor , and
commit to study and graduated with a Bachelor of Applied Science Administration .
 That night , Adhi ( 19 ) , a civil who delayed his goal to get to IPDN in 2007 as
a result of the President's policies who does not allow the reception of a new
member for the 2007 school year , was sitting in front of the barracks using field
uniforms. Adhi is not alone , he was accompanied by four other civil guard barracks
where they are sleep . After attending extracurricular activities at 18.00 , Adhi then
not follow subsequent civil activities at night like the rest of the others. Since then
at 18.00 they perform ritual activities in IPDN . They shower , then evening prayers ,
and eating dinner together at a super large room called Menza that can
accommodate five thousand people at once . The menu served is not too fancy , tahu
and tempe become a mainstay menu every day . Other menus are vegetables and
fruits . Make no mistake , despite the menu being served so simple , but the way they
eat is very special. Imagine, within minutes they have to spent the food without
making a sound from the plate and mouth , even a word. The table manner in this
case seems very applicable . After dinner is complete , other routine activities have
been waiting for. Night gathering which was and now is a daily activity for them .
Around 20:30 teaching and learning activities was again underway . Yeah .. right ,
learn ! Fairly late in the evening that they still have to stick with the books and
instruction from their teachers and seniors

There is a unique activity after the learning activities . They used to call it by
the term ' SSB ' aka polish , iron , and Brasso . Within fifteen minutes , both civil men
and women should be able to polish the shoe until smooth , ironed clothes ADO (
Apparel Daily Office ) to pleated and applying a liquid Brasso on the head of the belt
until it looks shiny. All activities of the SSB can not be done carelessly because there
are special provisions that must be complied with . If something wrong happened,
punishment will be given. ADO should be ironed using a paper that folds in some
parts of the fabric looks clear and pointed. In this building it is prohibited to stay
awake in the night. At 22:15 the entire civil must sleep in their respective barracks .
But , not for Adhi this time . This night, his eye must be kept awake until dawn . For
about eleven hours , he get a job to be responsible for maintaining the security and
cleanliness of the barracks . When he guards the barracks , in the middle of the night
that was the time of lonely Adhi to have the opportunity to be able to communicate
with his family or friends, even if just through the short message service facility in
his mobile . Adhi and four other civil must be on stand by at the security post since
18:00 . This applies guard duty alternately , so that each civil will surely gets a time
to guard the barracks.

How to determine shifts this task is quite unique , it is based on the serial
number of beds in each barrack . As a result there will be no civil that can escape
from this ritual patrol . Adhi and his friends is only a small group of patrol in the
campus because there is a large group of barracks patrolling and maintaining the
foyer. The number of officers patrolling in the foyer was different from the barracks
, which amounted to seven people . They served from 22:00 until 05:00 . The system
used was different from the system guard barracks . Approximately seven hours of
this , any civil seventh rotation once every hour to keep the porch . Not much they
can do in this duty , beside to go around and clean the barracks . If the surroundings
are already been safe, then they can spend a little time with a casual watch while
waiting for the morning . But remember , they are strictly forbidden to close their
eyes . If anything happens, they should immediately report to the central part IPDN
post .

If the call to prayer at dawn began to reverberate , then the happiest moment
has come for them to prepare an end to the night guard duty . Adhi and his four
colleagues given dispensation from 05.00 until 09.00 for a rest and then return to
usual activities with all other civil . They not only learn and move during the day
because at night there is not different as their activities during the day . Various
tasks and responsibilities was always waiting for them at the time while the other
people outside the building fall asleep . We never know or may not want to know
about their activities because they are limited by high insulation and tightening
regulations in the name of the highest government educational institutions in the
country .
