Cell Barring Feature Parameter Description 2 Overview

2 Overview

This document describes the feature WRFD-021102 Cell Barring.

When a cell is abnormal, this feature enables the operator to automatically or manually bar the
cell.

l When the Iu interface is disconnected, this feature can prevent the UE from initiating useless
access requests and ensure that 3G UEs are handed over to the 2G network.
l This feature can provide flexibility for the operator in some scenarios (for example,
maintenance).

The cell can be barred or unbarred manually and automatically.

l Manual operation. The operator can bar/unbar the cell by the MML commands. And then
RNC will update the system information of this cell to indicate UE the change;
l Automatic operation. In cases of Iu-CS or Iu-PS breakdown, the RNC keeps providing
coverage (but not service) to the UEs under its control. This means that several UEs are
kept in 3G coverage, but, actually, they cannot access the network. If the Iu-CS breaks
down, the RNC will bar the CS domain service for the cell; if the Iu-PS breaks down, the
RNC will bar the PS domain service for the cell. In the case of both Iu-CS and Iu-PS
breakdown, RNC bars the cell automatically.

The RAN notifies the UE through SIB about the information of cell barring. And the UE detects
SIB and access the network according to the SIB.

l If SIB1 does not contain the information of one CN domain (CS or PS), the UE does not
initiate services in this domain and does not reselect cells but camps in the current cell.
l If the SIB3/4 indicates the cell is barred, the UE is not permitted to select/re-select this cell,
not even for emergency calls. UE firstly tries to camp on configured 3G/2G neighboring
cells. If all cells cannot be camped on, the UE tries to search new network.

3 Automatic Operation

If the Iu-CS or Iu-PS user-plane connection of a cell is disconnected, the RNC does not perform
cell barring.

If the Iu-CS or Iu-PS signaling link is disconnected and does not recover within the duration
specified by StateIndTmr(BSC6900,BSC6910), the RNC regards the Iu signaling link as faulty
and take actions according to the fault:

3 OFF ON still contains information about the CS
4 OFF OFF and PS domains of the CN, but the SIB3/
SIB4 does not indicate that the cell has
been barred. In this situation, the UE can
initiate both CS and PS service requests,
but the RNC will reject the requests.

After the Iu interface recovers, the cells are automatically unbarred.

When the Iu interface is faulty, the RNC gradually restricts cell access in Bar mode. When the
Iu interface is restored, the RNC gradually enables cell access in Not Bar mode. The parameter
IuAcIntervalOfCell(BSC6900,BSC6910) defines the interval from barring/unbarring one cell
to barring/unbarring another cell. In this way, the location updates can be scattered in a specified
time period and the risk due to congestion is reduced.

In MOCN scenarios:

l If the Iu-CS or Iu-PS links of all operators in a cell are faulty, the Iu-CS or Iu-PS link of
this cell is regarded as faulty and the RNC handles the fault in the same manner as it handles
the fault in non-MOCN scenarios.
l If there are still functional Iu-CS or Iu-PS links in a cell, the Iu-CS or Iu-PS link of this cell
is regarded as functional.

Cell Barring Feature Parameter Description 4 Manual operation

4 Manual operation

Quick blocking/unblocking of cells is required in some special scenarios. For example, if the
RNC is faulty when the UE camps on the 3G network, the RNC cannot provide complete services
on the access network; if the CN needs to be upgraded, the UE must be forcibly handed over
from the 3G network to the 2G network. Although the BLK ULOCELL command can be
executed to block/unblock cells in batches, this method requires longer preparation and
processing time. Therefore, it does not meet the requirement for quickly blocking/unblocking
cells.

Quick blocking/unblocking of cells is a process of UE access control through the AC control

IEs in the cell system information. It is effective for the UEs in idle mode. The blocking modes
are as follows:

l Blocking all the cells controlled by an RNC through the ADD URNCALLCELLBLK
command. Cell blocking can be performed in the PS domain or in both the PS domain and
the CS domain, which is set by the DomainType(BSC6900,BSC6910) parameter. The
processing time of cell blocking is set by the ProcessDuration(BSC6900,BSC6910)
parameter.
l Blocking PS services for a cell controlled by an RNC by setting the DomainType
(BSC6900,BSC6910) parameter to PsBlk in the ADD/MOD UCELLACCESSSTRICT
command.
l Blocking all the cells belonging to an operator through the ADD
UCNOPALLCELLBLK command. Cell blocking can be performed in the PS domain or
in both the PS domain and the CS domain, which is set by the DomainType
(BSC6900,BSC6910) parameter. The processing time of cell blocking is set by the
ProcessDuration(BSC6900,BSC6910) parameter.
NOTE

l Only one blocking mode can be used for quick blocking/unblocking of cells, that is, the blocking modes
based on RNC and Operator cannot be used simultaneously.
l In the latter blocking mode, the ADD UCNOPALLCELLBLK command is executed for only one
operator.

Cell blocking can be performed in the PS domain or in both the PS domain and the CS domain,
which is set by the DomainType(BSC6900,BSC6910) parameter. The processing time of cell
blocking is set by the ProcessDuration(BSC6900,BSC6910) parameter.

Table 4-1 provides five schemes for quickly blocking/unblocking cells.

Cell Barring Feature Parameter Description 5 Engineering Guidelines

5 Engineering Guidelines

5.1 When to Use

The use of this feature does not affect the KPI of local network, because after the cell is barred
the UE will not retry to access the local cell. However, the UE will try to access inter-RAT cells
or inter-operator cells in the same coverage and cause signaling shock to them. Therefore, you
need to consider the anti-shock capability when deploying this feature and ensure the cell can
work normally when a lot of UEs come to the cells.

It is recommended that you use the default values of the parameters involved in this feature.

FD_TAC_MATCH_SWITCH. 1: This switch is turned
on. The RNC uses TAC matching to determine whether
to apply the FAST DORMANCY function for pre fast
dormancy UEs. 0: This switch is turned off. The RNC
applies the FAST DORMANCY function for pre fast
dormancy UEs of 3GPP Release 5 or later. 24)
NONPTT_L1_FAST_SYNC_SWITCH. 1: This switch
is turned on. If a UE sets up a non-PTT service on the
DCH, the RNC includes the Post-verification period
information element (IE) in a Uu message to instruct the
UE to perform concurrent uplink and downlink
synchronization. 0: This switch is turned off. If a UE
sets up a non-PTT service on the DCH, the RNC does
not include the Post-verification period IE in a Uu
message. The UE first performs downlink
synchronization and then uplink synchronization. 25)
URAPCH_LAYERED_PAGING_RT_SWITCH.
Whether the RNC allows Layered Paging in URA_PCH
for a UE processing real-time services. 1: This switch
is turned on. The RNC sends paging messages to the cell
on which a UE processing real-time services camped
recently and to the neighboring cells of this cell. The
RNC pages the UE in the entire UTRAN registration
area (URA) only when it does not receive a response
from the UE. This significantly reduces the number of
paging messages on the Uu interface. 0: This switch is
turned off. The RNC directly pages the UE in the entire
URA. 26)
URAPCH_LAYERED_PAGING_NRT_SWITCH.
Whether the RNC allows Layered Paging in URA_PCH
for a UE processing non-real-time services. 1: This
switch is turned on. The RNC sends paging messages
to the cell on which a UE processing non-real-time
services camped recently and to the neighboring cells
of this cell. The RNC pages the UE in the entire URA
only when the RNC does not receive a response from
the UE. This significantly reduces the number of paging
messages on the Uu interface. 0: This switch is turned
off. The RNC directly pages the UE in the entire URA.
27)IDLE_LAYERED_PAGING_NRT_SWITCH.
Whether to enable layered paging for UEs in the idle
state who will establish non-real-time service. 1: This
switch is turned on. The first broadcasts a paging
message in the cell who has interacted with the UE for

RNC directly broadcasts a paging message in the LAC
or RAC area. 28)
IDLE_LAYERED_PAGING_RT_SWITCH. Whether
to enable layered paging for UEs in the idle state who
will establish real-time service. 1: This switch is turned
on. First broadcasts a paging message in the cell who
has interacted with the UE for the last time and its
neighboring cells. If the UE cannot be paged, the RNC
then broadcasts a paging message in the LAC or RAC
area. 0: This switch is turned off. The RNC directly
broadcasts a paging message in the LAC or RAC area.
29)INTELLIGENT_WIFI_DETECT_AND_SELEC-
TION. Whether to enable intelligent Wi-Fi detection
and selection for the RNC. 1: This switch is turned on.
The RNC supports intelligent Wi-Fi detection and
selection. 0: This switch is turned off. The RNC does
not supports intelligent Wi-Fi detection and selection.
30)
INTERRAT_LOAD_REPORT_FOR_LTE_SWITCH.
Whether to enable the RIM-based cell load sharing
function(Multiple Report). 1: This switch is turned on.
RIM-based load sharing can be achieved between
UMTS and LTE cells. Upon receiving a load sharing
request from an LTE cell, a UMTS cell responds with
its own load information. 0: This switch is turned off.
UMTS cells do not support the RIM-based cell load
sharing function. Therefore, UMTS cells do not respond
to load sharing requests from LTE cells. 31)
PTUSER_IDENTIFY_SWITCH. Whether to
preferentially guarantee platinum users in terms of
network access, voice quality, or PS service rate. 1: This
switch is turned on. The RNC recognizes platinum users
and preferentially guarantees their user experience. 0:

FD_TAC_MATCH_SWITCH. 1: This switch is turned
on. The RNC uses TAC matching to determine whether
to apply the FAST DORMANCY function for pre fast
dormancy UEs. 0: This switch is turned off. The RNC
applies the FAST DORMANCY function for pre fast
dormancy UEs of 3GPP Release 5 or later. 24)
NONPTT_L1_FAST_SYNC_SWITCH. 1: This switch
is turned on. If a UE sets up a non-PTT service on the
DCH, the RNC includes the Post-verification period
information element (IE) in a Uu message to instruct the
UE to perform concurrent uplink and downlink
synchronization. 0: This switch is turned off. If a UE
sets up a non-PTT service on the DCH, the RNC does
not include the Post-verification period IE in a Uu
message. The UE first performs downlink
synchronization and then uplink synchronization. 25)
URAPCH_LAYERED_PAGING_RT_SWITCH.
Whether the RNC allows Layered Paging in URA_PCH
for a UE processing real-time services. 1: This switch
is turned on. The RNC sends paging messages to the cell
on which a UE processing real-time services camped
recently and to the neighboring cells of this cell. The
RNC pages the UE in the entire UTRAN registration
area (URA) only when it does not receive a response
from the UE. This significantly reduces the number of
paging messages on the Uu interface. 0: This switch is
turned off. The RNC directly pages the UE in the entire
URA. 26)
URAPCH_LAYERED_PAGING_NRT_SWITCH.
Whether the RNC allows Layered Paging in URA_PCH
for a UE processing non-real-time services. 1: This
switch is turned on. The RNC sends paging messages
to the cell on which a UE processing non-real-time
services camped recently and to the neighboring cells
of this cell. The RNC pages the UE in the entire URA
only when the RNC does not receive a response from
the UE. This significantly reduces the number of paging
messages on the Uu interface. 0: This switch is turned
off. The RNC directly pages the UE in the entire URA.
27)IDLE_LAYERED_PAGING_NRT_SWITCH.
Whether to enable layered paging for UEs in the idle
state who will establish non-real-time service. 1: This
switch is turned on. The first broadcasts a paging
message in the cell who has interacted with the UE for

be paged, the RNC then broadcasts a paging message in
the LAC or RAC area. 0: This switch is turned off. The
RNC directly broadcasts a paging message in the LAC
or RAC area.
29)INTELLIGENT_WIFI_DETECT_AND_SELEC-

and selection for the RNC. 1: This switch is turned on.
The RNC supports intelligent Wi-Fi detection and
selection. 0: This switch is turned off. The RNC does
not supports intelligent Wi-Fi detection and selection.
30)
INTERRAT_LOAD_REPORT_FOR_LTE_SWITCH.
Whether to enable the RIM-based cell load sharing
function(Multiple Report). 1: This switch is turned on.
RIM-based load sharing can be achieved between
UMTS and LTE cells. Upon receiving a load sharing
request from an LTE cell, a UMTS cell responds with
its own load information. 0: This switch is turned off.
UMTS cells do not support the RIM-based cell load
sharing function. Therefore, UMTS cells do not respond
to load sharing requests from LTE cells. 31)
