The last two main points were discussed about The order of precedence and The

basic rules of precedence. I will now move to the last point: The rules of
precedence
Here, I like to highlight the regulation from the minister of state secretariat
Number 13, 2009 about the special service or protocol for President-vice
president-and first lady.
There is certain points here that needs to be emphasized.
In order to support state events or official events held by the President and Vice
President, the proportional, professional, and optimal services of protocoal need
to be implemented. The special services or protocols to Presiden or Vice
President or the first lady, in fact, has been conducted properly but it has not
been formally formulated in the form of the Practical Instructions which is
stipulated by a Ministerial Regulation. In addition, the amendment of the 1945
Constitution of the Republic of Indonesia as well as the bureaucracy reform
changes the governmental system of the state institutions. It demands for the
existence of guidance in organizing and/or implementing the protocol. In order
to pursue that standards, comprehensive instructions are needed based on the
provision of the legislation.
In essence, there are many order of precedence that need to be followed as the
basic protocol in bureaucracy. I will focus on three: that are the central
government members, the ministry, and the civil servants.
First, According to the minister regulation, the order of the precedence for
central government members are derived as follow:
 President
 Vice President
 The chairman of the State Institutions
 Foreign Ambassadors
 Minister
 Officials of the Ministerial level
 Head of non-ministerial governmental institutions
 Head of Indonesian Representative who lived as an ambassador with
Great Extraordinary and Plenipotentiary
 Governor and Vice Governor
 Young Chairman of the Supreme Court, Members of the People's
Consultative Assembly
 Mayor and Deputy Regent / Deputy Mayor
Meanwhile, the order of the precedence for the ministry should meet the
demand of the following roles:

1. The order of the ministry is governed under the position that is decided
based on the Presidential Decree about the cabinet formation
2. In relation to the Foreign Country Representative, The Minister of
Foreign Affairs is given the first order compare to other ministries
3. The minister that became the leading sector get the main place,
4. In certain event, the Coordinating Minister,(if its substance is related)
gets more important places compare to others.
That’s the role of order based on the ministry and its functions in the
governmental system. Let’move on to the third point. The last point here will
discuss about the role of precedence in our circumstance, the civil servant.
1. The order of precedence for Civil Servants is arranged based on seniority
and its position.
2. Former Governmental Officials have the one step behind positin compare
to those that still active, but placed ahead in the lower group.
3. Former President and former Vice President of Indonesia got a place after
the Vice President of Indonesia and before Chairman of the State
Institution.
4. Pioneer of Nationality / Independence Movement got a place after the
chairman of the State Institutions
5. Chairman of the Political Party representing the legislature gets its place
after the Pioneers of Indonesian Independence.
6. Owner of the Honorary Sign from the Republic of Indonesia got his/her
place after the group of Political Party representing its legislature
7. Chairman of the National Religious Organization (recognized by the
government) gets a place after the Owner of the Honorary Sign from the
Republic of Indonesia
Order of precedence is a sequential hierarchy of nominal importance of persons.
Most often it is used in the context of people by many organizations and
governments, for very formal and state occasions, especially where diplomats are
present. It can also be used in the context of decorations, medals and awards.
Historically, the order of precedence had a more widespread use, especially in
court and aristocratic life.
