Executive Summary
As part of the Southwest Calgary Ring Road (SWCRR) pursuit, Stantec has prepared a high level
review of daily traffic volumes based on the available information for use by the pursuit team in
the initial pavement design. Specifically, this review was conducted to estimate the following:
• Annual Average Daily Traffic (AADT) estimates for the SWCRR main lines, cross-streets,
ramps, at-grade intersections and service roads;
• Heavy Vehicle percentage estimates for the SWCRR main lines, cross-streets, ramps, at-
grade intersections and service roads;
• Estimated traffic growth rates from the opening year of the SWCRR (assumed as 2021)
until the year 2035;
• Estimated single-unit (single-axle) trucks (SUT) and multi-axle vehicles comprised within
the truck traffic classification system (TTC) volumes for the SWCRR main lines, cross-streets,
ramps, at-grade intersections and service roads.
It should be noted that the forecast estimates for the above-noted are based on numerous
assumptions outlined in this report and the traffic data available at the time of this review.
Assumptions and data sources used in this review can be found in Section 1.0 of this report.
Assumptions and data sources used in this review include but are not limited to:
• 2035 and 2050 traffic volumes provided to the project team in Trafficware’s Synchro and
Sidra files
• 2013 City of Calgary traffic volume information and maps
• 2013 City of Calgary heavy vehicle information and maps
• Alberta Transportation (AT) traffic count data
• Southwest Calgary Ring Road (SWCRR) Noise Study (Patching Associates Acoustical

1.0 BACKGROUND
1.1 OBJECTIVES
Objectives of the review conducted consist of the following:
• Estimate the Annual Average Daily Traffic (AADT) estimates for the SWCRR main lines,
cross-streets, ramps, at-grade intersections and service roads;
• Estimate the percentage of Heavy Vehicle for the SWCRR main lines, cross-streets, ramps,
at-grade intersections and service roads;
• Estimate the traffic growth rates from the opening year of the SWCRR (assumed as 2021)
until the year 2035;
• Estimate the single-unit and tractor trailer truck volumes and percentages for the SWCRR
main lines, cross-streets, ramps, at-grade intersections and service roads.
1.2 ASSUMPTIONS
General assumptions were made by the project team as this review was undertaken. In
addition, specific assumptions related to specific objectives are noted in the appropriate
sections. General assumptions applied in this review are as follows:
• Completion of the SWCRR will modify travel patterns on the skeletal, arterial and
collector roadway network. This assumption is based on comparisons made to the
roadway network before and after completion of the Southeast portion of Stoney Trail;
• In instances where multiple data sources provide conflicting information, data provided
in the Synchro files, Sidra files or the Noise Report were deemed as appropriate.

In order to estimate daily traffic volumes for the SWCRR, the project team reviewed the year-by-
year changes in traffic growth associated with the completion of the Edmonton Ring Road
(Anthony Henday) and SE Stoney Trail. Similarities between Edmonton to Calgary include:
Traffic growth pattern changes in Calgary associated with the completion of the SE Stoney Trail
were documented based on comparisons between traffic growth patterns before and
immediately after the SE Stoney Trail opening. Figure 1 illustrates the traffic growth patterns from
2011 – 2013 (before the SE Stoney Trail). Figure 2 illustrates the traffic growth patterns from 2013 –
2014 (after the SE Stoney Trail).

The traffic data around the City indicates the following traffic growth pattern changes with the
SE Stoney Trail completion in 2013 and into 2014:
- Traffic growth shifted away from Hwy 2A traveling north to the City and onto Hwy 2;
- Traffic growth shifted away from traveling along Hwy 2 through the City onto SE Stoney
Trail;
- Traffic growth on the NE Stoney Trail increased;
- Traffic growth from areas east of the City on Hwy 1 remained relatively steady;
- Traffic growth traveling north of the City along Hwy 2 slowed;
- Traffic growth from areas east of the City along Hwy 564 increased;
- Traffic growth along Hwy 1A NW of the City slowed;
- Traffic growth along Hwy 1 west of the City increased;
- Traffic growth along Hwy 8 west of the City slowed;
- Traffic growth within the City along Hwy 8, which had been decreasing at a rate of 2%
annually, slowed to only a 1% decrease;
- Traffic growth within the City along Highway 2 decreased.
Upon completion of the Anthony Henday, traffic was found to have increased substantially
during the first fully operational year. This is consistent with the patterns observed around
Calgary with the completion of SE Stoney Trail. Due to limited availability of data, longer term
(beyond 1 year) patterns around Calgary could not be quantified, however given the similarities
noted previously between Edmonton and Calgary including the traffic growth rate spike in the
first year, it was assumed that traffic growth patterns would generally remain similar. In
Edmonton, following the opening year, traffic growth began to taper down to a steady growth
rate until a significantly lower rate was maintained on the Anthony Henday. Therefore, similar
growth rates were applied to the SWCRR mainline AADT growth beyond the first opening year.
Using the Synchro files provided for the 2035 and 2050 scenarios, traffic volumes were compared
and a linear traffic growth rate of 1% was extrapolated for this duration. Table 1 lists the
calculated traffic growth rates applied to the SWCRR main lines.

In order to estimate cross street and ramp traffic growth at the SWCRR interchanges, traffic
volumes on NW Stoney Trail were reviewed due to the area’s similarities in surrounding land use
development (residential) to the SW. Hence, similar traffic growth rates as NW Stoney Trail
accesses were applied onto the crossroad and ramp AADT growth for interchanges on the
SWCRR. Table 2 includes the traffic growth rates estimated for the cross street and ramps. 2035
– 2050 traffic growth rates (in both Table 1 and Table 2) were extrapolated by comparing 2035
and 2050 traffic volumes from Synchro, as described in the following Section 3 of this report. In
some locations however, alternative growth rates were deemed as more appropriate given site
specific conditions. Detailed values are provided in Appendix B.

Two methods were considered to extrapolate peak hour volumes into AADT estimates. Method
1 assumes the PM peak hour or the AM peak hour is representative of approximately 10% of the
AADT. Therefore Method 1 multiplies the PM Peak Hour volume by a factor of 10 to develop an
AADT estimate. The potential area of concern with using this method is that it assumes the PM
Peak Hour directional flow pattern is not consistent with the AM Peak Hour, and fails to account
for the non-peak directional flow of vehicles. This may result in some roadway sections as being
over-designed and other areas under-designed. Method 2 combines the AM Peak Hour and PM
Peak Hour traffic flow volumes and assumes their combined values are representative of
approximately 20% of the AADT. Therefore this method adds AM Peak Hour and PM Peak Hour
volumes and multiplies the resulting volume by a factor of 5 to develop an AADT estimate. This
method does account for directional variations that may occur between the peaks (for
example, drivers using one route in the AM Peak Hour which may or may not be their PM Peak
Hour route). This method may also result in the potential over-design and under-design of some
roadway sections, but the margin of variation is not anticipated to be as significant as Method 1.
Therefore, Method 2 was used to extrapolate Peak Hour volumes into AADT estimates.
2035 and 2050 peak hour turning movement traffic volumes were provided in the Synchro files as
well as in the SWCRR Noise Report (see Appendix A). These AM and PM peak hour turning
movement volumes were summed and multiplied by 5 in order to estimate 2035 and 2050 AADT
estimates. Comparisons between the 2035 and 2050 volumes resulted in extrapolated traffic
growth rates of 1% between the years 2035 and 2050 (as indicated in the previous Table 1,
Section 2 of this report).
The 2021 AADT values were back calculated from the 2035 volumes, using the traffic growth rate
calculations noted previously in Section 2 of this report. The 2021 AADT estimates for the SWCRR
were compared to the remainder of Stoney Trail to assess if there were any “magnitude”
differences in volumes, however this was not an issue. While the volumes on SWCRR and Stoney
Trail are expected to vary between each other, this comparison was made only to assess if the
variations could be considered reasonable. Appendix B details the 2021 AADT volumes for the
SWCRR mainline, cross roads, and ramps.

The 2014/15 heavy vehicle information provided by the City of Calgary provided limited
information for 2014 once SE Stoney Trail was opened (compared to the data available for
2013). The 2014 data was compared with recent AT traffic counts as well as other recent City of
Calgary counts information. The comparisons show minimal difference in heavy vehicle percent
variations between 2013 and 2014 in the overlapping areas (time period when SE Stoney Trail
opened to the public). Since the City of Calgary’s 2013 Percent Truck Map represents more
detailed heavy vehicle information than the City of Calgary 2014 Percent Truck data available,
and since the available City of Calgary 2014 Percent Truck data suggested minimal differences
from 2013, the 2013 Percent Truck Map was used as the basis to estimate the heavy vehicle
traffic flow patterns expected in 2021 on the SWCRR main lines.
A general assumption operated under was that the SWCRR provides an opportunity to reroute
trucks intending to travel west on Hwy 1 and Hwy 8 from SE Calgary and south of the City to
access western areas of the City without relying on congested routes that travel through the
City.
2013 City of Calgary data suggests heavy truck usage originate from the SE area of Calgary and
the skeletal roadway network leading to the City most prominently. Currently, to travel west or
NW, heavy vehicles access the following routes:
With the SWCRR completed, Anderson Road (a designated truck route) provides an alternative
east-west route that may potentially relieve the congested Glenmore Trail. Anderson Road
currently consists of 7 traffic signals west of Hwy 2, and is anticipated to be widened to a 6-lane
facility in the future. In addition, Anderson Road consists of minimal and gradual vertical grade
variations and horizontal curves, which may increase the attractiveness of this route for heavy
vehicles traveling to and from SE Calgary, Macleod Trail and Hwy 2. Traveling south on SE Stoney
Trail to 22X and the SWCRR from the SE industrial lands will provide a less direct and less
congested route for heavy vehicles. However comparison of the City’s 2013 and 2014 truck
count data suggests that the opening of SE Stoney Trail did not see a significant increase in
heavy vehicle traffic using Stoney Trail to access Glenmore Trail to travel west. While some
heavy vehicles did shift, it doesn’t appear as if the less congested, less direct route was a
sufficient incentive to re-route heavy vehicles originating from SE Calgary onto SE Stoney Trail

(and then onto Glenmore Trail) in lieu of Barlow Trail, Shepard Road and other existing routes
through the City.
For heavy vehicles approaching/departing the City using routes south and southeast of the City,
the SWCRR provides a more direct route to/from areas west of the City. Therefore existing heavy
vehicles using 22x, Hwy 8 and Hwy 1 west of the City were incorporated into this review.
Heavy vehicles intending to travel north/south were anticipated to continue using Highway 2
and SE and NE Stoney Trail based on the proximity of Hwy 2 to the SE and NE portions of Stoney
Trail.
Based on this information and these assumptions, heavy vehicle volumes were re-routed onto
the SWCRR and Anderson Road, resulting in an anticipated heavy vehicle travel pattern as
follows:
• North on Hwy 2A onto the SWCRR, continuing on to Hwy 8 and Hwy 1 to travel west, and
vice versa;
• Onto Hwy 2 (via multiple routes) from the SE Calgary industrial areas located south of
Glenmore Trail and then onto Anderson Road West; connecting to the SWCRR and then
to Hwy 1 and Hwy 8, and vice versa. Anderson Road is currently a designated east-west
truck route per the City of Calgary.

The 2013 heavy vehicle volumes were grown to estimate 2021 heavy volumes by applying a 2%
growth rate per year until 2021. The 2% growth rate is representative of the city-wide traffic
growth rate typically applied on transportation studies when estimating long-term traffic growth
projections (for all vehicular modes), and assumed to be applicable to heavy vehicle traffic
volumes as well. Heavy vehicle volumes were increased by an estimated increment of 50 heavy
vehicles (based on surrounding land uses) for each interchange along the proposed SWCRR.
Anderson Road, assumed to serve as a major truck route following the SWCRR development,
was estimated as carrying an additional 1,500 heavy vehicles added to its heavy vehicle volume
estimate. This volume was estimated by evaluating the total volume of trucks traveling to/from
the Foothills Industrial area, Macleod Trail and Deerfoot Trail that currently utilize Glenmore Trail.
It was assumed that up to 1/3 of the heavy vehicles currently using Glenmore Trail may shift onto
Anderson Road. Anderson Road is expected to continue to be a designated truck route per the
City of Calgary, expected to be widened to a 6-lane facility, and currently carries approximately
25% of the traffic that Glenmore Trail carries. The only other east-west roadway south of
Glenmore Trail and north of Stoney Trail that is a designated truck route is Southland Drive.
However Southland Drive is a restricted truck route with no trucks permitted between 19:00 and
07:00 between Macleod Trail and 24 Street and has no truck route designation between
Macleod Trail and Hwy 2, limiting the potential appeal of Southland Drive for truck traffic. Figure
4 illustrates the current heavy vehicle travel patterns along major routes, and Figure 5 illustrates
the modified travel pattern assumed. The volumes shown in both figures are the 2013 heavy
vehicle volumes.
The 2021 heavy vehicle percentages were calculated from estimated 2021 heavy vehicle
volumes and estimated 2021 AADT mainline volumes. As shown in the 2013 City of Calgary
Percent Truck Map, heavy vehicle percentages are expected to deviate significantly from
roadway segment to roadway segment since they are by definition a percentage of the
roadway’s AADT. As AADTs change significantly between interchanges, the heavy vehicle
percentages will also vary significantly. The SWCRR Noise Study indicated a general range of 1 –
9% for heavy vehicles. This report generally concluded in a similar range of 2% - 7.15%, with one
segment estimated at 13.2% (between Westhills Way and Sarcee Trail). However the AADT
estimate for this section of the SWCRR is also significantly lower than other segments due to the
defined lanes for the main line segment. The lanes of the main line segment are before the
introduction of several on-ramps and after several off-ramps, resulting in a short segment
consisting of a reduced AADT. Figure 6 illustrates the defined extents of the main line in this area.
Heavy vehicle percentages have been provided between each SWCRR planned interchange,
and approximated between Macleod Trail and Anderson Road, Anderson Road and Sarcee
Trail, and Sarcee Trail and Hwy 8 based on individual interchange percentages in Appendix B.
Due to limited available data from the City of Calgary and AT, the only sources of data for
estimating heavy vehicle percentages on the cross roads and ramps were the SWCRR Noise
Study and the Synchro files. The SWCRR Noise Study indicates an assumed heavy vehicle range
of 1% to 9% on cross roads. The Synchro files include an assumed heavy vehicle percentage of
5% on cross roads and ramps. Therefore a 5% heavy vehicle percentage was assumed for all
cross roads and ramps. Service roads were assumed as having a 2% heavy vehicle percentage
based on similar assumptions used in the City on other transportation analyses.

Based on observed heavy vehicle splits along other portions of NE, NW, and SE Stoney Trail, it is
assumed that the percentage of buses and recreational vehicles (RVs) would be negligible
along the SWCRR. Along the NE, NW and SE Stoney Trail, RVs ranged between 0.2% and 2.6%,
with the higher percentage of RVs specifically located along NE Stoney Trail near Airport Trail
and McKnight Boulevard. Along the NE, NW and SE Stoney Trail, buses ranged between 0% and
1.3%. Therefore the heavy vehicle splits used in this report were assumed only between SUT and
TTC, with RVs and buses included as part of the TTC values.
