P E T I T I O N

WHEREAS, the Land Transportation Franchising and Regulatory Board (LTFRB)

promulgated Memorandum Circular No. 2005-014 giving fare discount to students,
elderly and disabled persons, was amended by Memorandum Circular No. 2017-024;

WHEREAS, said amendatory regulation states that “Students can avail of the twenty
percent (20%) discount from Monday to Sunday including summer breaks, legal and
special holidays”;

WHEREAS, said amendatory regulation had taken effect on October 28, 2017, fifteen
(15) days following its publication in a newspaper of general circulation and after three
copies thereof had been filed with the UP Law Center;

WHEREAS, it has come to our attention that jeepney drivers and operators within the
Santa Rosa area, particularly those stationed in the SM Jeepney Terminal, have not
been granting student discounts on weekdays, holidays and even some school days
despite the effectivity of the aforementioned LTFRB regulation;

WE, the members of the Holy Rosary College community, petition the City Government
of Santa Rosa, Laguna to take the necessary actions to compel the jeepney operators
and drivers within its territorial bounds to comply with the pertinent regulations and
GRANT THE TWENTY PERCENT (20%) STUDENT FARE DISCOUNT NOT ONLY ON
SCHOOL DAYS BUT ALSO ON HOLIDAYS AND WEEKENDS.
