O&M contract and MORT&H specifications for Road and Bridge Works, provide for the adjusiment of payment for variance in actual percentage of Bitumen used in DBM (507.9), SDBC (508.9) and BC (509.9). It is observed that in various O&M contracts, the assessment of above adjustment was made mostly using average rate from various sources of bitumen and by adding overheads and profits (OH&P) on the cost of extra quantity of bitumen. 2. Now it has been decided that for calculating the price adjustment (up and down), the prevailing rate of bitumen at the nearest refinery of the PIU, in addition to the taxes, duties and transportation or the actual procurement cost whichever is lower is to be considered. However, no overheads and profits (OH&P) are to be permitted as this has already been included by the bidder in the BOQ rates i.e. in the original bid. 3.
