SECTION I

GENERAL

1.01 GENERAL DESCRIPTION

It is the intent of this Specification and drawings furnished to describe a 46 meters


quadruple waterjet aluminium Security Vessel designed and built for the purpose
of providing security services and utility duties to offshore platform, shoreline
patrol and oilfield installations.

The design shall emphasize good sea-keeping qualities over the whole speed
range. Particular emphasis shall be placed on good all round visibility from
wheelhouse and minimization of noise and vibration. For safe maneuvering an
additional manoeuvring station aft suitably located in a position to ensure
unobstructed view over the main deck, shall be installed.

The hull and superstructure shall be of all welded aluminium alloy. The hull form
shall be of single chine, flush main deck aft, raised foredeck, raked soft nose stem
and transom stern.
Propulsion shall be by four (4) marine diesel engines each driving a water jet
propulsion through a reverse reduction gearbox.

Fully air conditioned wheel house, accommodation, mess, lounge, galley, shower
and toilet rooms to be provided. The vessel air conditioning system shall be
capable of maintaining a maximum constant temperature of 22 degree centigrade
and 50% relative humidity under the specific environmental condition. The
fouling air is not to be re-circulated from the toilets, galley, provision store and
laundry compartment. Exhaust air from these compartment is to be discharged
well clear of all other air intakes.

1.04 PERFORMANCE
The vessel shall be capable of achieving the following during trial speeds in calm
sea and with clean hull bottom:
a) Maximum Speed of 30.0 knots at 100% MCR at 50% F.O. and 4 tons on deck.

1.05 CLASSIFICATIONS, SURVEY, REGISTRATION AND CERTIFICATES


The vessel, including the hull structure and equipment, the propelling machinery,
piping system and the electrical installation, shall be built under the survey of
ABS Classification Society and in accordance with the latest Rules and
Requirement.

The vessel shall comply the regulations and safety rules and code of IMO,
MARPOL, SOLAS, AIS & SSAS.

The vessel shall comply to the Maritime Regulatory bodies of Flag standards, and
those International Maritime Conventions and Regulatory.

The vessel shall comply with the stability requirements as laid down by IMO,
local legislation and classification society. The stability data shall be made
available.

All fees and disbursements payable in respect of Classification Survey shall be


paid by the Shipbuilder.

1.06 TRIALS
Upon completion of the vessel, tests and trials shall be conducted to demonstrate
the satisfactory operation of all equipment and vessel’s sea worthiness.

Trials shall be undertaken to measure speeds with GPS and speed log and to test
the manoeuvring, steering, etc, capabilities.

The speed trial shall be conducted in smooth water conditions over a recognized
measured distance (nautical mile) or as per GPS and speed log.

The tests and trials shall include the following and any others as required by the
Classification Society:

1) Speed Trial
2) Electric Load Tests
3) Endurance Test
4) Stopping and Astern Test
5) Anchor Test
6) Emergency Stop Test
7) Inclining Experiment

1.07 STABILITY
The vessel shall comply with the stability requirements as laid down by IMO
regulation, local legislation and classification society. The stability data shall be
made available.
An inclining experiement shall be conducted in the presence of the Classification
Society’s Surveyor, to ascertain the lightship weight and vertical centre of gravity
at light weight condition.

1.08 DRAWINGS
The shipbuilder shall submit the drawings listed in Appendix A to the Owner for
approval and provide Three (3) copies of the drawings on completion and
handover of the vessel.

1.09 The shipbuilder shall submit to the owner all certificates and legal documents
listed in Appendix A on the day of signing of handover of the vessel.

SECTION II

HULL

2.01 GENERAL
The hull and superstructure, of aluminium alloy, shall be generally of all welded
construction framed and plated as shown on the Construction Drawings and as
outlined in the following sub-sections. The scantlings and the structural
aluminium shall be in accordance with the Classification Society’s requirements.
The hull shape shall be as defined by the Lines Plan and faired offsets.

Aluminium alloy shall be of a marine grade 5083 H116 for plates and 6082T6 for
sections (or equivalent).

Access shall be provided to all compartments and spaces for cleaning, painting
and inspection.

Adequate arrangement for drainage and air escape in the form of radiused limber
holes to be provided in the structure within all compartments.

2.02 CONSTRUCTION
The main hull structure shall be longitudinally framed and subdivided into six (6)
compartments by five (5) transverse bulkheads.

Beneath main machinery, structure shall consist of robust longitudinal girders and
transverse floors with intercostals or longitudinal as required.

All hull structure material shall be carefully faired. Care shall be taken with the
alignment of structural members on either side of divisions such as bulkheads or
girders.

The sequence of welding shall be carefully considered to minimize distortion and


locked in stress.

Compensation, preferably by thick insert plates and not by doublers, shall be


arranged in way of large openings or corners giving rise to high local stress.

Fuel Oil Daily Service tanks shall be built integral in the engine room.

Minimum plating thickness shall comply with classification requirements with


adequate extra margins which will be specified by the Yard upon finalizing of
design.

2.03 WELDING
Except where specified otherwise, electric welding shall be employed in the
construction of the vessel. Welding shall be of the electric arc type using MIG or
TIG process in accordance with the approved code. All welded connections shall
be as shown on the approved plans and in accordance with the requirements of the
Classification Society. All electrodes used shall be of type approved by the
Classification Society.

The preparation of plate edges shall be accurate and uniform. All joints shall be
properly aligned and closed or adjusted before welding. Excessive force shall not
be used in fairing and closing the work. Means shall be provided for holding the
work in proper alignment without rigid restraint during welding operations.

Arrangements shall be made for the inspection of finished welds by the


Classification Society’s Surveyors as required.

2.04 DECK PLATING


The aft main deck plating shall give a minimum deck load of 2.0 tonnes/sq.m.
The cargo deck shall have a clear deck space of 130 sq.metres.
Deck cargo capacity shall be maximum 180 metric tones.

All openings on the main deck shall have radius corners and where deck stiffeners
have been eliminated due to cuts, they shall be strengthened/replaced with
properly sized members.

The aft deck shall be free and unobstructed and wooden sheathed with approx.
30mm thick hardwood properly secured.

2.05 BOTTOM AND SIDE SHELL


Bottom and side shell shall be erected fair and smooth and where local
strengthening is required, insert plates shall be used in preference to doublers.
Where different thickness of plates is used, the inner surface of the plate shall be
flushed with the adjacent plating to suit the frames and beams.

2.06 BULKHEADS
Five (5) transverse bulkheads shall be fitted to provide watertight subdivision.
Bulkheads shall be fabricated from plates with angled bar stiffeners.
Penetration of bulkheads by pipe work, cables, etc. shall be made watertight to
Class requirements.

2.07 KEEL
The vessel shall have a flat vertical plate keel in conjunction with the vertical
centerline girder.

2.08 STEM
The stem shall be raked and construction of round aluminium plates shaped as
required and adequately braced internally with breast hooks and bar stiffener.

2.09 STERN/TRANSOM
The stern shall be of robust construction and well stiffened and slope/incline to
accommodate the water jet propulsion.

An extended stern is provided to accommodate the launching arrangement of the


fast rescue craft for quick launching and recovery system.

2.10 DECKHOUSE AND WHEELHOUSE AND BALLISTIC PROTECTION


The compact superstructure and efficient layout shall offer an unobstructed view
in all directions (as far as practical).

The sides shall be placed well inboard and offer sufficient tumble home to prevent
damage when coming alongside and provide ample gangways.
Ballistic panel protection for AK 47 from a distance of 1 meter will be provided
for wheelhouse, Main deck accommodation and below deck accommodation.
Additionally a bullet resistant glass with polycarbonate (7.62 x 39 AK47) shall be
provided.

2.11 ENGINE BEARERS


Engine bears shall be of aluminium plate in conjunction with heavy flat bar riders
are longitudinal to be integral with the girder system.

The bearer shall be of sufficient stiffness to minimize hull vibrations exerted by


the engines.

2.12 HATCHES AND MANHOLES


The engine room escape shall have a hatch fitted on the aft main deck. This hatch
shall be of a size to suit removal of M.E. with gearbox in and out without
difficulty. Like wise, hatches for gen sets (engine and alternator) as a unit shall be
sized for full removal. No pipings shall be fitted between engine and hatch.

The flush hatch cover shall be made of aluminium alloy and can be opened from
either side. Dimension of access opening shall be of diameter 520 mm approx.

Four (4) flush portable panels shall be provided in the aft deck for the easy
removal of the main engines and two (2) for removal of the generators.

On the fore deck, the crew cabin escape hatch shall be fitted on a 500mm dia.
“Freeman” flush type hatch openable from both side.

All hatch covers shall be made watertight by means of gaskets.

Watertight manholes shall be fitted giving access to all tanks and void spaces.
Manhole covers shall be closed by stainless steel studs and nuts.

2.13 LADDERS
For entrance to the crew cabin and wheelhouse, aluminium stairs shall be fitted.
Aluminium step ladders shall be fitted for the aft peak hatch and the front cabin
escape hatch.

The fore peak bulkhead shall be provided with climbing steps.

2.14 FENDERS
Heavy duty aluminium 100mm dia. half pipe fenders shall be welded all round the
vessel. This shall be supplemented by aircraft tyres hung over the sides and stern.
The stern shall be protected with aircraft tyres fitted all round the stern, and at the
corner radius extended over the sides up to midships. Sufficient lugs/padeyes
shall be fitted on the Main Deck to hang the tyres on galvanized chains/shackles.

The tyres shall be fastened by suitable size stainless steel cable wire, shackles and
clamps.

2.15 PADEYES
Pad eyes shall be provided to hang tyre fenders arranged as shown in GA.

2.16 ANCHOR ROLLER


The anchor and chain shall be brought on board by way of a suitably sized anchor
roller.

2.17 GUARDRAILS
Aluminium guardrail shall be fitted all round the vessel and the top of the
deckhouse at a height of not less than 1M above the deck. Top rails shall be of
diameter 38 mm aluminium pipe and bottom rails shall be of diameter 25mm.

Guardrails shall be placed inboard and tumblehome to offer sufficient protection


against damage when coming alongside other objects.

Handhold railings shall be provided as required.

The crash rail shall be of heavy duty pipe 100 mm diameter.

2.18 BULWARKS
A bulwark shall be installed from the bow extending to midship and from
midship to stern as shown in GA.

2.19 MAST
An aluminium mast with double navigation lights shall be fitted at the centre of
the wheelhouse roof top, and shall be fitted with supports for Radars,
Inmarsat-C,GPS,TV/Radio antennas and for pulleys, halyard & cleats.
All fittings on the mast shall be free from projections or sharp edges.
The mast shall also be fitted with ladder rungs for servicing the navigation
lightings.

2.20 NAME AND EMBLEMS


Vessel’s name and Port of Registry, made of aluminium plates and welded on the
hull and painted as required by the Owner. The wording shall be in English and
IMO numbers shall be made of aluminium plate and welded on the superstructure
P/S sides.

2.21 FITTINGS
Fittings requiring mounting by bolts and nuts and clips alike on exposed deck
shall be of stainless steel material throughout.

2.22 DRAFT AND LOADLINE MARKS


Draft marks shall be clearly defined forward and aft.
Loadline marks shall be clearly defined and Draft Marks & Plimsoll Line Marks
shall be made of aluminium plates and welded on the hull and painted white in
colour.

2.23 BOATSWAIN EQUIPMENT LOCKERS


Lockable weather/water proved lockers shall be constructed with aluminum plates
to be located aft of superstructure.

2.24 ENGINEERING STORES
Lockable lockers and shelving shall be constructed with aluminum material
preferable to be located at the steering compartment.

SECTION III

ACCOMMODATION

3.01 GENERAL
Security personnel in cabin for 16 persons shall be arranged on main deck
superstructure and 24 seating capacity at fwd section. And 12 crew
accommodation below shall be arranged as shown in the plan.Access to
accommodation below deck shall be through a watertight door .

All accommodation spaces to be fully air-conditioned: galley, messroom,


wheelhouse and passenger area and outfitted in a manner suitable for Middle East
conditions.

The accommodation areas on the vessel shall be finished to a commercial


standard having materials of a simple and robust nature to minimize maintenance
and facilitate cleaning.

In war position:
3 men at 0.5 caliber
1 coordinator on bridge
2 men with AK47 on deck
5 men craft

3.0 CARPENTRY
1) General
Linings and partition bulkheads shall be material approved by the
Classification Society and the National Authority relating to the structural
fire protection plan.

2) Wheelhouse
The wheelhouse sides and ceiling shall be rock wool thermal insulated and
covered with approved lining (aluminium honey comb for the sides and
dampa type or equal for the ceiling). The sides shall have paneling below
the wheelhouse windows.

Chart Table c/w chart reading lamp and drawers for charts storage shall be
provided and storage space shall be provided for pyrotechnics and
lifejackets.

3) Lower Deck Accommodation


The sides of the accommodation which are unprotected and exposed to the
open shall be insulated with glass wool.
Storage space shall be provided for storage of lifejackets.

Passenger accommodation shall be sufficiently insulated to obtain a noise


level below 85 dB (A).
Storage space shall be provided for storage of lifejackets.

The galley and engine room shall be A60 insulated in compliance with
relevant Regulatory Bodies.

3.03 FLOORS
The aft peak and engine room shall be fitted on aluminium angle sections and
chequer plates.

The wheelhouse floor shall be covered with rubber tiles.

The accommodation floor shall be covered with linoleum on the top of the
aluminium and or wooden floor.

3.04 CREW CABINS

1) One-Man Cabin (4 nos)

3.05 GALLEY/CREW MESS AREA


i) Galley
a) One (1) electric cooking stove c/w oven with four hot
plate element type. Cooker hood shall be industrial
type equipped with powerful double exhaust fans and
washable filters.
b) One (1) microwave oven shall be provided
c) One (1) stainless steel deep double sink (1.00M x 0.50M)
c/w (hot/cold )water tap, drainage and shut off ball valves
fitted for the taps and non-return valve for the drainage.
d) One (1) 250mm diameter extractor fan with air ducting
discharge connected to overboard.
e) Four (4) power sockets.
f) One (1) Emergency push button switch off for all electrical
appliances in case of fire in the galley to be installed
outside of galley room.
g) One (1) “U” shape custom design built table c/w drawers
and shelves and doors, table top shall be of heat/fire proved
laminated material.
h) Shelving shall be provided on above the table secured
against the wall from the ceiling downwards.
i) One (1) refrigerator shall be provided in the crew mess
room.

Dry Stores
A separate dry store shall be provided c/w shelving.

ii) Mess Area at main deck


a) Two (2) mess table for 8 crew
b) One (1) ‘U’ custom design built sofa set for 8 crew.
c) Two (2) power sockets
d) One (1) T.V./CD/DVD player antenna socket (marine type)

iii) Laundry/Washing Area


a) One (1) Separate compartment shall be constructed for the
washing machine/dryer c/w stainless steel deep
wash basin and stainless table top c/w cold/hot water taps
and shut off ball valves fitted for the water taps and
non-return valve for the overboard drainage.
b) One (1) Wooden table with drawers and shelves.
c) One (1) Shelving for storage of dirty and clean clothing,
washing power/liquid etc.
d) Three (3) power sockets.

e) One (1) Extractor fan shall be fitted and to ventilate away


from all air intake vents.

3.06 RECREATIONAL FACILITIES


One (1) x colour 24 inches screen TV sets c/w (CD/DVD players) and marine
omni-directional, wideband TV-AM-FM (0.1-890 MHz) receiving antenna shall
be installed on top of the mast.
One (1) receiving antenna for AM-FM channel frequency radio to be fitted on
wheelhouse top.

3.07 CREW SHOWER /TOILET (2- NOS.). Each to be provided:


a) One (1) European (sea water flush) type toilet. A hand operated discharge
pump shall be incorporated into the system for use in case of electrical
failure. Hot/Cold fresh water for the wash basin and Shower head and shut
off ball valve shall be fitted for all taps.
b) One (1) Stainless steel wash basin and mirror with light and shaver socket.
c) One (1) Shower space c/w shower curtain & soap dish/holder
d) One (1) Soap dish/holder
e) One (1) Shaving power socket (240V A.C.)
f) One (1) Shower hose c/w nozzle and fitted with shut off ball valve for
the tap
g) One (1) Toilet roll holder
h) Two (2) Clothes hooks/hanger

3.08 MAIN DECK ACCOMMODATION – LOUNGE PASSENGER

SEATINGS AND TOILET

Each shall be fitted with the following:-
a) One (1) western seating type (sea water flushing) toilet bowl fitted with
sanitary water hoses and spray nozzles
b) One Shower hoses c/w nozzles and fitted with shut off ball valve for
the tap
c) One wash basins with hot/cold fresh water and fitted shut off ball valve for
the tap.
d) One Soap dish/holders
e) One Shaving power sockets ( A.C.)
f) One Exhaust fans shall be fitted and to ventilate away for all air intake
vents.
g) One Toilet paper roll holder

3.09 LOUNGE/OFFSHORE SEATING AREA


a) One lounge shall be provided on main deck for 24 persons seating
capacity.
b) One (1) Potable drinking water dispenser

3.10 WHEELHOUSE AND BALLISTIC PROTECTION


The wheelhouse shall be designed and built with as near as possible as 360 degree
unobstructed visibility. The wheelhouse shall be provided with ballistic protection
panel for protection from AK47 at distance 1 meter.

The vessel shall have forward and aft.steering control stations.


The steering control shall be fitted with double wheel control systems installed at
FWD station and at AFT station.
The main control and steering manoeuvring station shall be located at the
wheelhouse front and equipped with instrumentation as per manufacturer standard
and as described elsewhere.
Emergency steering (wheel type) should be provided with a rudder indicator in
steering gear compartment with DC telephone.

1) Main Console (In Wheelhouse Front)


The instrument panel shall be made of black plastic with engraved text and
symbols shall be placed at the starboard side of the console.

Console switches shall be provided for the nautical equipment. A


combined audible and visual alarm shall be provided for:-

a) Wheelhouse/engine room/steering gear compartment


communication.
b) Main engine emergency stops
c) Cooling water temperature (too high)
d) Lubricating oil pressure supply to main engines (too low)
e) Lubricating oil pressure supply to gear boxes (too low)
f) A reset push-button for the audible alarm
g) Analog metres shall be provided for:
i) Lubricating oil pressure supply to main engines

ii) R.P.M. main engines


iii) Cooling water temperatures
iv) Rudder angle indicator (24V)
h) All lighting on dashboard to be complete with dimmer switch

2) Second Console (Aft control Stand)


One (1) aft steering and engine control stand shall be located at aft end of
the wheelhouse. It shall also be provided with the following:-
a) Wheelhouse/engine room communication
b) Button for horn
c) Steering angle indicator (24V)
d) Main engine emergency stop
e) Search light control
f) Engines RPM tachometers
3) One (1) set machinery alarms
4) One (1) Audible engine room high level bilge alarm
5) One (1) Flag locker with full set of International Code Flags
6) One (1) International Code of Signals Book
7) One (1) Set Navigation lights and daylight shapes
8) One (1) chart table with light, parallel ruler, divider, compass and drawers
for storage of charts. The light shall be fitted with a dimmer switch.
9) Two (2) Adjustable helmsman’s chair upholstered with artificial leather
bottom and back
10) One (1) Navigation light panel

3.11 WINDOWS
The wheelhouse shall be fitted with the following windows:-
a) Seven (7) windows at the front and three windows shall be fitted with 24
volts DC windshield wipers and c/w fresh water washing.
b) Six (6) windows at each side, port and starboard.
c) Three (3) windows at the Aft.
d) One (1) 24 volts DC windshield wiper and c/w fresh water
washing shall be fitted for the After steering control station window.
All windows shall be of fixed type.

All window glass shall be of bullet resistant with polycarbonate (7.62 x 39


AK47).

Storm covers shall be provided and nuts shall be welded around each window for
bolting down.

3.12 DOORS
The doors shall be of hinged type and each external door shall be fitted with a
safety glass windows panel in aluminium frames.

Elsewhere, Seven (7) aluminium watertight doors shall be fitted:-


a) One (1) to steering compartment
c) One (1) in the forward engine room bulkhead
d) One (1) in the below deck accommodation aft bulkhead
d) One (1) in the below deck accommodation fwd bulkhead

SECTION IV

PIPING

4.01 GENERAL
All pipe work shall be installed in accordance with Class requirements and as per
Diagrammatic Piping Arrangement.

Sea water pipes for the fire system shall be of galvanized steel.

Fuel oil and hydraulic piping system shall be of stainless steel.

Domestic fresh water and sea water piping system shall be of Acrylonitrile-
Butadiene-Styrene (ABS) or equal. Acrylonitrile-Butadiene-Styrene (ABS) pipes
or equal shall not be used in machinery compartment.

Sanitary piping system shall be of Acrylonitrile-Butadiene-Styrene (ABS) or


equal.

For tanks and bulkheads (self-closing) drain valves shall be used.

Pipes shall be adequately supported to prevent undue vibration. Where necessary


flexible connections shall be made.

Valves shall generally be gate, ball & butterfly types or specified by ABS Class
rules.

All piping shall be marked, and clearly labeled and painted with matching colour
code as follows:-
a) Air pipes White
b) Potable Water Light Blue
c) Sea Water Dark Green
d) Sanitary (Black and Gray) Water Light Green
e) Fuel Oil Black
f) Lube Oil Yellow
g) Hydraulic Oil Aluminum
h) Bilge and Ballast Water Dark Brown

4.02 BILGE PIPING WITH SIX SUCTION POINTS


Bilge pumps in the engine room shall be connected via a valve chest/manifold
with six suction points:-
a) One (1) in the aft peak
b) Two (2) in the engine room

c) One (1) in the void space


d) One (1) below the accommodation
e) One (1) in the fore peak

Each bilge shall have a high level alarm.

All bilge suction ends shall be fitted at the Aft of the compartment and provided
with non-return valve and strainer baskets.

Via a sea water inlet connection, one bilge pump shall be used as deck wash fire
pump.

The pipe line for bilge system shall be of aluminium alloy or galvanized steel
material.

4.03 DECK HYDRANT PIPING

Two (2) deck hydrant connections c/w hoses and nozzles with 38mm bronze hose
coupling shall be connected to the sea water inlet valve via the electrical motor
driven fire/bilge pump for fire fighting and deck washing.
Two (2) Fire Hydrant connections c/w hoses and nozzles shall also be provided in
the Engine room and the Auxiliary Generator room.

4.04 FILLING, SOUNDING AND DE-AERATION PIPES


All filling, sounding and de-aeration pipes shall be aluminium alloy pipes
extending above the main deck.

All filling pipes shall have bronze secured caps.

All tank air vents, sounding pipes and loading points shall be colour coded and
clearly marked.

4.05 FUEL OIL TANKS


Fuel oil tanks integrated to the hull structure shall be provided. They shall be
complete with their own filling, de-aeration pipes, and level gauge/sounding
calibrated measuring tape/stick.
The de-aeration pipes shall have flame arresting caps.
Emergency fuel shut off for all diesel engines shall be located externally from
engine room. All shall be marked/labelled clearly.

4.06 FUEL OIL PIPING


The fuel oil suction lines shall be via stainless steel ball valves and Twin Racor
filters from the daily service tank(if installed) to the main engine fuel oil filters.

The suction and return lines shall be fitted to the engines with non-return valves
and flexible connectors.

The fuel suction lines from the daily service tanks shall be minimum height of 20
cm from the bottom of the tank and return line shall be near the top of the tank.
Pipes shall be made of stainless steel.

One (1) 50mm Kamlock connection complete with a 76mm to 50mm reducer
shall be installed on deck for common filling and discharging of fuel oil.

4.07 FUEL OIL SERVICE TANKS


Fuel oil service tanks shall be provided complete with aeration pipes, water drain
valve level gauges and drip trays.
Water drain valves (spring loaded type) shall be fitted at the lowest points.
Further, fuel tanks will be provided ballistic protection panel (7.62 x 39 AK47)
from the sides, port and stbd.

4.08 FRESH WATER TANK


Double bottom fresh water tanks integrated to the hull structure shall be provided.
It shall be complete with de-aeration pipe and level gauges/sounding calibrated
tape/stick.

One (1) 38mm Kamlock connection complete with 76mm to 38mm reducer shall
be installed on deck for common filling and discharging of fresh water.

4.09 DRINKING WATER PIPING or equal shall be fitted from the fresh water tank
to the pressure set to supply water to the taps.

4.10 SANITARY DRAIN PIPING


The sink shall drain waste water via ABS pipes or equal and discharge overboard
shall be via an overboard valve on side shell.

4.11 EXHAUST PIPING


Arrangements shall be made to prevent any entry of water into the engines.

The exhaust shall be cooled by sea water-spray, the exhaust pipes shall be self-
draining overboard.

The exhaust pipes from the engine to the water injection devices shall be made of
light Mild steel.

The exhaust pipes shall be connected to the exhaust manifolds with stainless steel
compensators and shall be insulated with heat resistant material, all connections
shall be of flanged bolted type.

A pyrometer shall be fixed in each exhaust pipe near the outlet at the shell.

4.12 COOLING SEA WATER SYSTEMS

a) Main Engines Sea Chest/Strainers


The sea chest fabricated type aluminium strainers shall be removal type for
cleaning and the inlet suction pipes at the vessel’s bottom plate shall be installed
with removal garbage protection grating. The angle of the pipes will be
approximately 8 degrees incline towards the aft to improve sea suction intake. The
sea water inlets are connected with a crossover to enable to clean one inlet strainer
without interrupting the supply of sea water cooling to the engine.

b) Auxiliary Generator Sets Sea Chests/Strainers


Similar in construction as main engines sea chests/strainers.

SECTION V

EQUIPMENT

5.01 GENERAL
All equipment shall be supplied and installed strictly in accordance with the
requirements of the Classification Society as appropriate.

All equipment shall be of best quality and suitable in every respect for the
intended service.

5.01a Deck winch for launching Fast rescraft craft


One electrical driven winch shall be provided to retrieve / kaunch the fast rescue
craft as necessary.

5.02 ANCHORS CHAIN AND HAWSERS


The anchors, cable and hawsers shall be supplied in accordance with the
requirements of the Classification Society. The estimated equipment shall be as
follows:-

a) Two (2) x 135 kg SHHP Anchor (including one spare).


b) 12.5mm x1m stud link chain cable grade Q2 and 110m nylon wire rope of
equivalent breaking strength together with the necessary joining, anchor
and shackles.
c) Three (3) x 120M Mooring Rope with minimum breaking strength of
49 kN.

5.03 ANCHOR CAPSTAN


One (1) electric driven anchor windlass with single warping head and 1 drum
capable of 700kg pull at 9m/min shall be installed on the fore deck and shall be
secured by bolts to a foundation welded on the deck and controlled by a
watertight switch positioned as near as possible to the windlass.

In case of electric failure, the windlass shall have provision for manual operation.

5.04 MOORING FITTINGS

5.05 EMBARCATION LADDER –


One (1) x portable aluminium embarkation ladder capable of providing safe
transfer between VESSEL and wharf/jetty shall be provided.

5.06 LIFESAVING APPLIANCES


All life saving appliances shall comply with SOLAS 1974/78, PANAMA rules
and latest amendments where applicable, in addition to national regulations. Life
saving appliances, in any case shall meet the following provisions:-

a) Liferafts
Inflatable type fitted with hydrostatic release and stowed on cradles. The
cradle shall be tilting, with extension to permit unobstructed launching.

b) Lifebuoys
Eight (8) total. Four (4) c/w self-igniting lights and 15 fathoms heaving
lines and four (4) c/w self-igniting lights and self-activating smoke signals.
All associated cordage shall be of corlene. Life rings with light/smoke
signal to be located at P/S of accommodation.

c) Lifejackets
Approved type with sea water activated light and whistle.

e) Line Throwing apparatus

to be painted in bright yellow with diagonal black stripes. The area shall
be located at the midship part of the main deck and 2 metres wide and
from the main deck to the waterline.

l) Scrambling Nets
Two (2) Scrambling Nets one each to secure at Rescue Zone on the deck
railings.
One (1) on each side of the “RESCUE ZONE”- a nylon net long enough to
reach the waterline and should be rolled up when not in use. The net
should be 2 metres wide, made of 8 mm dia. Nylon, the holes shall not be
bigger than 200mm x 200mm.

m) Muster Lists
Two (2) numbers suitably displayed.

n) Safety Plan
Five (5) safety plan to be displayed one each at the wheel house, upper

main deck. The boat shall be launched/retrieved by manual or electric
operated winch mounted on the davit.

q) Fast water craft – Two fast water crafts shall be provided and arrangement
to be provided for quick launching operation.

5.07 FIRE FIGHTING EQUIPMENT

All the fire fighting appliances shall comply with SOLAS 1974/78, PANAMA
rules and latest amendments where applicable, in addition to local Government
requirements. Fire Fighting appliances, in any case, shall meet the following
minimum provisions:

a) Fire Hydrants
One (1) each, 40mm dia. In engine room, accommodation and two (2) on
deck – total four (4).

b) Fire Hose
One (1) 20M flexible hose c/w spray jet nozzle for each hydrant stowed in
reel and box.

be provided.

i) Fixed Fire Extinguishing System


Manually activated CO2 smothering system for engine room shall be
located in the steering gear compartment or service pump room

j) Fire Alarms and Fire Detecting System


For machinery rooms and accommodation approved type.

k) Two (2) Gas Detectors shall be installed one (1) at Galley area and one
(1) at main deck near the water tight door.

m) Fire Control Plans (4 nos.) and one (1) shall be fitted in a weather/water
proved tube and fix at main deck near the water tight door.

n) One (1) set of general alarms panel shall also be installed at the
wheelhouse console.
o) Eye wash station shall be fitted aft of main deck house.

SECTION VI
CORROSION, PROTECTION & PAINTING

6.01 GENERAL CLEANING


The vessel shall be kept clean during construction.

The vessel shall be thoroughly cleaned and paintwork of all machinery and/or
equipment made good prior to handling over the vessel to the Owner.

6.02 CATHODIC PROTECTION


Bolted type sacrificial aluminium anodes (24 nos. magnesium anodes) shall be
fitted for the protection of all under water parts of the hull construction and
equipment such as propellers, rudders, skegs, shafts and sea water inlet sea chests.
The number and type of anodes shall be suited for one and half (11/2) year
operation.
Dissimilar metals which are not shown as compatible shall not be joined directly.
Electrolytic corrosion shall be prevented by insulating dissimilar metals from each
other with gaskets, washers, sleeves and bushings of insulating materials.
The vessel shall be provided with a bonding system, the rudders and all propeller
shafts are to be connected with wiring.

6.03 SURFACE PREPARATION


All surfaces shall be rendered clean and free of oil and grease and any residual
zinc salts shall be removed by fresh water washing and scrubbing.

All surfaces shall be dry prior to painting. Aluminium surfaces shall be


degreased.

6.04 PAINTING
The external/exposed surface of the aluminium throughout the vessel shall receive
final coats of paint at as late a stage as practicable. Finishing and undercoats shall
be slightly different shade to previous coats.

Mode of application of all paints shall be airless spray unless otherwise


recommended by Paint Manufacturer.

The painting scheme shall be in accordance with Jotun paints and approved by
Owner.

SECTION VII

VENTILATION AND AIR CONDITIONING

7.01 GENERAL
The wheelhouse, the crew and personnel accommodation shall be air-conditioned.
The air-conditioning cooling systems preferably to be sea water cooling.

Dedicated ventilation systems c/w exhaust fans shall be provided independently


for galley, toilets, laundry and dry store rooms shall be ventilated overboard clear
from all other air inlet openings.

The engine room shall have (2) forced inlet fans at fwd and (2) exhaust extractor
outlet fans at aft end of the engine room.
The blower fans shall have minimum air volume of 20,000 m3/Hr.each fan

Arrangements shall be made for the air inlet ventilator openings to be closed with
watertight covers in emergency case of fire

Air inlet/outlet gratings/covers shall be fitted in the ventilation ducts. These


gratings/covers shall allow inlet and outlet air to enter and exhaust from the
engine room with no restriction and shall be safely positioned to avoid splashing
of sea water from entering.

7.02 NATURAL/FORCED VENTILATION


The steering gear compartment, void space and fore peak shall have natural
ventilation by deck mounted WINEL caps.

Extractor exhaust fans shall be provided for all toilets.

One (1) 250mm diameter exhaust fan shall be provided for the galley (mushroom
mounted type).

Ducting shall be provided as necessary for all exhaust fan systems.

7.03 ENGINE ROOM VENTILATION


Four (4) electrical motor driven axial flow fans shall provide fresh air for the
engine room (2 x intake fresh air and 2 x exhaust hot air)
Two (2) electrical motor driven axial flow fans shall provide fresh air for the
generator room (1 x intake fresh air and 1 x exhaust hot air)

7.04 AIR-CONDITIONING – GENERAL

The air-conditioning system shall consist of two (2) sets/plants, water cooled.
Standby A/C cooling pump shall be provided in the vessel.

A well-planned aluminium spiral air ducting system leading to the wheelhouse


and accommodation compartments, wheel house, toilets, galley, mess room,
laundry room and shall be fitted.

Wheelhouse and living accommodation shall have re-circulation of air.

Sanitary spaces shall have no re-circulation of air.

Air-conditioning unit type shall supply cold air to all accommodation spaces and
wheelhouse and shall be suitable for operation for the intended services in the
Middle East zone.

SECTION VIII

MACHINERY

8.01 GENERAL
The vessel shall be propelled by four marine diesel engines each coupled to a
waterjets propulsion through a reverse reduction gearbox.

The auxiliary engines shall be fitted and arranged in the machinery room driving
A.C. alternators, each capable of providing sufficient electricity for the normal
ship’s service.

All main engines shall be air start.


One auxiliary generator shall be air start and the other gen set shall be 24 volts
D.C. electric start.

An air compressor shall be installed and capable to start all air start engines
compliant to ABS Classification Society rules.

Main engines and auxiliary engines will be rigidly mounted and aluminum blocks
shall be used for shims for alignment. Collision chocks shall be welded on main
engine girders at front & rear of engine mountings after alignment.
Alignment adjusting bolts shall be provided for main engines at front & rear
mounting base.

8.02 MAIN ENGINE


Preferable four (4) CUMMINS centry marine diesel engines, but in any case
capable of providing the vessel speed detail in section 1.4, each engine developing
1800 HP at 1900 rpm medium continuous output. Each engine shall drive a
propeller through a ZF or equal reverse reduction gearbox. Both main engines
shall be air started.
The engine shall be suitable for continuous operation at ambient temperature of
50 degree C and sea water temperature of 37 degree C.

All throttle and clutch controls shall be pneumatic system and engine instruments
shall be arranged on one side of each engine in the engine room. Each engine
shall be fitted with the following gauges at the bridge/wheelhouse:

a) Low engine lubricating oil pressure


b) High cooling water temperature

Each engine shall be complete with all necessary built-in and ancillary equipment,
and shall be fully connected/piped in the engine room to owner’s/engine
manufacturer’s recommendation and satisfaction.

Main engines crankcase breathers emission shall be connected to piping and


ventilate overboard.

8.03 AUXILIARY ENGINES


Two (2) gen sets rated 80KW heavy duty medium-speed marine diesels each
driving an alternator shall be installed in the auxiliary generator room. The
engines shall be compatible to the alternators. One generator engine to be air
started and the other will be battery started. Generators to be synchronized and
load sharing.

Each set of engines shall drive its alternator and resiliently mounted on a common
fabricated aluminium base frame onto the vessel bottom structure.

The engines shall be in-line, fuel injected and heat exchanger cooled. Each
engine shall be complete with all necessary built-in and ancillary equipment and
shall be fully connected/piped in the auxiliary generator room.

One engine shall be air start and the other electric start system. To start and stop
from a control panel mounted on the engine. The control panel shall have:-

a) A running hour counter meter


b) Cooling water temperature indication
c) Lubricating oil pressure indication
d) Running indication light
e) Audible alarm and lights for a too high cooling water temperature and for
a too low lubricating oil pressure supply
f) Lubricating oil low pressure automatic emergency stop
g) Running indicating and alarm lights shall also be fitted in the wheelhouse
dashboard.

8.04 ALTERNATORS – GENERAL


Two (2) alternator sets 80 KW @ 1500 RPM with automatic voltage
regulators shall be installed.

8.05 CONTROLS, ALARMS & INSTRUMENTATION


1) Controls
The main engines shall be started from the wheelhouse control and the
local control in the engines room. Provision shall be arranged for
emergency stop from the bridge as well as normal shutdown in the engine
room.

For each main engine speed and clutch control ahead/astern shall be
actuated pneumatically from the wheelhouse console.

An instrument panel, complete with electrical start/stop buttons, visual and


audible alarm controls, meters and switches shall be fitted in the
wheelhouse console.

A dual control station, similar to the above shall be installed in the


dashboard of the second steering position, located on top of the aft
deckhouse for stern manoeuvring. The instrument panel shall be limited
to a tachometer, start/stop buttons, horn button and rudder indicators, echo
sounder. The control console shall be constructed of aluminum plates.

2) Alarm Systems and instrumentation


The alarm system shall be operated by 24Volts D.C. supply from the
starting battery.

The outside alarm shall be muted at the annunciator panel only.

The following alarms shall be fitted:-


a) Low lube oil pressure to main engine (plus shut down)
b) Low gearbox lube oil pressure
c) High jacket water temperature to main engine (plus shut down)
d) High level bilge
e) Overspeed shut down

The engine shall have the following instrumentation mounted on the unit:

i) Engine oil pressure gauge


ii) Cooling water temperature gauge
iii) Tachometer
iv) Gearbox lube oil pressure gauge

The following instrumentation for the main engines shall be fitted to the
consoles and mounted in watertight fittings:-

a) Engine lube oil pressure gauge


b) Cooling water temperature gauge
c) Gearbox lube oil pressure gauge
d) Tachometer

The auxiliary engines shall have alarms in the wheelhouse and in the
auxiliary generator room.

8.07 WATER JETS PROPULSION

Waterjet propulsion system rated 1800HP shall be provided and designed to


absorb the nominal diesel engine torque at the specific conditions.

8.09 PUMPS

1) General
Installation and the best quality choice of the pumps shall be to Owner’s
approval. And self-priming centrifugal pumps shall be bronze impeller,
non rust/corrosive impeller housing and ceramic spring loaded shaft seal
and self lubricated type. All pumps shall be fitted with liquid filled
pressure gauge at the discharge/outlet end of the pump of which also
include all domestic sea and potable water pumps.

The pumps where it is necessary shall be provided with non-return valves


to Classification Society standards.

2) Bilge/Ballast Pump – One (1) unit


One (1) horizontal, self-priming centrifugal pump shall be fitted in the
pump room and suction ends connected to all bilges, and emergency fire
pump and discharge to the fire mains. The pump shall be directly driven
by a self ventilated 30/3/50 electric motor. The motor shall have sufficient
power and shall be non-overloaded over the complete range of the pump
delivery curve.
The pump shall have a capacity of 30 cu.m/hr at 30M head and performing
bilge suction and drawing sea water from the sea inlets and deliver to the
fire mains.

3) Fire/G.S. Pump One (1) unit


This pump shall be similar to the Bilge Pump detailed above.
The pump capacity shall be 30 m3/hr at 40 metre head.

4) Emergency Fire Pump


One (1) Independent Diesel Engine driven emergency fire pump of
capacity 25 cu. m/hr at 40M head shall be provided. This shall be located
in the steering gear room and shall have its own sea chest.

5) Fuel Oil Transfer Pump

One fuel oil transfer pump capacity 6 m3/h x 20m and one fuel oil cargo
pump of 25 m3/h x 25m to be provided.

6) Fresh Water Transfer Pump

One fresh water transfer pump to be provided, capacity 25 m3/h x 25m.

7) Water Pressure Sets


Two (2) pressure sets , 1x FW and 1 x SW shall be fitted in the pump
room to supply pressure water services for potable water and sea water
toilet flushing/domestic service system. Each shall be 2 M3/hr at 15M
head. Each tank capacity, 200 ltrs. Each pressure sets shall have 2 pumps
each.

8) Marine Sewage Plant


One (1) RWO Sewage Treatment Plant IMO certified/approved type.
Treatment capacity: 2,520 litres of Black and Grey water per day.

A (sea water) actual transfer and discharge pump shall be fitted. An


overboard by-pass discharge shall be incorporated.

8.10 FILTERS
Racor Duplex Fuel Oil Filters
Duplex Racor fuel oil filters shall be installed in the fuel oil supply lines to the
main engines and auxiliary generators.

8.11 FUEL OIL PURIFIER


One Fuel oil purifier of suitable capacity to be installed.

8.12 ELECTRIC WATER HEATER


Two (2) 80 litres capacity Water Heaters (380 Volts)

8.13 BOW THRUSTER


One Bow Thruster, Transverse Tunnel type rated at 125 HP, with fixed pitch
propeller shall be installed at forward end of the vessel. Engine shall be Cummins
140 KW suitable for coupling to hydraulic pump driving the thrusters

8.14 OILY BILGE WATER SEPARATOR


One (1) RWO model or equal @ 2-1/2 gpm (0.5m3/hr.) 15 ppm electric motor
driven unit rated.

8.15 WORKSHOP
This shall be fitted with workbench, vice, shelving and lockable cupboards and
lightings above the work bench, preferable to be constructed in the steering
compartment.

SECTION IX

ELECTRICAL

9.01 GENERAL
The electrical system shall comply with classification society and local
government regulations.

All electrical items shall be suitable for marine application and according to the
requirements for safe and efficient operation of the vessel.

The 24V D.C. installation shall be bi-polar.

The A/C system of the vessels will be:


380 V 3 phase, 4 wire
220 V 1 phase, 2 wire

All electrical cables shall be of the type with standard conductors of at least 1.5
mm2.

Cables for signaling and communication with a voltage less than 100 volts shall
have a minimum cross section of 0.75 mm2. All cable cores shall be provided
with cable lugs, or such like, and shall be marked according to the mark of the
terminal. All electrical equipment which function or application is not evident,
shall be provided with notices.

All electrical wiring shall be installed well away from decks bulkheads and ship’s
side to facilitate maintenance without disturbing the cable layout.

Suitable electrical graded fuse protection shall be provided in each system for all
accessories to ensure safety of the operators and to protect the equipment.

9.02 POWER SUPPLY


1) 380V / 220V, 50Hz, 3Ph + neutral, 4wire without hull return for power
supply of motors and heavy loads.
2) 220 V volts, 50 Hz for lighting and sockets
3) 24 Volts D.C. – for alarms, emergency lights, radio and navigation aids
and navigation lights.

4) D.C. SUPPLY (24V D.C.)


a) The 24Volts D.C. main supply shall be obtained from the main
battery charger via two (2) banks of 2 X 12V 200 AH main
batteries.

b) A 24Volts D.C. supply for the radio shall be obtained from one (1)
bank of 2 x 12V, 200 AH batteries via the radio battery charging
panel.

c) A 24V D.C. supply for the navigation lights shall be obtained from
a transformer rectifier.

The 24V D.C. emergency supply shall be sufficient as per Class requirement.

9.04 MAIN SWITCHBOARD


The main electrical switchboard panel shall be positioned in a safe place in the
auxiliary generator room. Synchronized and load sharing arrangement shall be
provided.

9.05 CABLES
All cables shall be of marine armoured fire proof type and shall be ABS
Classification Society approved.

9.06 ELECTRIC DISTRIBUTION – GENERAL


Distribution shall be by the four wire with neutral system, but without hull return.

9.07 DISTRIBUTION BOARDS


The distribution board shall be positioned generally as follows:-

1) Lighting Distribution Boards


a) One (1) 220V A.C. distribution board sited in deckhouse.
b) One (1) 24V D.C. emergency light distribution board sited in
wheelhouse.
2) Power Distribution Boards
Power circuit for domestic equipment, switch sockets for accommodation
and exhaust fans for the galley and toilet, shall be obtained from one (1)
220V A.C. distribution board mounted in the deckhouse.

EARTH LEAKAGE DETECTOR (AC & DC SYSTEMS)


3) One earth leakage detector or Insulation monitor for AC shall be provided
with warning indicating light and give indication the source of leakage.
DC shall be provided with insulation monitor.

4) Navigation Aids Distribution Boards


a) One 220V/110V A.C. navigation aids distribution board
sited in wheelhouse.
b) One (1) 24V D.C. navigation aids distribution board sited in wheelhouse.

9.08 SWITCH PANELS


Switch panels shall be sited at the wheelhouse and all outgoing circuits fitted with
name-plates indicating the circuits.

a) Radio Switch Panel (24V D.C.)


The radio switch panel shall obtain supply from the radio battery via the
radio charging panel. It shall be fitted with indication lights, fuses, circuit
breakers and alarm indicator.

b) Navigation Light Switch panel (24V D.C.)


This panel shall be fitted with a built-in transformer rectifier 220V
AC/24V DC, indicators, switches, buzzers, fuses, failure alarm indicator
and change-over switch. Supply is obtained from 220V/1/50 AC
supply or main batteries.

9.09 MOTORS
All motors shall be suitable for working in all climatic conditions and in full
accordance with the requirements of ABS Classification Society.

9.10 MOTOR STARTERS


All motor starters shall be tested in accordance with ABS Classification Society.

A starter shall be provided for all electric motors 0.5 HP and above.

Motors up to a 7 HP rating shall be started by means of a ‘DIRECT ON


LINE’type starter.

Motors between the above 7 HP and 50.0 HP shall be started by means of a


‘STARDELTA’ type starter. Motors above 50.0 HP shall be started by means of
an AUTO-TRANSFORMER ’type starter.

All the motor starters for fuel pump and fans to Engine Room and accommodation
shall be fitted with remote stop stations located outside the machinery and
accommodation spaces.

9.11 TRANSFORMER RECTIFIER


One (1) step-down transformer-full wave bridge rectifier shall be installed in the
navigation light switch panel. It shall be of the open type rated for an input of
220V A.C. with an output of 24V D.C. This transformer rectifier shall be the
normal supply to the navigation lights.

9.12 BATTERY CHARGER


A static battery charger 40 amp, 24V D.C. output shall be installed for charging
the main batteries.

9.13 STORAGE BATTERIES


All batteries shall be of lead acid type and shall be stored in well-ventilated boxes.
24Volts single banked shall be provided for each auxiliary generator engine
starting.

9.14 SHORE CONNECTION EQUIPMENT

Provision shall be made to connect 80 Amps 380V, 3 phase, 50 Hz, supply from
shore to the main switchboard. Shore supply main breaker shall be 80 Amps, 3
phase, 50 Hz. 80 amps, 3 phase + N (4 pin) outlet and plug shall be provided for
shore supply on deck. The socket and plug shall be heavy duty and water tight.

9.15 FUSES & CIRCUIT BREAKERS


Fuses circuit breakers used throughout the installation shall be of approved type
and shall be suitably sized to circuit requirements.

9.16 SWITCHES
All switches in the accommodation shall be flush mounted type. Switches in the
engine room and other machinery and watertight compartments shall be
watertight.

9.17 SOCKETS & TERMINALS


a) Accommodation
Non-watertight 220V/1/50, 13 amp, 2&3 pin switch sockets, flush or
surface mounted, shall be fitted throughout the Accommodation spaces.
b) Engine Room
Watertight 220V /1/50, 13 amps, 3 pin switch sockets, shall be fitted
throughout the engine room.
c) Main Deck
Six (6) watertight power points/sockets (3) 380V, 3 phase AC & (3) 220V,
1 phase AC shall be provided.

9.18 LIGHTING SYSTEM ( 220 A.C.)


Lights must be of 220V V.A.C. rapid start ballast 20W Flourescent type double.
Lighting circuits, nominal voltage 220V A.C. shall be installed.
The interior of the vessel shall be adequately lighted with lighting fixtures.

All exterior lights shall be waterproof type.

9.19 EMERGENCY LIGHTING (24V D.C.)


Emergency lighting shall be fitted in wheelhouse, engine room, passage ways, at
engine room, passage ways, at engine controls, passenger area, galley/mess room,
navigation lights, on deck and liferaft launching areas, etc.

9.20 INTERIOR LIGHTING (110V A.C.)


Accommodation area shall be non-watertight lights fluorescent, 20 watt double
each.Engine room and Steering room lighting shall be watertight fluorescent, 20
watt double each.

9.21 EXTERIOR LIGHTING (220V A.C.)

a) Aft Deck Lighting


Two (2) deck lights at the aft side of the superstructure, 60W incandescent
each.
Two (2) floodlights of 500 watts Halogen Tubes type to illuminate the
stern deck area.

b) Gangway Lighting
Four (4) deck lights, 2 at each side of the wheelhouse and 2 at each side of
the middle of superstructure.; each will be 60W, fluorescent light.

c) Fore Deck Lighting


One (1) deck light 500 watts Halogen Tube type at the front of the
wheelhouse, illuminating the foredeck.

e) Liferafts Launching
D.C. lightings 20W shall be installed close to all liferafts launching area.

9.22 FIRE AND GENERAL ALARM


Fire and general alarm supply system shall be taken from the 24V D.C.
distribution board.

Manually operated (break glass type) call points and alarm bells shall be fitted in
the wheelhouse, mess room and engine room.

9.23 ALARM SYSTEM


Alarm system must be of 24 VDC relay type with panel indicator from the engine
room to bridge and aft control. Common indication will be shown for the bridge
and aft control.
