SECTION I
GENERAL
The design shall emphasize good sea-keeping qualities over the whole speed
range. Particular emphasis shall be placed on good all round visibility from
wheelhouse and minimization of noise and vibration. For safe maneuvering an
additional manoeuvring station aft suitably located in a position to ensure
unobstructed view over the main deck, shall be installed.
The hull and superstructure shall be of all welded aluminium alloy. The hull form
shall be of single chine, flush main deck aft, raised foredeck, raked soft nose stem
and transom stern.
Propulsion shall be by four (4) marine diesel engines each driving a water jet
propulsion through a reverse reduction gearbox.
Fully air conditioned wheel house, accommodation, mess, lounge, galley, shower
and toilet rooms to be provided. The vessel air conditioning system shall be
capable of maintaining a maximum constant temperature of 22 degree centigrade
and 50% relative humidity under the specific environmental condition. The
fouling air is not to be re-circulated from the toilets, galley, provision store and
laundry compartment. Exhaust air from these compartment is to be discharged
well clear of all other air intakes.
Summer
1.04 PERFORMANCE
The vessel shall be capable of achieving the following during trial speeds in calm
sea and with clean hull bottom:
a) Maximum Speed of 30.0 knots at 100% MCR at 50% F.O. and 4 tons on deck.

The vessel shall comply the regulations and safety rules and code of IMO,
MARPOL, SOLAS, AIS & SSAS.
The vessel shall comply to the Maritime Regulatory bodies of Flag standards, and
those International Maritime Conventions and Regulatory.
The vessel shall comply with the stability requirements as laid down by IMO,
local legislation and classification society. The stability data shall be made
available.
1.06 TRIALS
Upon completion of the vessel, tests and trials shall be conducted to demonstrate
the satisfactory operation of all equipment and vessel’s sea worthiness.
Trials shall be undertaken to measure speeds with GPS and speed log and to test
the manoeuvring, steering, etc, capabilities.
The speed trial shall be conducted in smooth water conditions over a recognized
measured distance (nautical mile) or as per GPS and speed log.
The tests and trials shall include the following and any others as required by the
Classification Society:
1) Speed Trial
2) Electric Load Tests
3) Endurance Test
4) Stopping and Astern Test
5) Anchor Test
6) Emergency Stop Test
7) Inclining Experiment
1.07 STABILITY
The vessel shall comply with the stability requirements as laid down by IMO
regulation, local legislation and classification society. The stability data shall be
made available.
An inclining experiement shall be conducted in the presence of the Classification
Society’s Surveyor, to ascertain the lightship weight and vertical centre of gravity
at light weight condition.
1.08 DRAWINGS
The shipbuilder shall submit the drawings listed in Appendix A to the Owner for
approval and provide Three (3) copies of the drawings on completion and
handover of the vessel.
1.09 The shipbuilder shall submit to the owner all certificates and legal documents
listed in Appendix A on the day of signing of handover of the vessel.
SECTION II
HULL
2.01 GENERAL
The hull and superstructure, of aluminium alloy, shall be generally of all welded
construction framed and plated as shown on the Construction Drawings and as
outlined in the following sub-sections. The scantlings and the structural
aluminium shall be in accordance with the Classification Society’s requirements.
The hull shape shall be as defined by the Lines Plan and faired offsets.
Aluminium alloy shall be of a marine grade 5083 H116 for plates and 6082T6 for
sections (or equivalent).
Access shall be provided to all compartments and spaces for cleaning, painting
and inspection.
Adequate arrangement for drainage and air escape in the form of radiused limber
holes to be provided in the structure within all compartments.
2.02 CONSTRUCTION
The main hull structure shall be longitudinally framed and subdivided into six (6)
compartments by five (5) transverse bulkheads.
Beneath main machinery, structure shall consist of robust longitudinal girders and
transverse floors with intercostals or longitudinal as required.
All hull structure material shall be carefully faired. Care shall be taken with the
alignment of structural members on either side of divisions such as bulkheads or
girders.
Fuel Oil Daily Service tanks shall be built integral in the engine room.
2.03 WELDING
Except where specified otherwise, electric welding shall be employed in the
construction of the vessel. Welding shall be of the electric arc type using MIG or
TIG process in accordance with the approved code. All welded connections shall
be as shown on the approved plans and in accordance with the requirements of the
Classification Society. All electrodes used shall be of type approved by the
Classification Society.
The preparation of plate edges shall be accurate and uniform. All joints shall be
properly aligned and closed or adjusted before welding. Excessive force shall not
be used in fairing and closing the work. Means shall be provided for holding the
work in proper alignment without rigid restraint during welding operations.
All openings on the main deck shall have radius corners and where deck stiffeners
have been eliminated due to cuts, they shall be strengthened/replaced with
properly sized members.
The aft deck shall be free and unobstructed and wooden sheathed with approx.
30mm thick hardwood properly secured.
2.06 BULKHEADS
Five (5) transverse bulkheads shall be fitted to provide watertight subdivision.
Bulkheads shall be fabricated from plates with angled bar stiffeners.
Penetration of bulkheads by pipe work, cables, etc. shall be made watertight to
Class requirements.
2.07 KEEL
The vessel shall have a flat vertical plate keel in conjunction with the vertical
centerline girder.
2.08 STEM
The stem shall be raked and construction of round aluminium plates shaped as
required and adequately braced internally with breast hooks and bar stiffener.
2.09 STERN/TRANSOM
The stern shall be of robust construction and well stiffened and slope/incline to
accommodate the water jet propulsion.
The sides shall be placed well inboard and offer sufficient tumble home to prevent
damage when coming alongside and provide ample gangways.
Ballistic panel protection for AK 47 from a distance of 1 meter will be provided
for wheelhouse, Main deck accommodation and below deck accommodation.
Additionally a bullet resistant glass with polycarbonate (7.62 x 39 AK47) shall be
provided.
The flush hatch cover shall be made of aluminium alloy and can be opened from
either side. Dimension of access opening shall be of diameter 520 mm approx.
Four (4) flush portable panels shall be provided in the aft deck for the easy
removal of the main engines and two (2) for removal of the generators.
On the fore deck, the crew cabin escape hatch shall be fitted on a 500mm dia.
“Freeman” flush type hatch openable from both side.
Watertight manholes shall be fitted giving access to all tanks and void spaces.
Manhole covers shall be closed by stainless steel studs and nuts.
2.13 LADDERS
For entrance to the crew cabin and wheelhouse, aluminium stairs shall be fitted.
Aluminium step ladders shall be fitted for the aft peak hatch and the front cabin
escape hatch.
2.14 FENDERS
Heavy duty aluminium 100mm dia. half pipe fenders shall be welded all round the
vessel. This shall be supplemented by aircraft tyres hung over the sides and stern.
The stern shall be protected with aircraft tyres fitted all round the stern, and at the
corner radius extended over the sides up to midships. Sufficient lugs/padeyes
shall be fitted on the Main Deck to hang the tyres on galvanized chains/shackles.
The tyres shall be fastened by suitable size stainless steel cable wire, shackles and
clamps.
2.15 PADEYES
Pad eyes shall be provided to hang tyre fenders arranged as shown in GA.
2.17 GUARDRAILS
Aluminium guardrail shall be fitted all round the vessel and the top of the
deckhouse at a height of not less than 1M above the deck. Top rails shall be of
diameter 38 mm aluminium pipe and bottom rails shall be of diameter 25mm.
2.18 BULWARKS
A bulwark shall be installed from the bow extending to midship and from
midship to stern as shown in GA.
2.19 MAST
An aluminium mast with double navigation lights shall be fitted at the centre of
the wheelhouse roof top, and shall be fitted with supports for Radars,
Inmarsat-C,GPS,TV/Radio antennas and for pulleys, halyard & cleats.
All fittings on the mast shall be free from projections or sharp edges.
The mast shall also be fitted with ladder rungs for servicing the navigation
lightings.
2.21 FITTINGS
Fittings requiring mounting by bolts and nuts and clips alike on exposed deck
shall be of stainless steel material throughout.
SECTION III
ACCOMMODATION
3.01 GENERAL
Security personnel in cabin for 16 persons shall be arranged on main deck
superstructure and 24 seating capacity at fwd section. And 12 crew
accommodation below shall be arranged as shown in the plan.Access to
accommodation below deck shall be through a watertight door .
In war position:
3 men at 0.5 caliber
1 coordinator on bridge
2 men with AK47 on deck
5 men craft
3.0 CARPENTRY
1) General
Linings and partition bulkheads shall be material approved by the
Classification Society and the National Authority relating to the structural
fire protection plan.
2) Wheelhouse
The wheelhouse sides and ceiling shall be rock wool thermal insulated and
covered with approved lining (aluminium honey comb for the sides and
dampa type or equal for the ceiling). The sides shall have paneling below
the wheelhouse windows.
Chart Table c/w chart reading lamp and drawers for charts storage shall be
provided and storage space shall be provided for pyrotechnics and
lifejackets.
The galley and engine room shall be A60 insulated in compliance with
relevant Regulatory Bodies.
3.03 FLOORS
The aft peak and engine room shall be fitted on aluminium angle sections and
chequer plates.
The accommodation floor shall be covered with linoleum on the top of the
aluminium and or wooden floor.
Dry Stores
A separate dry store shall be provided c/w shelving.
3.11 WINDOWS
The wheelhouse shall be fitted with the following windows:-
a) Seven (7) windows at the front and three windows shall be fitted with 24
volts DC windshield wipers and c/w fresh water washing.
b) Six (6) windows at each side, port and starboard.
c) Three (3) windows at the Aft.
d) One (1) 24 volts DC windshield wiper and c/w fresh water
washing shall be fitted for the After steering control station window.
All windows shall be of fixed type.
Storm covers shall be provided and nuts shall be welded around each window for
bolting down.
3.12 DOORS
The doors shall be of hinged type and each external door shall be fitted with a
safety glass windows panel in aluminium frames.
All watertight doors shall be connected to a watertight door indicator panel fitted
at the wheelhouse console.
Where required by Class, W.T. doors below main deck shall be fitted with
automatic closers, a light indicating door open in the wheelhouse and notation on
door ‘This door must be kept closed at all times’.
SECTION IV
PIPING
4.01 GENERAL
All pipe work shall be installed in accordance with Class requirements and as per
Diagrammatic Piping Arrangement.
Sea water pipes for the fire system shall be of galvanized steel.
Domestic fresh water and sea water piping system shall be of Acrylonitrile-
Butadiene-Styrene (ABS) or equal. Acrylonitrile-Butadiene-Styrene (ABS) pipes
or equal shall not be used in machinery compartment.
Valves shall generally be gate, ball & butterfly types or specified by ABS Class
rules.
All piping shall be marked, and clearly labeled and painted with matching colour
code as follows:-
a) Air pipes White
b) Potable Water Light Blue
c) Sea Water Dark Green
d) Sanitary (Black and Gray) Water Light Green
e) Fuel Oil Black
f) Lube Oil Yellow
g) Hydraulic Oil Aluminum
h) Bilge and Ballast Water Dark Brown
i) Fire Lines and Hydrants Signal Red
All bilge suction ends shall be fitted at the Aft of the compartment and provided
with non-return valve and strainer baskets.
Via a sea water inlet connection, one bilge pump shall be used as deck wash fire
pump.
The pipe line for bilge system shall be of aluminium alloy or galvanized steel
material.
Two (2) deck hydrant connections c/w hoses and nozzles with 38mm bronze hose
coupling shall be connected to the sea water inlet valve via the electrical motor
driven fire/bilge pump for fire fighting and deck washing.
Two (2) Fire Hydrant connections c/w hoses and nozzles shall also be provided in
the Engine room and the Auxiliary Generator room.
All tank air vents, sounding pipes and loading points shall be colour coded and
clearly marked.
The suction and return lines shall be fitted to the engines with non-return valves
and flexible connectors.
The fuel suction lines from the daily service tanks shall be minimum height of 20
cm from the bottom of the tank and return line shall be near the top of the tank.
Pipes shall be made of stainless steel.
One (1) 50mm Kamlock connection complete with a 76mm to 50mm reducer
shall be installed on deck for common filling and discharging of fuel oil.
One (1) 38mm Kamlock connection complete with 76mm to 38mm reducer shall
be installed on deck for common filling and discharging of fresh water.
4.09 DRINKING WATER PIPING or equal shall be fitted from the fresh water tank
to the pressure set to supply water to the taps.
The exhaust shall be cooled by sea water-spray, the exhaust pipes shall be self-
draining overboard.
The exhaust pipes from the engine to the water injection devices shall be made of
light Mild steel.
The exhaust pipes shall be connected to the exhaust manifolds with stainless steel
compensators and shall be insulated with heat resistant material, all connections
shall be of flanged bolted type.
A pyrometer shall be fixed in each exhaust pipe near the outlet at the shell.
SECTION V
EQUIPMENT
5.01 GENERAL
All equipment shall be supplied and installed strictly in accordance with the
requirements of the Classification Society as appropriate.
All equipment shall be of best quality and suitable in every respect for the
intended service.
In case of electric failure, the windlass shall have provision for manual operation.
a) Liferafts
Inflatable type fitted with hydrostatic release and stowed on cradles. The
cradle shall be tilting, with extension to permit unobstructed launching.
b) Lifebuoys
Eight (8) total. Four (4) c/w self-igniting lights and 15 fathoms heaving
lines and four (4) c/w self-igniting lights and self-activating smoke signals.
All associated cordage shall be of corlene. Life rings with light/smoke
signal to be located at P/S of accommodation.
c) Lifejackets
Approved type with sea water activated light and whistle.
f) Hand flares
Approved type
g) Distress rockets
Approved type
h) Float Lights
Approved type
i) Boat Hooks
Two (2) with 2.5M brass hooks c/w aluminum handles
k) Rescue zone
Each side of the VESSEL shall be marked “RESCUE ZONE” in English
to be painted in bright yellow with diagonal black stripes. The area shall
be located at the midship part of the main deck and 2 metres wide and
from the main deck to the waterline.
l) Scrambling Nets
Two (2) Scrambling Nets one each to secure at Rescue Zone on the deck
railings.
One (1) on each side of the “RESCUE ZONE”- a nylon net long enough to
reach the waterline and should be rolled up when not in use. The net
should be 2 metres wide, made of 8 mm dia. Nylon, the holes shall not be
bigger than 200mm x 200mm.
m) Muster Lists
Two (2) numbers suitably displayed.
n) Safety Plan
Five (5) safety plan to be displayed one each at the wheel house, upper
accommodation, passenger accommodation, crew mess room and outside
main deck near the water tight door seal in a water tight container with a
removal cap.
o) Rescue Boat
One (1) 6-man rescue boat with one outboard motor speed at 12 knots or
two outboard motors at speed of 10 knots. To be stationed at Aft of the
main deck. The boat shall be launched/retrieved by manual or electric
operated winch mounted on the davit.
p) Aluminium gangway
q) Fast water craft – Two fast water crafts shall be provided and arrangement
to be provided for quick launching operation.
All the fire fighting appliances shall comply with SOLAS 1974/78, PANAMA
rules and latest amendments where applicable, in addition to local Government
requirements. Fire Fighting appliances, in any case, shall meet the following
minimum provisions:
a) Fire Hydrants
One (1) each, 40mm dia. In engine room, accommodation and two (2) on
deck – total four (4).
b) Fire Hose
One (1) 20M flexible hose c/w spray jet nozzle for each hydrant stowed in
reel and box.
d) Fire Buckets
Three (3) c/w attached lanyard and stowed in wooden stand.
f) Fire Blanket
Two (2) Tube Pack size: 180 x 120 cm (approved type) shall be fitted
outside of the galley door and one in the engine room.
f) Two (2) Fireman axes to be fitted at main deck outside the water tight
door and one inside at the bottom of the same water tight door.
g) Fire Extinguishers
i) Two (2) x 0.9 kg dry chemical
ii) One (1) x 45 litre foam
iii) Nine (9) x 9 litre foam
iv) Eight (8) x 4.5 kg dry powder
Note : Quantities of Fire extinguishers and arrangement to meet Panama flag
requirement.
h) Breathing apparatus
Four (4) sets of self-contained breathing apparatus of an approved type
with 4 spare bottles filled with compressed air. One (1) set at crew mess
room, two (2) sets at outside deck, one (1) at outside engine room, two (2)
sets at wheel house. Four (4) Oxygen resuscitators of suitable make shall
be provided.
k) Two (2) Gas Detectors shall be installed one (1) at Galley area and one
(1) at main deck near the water tight door.
m) Fire Control Plans (4 nos.) and one (1) shall be fitted in a weather/water
proved tube and fix at main deck near the water tight door.
n) One (1) set of general alarms panel shall also be installed at the
wheelhouse console.
o) Eye wash station shall be fitted aft of main deck house.

Two(2) search lights of 1000 watts each, capable of turning 360 degrees
horizontally at 10 degree above horizontal and 45 degree below horizontal
located on top of the wheelhouse roof two (2) at the forward and one (1)
at the aft steering control station, and manually controllable inside the
wheel house.
Two (2) six (6) inches portable search light with handrail mounting.
The search light pedestal mountings to be fixed one at port side and one at
starboard side at outside aft of the wheel house c/w power supply
connections.
k) HORN
One (1) 24 Volts D.C. or Pneumatic horn to be fitted on top of the
wheelhouse roof
l) Fog Horn
One (1) x Electric horn to be fitted on top of the wheelhouse roof
n) BLACK BALL
Four (4) Black round balls and One (1) Diamond shape black ball
o) SHIP BELL
One (1) x 300 mm brass bell to be fitted outside of wheelhouse

SECTION VI
CORROSION, PROTECTION & PAINTING
The vessel shall be thoroughly cleaned and paintwork of all machinery and/or
equipment made good prior to handling over the vessel to the Owner.
6.04 PAINTING
The external/exposed surface of the aluminium throughout the vessel shall receive
final coats of paint at as late a stage as practicable. Finishing and undercoats shall
be slightly different shade to previous coats.
The painting scheme shall be in accordance with Jotun paints and approved by
Owner.

SECTION VII
7.01 GENERAL
The wheelhouse, the crew and personnel accommodation shall be air-conditioned.
The air-conditioning cooling systems preferably to be sea water cooling.
The engine room shall have (2) forced inlet fans at fwd and (2) exhaust extractor
outlet fans at aft end of the engine room.
The blower fans shall have minimum air volume of 20,000 m3/Hr.each fan
Arrangements shall be made for the air inlet ventilator openings to be closed with
watertight covers in emergency case of fire
One (1) 250mm diameter exhaust fan shall be provided for the galley (mushroom
mounted type).
The air-conditioning system shall consist of two (2) sets/plants, water cooled.
Standby A/C cooling pump shall be provided in the vessel.
Air-conditioning unit type shall supply cold air to all accommodation spaces and
wheelhouse and shall be suitable for operation for the intended services in the
Middle East zone.
SECTION VIII
MACHINERY
8.01 GENERAL
The vessel shall be propelled by four marine diesel engines each coupled to a
waterjets propulsion through a reverse reduction gearbox.
The auxiliary engines shall be fitted and arranged in the machinery room driving
A.C. alternators, each capable of providing sufficient electricity for the normal
ship’s service.
An air compressor shall be installed and capable to start all air start engines
compliant to ABS Classification Society rules.
Main engines and auxiliary engines will be rigidly mounted and aluminum blocks
shall be used for shims for alignment. Collision chocks shall be welded on main
engine girders at front & rear of engine mountings after alignment.
Alignment adjusting bolts shall be provided for main engines at front & rear
mounting base.
All throttle and clutch controls shall be pneumatic system and engine instruments
shall be arranged on one side of each engine in the engine room. Each engine
shall be fitted with the following gauges at the bridge/wheelhouse:
Each engine shall be complete with all necessary built-in and ancillary equipment,
and shall be fully connected/piped in the engine room to owner’s/engine
manufacturer’s recommendation and satisfaction.
Each set of engines shall drive its alternator and resiliently mounted on a common
fabricated aluminium base frame onto the vessel bottom structure.
The engines shall be in-line, fuel injected and heat exchanger cooled. Each
engine shall be complete with all necessary built-in and ancillary equipment and
shall be fully connected/piped in the auxiliary generator room.
One engine shall be air start and the other electric start system. To start and stop
from a control panel mounted on the engine. The control panel shall have:-
For each main engine speed and clutch control ahead/astern shall be
actuated pneumatically from the wheelhouse console.
The engine shall have the following instrumentation mounted on the unit:
The following instrumentation for the main engines shall be fitted to the
consoles and mounted in watertight fittings:-
The auxiliary engines shall have alarms in the wheelhouse and in the
auxiliary generator room.
8.09 PUMPS
1) General
Installation and the best quality choice of the pumps shall be to Owner’s
approval. And self-priming centrifugal pumps shall be bronze impeller,
non rust/corrosive impeller housing and ceramic spring loaded shaft seal
and self lubricated type. All pumps shall be fitted with liquid filled
pressure gauge at the discharge/outlet end of the pump of which also
include all domestic sea and potable water pumps.
One fuel oil transfer pump capacity 6 m3/h x 20m and one fuel oil cargo
pump of 25 m3/h x 25m to be provided.
8.10 FILTERS
Racor Duplex Fuel Oil Filters
Duplex Racor fuel oil filters shall be installed in the fuel oil supply lines to the
main engines and auxiliary generators.
8.15 WORKSHOP
This shall be fitted with workbench, vice, shelving and lockable cupboards and
lightings above the work bench, preferable to be constructed in the steering
compartment.
SECTION IX
ELECTRICAL
9.01 GENERAL
The electrical system shall comply with classification society and local
government regulations.
All electrical items shall be suitable for marine application and according to the
requirements for safe and efficient operation of the vessel.
All electrical cables shall be of the type with standard conductors of at least 1.5
mm2.
Cables for signaling and communication with a voltage less than 100 volts shall
have a minimum cross section of 0.75 mm2. All cable cores shall be provided
with cable lugs, or such like, and shall be marked according to the mark of the
terminal. All electrical equipment which function or application is not evident,
shall be provided with notices.
All electrical wiring shall be installed well away from decks bulkheads and ship’s
side to facilitate maintenance without disturbing the cable layout.
Suitable electrical graded fuse protection shall be provided in each system for all
accessories to ensure safety of the operators and to protect the equipment.
b) A 24Volts D.C. supply for the radio shall be obtained from one (1)
bank of 2 x 12V, 200 AH batteries via the radio battery charging
panel.
c) A 24V D.C. supply for the navigation lights shall be obtained from
a transformer rectifier.
The 24V D.C. emergency supply shall be sufficient as per Class requirement.
9.05 CABLES
All cables shall be of marine armoured fire proof type and shall be ABS
Classification Society approved.
9.09 MOTORS
All motors shall be suitable for working in all climatic conditions and in full
accordance with the requirements of ABS Classification Society.
A starter shall be provided for all electric motors 0.5 HP and above.
All the motor starters for fuel pump and fans to Engine Room and accommodation
shall be fitted with remote stop stations located outside the machinery and
accommodation spaces.
Provision shall be made to connect 80 Amps 380V, 3 phase, 50 Hz, supply from
shore to the main switchboard. Shore supply main breaker shall be 80 Amps, 3
phase, 50 Hz. 80 amps, 3 phase + N (4 pin) outlet and plug shall be provided for
shore supply on deck. The socket and plug shall be heavy duty and water tight.
9.16 SWITCHES
All switches in the accommodation shall be flush mounted type. Switches in the
engine room and other machinery and watertight compartments shall be
watertight.
b) Gangway Lighting
Four (4) deck lights, 2 at each side of the wheelhouse and 2 at each side of
the middle of superstructure.; each will be 60W, fluorescent light.
e) Liferafts Launching
D.C. lightings 20W shall be installed close to all liferafts launching area.
