OBJECTIVE
This document describes the piping design basis of detailed study to design and develop Asphalt
loading facility of CPCL

6 SCOPE:-
The detailed study to Design and Development of fire protection and safety system within the scope
limit of AGCL, includes the following as per contract requirements and OISD Standard for Fire
Protection System and Safety Equipment.
Safety System: -
The active fire protection system shall be designed to control and fight fires occurring at various
facilities, limiting its escalation to adjacent area and minimizing the effects to facilities when exposed
to radiation due to fire.
• Water requirement for firefighting shall be met through water storage tanks of steel.
• Firewater shall be stored in an aboveground metallic fixed cone roof storage tanks of minimum
capacity.
• Steel storage tanks (2 no’s) shall be in two interconnected compartments to facilitate cleaning
and repairs. The steel tanks, there shall be two tanks each having capacity equivalent to 50%
of total water storage requirement of an installation
• The design of Fire Water Tank shall meet the requirement of OISD-STD-189 Standard.
• The drainage arrangement shall be made around the tank area to avoid any accumulation of
water around it.
7.2 Fire Water Pumps: -
The fire water pump shall be Diesel Engine driven & Motor driven Pump (Main Pump, Jockey pump)
designed and installed in accordance with OISD-STD-189 & PNGRB Standard. The fuel storage
tanks shall be based on the OISD-STD-189 & PNGRB.
• Double headed hydrants with two separate landing valves on 3” / 4” stand post shall be used.
All hydrant outlets shall be 1.2 mtrs above ground level.
• Hydrant inlet valve shall be a gate or butterfly valve with a six (4) inch diameter flanged inlet
and outlet.
• The Hydrant assemblies shall be suitable for a minimum working pressure of 10 barg (150 psig)
and hydrostatically tested to the design code ASME B31.3 requirements.
• Hydrants shall be readily accessible from roads and located in such a way that possible
damage by traffic shall be minimized, the location shall not be within 2 m from curb of the road
and at least 10 m from road crossing.
• Hose Box with 2 Nos. of hoses and a nozzle shall be provided at each hydrant points.
• Fire water monitors shall be provided with independent isolation valves.
• Fire Hydrants/ monitors shall be located at a minimum distance of 15 mtrs from the hazardous
facility / equipment. Case of buildings this distance shall not be less than 2 mtrs and not more
than 15 mtrs from the face of building. Provisions of hydrants within the building shall be
provided in accordance with IS: 3844.
• At least one hydrant post shall be provided for every 30 mtrs of external wall measurement or
perimeter of the battery limit. Monitors shall be placed at 45mtr interval.
• The Water spray system provided at compressor area shall have spray nozzles directed radially
to the facilities intended for cooling at a distance of 0.6 mtrs from the surface of the equipment
/ facility. Only one type of spray nozzles shall be provided in a particular facility. All spray
nozzles shall be inspected for proper positioning, corrosion and cleaned if necessary at an
interval of not more than 12 months or earlier based on the experience.
7.6 Material Specifications: -
All material used in fire water system using fresh water shall be of the type indicated below
• Pipes - Carbon Steel (CS) IS: 3589 / IS: 1239 / IS: 1978 or Composite materials as per API 15
LR / API 15 HR or its equivalent shall be used.
• Gate / butterfly type isolation valve with open /close indication made of cast steel.
• Hydrant Stand post, Monitors – Carbon Steel / Gunmetal
• Outlet valves/ landing valves- Gunmetal.
• Fire Hose- Reinforced rubber lined hoses (63 mm), 15 mtrs STD length conforming to IS: 636
(type A) / Non-percolating synthetic hose (Type B) / UL or equivalent standard.
• The above ground fire water main, hydrant post shall be painted with corrosion resistant “ fire
Red” paint as per IS: 5
• Water monitors, hydrant point and hose box shall be painted “Luminous Yellow “as per IS: 5
• Anti-Corrosion coating/paint shall be used in corrosion prone areas.
• Isolation valve shall be provided at all tapping points on fire water headers.
• Isolation valve shall be of a type (gate or butterfly) having open/close indication which can be
opened easily and quickly by one person.
• Number of isolation valves on main header must be decided in such a way that at a time not
more than one segment (portion of line between two junctions) of fire water line is isolated.
• Isolation valve shall be of a type (gate or butterfly) having open/close indication which can be
opened easily and quickly by one person.
• Valves larger than six inches in diameter should be equipped with a gear mechanism to
facilitate opening.
• The isolation valves shall be easily identifiable and located where they are accessible during
fire and should be close to the loop junctions.
• Additional valves shall be provided in the segments where the length of segment exceeds 300
m.
8 SAFETY SYSTEM: -
• Safety signs and notices shall be provided throughout the Facility in both Hindi and English
languages.
• All safety signs and notices shall be the photo-luminescent types having a luminous intensity
of eight (8) millicandle light per m2after 30 minutes of complete darkness.
• Signs shall be screen printed onto luminous film covered by a dull but clear PVC film with good
UV resistant qualities.
• Signs shall be mounted on a metal backing or other suitably stable material to allow mounting
into a flat surface.
• The signs shall fall into the following categories depending on locations of equipment and
handling area as WARNING, PROHIBITING, OBLIGING & ADVISING.
