Auto-Insure is an agency that provides its clients with services like renewing vehicle insurance
policies, vehicle road tax, driving licence, transferring vehicle ownership and NCD (No claim discount)
etc.

This agency has been in service for more than 10 years it helps especially customers who do not
know how to go about doing those errands for themselves.

The fees charged the services are different from one another; which depend on the complexity of
each service. The process for renewing a driving licence, insurance or road tax, for examples, is
simpler as compared to the transfer vehicle ownership or NCD.

All the while, the two procedures have been done manually and have never changed:

Transfer vehicle ownership procedure:

1. Car owner (customer) is required to obtain 3 forms from JPJ counter.


2. The vehicle is to be brought to PUSPAKOM for inspection and to get a report the vehicles is free
from any issue. Problem: There is always a long queue of vehicles waiting to be inspected at
PUSPAKOM and the waiting can last from morning till afternoon and even to the extent that
some clients may miss their chance and have to come back the next day.
• RM80 is charged for inspection and to be paid to PUSPAKOM.
3. If a vehicle fails to pass the inspection due to some defect, the client will have to take it away
and get the faults as stated in the report rectified; after which, it will be brought again to
PUSPAKOM for another round of inspection.
• Another RM80 will be charged by PUSPAKOM for the inspection.
4. After completing the inspection, vehicle owner is required to submit all the forms together with
the original car Registration Card, new buyer insurance cover note, photocopies of seller and
buyer’s identification cards, and the PUSPAKOM inspection report to Auto-Insure to process.
• In some cases, both buyer and seller have to be present at the JPJ office to get the
vehicle owner transferred, but in some cases only the buyer needs to be present.
• In the case of sellers not able to turn up at JPJ, they must provide a photocopy of their
ICs which have been certified by a Commissioner of Oath. The vehicle owners
themselves have to get their photocopied ICs certified.
5. The whole process of ownership transfer takes 2 to 3 days with a fee of RM100 is to be paid to
JPJ.
6. Auto-Insure will collect certain fee for the said service.
7. Vehicle owners have to pay all the charges to Auto-Insure before they can collect the transferred
ownership issued by JPJ.
Meanwhile, the new car owners can also apply for NCD transfer for the insurance of the transferred
car.

NCD (No Claim Discount) Transfer procedure:

1. The new owner of the car has to get a form from any car insurance company.
2. The insurance company will check on the following conditions:
a. Is the applicant really the owner of the vehicle?
b. If applicant has more than one vehicle, follow the table 1 claim %.
3. Once the NCD eligibility is confirmed, the process of which can take up to 5 working days, the
NCD will be issued to new owner of the vehicle.
4. Auto-Insure will collect RM100 of service fee.

To avoid going through all the tedious procedures, the owner of Auto-Insure Mr. Tan would like to
have a mobile-app for them and their customers to handle both procedures digitally. Mr. Tan comes
out with a new set of procedure for both.

Transfer car ownership procedure:

• All forms can be accessed through the mobile-app.


• Seller and buyer can submit their IC digitally.
• Seller able to make appointment with PUSPAKOM for vehicle inspection via mobile-app.
• Customer can submit PUSPAKOM report digitally.
• Customer can submit the forms digitally.
• Customer will be informed if he/she is required to meet a Commissioner of Oath for certification
of document, which can be done digitally.
• Customer can check the status of the transfer though the mobile-app.
• Customer can make payment digitally.

NCD (No Claim Discount) application procedure:

• All forms can be accessed through the mobile-app.


• Customer can select the insurance companies through the mobile-app.
• Customer can check the status of the application though the mobile-app.
• Customer can make payment digitally.
