a. Adequate. A scan rate of once per hour will identify all significant excursions of the
meter.
b. Inadequate. During some scan periods, several customers may fill up, but only the
one filling up when the system is scanning will be detected. Many will not be
charged for gasoline; one will be overcharged.
c. Adequate. Many pipeline leaks are small, and several readings must be summed to
provide filtering. A response time for small leaks on the order of forty to fifty
minutes reasonable. To provide protection against the effects of large catastrophic
leaks you may have to depend on another technology.

a. A ten-minute scan would work.


b. A one-hour scan would work.
c. A twenty-four-hour scan would work would be too long, unless the scan were
arranged to occur just before the maintenance crew planned its daily activities. Even
them, it would be catch only those failures that occured before the start of the day.
To be effective, a scan period of one or two hours would be acceptable for detecting
failures like this.
