ABSTRACT

This study was conducted to determine the level of effectiveness of


Community Emergency Response Team in different barangays in Davao City.
The researchers employed quantitative research method and a researcher-
made survey questionnaire was used as the data collection instrument. The
instrument used in the study was validated by some experts from the faculty
of College of Criminal Justice Education. The respondents of the study

THE PROBLEM AND ITS SETTING

Background of the Study

It is logical that the community will be the first line of defense in

preparing and responding in the event of a disaster. Local residents and the

groups are in a position to best classify their immediate needs, coordinate

preparations, supplement official response efforts, implement emergency

response programs, and contribute to local decision making for future events,

local communities can provide a sense of connection and lessening the

isolation and abandonment that is often felt among residents during times of

disaster. Such capacity for providing these community services does not

always occur, but it an be cultivated, encouraged, and empowered (Cantrell,

R, Hoodgkinson, E. P. and sterwart, m.(2013).

Community Emergency Response team training promotes a partnering

effort between emergency services and the people that they serve (Brochure

2015). The objective is for emergency personnel to train members of

neighborhoods, community organizations or workplaces in basic response

skills .Community Emergency Response team and followers are then

integrated into the emergency response capability.

Effective community responses connect these diverse groups and

develop action plans to happen common needs. Successfully linking local

organization, citizens, and leaders provides a solid network for local citizens,

and leaders delivers a strong network for local citizens and groups to become

actively involved in local preparedness and response efforts. This capacity-

building process is most effective when it occurs as part of a pre-disaster

planning process and it continues during and after such catastrophic events

(Cantrell et al., 2012).

Davao City has long been praised for its ability to provide good

governance, business opportunities, public safety and services. Recently, the

city raised the ante with the acquisition of its own weather monitoring

equipment (Rosete, 2010). Despite being reasonably typhoon-free, Davao

City has not been spared by flash floods. The city experienced its worst

flooding in 2007, prompting the immediate improvement of its drainage and

waste management systems. Hence, the above cited premises prompted the

researchers to urgently conduct this study to define the effectiveness of

community emergency response team in selected barangays in Davao City.
