Dear Sir/Madam:

In accordance with Regulatory Issue Summary 2009-06, "Importance of Giving NRC Advance
Notice of Intent to Pursue License Renewal," dated June 15, 2009, Florida Power & Light
Company (FPL) hereby informs the Nuclear Regulatory Commission (NRC) that FPL intends to
submit an application for the subsequent renewal of the Operating Licenses for Turkey Point
Nuclear Generating (Turkey Point) Units 3 and 4.

The initial renewal of the Operating Licenses for Turkey Point Units 3 and 4 were issued on June
6, 2002, and will expire at midnight on July 19, 2032, and April 10, 2033, respectively. FPL
intends to submit an application for the subsequent renewal of the Operating Licenses for Turkey
Point Units 3 and 4 in accordance with 10 CFR Part 54, "Requirements for Renewal of
Operating Licenses for Nuclear Power Plants," by the end of 2017.

This notice of FPL's intention is being submitted voluntarily to allow the NRC to plan more
accurately and to budget agency resources accordingly. However, the fact that FPL plans to
submit the license renewal application, as well as the projected schedule of its submission, are
both considered to be proprietary by FPL. Accordingly, FPL respectfully requests that this
information be withheld from public disclosure and that any future NRC publicly-disclosed
information identify the respective application as an "Unnamed Plant," and not mention that they
are owned by FPL. In accordance with 10 CFR 2.390(b), FPL has attached an affidavit
providing the basis for withholding the information from public disclosure.

Further, pursuant to 10 CFR 2.390 and 10 CFR 9.17, FPL requests that this letter and the
accompanying affidavit be withheld from public disclosure because they contain confidential
"commercial or financial" information, the release of which would be harmful to the economic
interests of FPL. A redacted version of this letter, suitable for public disclosure, is provided as
Attachment 1. If the NRC receives a request for disclosure of this information from any source,
whether by an individual or by a government agency, or if the NRC is otherwise unable to honor
FPL's application for withholding sensitive information, then we respectfully request that the
NRC notify FPL in advance of any possible public disclosure in order to provide us the
opportunity to consider withdrawing this letter, pursuant to 10 CFR 2.390(c).

I, Larry Nicholson, Director, Licensing and Regulatory Compliance, do hereby affirm and state:

I;· I am authorized to execute this affidavit on behalf of Florida Power & Light Company
(FPL).
2. FPL is providing this information with respect to its intent to seek license renewal for
Turkey Point Nuclear Generating Units 3 and 4.
3. This notice of intent to pursue license renewal is being provided voluntarily by FPL
solely for the NRC's planning and budgeting purposes.
4. This information constitutes proprietary commercial and financial information that
should be held in confidence by the NRC under IO CFR 2.390(a)(4) and IO CFR
9.l 7(a)(4), because:
a. This information is and has been held in confidence by FPL;
b. This information is being transmitted voluntarily to the NRC in confidence, in
accordance with RIS 2009-06;
c. This information is being provided to the NRC in confidence with the expectation of
non-disclosure;
d. This information is not available in public sources and cannot be gathered readily
from other publicly-available information; and
e. Public disclosure of this information would create substantial harm to FPL by
prematurely making public FPL's intent to seek license renewal, thereby making
information regarding FPL's commercial strategies available to parties whose
commercial or other interests may be adverse to those of FPL. In addition, public
disclosure of this information would create harm to FPL regarding: i) the financial
implications of its long-range resource planning, such as transmission and/or pipeline
needs, and; ii) its interface with state and local government agencies, and with the
general public, regarding on-going discussions and proceedings involving site
utilization and potential environmental issues if this information is made public prior
to FPL publicly announcing these plans.
5. Accordingly, FPL requests that the foregoing document and the information contained
therein be withheld from public disclosure pursuant to 10 CFR 2.390(a)(4) and IO CFR
9.17(a)(4).
