Terms of Reference

1. Identification
Position Title: Provincial Extender,Wheat Flour Fortification project
Reports to/Position Title: National Program Officer, Fortification, Indonesia
Location Extender will be located at Serangand responsible for wheat
flour mills situated at Banten,Jakarta and West Java

2. Overall purpose
Provincial Extender,Wheat Flour Fortification (WFF) project will work under the guidance of the National Program
Officer to support implementation, coordination and monitoring of WFF projectin the provinces of Banten, Jakarta
and West Java. She/ Hewill be responsibleto providefollowing technical and operational assistanceto the NPO in
implementing Nutrition International’s (NI) WFF projectin the threementioned provinces:

1. Strengthening of quality assurance/quality control mechanism to ensure fortified wheat flour produced
confirms to the SNI standards.
a) Review and strengthen internal quality assurance mechanism for 11 wheat flour miller(s)in Banten, Jakarta
and West Java (AttachmentA)through on-site assistance at the mills.
b) Facilitate setting up of external quality control system to be carried out by concerned province officersfrom
Industry and Trade Office and BPOM (FDA) in Banten, Jakarta and West Java.
c) Undertakeperiodic capacity building measures as part of supportive supervision for mill level workers in
collaboration with mill supervisors and mill owners.
d) Collect information related to production of fortified wheat flour and quality of premix used in each of the
11 mills on a monthly basis.
2. Advocate and assist theIndustry and Trade Office and BPOM (FDA) to maintain WFF monitoringmechanisms
and review the findings with the department’s head on quarterly basis to ensure appropriate punitive
measures.

3. Roles and responsibilities

The specific activities to be carried out by the Provincial Extender, Wheat Flour Fortification projectare as follows.

(i) Capacity building


a) Assist setting up and supervise strengthening of internal quality assurance mechanisms for roller flour
millers in the respective provinces;
b) Support/ undertake training for plant workers, supervisors and managers on different aspects of quality
assurance protocols related to internal quality assurance through supportive supervision;
c) Assist and supervise the implementation of external quality control protocol and regular monitoring
mechanism by provincial enforcement bodies viz. provincial BPOM, MoIT;
d) Support regular interface at local level by miller’s association and provincial enforcement bodies and
undertake discussions within related stakeholders;

(ii) Monitoring and reporting


(a) Monitor monthly production of fortified wheat flour produced by roller flour millers;
(b) Monitor monthly use of premix for fortification of wheat flour by roller flour millers;
(c) Monitor and document conditions of existing equipment and fortification processetc. along with drawing
of fortified wheat flour samples to be tested through an external laboratory to determine its iron levels. In
addition, review how mills maintain recordsrelated to stocks, issuance and use of premix, daily registers
showing the amount of wheat flour produced and premix used including iron level in wheat flour samples,
etc.
(iii) Local level liaison for effectiveimplementation
a) Advocate, assist and support relevant stakeholders for local-levelplanning, communication, enforcement
and regular review of WFFprojectto ensure effective implementation;
b) Monitor the technical aspects of ongoing project activities through field visits, on-site assistance, meetings
with partners, analyze the progress reports and prepare project briefs as required;
c) Share and update NPO and Fortification Consultant on currentprogramming status torelated stake holders,
identify gaps and propose for corrective actions;
(d) Liaise with government and development partners periodically to discussproject progress;
(e) Work closely and maintain effective working relationships with WFF stakeholders, including millers,
Industry and Trade Office, BPOM, UNICEF, relevant non-government agencies and other partners.

(iv) Other Tasks


a) Attend bi-annual coordination meetings arranged by NI Indonesia Office;
b) Perform other duties related to the project as requested by the NI Indonesia Office

4. Deliverables
Submit monthly activity plan and accomplishment report following a pre-approved format (Attachment B)which
should include the following
a) tasks performed related to the project including targets achieved along with
suggestions/recommendations for corrective action/further improvement
b) significant observations that you would want to bring to the notice of your supervisors
c) Any other important issue related to the project

5. Qualification and Experience


a) At least graduate level qualifications with science background in Food Technology/ Public Health and
Nutrition/Chemistry/ Mechanical Science/ or other related field.
b) Experience of working with provincial governments, NGOs and donors on food fortification preferable with
wheat millers and command over English language are added advantages;
c) At least two years of hands-on experience of implementing health and nutrition projects;
d) Skills related to computer literacy, interpersonal communication, data analysis and writing abilities are
essential;

6. Tenure of appointment
Provincial Extender, Wheat Flour Fortification projectwill be awarded a contract from February 2019 to
March 2020 that may berenewed for another 12 months on the basis of availability of fund and
satisfactory performance.

7. Monthly remuneration
IDR6,500,000/-plus living expenses to cover your travel requirements as per NI Indonesia policy
