Hiring Consultant for SUN UNOPs Database Development

Grant: SUN POOLED FUND GRANT

I. Introduction
Nutrition International (formerly the Micronutrient Initiative) is a global organization dedicated to delivering
proven nutrition interventions to those who need them most. Working in partnership with countries, donors
and implementers, NI conducts cutting-edge nutrition research, support critical policy formulation, and
integrate nutrition into broader development programs. In more than 60 countries, primarily in Asia and
Africa, Nutrition International nourishes people to nourish life.

II. Program background


The new 2018-2024 National Strategy to Accelerate Stunting Prevention (StraNas Stunting) has been
formulated with the objective to reduce these high stunting rates across Indonesia through better
coordination and aligning incentives across national, sub-national, and non-state actors. Led by Indonesia’s
President Joko Widodo and Vice President Jusuf Kalla, the strategy aims to ensure all key related stakeholders
works together with a Holistic, Integrative, Thematic, and Spatial (HITS) approach to achieve the same goal
and objectives in stunting prevention and reduction. The StraNas intends to use resources efficiently for the
highest burden areas. The government intends to focus on evidence-driven and strategic spending to improve
nutrition intake, sanitation, health care, and caring practices for mothers and children. Stunting prevention
requires an integrated set of interventions covering nutrition-specific and nutrition-sensitive interventions.
The government launched the National Movement for the Acceleration of Nutrition Improvement (Gernas-
PPG/SUN Movement) that focuses its works in coordinating government efforts to prevent and reduce
stunting within the first 1000 days. . BAPPENAS as Scaling Up Nutrition (SUN) focal point organizes six networks
i.e. Governments (ministries and other related state institutions); Donor and UN System Country Network for
Nutrition (DUNCNN); Business Network, Civil Society Alliance, Academia and Professional Organization, and
Media.
In 2018 Nutrition International (NI) Indonesia has been appointed as Indonesia SUN CSA coordinator and in
2019 NI received SUN UNOPs Pooled Grant Fund to promote sustainable improvement in nutritional status of
the people of Indonesia by creating a strong, coordinated and vibrant civil society constituency. In order to
have strong governance and working systems of SUN CSA with inclusive and diversified membership covering
nutrition and multiple sectors there is a need to develop SUN CSA database.

III. Objectives
The objective is this assignment is to develop, update and maintain SUN CSA membership database, including
documentations lesson learned from SUN CSA successful model.

IV. Scope of work


1. Provide a conceptual data model that reflects the structure of the information to be held in the
SUN CSA database.
2. Translate the conceptual data model into database
3. Developing database to record SUN CSA membership data at National, Central Java and East Java
Province for at least the following items
1) ID Auto Number
2) Full Name
3) Job Title
4) Company
5) Addresses
6) E-mails
7) Telephone Numbers
8) Intervention/Working/Geographical area
9) Type of Intervention (Specific or Sensitive)
10) Additional information on intervention

4. Pre-test the database for data analysis and produce reports for their immediate use.
5. Roll out of the database
6. Introduce and train NI staff on database use and maintenance activities.
7. Regularly maintain and update the SUN CSA database
8. Develop Excel/Access or other database standard report generation
9. Compile and document lesson learned from successful model of SUN CSA and integrate it in
database

Deliverables
1. Presentation of conceptual model Design
2. Physical database design
3. Report on pre-test run of database
4. Report on SUN CSA Database

V. Time frame:
April 2020 – July 2020.

VI. Qualification of consultant


The consultant should have the following expertise:
1. A minimum of 5 years of experience in database design and roll out for health development projects
2. Proven experience to lead in the structural design of a database according to various system
requirements.
3. Education in Computer Science especially SQL server database development and Microsoft
certification in database Administration/Development (Desirable)
4. Analytical and Documentation skills, presentation of reports
5. Excellent command of English
