Bangladesh (icddr,b)
Based in Dhaka, Bangladesh, icddr,b is committed to solving public health problems facing low- and middle-income countries through
innovative scientific research – including laboratory-based, clinical, epidemiological and health systems research. By developing, testing
and assessing the implementation of interventions specifically designed for resource-poor settings, they aim to improve the health and
wellbeing of people living in the world’s poorest nations. For more than 50 years, they have been carrying out high-quality research and
promoting the uptake of evidence-based interventions. Their initial focus was on diarrhoeal disease, but they now study multiple infectious
diseases, other threats to public health, and methods of healthcare delivery. Their work has had a profound impact on health policy and
practice both locally and globally – and this remains their key objective for the future.

► Structured around the industry standard “W” model for large-scale development efforts, our testing approach contains two broad processes — verification and
validation:
• Verification: This is a “static” test analysis designed to confirm comprehensiveness and accuracy in overall test strategy. Verification occurs through the capture,
analysis and prioritization of progressively more detailed requirements. Development and configuration activities are then performed based on the requirements

Data Quality: Validity, conformity, completeness can not be determined without a data audit or profiling
engagement. The customer can identify current data issues, but this may not fully represent the issue.
Organizational Structure: The location of systems and people will influence the level of effort.
Customer Resources: The ability for the customer to allocate resources with the required skills and knowledge
of the data can dramatically impact productivity. The customer needs to provide IT infrastructure, IT Data and
Business resources.
Business and IT Initiatives: Known acquisitions, regulatory changes and IT projects such as an upgrade to a
legacy system will impact the effort.
IT Landscape, Standards and Policies: Data and system access policies, availability of servers and storage, 3 rd
party hosting and software installation processes need to be understood.
Data Governance Policies: Existing data governance policies and standards will influence the approach and
strategy.
Cutover Strategy: Understanding the cutover strategy (big bang, phased or parallel) and cutover window
constraints needs to be taken into consideration.

Project Sponsor:
The Project Sponsor owns and drives this implementation. The project Owner defines the vision for the implementation and drives the realization of the
vision. The role of the project Owner is as below:
• Be the champion of this project. As such, actively promote the benefits of the project within icddr,b and resolve internal conflicts between
this Project and other activities.

Steering Committee:
The Steering Committee is the highest body responsible for the successful completion of the implementation. The committee comprises senior management
from icddr,b and EY. The committee will meet regularly to review the status of the project and authorize necessary action for the critical activities in the
project. The Steering Committee shall meet at least once every month and help in resolving all open issues in that month. The respective project managers will
report the plan and progress achieved during the month, followed by a plan for the ensuing month, with resource requirements clearly identified for icddr,b
and EY.
The
key roles of the steering committee are as below:
Set policy guidelines and provide overall strategic direction to the project team when required.
Authorize and drive key change management initiatives.
Empower the project team and provide all necessary resources for the project.
Confirm and control project scope and Monitor project progress against the plan.

The icddr,b members of the Steering committee have to be nominated by the Project Sponsor. The members would be drawn from heads of
departments of the various functions under the scope.

The CORE TEAM MEMBER is responsible for the execution of the detail design and configuration of the Company’s business processes with the system. This includes working with

organization’s To-Be process vision. The core team member should also aid in the design of reports, forms, interfaces, and conversions.
The CORE TEAM MEMBER should actively participate in workshops and presentations guided by an EY Consultant to validate business processes and solutions with the end-user community.
To this end the CORE TEAM MEMBER is an essential liaison between the project and the users and should be a champion of the solution within the business.
