Moreover, Article 7 section 2 of the 1987 Constitution
provided that, “Amendments to this Constitution may
likewise be directly proposed by the people through initiative upon petition…” There is no such initiative happened before the drafting of the federal Constitution. Additionally, according to the data conducted by Pulse Asia, 67% out of the 1,800 respondents answered “No, should not be amended now.” It manifests that this is not the right time to amend the Constitution. Federalism would only fuel the already divided country. It would create challenges to our sense of unity. It would definitely produce uneven development to regions supposed to be created and considering that some of the localities in the country are not yet ready to govern on their own. There will be degradation. In implementing laws in the region and in national level, there is a huge possibility that conflict of interest would emerge. How will we demarcate the lines between the regional and the national jurisdictions? Only the authorities responsible for the crafting of federalism know the answer.
