CHARACTERIZED BY BOTH CHANGE AND PERMANENCE, THE FIRST ONE HUNDRED
DAYS UNDER THIS NEW ADMINISTRATION UNRAVELLED CHALLENGES,
OPPORTUNITIES AND POSSIBILITIES. CHANGES ARE BEING INSTITUTED IN THE FORM
OF ENHANCING EXISTING PROGRAMS OR ELIMINATING NONRESPONSIVE ONES. ON
ONE HAND, PROGRAMS THAT CONTINUE TO YIELD POSITIVE IMPACT ON THE
GENERAL WELFARE ARE RETAINED.

THE FIRST ONE HUNDRED DAYS REPORT NEITHER PRESENTS THE STATE OF
AFFAIRS OF THE LOCAL GOVERNNACE NOR THE STATE OF THE CITY AS A WHOLE,
YET. IT IS MERELY A PARTIAL ACCOUNT OF INITIAL ACCOMPLISHMENTS OF THE
LOCAL GOVERNMENT COVERING THE THIRD QUARTER OF CALENDAR YEAR 2010.

THE REPORT IS AN ENUMERATION OF OUTCOMES OF SERVICE DELIVERY


ACCORDINGLY INDEXED BY CONTEXT. REPORT ENTRIES EMPHASIZE ON IMPACT OF
STATISTICAL INPUTS AND NOT ON FIGURES OR DATA PER SE.

POINT OF ENTRY ON EVALUATING FURTHER THE BASIC SERVICE DELIVERY SYSTEMS
AND PROCESSES IN THE LOCAL GOVERNMENT. SINCE GOVERNANCE IS A DYNAMIC
ENTERPRISE, FUTURE PLANS AND PROGRAMS ARE THEREFORE EXPECTED TO
SPRING FROM THE CONTINUOUS ANALYSIS AND ASSESSMENT OF DATA AND
RELEVANT INFORMATION DERIVED FROM THIS REPORT AND ALL OTHER FUTURE
REPORTS.

OVERALL, THE INITIATIVES DISCUSSED IN THIS REPORT ARE A STARTING POINT IN


IMPROVING SERVICE DELIVERY PROCESSES AND THE EFFICIENCY OF UTILIZING
RESOURCES. HENCE, THE FIRST 100 DAYS REPORT IS ONLY THE BEGINNING OF
FURTHER PAVING THE CITY’S ROADMAP TO GLOBAL JOURNEY TOWARDS GREATER
HEIGHTS AND PROSPERITY.

General Policies On Good Governance


THE CITY’S GENERAL DIRECTION ON ITS GLOBAL JOURNEY INITIALLY
STARTS WITH POLICIES AND GUIDELINES THAT SHOULD SET THE
TONE AND ATTUNE THE MINDSET OF ALL STAKEHOLDERS IN LOCAL
GOVERNANCE TO THE GLOBAL CONCEPT. THE HEREIN RUNDOWN OF
POLICIES UNDER GOOD GOVERNANCE ARE INTANGIBLES EXPECTED
TO RESULT IN MATERIAL OUTCOMES.

WE CREATED EO NO. 22 SERIES OF 2010, CREATING THE GSC ANTI-DRUG ABUSE


COUNCIL WHICH ESTABLISHES A MECHANISM FOR EFFECTIVE PARTNERSHIP
ESPECIALLY WITH THE BARANGAYS REQUIRING THEM TO CREATE RESPECTIVE
BARANGAY ANTI-DRUG ABUSE COMMITTEES.

THIS IS AMONG FIRST FEW STEPS IN CURBING IF NOT ERADICATING THE


DRUG ABUSE PROBLEM, ALONGSIDE INTENSIFYING EDUCATION AND
INFORMATION COMPONENT ON ILL-EFFECTS OF ILLEGAL DRUGS, IN
COORDINATION WITH ALL OTHER STAKEHOLDERS.

WE CREATED EO NO. 23 SERIES OF 2010, DECLARING THE CITY AS A NO-FIREARM


ZONE WHICH SEEKS TO FULLY ACHIEVE A FIREARM-FREE CITY IN THE INTEREST OF
PEACE AND ORDER. THE MOST SIGNIFICANT IMPACT OF EXECUTIVE ORDER
23 IS THE IMMEDIATE REDUCTION OF SHOOTING INCIDENTS AND FIREARM
RELATED CRIMES IN GENSAN. END-GOAL IS THE FORMULATION OF A CITY
ORDINANCE TO THIS EFFECT.

WE AMENDED 16 EXISTING EXECUTIVE ORDERS, INCLUDING EO NO. 25 SERIES OF


2010, AMENDING EO NO. 001A SERIES OF 1999, WHICH PROVIDES PROVISION ON
ENHANCEMENT OF SERVICES OF CITY HALL SA BARANGAY (CHB) PROGRAM
ESTABLISHING SERVICE DELIVERY PROCEDURES BEFORE, DURING AND AFTER
EVERY CONDUCT OF CITY HALL SA BARANGAY.

AS A RESULT, THERE HAVE BEEN CONCERNS THAT ARE ALREADY


ADDRESSED DURING THE CONDUCT OF CHB WHICH DO NOT NECESSARILY
REQUIRE BUDGET ALLOCATION. i.e., CEO’s IMMEDIATE REPAIRS OF FARM-
TO-MARKET ROADS.

IN THE FIRST 100 DAYS WE INITIATED OF AUSTERITY MEASURES IN THE LOCAL


GOVERNMENT THROUGH THE FOLLOWING;

 SUSPENSION OF ALL REQUISITIONS FOR PROCUREMENT OF ALL I.T. AND I.T. -
RELATED EQUIPMENT. THIS IS ALSO GROUND-LAYING FOR A
COMPREHENSIVE AND CITY-WIDE I.T. PLAN WHICH SHALL BE
IMPLEMENTED IN THE NEXT TWO YEARS. THIS IS AN INTEGRATION
APPROACH IN COMMUNICATION TECHNOLOGY, SYNCHRONIZING ALL
LOCAL GOVERNMENT DEPARTMENTS.

 SUSPENSION OF ALL APPLICATIONS FOR MONETIZATION OF LEAVE CREDITS


AS WE PRIORITIZE THE REMAINING RESOURCES FOR THE LAST QUARTER OF
THE YEAR.

 ENERGY CONSERVATION MEASURE (PUTTING OFF LIGHTS AND AIRCON UNITS


FROM 12-1PM EVERYDAY). RELATIVE TO REDUCTION OF ELECTRICTY
CONSUMPTION, A COMPREHENSIVE STUDY IS ONGOING TO ASSESS
REPLACEMENT OF SODIUM STREETLIGHTS TO LED LIGHT WITH THE
ENDVIEW OF SAVING AROUND P50M OF ENERGY CONSUMPTION.

WE ORDERED REVIEW OF PROCESSES ON DISPOSITIONS OF PUBLIC LANDS IN THE


CITY (SINCE THE EFECTIVITY OF RA 9649 OR AN ACT AMENDING RA 5412
OTHERWISE KNOWN AS THE CITY CHARTER OF GENERAL SANTOS CITY) EFFECTING
THAT ALL TRANSFERS MUST PASS THROUGH THE CITY ADMINISTRATOR’S OFFICE
FOR EVALUATION AND CLEARANCE PRIOR TO ENDORSEMENT TO DENR. THE CITY
HAS STARTED THE PROCESS OF RECLAIMING LANDS BY FILING CASES
AGAINST UNSCRUPULOUS CLAIMANTS OF PUBLIC LANDS.

WE ORDERED REVOCATION OF BUSINESS PERMITS OF ALL GAMBLING


ESTABLISHMENTS ALONGSIDE CLOSURE OF NIGHT SPOTS WITH LEWD SHOWS. THIS
IS TO SEND A MESSAGE THAT THIS GLOBAL CITY WILL NOT TOLERATE BUSINESSES
THAT ARE NOT LAW- ABIDING.

WE ARE ALSO FINALIZING THE REDESIGNING OF PROCESSES, STRUCTURES,


COMPETENCIES AND CULTURE UNDER THE ORGANIZATIONAL DEVELOPMENT
PROGRAM WHICH WILL SEE IMPLEMENTATION IN THE NEXT TWO YEARS.

WE ALSO HAVE REVIEWED THE 2011 BUDGET AMOUNTING TO P1.3 BILLION


ENSURING A RATIONAL PRIORITIZATION OF FUND ALLOCATION SPECIFICALLY FOR
EDUCATION AND SOCIAL SERVICES. IT IS NOW SUBMITTED TO SP FOR APPROPRIATE
LEGISLATION.

OUR LOCAL GOVERNMENT CONTINUES TO UPSIZE ITS RESOURCE
ALLOCATION IN THE DELIVERY OF SOCIAL SERVICES AND SOCIAL
ASSISTANCE PROGRAMS, A MANIFESTATION OF THE IMPORTANCE IT
GIVES IN ITS DELIVERY OF ADEQUATE SERVICES OF HIGH QUALITY.

THE CURRENT SITUATION HIGHLIGHTS THE NEED FOR LONG-TERM


STRATEGIC PLANNING, COORDINATED SOLUTIONS AND CAPACITY
STRENGTHENING WHICH IN THE END, WILL AUGUR WELL IN THE
CITY’S VISION TO APPROACH LIVABILITY NORMS SET ON A GLOBAL
SCALE.

PEACE AND ORDER

OUR LONG TERM OBJECTIVE ON PEACE AND ORDER IS TO BUILD THE


CONFIDENCE OF THE INTERNATIONAL COMMUNITY IN THE LEADERSHIP OF
THE LOCAL GOVERNMENT. IT IS IMPERATIVE THAT WE NURTURE THE CITY
AND ITS PEOPLE TO BE PEACE-LOVING AND LAW-ABIDING.

DURING THE FIRST 100 DAYS, 22 OPERATIONS IN THE CAMPAIGN AGAINST ILLEGAL
DRUGS RESULTED TO TOTAL ARREST OF 31 PERSONS, CONFISCATION OF ILLEGAL
DRUGS AMOUNTING TO PHP 337,820.00 AND FILING OF 22 CASES IN COURT.

OUR GSC POLICE OFFICE BUSTED THE OPERATION OF BIG TIME SUGAR SMUGGLING
SYNDICATE ON SEPTEMBER 30, 2010 THAT RESULTED IN THE SEIZURE OF A TOTAL
OF 17 UNITS OF 20-FOOTER CONTAINER VANS, EACH LOADED WITH AN AVERAGE
536 BAGS OF SMUGGLED GRANULATED SUGAR OR A TOTAL OF MORE OR LESS
9,112 BAGS, WITH AN ESTIMATED STREET VALUE OF MORE OR LESS PHP
22,780,000.00

OUR CAMPAIGN AGAINST ILLEGAL GAMBLING RESULTED IN THE ARREST OF 105


PERSONS AND THE FILING OF 59 CASES IN COURT IN THE COURSE OF 55 POLICE
OPERATIONS.

IN RESPONSE TO THE ORDER OF MAKING GSC AS “NO-FIREARM-ZONE”, THE GSCPO


CONDUCTED 17 POLICE OPERATIONS THAT RESULTED IN THE CONFISCATION OF 15

SHORT FIREARMS AND 7 HIGH POWERED FIREARMS WITH A TOTAL OF 10 CASES
FILED IN COURT.

HEALTH

EQUAL ATTENTION HAS ALSO BEEN GIVEN TO OUR HEALTH SECTOR. WHILE
GOVERNANCE POLICIES ARE THE VESSELS THAT WILL TAKE GENSAN ON ITS
GLOBAL DESTINATION, THE HUMAN RESOURCE IS THE FUEL THAT POWERS
THE JOURNEY. HEALTHY CONSTITUENTS ARE PRODUCTIVE. HEALTHIER
PEOPLE MEANS WEALTHIER LOCAL ECONOMY. THESE FIRST FEW
ACCOMPLISHMENTS ARE EXPECTED TO DRAW POSITIVE GRAPHS IN THE
INDICATORS OF A HEALTHY CITIZENRY, FIT AND ABLE CONSTITUENCY.

THROUGH A RESOLUTION OF THE LOCAL HEALTH BOARD, THE MERGER OF LYING-IN


CENTER AND THE BARANGAY HEALTH CENTERS IS ALREADY UNDER WAY. THIS
MERGER WILL INCREASE THE CAPABILITIES OF OUR HEALTH CENTERS TO INCLUDE
MATERNAL AND NEO-NATAL CARE, AND MINOR SURGICAL PROCEDURES, ALONG
WITH THE CONDUCT OF DAILY MEDICAL CONSULTATIONS.

FIVE OF OUR LYING-IN CENTERS ARE ALREADY ACCREDITED UNDER THE PHIC
MATERNAL PACKAGE. THE PHILHEALTH HOLDERS WILL PAY ONLY AN AVERAGE OF
1,800.00 FOR THE WHOLE DURATION OF THEIR ADMISSION INSTEAD OF THE
5,000.00 MATERNITY PACKAGES AT PRIVATE CLINICS

WE HAVE SUBMITTED APPLICATION WITH PHILHEALTH TO OPEN AN OUT-PATIENT


PACKAGE FOR OUR LYING-IN CENTERS. THIS PACKAGE WILL ENABLE PHIC-MEMBER
PATIENTS TO AVAIL OF THE DIFFERENT MEDICAL SERVICES SUCH AS MINOR
SURGICAL PROCEDURE FOR FREE.

ENVIRONMENT

HEALTHY CITIZENRY DESERVES A HEALTHY ENVIRONMENT. THE EXERCISE


OF ENVIRONMENTAL RESPONSIBILITY IS A MORAL OBLIGATION. IN
GENSAN, IT IS ALSO A MEANS TO AVOID THE PITFALLS THAT URBANIZED
CITIES HAVE FALLEN INTO. THE PATH THAT GENSAN’S GLOBAL JOURNEY IS
TREADING IS A WELL-BALANCED GREEN SCENERY AND CURRENCY. IN
BECOMING A GLOBAL CITY, GLOBAL CONCERNS HAVE TO BE ADDRESSED.
ENVIRONMENT AS A WORLDWIDE MATTER IS DEALT WITH LOCALLY ON A
DAY TO DAY AND LONG TERM BASIS.

65% THROUGH THE PROVISION OF DUMP TRUCKS AND THE REHABILITATION OF

BIODEGRADABLE WASTE ARE BROUGHT TO THE CITY DEMO FARM FOR
COMPOSTING AND CONVERTED INTO SOIL ENHANCERS THAT ARE USED IN THE
LANDSCAPING PROGRAM OF CITY PARKS AND PLAZAS.

BUT THE MOST IMPORTANT CAMPAIGN IS ON OUR WASTE SEGREGATION BECAUSE


THIS IS WHERE OUR PEOPLE CAN SUBSTANTIALLY CONTRIBUTE IN OUR
ENVIRONMENT PROTECTION.

Fiscal Management and the City’s Bankability

FINANCING ALL OF THESE SOCIAL SERVICES PROGRAMS


NECESSITATES THAT WE MANAGE OUR FISCAL RESOURCES WELL. A
WELL-FUNCTIONING PUBLIC SECTOR THAT DELIVERS EXCELLENT
SERVICES CONSISTENT WITH THE CITY’S NEEDS INCREASES ITS
BANKABILITY. MANAGING FISCAL RESOURCES PRUDENTLY IS
CONSIDERED CRUCIAL TO THE LOCAL GOVERNMENT’S ACHIEVEMENT

COMPETITIVENESS IS MEASURED BY HOW RESPONSIVE THE CITY IS
TO THE NEEDS OF THE BUSINESS SECTOR AND HOW IT CREATES AN
ENVIRONMENT THAT IS BENEFICIAL TO THE INVESTORS.
SIGNIFICANT EFFORT IS PLACED ON ENSURING THAT THE
PROCESSES ARE COST-BENEFICAL TO BOTH PUBLIC AND PRIVATE

FACILITATION. RECOMMENDATIONS ARE EXPECTED TO BE SUBMITTED EARLY NEXT
YEAR, IN TIME FOR THE ANNUAL RENEWAL OF BUSINESS PERMITS. THIS IS
RESPONDING TO THE NEED TO HAVE THE CITY NOT JUST BUSINESS-
FRIENDLY BUT PROCESS-FRIENDLY. THE GOAL IS TO REDUCE BUSINESS
PERMITS AND OTHER PERMITS PROCESSING SIGNIFICANTLY REDUCED TO
ONLY HOURS.

BUILDING PERMITS ISSUED FROM JULY TO SEPTEMBER THIS YEAR TOTAL 252 WITH
TOTAL COST OF P243 MILLION. WE HAVE REGISTERED AND ISSUED PERMITS TO 276
NEW BUSINESSES WITH AGGREGATE CAPITALIZATION AMOUNTING TO P139
MILLION THAT GENERATED 882 JOBS.

THE ENTRY OF SM PRIME HOLDINGS, INC. WITH CAPITALIZATION OF P1.253 BILLION


FOR THE CONSTRUCTION AND OPERATION OF SM MALL OF GENSAN WILL
DEFINITELY ENLIVEN MORE OUR LOCAL ECONOMY TO OUR BENEFIT.

OUR PUBLIC EMPLOYMENT SERVICE OFFICE SOLICITED 3,000 JOB VACANCIES FROM
PRIVATE ESTABLISHMENTS AND BUSINESS ENTERPRISES AND WAS ABLE TO PLACE
1,366 INDIVIDUALS FOR LOCAL EMPLOYMENT. 78 APPLICANTS HIRED-ON-THE SPOT
DURING THE YAMAN GENSAN JOBS FAIR.

WHILE OUR SHORT TERM GOAL IS TO STRENGTHEN THE LGU-PRIVATE


PARTNERSHIP, OUR LONG TERM GOAL IN STRENGHTENING PESO
PROGRAM IS TO ESTABLISH A COMPREHENSIVE DATA BANK OF THE CITY’S
HUMAN RESOURCE (BOTH GRADUATES AND UNEMPLOYED) AND LINK THE
DATABASE WITH THE WHAT THE INDUSTRIES AND THE LABOR MARKET
NEED .

WE HAVE STARTED UNDERTAKING A COMPREHENSIVE INVENTORY OF OUR LABOR


CAPACITIES AND SPECIFIC LABOR NEEDS. WITH THE COOPERATION OF THE
DEPARTMENT OF LABOR AND EMPLOYMENT AND THE DEPARTMENT OF EDUCATION,
WE WILL BE ABLE TO INCREASE THE LEVEL OF COMPETENCIES OF OUR WORKFORCE
TO GLOBAL STANDARDS AS WELL AS ADDRESS THE GAPS IN LOCAL/DOMESTIC
EMPLOYMENT.

THE CITY’S GROWTH. ENGINEERING FACILITIES ARE ALSO INDICATORS OF

ON THE STATUS OF OUR SANITARY LANDFILL PROJECT, R-II BUILDERS INC., OF
PHILIPPINE ECOLOGY SYSTEMS CORPORATION CONSORTIUM HAS ALREADY
SIGNIFIED THAT THEY ARE READY FOR THE REMOBILIZATION OF THE DESIGN, BUILD
AND OPERATE CONTRACT OF OUR SANITARY SOLID WASTE MANAGEMENT AND
DISPOSAL FACILITY.

WE ALSO HAVE REVIEWED AND NEGOTIATED FOR THE RESTRUCTURING OF OUR


SUBSIDIARY LOAN AGREEMENT WITH LAND BANK OF THE PHILIPPINES. AWAITING
LEGISLATION FOR BORROWING RESOLUTION AND AUTHORITY FOR THE MAYOR TO
ENTER AND SIGN THE SUBSIDIARY LOAN AGREEMENT.

FOR OUR TUNA INDUSTRY, THE 12TH TUNA CONGRESS PRODUCED, AMONG
OTHERS, RESOLUTION NO. 05, SERIES OF 2010: RESOLUTION REQUESTING THE
DEPARTMENT OF AGRICULTURE (DA) AND DEPARTMENT OF TRANSPORTATION &
COMMUNICATIONS (DOTC) TO HARMONIZE AND RATIONALIZE ISSUANCE OF FISHING
VESSEL REGISTRATION AND LICENSING. THIS IS IN FURTHERANCE OF
STRENGTHENING TUNA INDUSTRY ESPECIALLY IN REGULATIONS AND
POLICIES DIRECTLY AFFECTING LOCAL FISHERMEN

THE SUCCESSFUL STAGING OF THE 42ND TUNA FESTIVAL EXPERIENCE CONTINUE TO


PUT THE CITY IN THE FESTIVAL MAP OF THE COUNTRY. OUR TOURISM OFFICE
REPORTED FULL OCCUPANCY OF ALL HOTELS DURING THE CELBRATION.

ADVENTURE CATEGORY AND THE FIFTH NATIONAL TOURISM WEEK AS THE BEST
NATIONAL TOURISM WEEK CELEBRATION.

WHILE WE CONTINUE TO IMPROVE WELL FUNCTIONING PROGRAMS AND


PROJECT, THERE HAVE BEEN NEW INITIATIVES UNDERTAKEN DURING THE
FIRST 100 DAYS. THESE ARE CONCRETE ACTIONS THAT EMPLOY NEW
TECHNOLOGIES AND APPROACHES, FRESH INSIGHTS, AND NEW CONCEPTS
THAT POSITION GENSAN AS THE NEXT GLOBAL CITY. THERE ARE STILL
MORE IN THE CONCEPTUALIZATION STAGE WHICH ARE ALL ABOUT
RESPONDING TO THE DEMANDS OF THE PRESENT TIMES.

WE SUCCESSFULLY STAGED THE FIRST REGIONAL TOURISM SUMMIT DURING THE


RECENTLY CONCLUDED 6TH NATIONAL TOURISM WEEK WHICH PRODUCED
COLLECTIVE RESOLUTIONS AMONG WHICH, A DRAFT OF AN INTEGRATED REGION
12 TOURISM DEVELOPMENT PLAN WITH THE CITY AS THE CENTRAL PORT OF ENTRY.

ALL THE 26 BARANGAYS HAVE DIGITIZED MAPS AVAILABLE IN OUR PLANNING


OFFICE. IN EFFECT, IT IS NOW EASIER TO RETRIEVE MAP INFORMATION, SUCH AS
ACCURATE IDENTIFICATION OF ACTUAL USE AND CLASSIFICATION OF REAL
PROPERTY.

WE ALSO HAVE SUBMITTED PROPOSED ORDINANCE PRESCRIBING FOR THE


CALIBRATION AND SEALING OF DISPENSING PUMPS OF RETAIL OUTLETS SELLING
PETROLEUM PRODUCTS IN THE CITY, IMPOSING FEES IN THE REGISTRAION,
PROVIDING PENALTIES FOR VIOLATION. SAID PROPOSAL WAS ENDORSED TO THE
SANGGUNIANG PANLUNGSOD BY THE CITY ADMINISTRATOR AND IS NOW ON 2ND
READING. THE PROPOSED ORDINANCE IS THE FIRST OF ITS KIND AMONG LGUS OF
THE COUNTRY.

WE HAVE IMPLEMENTED “GREENING GENSAN” PROJECT WHICH INCORPORATES


GOOD AGRICULTURAL PRACTICES WITH PROPER WASTE MANAGEMENT STRATEGIES
ENCOURAGING URBAN DWELLERS TO UTILIZE DISPOSABLE HOUSEHOLD
CONTAINERS AS PLANT BOXES TO GROW PLANTS AND VEGETABLES.

WILL TRANSPIRE AND UNFOLD IN THE COMING DAYS IN THE CITY OF GENERAL

ADMINISTRATION VOWS TO CONTINUE BUILDING ON THE STRONG FOUNDATION OF
THE PAST ADMINISTRATION AND BRING THE CITY AND ITS PEOPLE TO GREATER
HEIGHTS OF GROWTH AND PROSPERITY.
