CHAPTER 1: THE PROBLEM AND ITS BACKGROUND

Introduction

Natural disaster is a phenomenon experience by all of the countries around the

world. According to the Oxford dictionary, it is a sudden and violent event in nature that

kills a lot of people or causes a lot of damage and some examples of it are floods,

hurricanes/cyclones, tornados, earthquakes, volcanic eruption, tsunamis, avalanche,

drought/famine and blizzards.

Every country in the world had experienced the effect of natural disaster. In order

to minimize its effects, U.S. embassy provided information to assist the citizens. The

disaster preparedness was the term associated with it which is defined by the

international federation of Red Cross as actions taken to minimize the effects of natural

disaster. Disaster preparedness was implemented throughout the world, its goal is to

save the lives of people form natural disaster. In the Philippines, according to the

American Red Cross there is a strong tradition of community actions to counter

disasters. The NDRRMC and PAGASA, responsible for the protection of the people,

provided steps to follow before, during, and after a disaster and is also responsible for

the warning signals stated on the news. The Red Cross is often the first one to respond

to calamities in the Philippines. These non-governmental organizations provide

response services for the people. With them, we can withstand disasters we encounter

and recover from some of the damages made by natural disasters.

Philippines is one of the most prone countries to natural disasters according to

the U.S. embassy of the Philippines. The Global Facility for Disaster Reduction and

Recovery stated that Philippines is at high risk from earthquakes, cyclones, floods,
landslides, tsunamis, volcanic eruption and wildfire. It is also stated from the same

article that Philippines has been affected by 565 natural disaster events since 1990 to

2017, it claimed the lives of around 70,000 Filipinos and an estimated amount of $23

billion on damages.

Experts from the Department of Science and Technology stated that “casualties

and damage of properties can be minimized or avoided if people know how to prepare

for disasters.” On the other hand, according to the DOST-Philippine volcanology and

seismology director Renato Solidum, “It is not enough that people are prepared for

disasters, buildings should also be safe structurally.”

Disasters are unpredictable, everybody is expected to be ready when it comes.

Being prepared in terms of disaster has a lot of advantage. Good disaster preparedness

and resilience building measures are essential to saving lives and property (Vincenzo

Bollenttino, Tilly Alcayna, Krish Enriquez, Patrick Vinck, Perceptions of Disaster

Resilience and Preparedness in the Philippines, 2018). Saving all lives is important. A

good place to start working towards a risk resilient society is to start with children and

safe schools for children, A safe school can provide a safe space for the present and

the future generations of children to live and grow (School Safety Action Plan, Plan of

Action for Safe School and Educational Building in Khyber Pakhtunkwa, 2012)

The founding father of the United States, Benjamin Franklin once said “By failing

to prepare you are preparing to fail.” Therefore, preparing is very important in attaining

success. For that reason, it is essential to determine whether an institution is equipped

to withstand disaster or not for the institution will be aware in its current condition.

Through this study, the researchers aim to determine whether Good Shepherd
Cathedral School is an institution that is equipped to withstand disaster or not. Most

importantly, the researchers aim to provide information to the management of Good

Shepherd Cathedral School regarding the current condition of the disaster

preparedness for the management may implement, improve, or maintain its disaster

preparedness.

Theoretical Framework

The Chaos Theory was chosen to support this study. The early proponent of this

theory is Henri Poincare (1854-1912), French mathematician. He became a famous

mathematician because he made an impact on pure and applied mathematics. He

discovered about the chaos theory while studying the three body problem, but did not

completely study the chaos theory. Edward Lorenz is an American mathematician,

meteorologist, and the father of chaos theory. He is the person behind the famous

butterfly effect, one of the principles of the chaos theory. He continued the study of the

chaos theory. His interest in chaos came when he was working on his weather

prediction. He found out that small changes in the initial conditions can produce large

ones in the long term outcome. With this, he created an experiment to prove the chaos

theory, which is the first experiment on the chaos theory to be made.

Chaos theory deals with chaotic systems that are impossible to predict. Henri

Poincare explained, the chaos theory, “It may happen that small differences in the initial

conditions produce very great ones in the final phenomena.” This explanation means

that small happenings can produce big changes later in the outcome. With the existence

of this theory, it shows how nature complex can be and teaches us to expect things that
are seemingly impossible to happen. By understanding this theory, we can use it to

control things we thought we can’t. Example, by understanding the complexity of the

atmosphere, a person can identify the location where his flying paper plane will land.

The person in the situation uses his understanding of the complex nature of the

atmosphere, where changes in the initial conditions can happen and affect the location

of planes landing area to identify the location where the plane will land.

The relationship of the chaos theory to this study is that disasters are

unpredictable. By understanding the complex nature of disasters, the management can

prepare for the possible scenario that will happen if the disaster occurs. If the institution

is prepared enough to withstand disaster, casualties and damage to properties can be

minimized.

Conceptual Framework

The Input box contains the profile of the respondents and the assessment tool

used by the researchers to satisfy the research questions. The process box contains

what the study aims to determine and the output box for the outcome and results.

Statement of the Problem
This study was conducted to determine whether Good Shepherd Cathedral

School is an institution that is equipped to withstand disaster or not. The study’s

objective is to answer the following questions:

1. How capable is GSCS on handling disaster?

2. How ready and aware are the students and employees of GSCS towards

disaster?

3. Does GSCS meet the standards for a ready and aware institution towards

disaster?

4. Does GSCS have enough safety equipment for disaster?

Significance of the Study

Good Shepherd Cathedral School. By determining whether GSCS is an

institution that is equipped to withstand disaster or not, the management will be aware

to the condition of its disaster preparedness. Through this study the management of

GSCS may implement, improve, or maintain its disaster preparedness.

Students and Employees. By determining whether GSCS is an institution that is

equipped to withstand disaster or not, the management of GSCS may implement,

improve, or maintain its disaster preparedness. Through this, students and employees

may handle themselves once the disaster comes.

Parents. Parents will be less worried about their children regarding their safety

towards disasters if GSCS is equipped to withstand disaster.


Future Researchers. They can have more knowledge about awareness and

preparedness that are implemented in acquiring information that may help the future

researchers to be reproductive in transforming the research into a new one.

Scope and Delimitation

The focus of this study is to determine whether Good Shepherd Cathedral School

is an institution that is equipped to withstand disaster or not. Even though this study

reached its goal, there are still questions that cannot be answered by the study. The

study cannot determine the capability of the building itself of GSCS towards disaster. To

determine the capability of the building of GSCS towards disaster, another research and

study is needed. It requires advanced equipment’s for measuring the capability of the

building towards disaster, structural engineers and experts to support and facilitate the

said research and study.

The respondents of this study are the SHS students and the employees of GSCS

School Year 2018 – 2019, for they are the elders and superiors in the institution. Elders

and superiors in an institution are expected to be more knowledgeable than younger

students. This study used a Likert scale. It is used to determine how much the

respondent agree or disagree in a particular statement. The researchers choose an odd

number scale, a 5 point scale for the respondents won’t be forced to choose between

negative and positive side. Also, the researchers conducted a one on one, actual, and

an oral interview to some of the respondents. It was conducted to gather more

information and statements regarding the topic to support the how questions. This study

was conducted inside the school premises of GSCS. The estimated time for this study
to be accomplished is around 2 to 3 weeks. A great amount of time will be needed for

the surveys and interviews to be done.

Definition of Terms

The following terms are defined by the researchers operationally. It means that

the given definition in each word is based on how the researchers used it in their study.

Aware. This refers to an individual has knowledge or background on the possible

scenario that will happen if a disaster occurs.

Disaster. This refers to the occurrences made by natural phenomena. For

example, typhoon, earthquake, fire, and flashfloods.

Elders. This refers to the Senior High school students and employees of GSCS.

Institution. This refers to the community and property of Good Shepherd

Cathedral School.

Management. This refers to the admins of GSCS.

NDRRMC. This stands for National Disaster Risk Reduction and Management

Council

PAGASA. This stands for Philippine Atmospheric, Geophysical and Astronomical

Services Administration

Ready. This refers to an individual has enough knowledge and ability to withstand

when it comes to disaster.

Superiors. This refers to the teaching and Non-Teaching staff of GSCS.

Withstand. This refers to the capability to resist minor and major damage.
