CHAPTER I

PROJECT DEFINITION AND DESCRIPTION

This chapter presents the project definition and description of the study. This

chapter serves as the preliminary introduction of the study and presents the context

behind the proposed project and its location.

A. Project Background

Municipal halls are centers of society where local citizens seek government

assistance and/or services for business transactions, information and records, research and

cooperative advocacy. As such, municipal hall structures should be able to house

adequately the facilities for people requiring its services. As it is the symbolic

representation of the quality of government service, the municipal hall should follow

regulatory standards in construction following the required function of each facility.

Along this context, this project study is focused on the municipal hall of Candelaria,

Quezon to determine what needs to be addressed for its improvement. It comprises

different departments that work with the respective needs of the citizens and in order to

render the services needed by the local citizens that the municipal hall has the

responsibility to, it is being attended for improvement. Considering the growing

population of the municipality, a small space for this kind of structure is not enough. This

becomes the rationale for the proposal of this project study.

Figure 1 shows the municipal hall of Candelaria, built in 1936, back when

Quezon Province was formerly known as Tayabas. Major renovations were done during

the administration of Hon. David V. Emralino during 1988 and remodelling and

repainting were done in 1995. It is currently on its old state with citizens’

accommodation and services not fully rendered because of the insufficient spaces of the

offices which serve bigger transactions.

Candelaria is a first class municipality in the province of Quezon, Philippines, the

third most populous municipality of Quezon Province after Lucena City and Sariaya. In

Quezon Province, it is one of the most progressive municipalities. Table 1 shows the

population of Candelaria, Quezon from the years spanning from 1918-2015.

Table 1 shows population of Candelaria from 1918-2015 taken from the PSA

database. From the initial population of 8,210 from 1918, Candelaria's population had

ballooned to 117,434 in 2015. Cursory review of population shows continued growth

with leaps most observable in the 1970's inferring fast evolving growth and development.

Considering the number of people who will be needing assistance in their

transactions, there is a need for a municipal structure which can serve the needs of the

people. The current municipal hall of Candelaria has limited space thus operating a slow

workflow whenever a huge number of people make transactions in the government

offices. In line with this, there is the demand of the citizens and employees for an

adequate establishment thus, the proposal of a new municipal hall was included in the

priority development program of Candelaria. The new municipal hall will house the

offices that will enable the different departments working in a common place. Table 2

shows the different offices housed currently in the municipal building in Candelaria.

Table 2 shows the current government offices in the three-storey municipal

hall with the corresponding areas in square meters. The ground floor has offices mostly

visited by the locals while the second floor has four offices that mostly deal with the

development of the municipality. The third floor holds offices whose concerns are on

the social and environmental sectors. On this project study, the proponents will design a

new 3-storey municipal hall that will hold these offices with convenient spacing for the

employees and local citizens. The proposed project will also include a multi-purpose

covered court, community park, and 2-storey pasalubong center. The 2-storey

pasalubong center will have different stalls, storage area and marketing office.

The development plan of this project study is vital to the municipality because it

will collectively put together the government agencies of Candelaria in one location.

Therefore, it will be time efficient for its people seeking government assistance. The

proposed Candelaria Municipal Hall will be a 3-storey building with sufficient spacing

for each government offices and hallways to maximize the benefits and be cost effective.

The multi-purpose covered court will be located near the municipal hall to provide a

venue for the municipality during important events and activities. The pasalubong center

will be located within the vicinity of community park to attract more tourists and locals

gathering in the park.

B. Location of Project

Quezon Province, the sixth largest province in the Philippines, is located in the

CALABARZON Region. Its capital is Lucena City. It is bounded by the province of

Aurora to the north, provinces of Laguna and Rizal on the west, province of Batangas on

the southwest and Camarines Norte and Camarines Sur on the southeast. The total land

area of Quezon is 870,660 hectares or 8,706.60 square kilometers. The province

comprises two cities and 39 municipalities and one of these is Candelaria. The map of the

Quezon Province is shown in Figure 2.

Shown in Figure 2 is the map of Quezon Province with its cities and

municipalities. Candelaria can be seen in the southwest part of the province. It is

bordered by Mount Banahaw to the north, San Juan, Batangas to the south, Tiaong and

Dolores to the west, and Sariaya to the east.

Candelaria is the second-largest industrial center of the province, after Lucena

City. Among the municipalities in Quezon province, Candelaria has the largest factory for

desiccated coconut and oil refineries, such as Peter Paul, Primex, Pacific Royal,

SuperStar, Licup Oil Mills, and others, which employ thousands of people. The map of

Candelaria is shown in Figure 3.

Shown in Figure 3 is the map of Candelaria. It is comprised of 25 barangays,

covering a land area of 17,515.74 hectares. Of these barangays, eleven (11) are deemed

urban areas and the remaining fourteen (14) barangays are identified as rural areas.

Barangay Poblacion serves as the municipality’s capital, and where government offices

and the commercial district are found. Figure 4 shows the site location for the new

municipal hall.

Figure 4 shows the location of the proposed Sentro Sibika located at Barrio

Malabanban in Candelaria. The allotted lot is a corner lot of the intersection of the

Candelaria Bypass Road and Rosario – San Juan – Candelaria Road. It has a lot area of

31,254 sq.m (3.1254 hectares) and a perimeter of 882.93m.

C. Objectives of the Study

This project study sought to design a government center to be located in Barrio

Malabanban, Candelaria, Quezon. In order to achieve this general objective, these

specific objectives were set:

1. To address the insufficient offices of the municipal hall

2. To provide the plans and specification that comply with the National

Structural Code of the Philippines, National Building Code of the Philipines,

Municipal Ordinances and other codes regarding the environmental, social,

economic, ethical and safety standards of the following structures:


a. Proposed three-storey municipal hall
b. Proposed two-storey Pasalubong Center
c. Proposed Community Park
d. Proposed Multi-Purpose Covered Court
e. Proposed Parking Space
3. To present the design computations for structural components with reference

to the Standard Practice for Civil Engineering


4. To present the cost estimate and construction management of the project:
a. Bill of Materials
b. PERT Construction Management Plan
c. Gantt Chart
d. S-Curve
