DR.PRABIR DUTTA

A presumptuous study on India shows that the country has progressed in many areas;but
the extent of development is limited.
Leadership and empowerment are of prime importance while measuring the capacity. The
power with and power within are in need to grow social capacity. The power with refers to
self- confidence,self-awareness and assertiveness that reside in human
being(leadership).Critical consciousness,Psychological empowerment strengthen
awareness and self-esteem thereby transformed in to power within. Power within refers to
a sense of collective action through a group/community sharing common goal of Social
Capital.
The leadership implicates collective-empowerment,social mobilization, building alliances
and coalitions thereby a culture of stable development in different areas.
Industrial leadership has achieved at par of global but in other areas lack much behind
with exclusion. Despite honesty in leaders is much valued but sectoral leaderships are
graded to be observed with differences both in effectiveness and efficiency. Industrial
leaders represent only 30% of total population whereas low growth in rural leaderships
where live 70%of the little above1 billion population. Child mortality, underweight and
low average life expectancy is being measured later. Amongst the leaderships 30% were
graded poor and very poor,41% were graded average and 29% only leaders were graded

China in the year2040.Maximum students within age group of 15-25 years think India will
be a developed country and identified Politics was the key area of mobilization for
betterment.

Foods,Health and Women empowerment and skill development at bottom line will have to
be resolved effectively and efficiently. An average growth rate of about 6.5 percent in the
post reform years has cut into poverty.22% of of the the population were recorded below
povertyline. Those in the next living on about Rs.15 a day, have remained virtually the
same about 19 percent over the last decade.36 percent of population still living on Rs.20
per day.19.3 percent of population earn Rs.37 per capita per day.4 per cent of population
earning Rs.93 per person. The per capita expenditure of the average Indian is Rs.23 per
day.On this back drop it is wise to consider per capita expenditure along with life
expectancy an ideal measure of Human Development Index(HDI).GDP per capita is
measure of capability of wealth generation on the part of a country.

Growth rate alone is unable to be reckoned percentage of people out of poverty.A

concerted focus on public health , nutrition based agriculture and India produces two lacs
scientists and engineers annually can change lives of crores.
