TECHNICAL EDUCATION SKILLS AND DEVELOPMENT

MANDATE

 The Technical Education and Skills Development Authority (TESDA) is the government
agency tasked to manage and supervise technical education and skills development (TESD)
in the Philippines. Overall, TESDA formulates manpower and skills plans, sets appropriate
skills standards and tests, coordinates and monitors manpower policies and programs, and
provides policy directions and guidelines for resource allocation for the TVET institutions in
both the private and public sectors.

skills development of the Filipino workforce.

 TESDA sets direction, promulgates relevant standards,
and implements programs geared towards a quality-
assured and inclusive technical education and skills
development and certification system.

BRIEF HISTORY
 The Technical Education and Skills Development Authority (TESDA) was established
through the enactment of Republic Act No. 7796 otherwise known as the "Technical
Education and Skills Development Act of 1994", which was signed into law by President
Fidel V. Ramos on August 25, 1994. This Act aims to encourage the full participation of
and mobilize the industry, labor, local government units and technical-vocational
institutions in the skills development of the country's human resources.
BRIEF HISTORY
 The merging of the National Manpower and Youth Council (NMYC) of the Department
of Labor and Employment (DOLE). The Bureau of Technical and Vocational Education
(BTVE) of the Department of Education, Culture and Sports (DECS), and The
Apprenticeship Program of the Bureau of Local Employment (BLE) of the DOLE gave
birth to TESDA.
MAJOR PROGRAM & SERVICES
1. Provision of Technical Vocational Education and Training (TVET).
In order to make TVET provision more accessible to stakeholders, the Authority
continues to provide training services in the form of:

✓ Institution-based Programs (School or Center-based)


▪ This refers to training provision being undertaken in the TESDA-Supervised institutions,
TESDA Regional and Provincial Training Centers across the country.
MAJOR PROGRAM & SERVICES
✓ Community-based Training Program (CBT)
 Refers to short-term outreach programs conducted or coordinated by NGOs, LGUs,
training centers and other TVET providers which are intended to address specific needs
of a community. The program’s target beneficiaries include the poor and underprivileged
individuals (OSYs, unemployed adults), marginalized sectors (subsistence farm workers,
fish folks) and economic groups (informal sector) in a community.
MAJOR PROGRAM & SERVICES
✓ Enterprise-based Programs
 This refers to training programs being carried out within firms/industries. It could take
various modes such as:
➢ Apprenticeship – A training within employment with compulsory related instructions
involving a contract between an apprentice and an employer on an apprenticeable
occupation.
➢ Learnership – A practical training on-the job fro non-apprenticeable occupations whether
or not it is supplemented by theoretical instructions, for a period not exceeding three (3)
months.

1. Training for Works Scholarship Program (TWSP)


✓ The Training for Work Scholarship Program (TWSP) shall continue to be directed towards filling up the skills
gaps and jobs requirements of priority industries and sectors with high employments demand, improving the
reach of quality TVET to the grassroots and encouraging technical-vocational institutions to offer programs on
higher qualifications catering to in-demand industry requirements. This shall be supportive of the government’s
thrust of rapid, inclusive and sustained economic growth. Scholarship benefits includes:

2. Private Education Student Financial Assistance (PESFA)


✓ PESFA offers educational grants to qualified and deserving college freshmen both in degree and non-degree
courses. The program seeks to:
▪ establish an integrated scholarship scheme to improve equity and access to TVET opportunities;
▪ optimize the use of available financing resources for scholarship that will ensure immediate employment.
▪ induce additional investments in TVET, and
▪ encourage technical vocational institutions (TVIs) to offer relevant qualifications that are responsive to the
labor market demands.

3. Special Training for Employment Program (STEP)


✓ STEP is a community-based specialty training program that addresses the specific skills needs of the
communities and promote employment, particularly through entrepreneurial, self-employment and service
oriented activities.

4. Special Skills Training Program (SSTP)


✓ The target beneficiaries of this program are the Indigenous People and those from Cultural Communities,
MILF/MNLF and Rebel Returnees all over the country.

2.TVET Program Registration
 All training provider who wants to offer TVET programs is required to register under the
Unified TVET Program Registration and Accreditation System (UTPRAS) either with
Training Regulations or No Training Regulations to adhere in competency-based training
requirements.
 Certificate of TVET Program Registration (CTPR) refers to the document issued by the
Authority to concerned institution as a manifestation that the TVET program offered
complies with the minimum requirements.

3.Assessment and Certification
 This is the process of certifying an individual in recognition to his/her competencies as
described in the relevant training regulations.
 Assessment is employed as means of collecting evidences that would help determine the
individual’s achievement of competences required in the workplace or training needs to
develop the competencies required in the workplace.
 Once individual has been proven to possess the required competencies, he/she shall be
awarded with a certificate in recognition to his/her qualification.

✓ Certificate of Competency (COC)
▪ This certificate is issued in recognition to partial fulfillment of a qualification described in
the relevant Training Regulations.

✓ National Certificate (NC)


▪ This certificate is issued in recognition to acquisition of all the competencies required in a
qualification as defined in the training regulation.

✓ The importance of being TESDA certified.
▪ The certificate of competency or national certificate is a proof that one can perform all
the units of competency listed. This makes one more preferable over the rest when it
comes to employment or promotion.

✓ Who may apply for assessment and certification


▪ Student/Trainees, jobseekers or existing workers with accumulated life and work
experience can apply for assessment. However, it is mandatory for all TVET
student/trainees to undergo assessment as prerequisite for graduation.

the units of competency listed. This makes one more preferable over the rest when it
comes to employment or promotion.

MOBILE TRAINING LABORATORY (MTL)
✓ Mobile Training Laboratory MTL is a training delivery model designed to implement Technology Based Community
Training Program (TBCTP) in far-flung communities in the province. It consists of portable boxes with training equipment,
tools and materials, mock-ups, curricula, and learning materials for the following qualifications:
1. Appliance Repair 4. Electrical Installation Maintenance
2. Bread and Pastry 5. Plumbing
3. Cookery 6. Small Engine Repair

 The project aims to support inclusive growth by reaching the unreached and serving the underserved sector of the society.
It is envisioned to create jobs, reduce poverty, and draw into the economic and social mainstream the majority of people in
the remote provinces.
 The program also serves to empower the LGUs by sharing some aspects of the training support functions such as
marketing of the programs, recruitment and endorsement of participants, provision of training supplies and management
of training venues, coordinating the assessment and certification of graduates and scheduling of programs.
