Goal:

Lead in the implementation of a unified and rational health
response in the fight against drug abuse, through a more
effective drug abuse prevention, treatment and rehabilitation.

prevention, treatment and rehabilitation;

2. Provision of comprehensive, integrated health care services


in TRCs and community-based settings;

3. Implementation of strategies for health promotion and drug


abuse prevention;

Of the almost 700,000 surrenderees (PNP data)
- Less than 1% of these will be admitted to TRCs ;
- The rest will be referred to Intensive Outpatient Treatment and Community
Based Rehab Program (CBRP)
There are 44 accredited TRCs, 15 of which under DOH that can only
accommodate around 5,300 in-patients…
Gaps: - Need for more TRC beds
- Community-based Rehab Programs
not yet in place in LGUs
- Policy/Guidelines
Need to implement:
Community-Based Rehab Programs in LGUs
- Barangay level (standard training for BHWs & Primary Care MDs, IEC materials,
reporting forms, info system, algorithms)
Construct & operationalize Mega TRCs (temporary) while permanent facilities
are established per region
- 4 in 2016, 4 in 2017
Encourage establishment of half way houses in LGUs
Conduct of Regular TWG meeting for preparation/operationalization of Mega TRCs

Follow up meeting/Updates with DOH ROs & TRCs;

Study visit: Mega TRCs in Beijing, China

Harmonization/Standardization of trainings, algorithms, reporting forms

Conduct of writeshops on :development of info system, guidelines in operating of halfway


houses, IEC Materials

Conduct of Strategic Planning


Release of Funds to augment current budget:
From DOH: 130M for drug testing kits to all ROs,
TRCs & NCMH + some hospitals

-Donation for 4 Mega TRCs; 600M PS + MOOE each


from 2017 GAA

 Phil-Health approved P10,000.00 detox package
