Section 1: INTRODUCTION (ROSB-PMS-P01)
This served as a controlled reference manual that supplements the Shipboard Operation Manual Document
No. ROSB-SOM-P35: Planned Maintenance System (PMS).
The Deck planned maintenance must be carried out in accordance to the Shipboard Operation Manual
Document No. ROSB-SOM-P34: Planned Maintenance System (PMS) and its attached PMS forms,
especially the Deck Servicing Plan (Form: DSP).
Any equipment and/or instructions written in this manual but NOT shown in the Deck Servicing Plan are NOT
applicable to the PMS.
In instances of any discrepancies between the Deck Servicing Plan and the contents of this manual, the
former shall prevail.
Thus the main function of this manual is only to allow the vessel’s Master or anyone who is carrying out the
Deck planned maintenance, to have easy access to a set of general task instructions.
It must however be stressed that the task instructions contained in this manual serve only as general
guidelines. The person carrying out the planned maintenance MUST refer to the manufacturers’ manuals or
brochures for detailed instructions.
When in doubt, please contact the Technical Manager for assistance.

C. FOAM EXTINGUISHER
(1) To check cap in place with attached lanyard
(2) Open cover and check that inner cylinder seal is not broken, change if need to.
(3) Test mixture of the two liquids that foam can be formed with a few drop of each.
(4) Change mixture if necessary.
B. SAFETY LAMP
(1) Check lamp battery to ensure no leakages.
(2) Ensure battery are fully charge.
(3) Test lamp and observe luminous intensity.
C. B.A. SET
(1) Check face mask, air hose, air regulator for deterioration, leaks and damage.
(2) Test how air pressure alarm and ensure they are working.
(3) Check air bottles for corrosion and damage.
(4) Ensure air bottles are fully charged and all valves are free to operate. Emptied bottle to be marked and
re-charge at the earliest opportunity.
NOTES:-
All vessels above 500 GRT are to have minimum TWO complete sets of fireman’s outfit and
breathing apparatus.

EQUIPMENT NO.: 5515 - FIRE LINE, HOSES, NOZZLES, HYDRANTS AND INTERNATIONAL SHORE
CONNECTION
A. FIRE LINE
(1) Check all fire line for corrosion and leaks.
(2) Ensure all fire line are painted RED.
B. FIRE HOSE
(1) Check all hoses for deterioration.
(2) Ensure all couplings are not damage and rubber seals are in good condition.
(3) Check and ensure all fire boxes to have hose.
NOTES:-
All fire hoses to be flushed clean with fresh water and dry after each fire drill before storing.
C. NOZZLE
(1) Check all nozzles and ensure they are dual-purpose type (i.e. not jet and spray) incorporating a shut-
off.
(2) Ensure all nozzles are free to operate from jet to spray.
D. FIRE HYDRANTS
(1) Check all hydrants valves and ensure they are free to operate.
(2) Check and ensure all rubber seals and locking mechanism are in operational condition.
NOTES:-
All vessels above 500 GRT are to have minimum ONE International Shore Connection.

an interval of not more than 5 years.

B. WIRE
(1) As far as practicable, the wire to be examined for surface wear, broken strands, corrosion, kinks
and bird caging.
(2) Examine all sockets, socket fastener for cracks, deformation and mechanical damage.
(3) Lubricate wire if necessary.
C. CHAIN
(1) As far as practicable, the chain to be examined for wear, missing or loose studs and
deformation.
(2) Examine connecting link for slack or corroded taper locking pins.
(3) To check and ensure swivels are free.

It is recommended that the chain and connecting link be inspected for wear every time the
anchor is weighed.
NOTES:-
No welding is allowed to be carried out by unauthorised personnel on crane structure.

C. WATERTIGHT DOOR
(1) Grease all dogs and hinges and ensure they are free.
(2) Check and ensure rubber lining are not damaged and painted.
(3) Close door to carry out chalk test.
NOTES:-
All watertight doors opening to decks shall have instruction printed on it 'CLOSE AT SEA'
D. HATCH COVER
(1) Grease all toggle bolts. Ensure hinges and wing nuts are free. No painting on toggle bolts is
allowed.
(2) Check all rubber lining, ensure they are not damaged and painted.
(3) Check edges of coaming for corrosion.
E. PORTHOLE
(1) Check dead light to ensure they are free.
(2) Check glass for crack and damage.
(3) Check rubber lining/"O"-ring for deterioration.
(4) Check toggle bolts and nut to ensure they are free. Carry out light greasing if necessary.
NOTES:-
No aerial for portable radio is allowed to pass through porthole.
F. SKYLIGHT
(1) Check dead light to ensure they are free.
(2) Check glass for crack and damage.
(3) Check all hinges, toggle bolts to ensure they are free. Carry out light greasing if necessary.
(4) Close and carry out chalk test.
G. CHAIN LOCKER
(1) Check pump or eductor are operational.
(2) Ensure that it is dry and clean, if possible.

(a) No direct painting or marking to be done on the rope themselves. All marking to be on a
tag attached to the eye of the rope.
(b) Ropes must be stored on pallets and coil properly when not in use and put under cover
or in stores if not in use for a period of time.
DELTA PLATE
(1) Examine plate for crack and deformation.
(2) Check pinhole for wear.
(3) Oil/grease surface for prevention of corrosion.

Section 5: HULL (ROSB-PMS-P05)
The Master or Officer assigned to carry out the Hull examination should use the rescue boat/work
boat working down along the shipside or from the jetty if the vessel is alongside. During
examination, it is recommended to keep the vessel as light as possible.
(1) To check if any sharp indentation of side shell plating. If found, to be further examined for cracks
and puncture.
(3) To check all overboard discharge pipes, their shell reinforcement ring and external shell plating
beneath the outlets for corrosion.
(4) To check stern plating or the stern bar especially the wind and water area for damage.
EQUIPMENT NO.: 7510 - SUPERSTRUCTURE DECK HOUSE, DECK PLATING AND DECK SHEATING
(1) Examine all plating and sheating for cracks and damage.
(4) If the deck sheating damaged or uneven surface, crew will apply cement on the damaged part to
avoid any crew members trip or fall during operation.

Section 5: HULL (ROSB-PMS-P05)
The crew members assigned by the Master to inspect Tanks and Void Spaces shall check for the
following condition and clean the tanks where necessary:-
1) Tank Structure :-
a. any cracks at tank corners, edges and at termination of frames, beams, stiffeners, etc
b. bends or buckling of bulkheads, frames, beam knees, brackets or other members
2) Dents:-
a. dents in bulkheads or plates, note the area and depth involved especially for dents which are
deep but cover a small area and likely to cause cracks or leaks
3) Leaks:-
a. heavy corrosion or pitted rust and cracks that can cause leaks.
b. Streaks of stain on the plates indicate the existence of leaks
4) Pipes condition, if any pipes pass through tank or void space:-
a. general condition of the pipe, rust, leaks and bends especially where the pipe passes through
bulkheads or other members.
5) Tank Coating and Rust condition:-
a. condition of tank coating, including coating thickness and areas where coating is still intact.
b. condition of steel due to rust and scales
6) General Cleanliness:-
a. accumulation of dirt, mud, rust scales, etc.
b. clean up where necessary

(BB) Certificates that are issued by the approved Classification Society as follows:-
1. International Load line Certificate (1966)
2. Cargo Ship Safety Construction Certificate
3. Cargo Ship Safety Equipment Certificate
4. Cargo Ship Safety Radio Certificate
5. International Oil Pollution Prevention (IOPP) Certificate
6. International Tonnage Certificate (1969)
SECTION (AA)
1. Ship's Registry
This document is issued by flag administration and indicate the particulars of Owners, vessel and
vessel's identification.
It does not have expiry date but it will cease to be valid once there is a change of ownership.
3. Exemption Certificate
As to case to case basis, flag administration may consider issuing Exemption Certificate for the
vessel. Exemption like;
1. Exempted from carrying immersion suit and TPA
2. Exempted from carrying a Class 5 Officer
3. Exempted from one trip voyage for reduced manning

Section 8: GUIDANCE TO INTERPRETATION OF VESSEL’S CERTIFICATES (ROSB-PMS-P08)
SECTION (BB)
1. International Load line Certificate (1966)
This certificate checks on the water tightness of all openings, the load and draft markings of the
vessel.
Validity is for 5 years from the date of initial survey and may extended up to 5 months after the
expiring date only for the purpose of allowing the vessel to complete its voyage.
Mandatory periodic survey is to be carried out annually and shall be held not before 3 months prior
to, nor later than 3 months after the annual date of the certificate.

SECTION (CC)
1. Deratting Certificate or Deratting Exemption Certificate
This certificate is issued by the Ministry of Environment to check that the vessel is free from
infectious disease.
Deratting Exemption Certificate is issued when after inspection by Port Health Officer without
fumigation, a Deratting Certificate is issued instead.
This certificate is valid for a period of (6) six months from date of issue.

Equipment No.: 9210 – Position reference system (Cy scan, DGPS, Taut Wire, HPR)
1. To check all mounting bolts/ nuts are properly connected.
2. To check and ensure all cable, connectors are properly connected.
3. To check and ensure signal strength are normal.
4. To check beacon battery validity, if applicable.
5. To check sign of overheating and any abnormal noise of rotating/ moving part.
Equipment No.: 9220 – Position reference sensor (Wind sensor, VRU, Gyros)
1. To check all mounting bolts/ nuts are properly connected.
2. To check and ensure all cable, connectors are properly connected.
3. To check and ensure signal is available and signal strength is normal.

This served as a controlled reference manual that supplement the Shipboard Operation Manual Document
No. ROSB-SOM-P35: Planned Maintenance System (PMS).
The Engine Room planned maintenance must be carried out in accordance to the Shipboard Operation
Manual Document No. ROSB-SOM-P35: Planned Maintenance System (PMS) and its attached PMS forms,
especially the Engine Room Servicing Plan (Form: ESP).
Any equipment and/or instructions written in this manual but NOT shown in the Engine Room Servicing Plan
are NOT applicable to the PMS.
In instances of any discrepancies between the Engine Room Servicing Plan and the contents of this manual,
the former shall prevail.
Thus the main function of this manual is only to allow the vessel’s Chief Engineer or anyone who is carrying
out the Engine Room planned maintenance, to have easy access to a set of general task instructions.
It must however be stressed that the task instructions contained in this manual serve only as general
guidelines. Whenever necessary for the benefits of better maintenance the person carrying out the task
MUST refer to the manufacturers’ manuals for detailed instructions.
When in doubt, please contact the Technical Superintendent (TS) for assistance.
