Energy Crisis
Energy comes from the Greek word " En " which means in / inside and " Ergon "
which means work. Energy is the amount of force or power that if applied can move one
object from one position to another or Energy is defined as the capacity of the system to do
work.

Energy can have many forms: kinetic, potential, light, sound, gravity, elastic, electromagnetic
or nuclear. According to the law of conservation of energy, the form of energy can be
transformed into another form and the total energy will remain the same.

In recent years, energy has been used for many purposes, both important and unimportant.
The use of energy affects the existing energy supply. Currently, energy sources in various
countries are running low. The situation is called the energy crisis. If there is no solution,
energy will be exhausted as soon as possible.

The energy crisis is a shortage (or an increase in prices) in the supply of energy resources to
the economy. This crisis usually points to a shortage of petroleum, electricity, or other natural
resources. This crisis has had an impact on the economy, with many recessions caused by the
energy crisis in some form.

In a market economy the price of energy inventories, such as oil, gas or electricity, is driven
by the principle of supply and demand that can cause sudden changes in energy prices when
inventories or demand change. But in some cases the energy of the crisis is caused by market
failure to adjust the prices in answering to the energy shortage. In other cases, the crisis can
be caused by a reduction in the free market. Some economists argue that the 1973 energy
crisis is exacerbated by price regulation .

The first cause of the energy crisis is the greed of mankind as the Freeport still exploiting the
land of Papua on this day. Next is the lack of government attention to develop renewable
energy. At the moment, Indonesia is still relying on oil and gas energy, but its availability is
decreasing. The next cause is the misuse of energy consumption. There is a misuse of energy
by certain parties, such as hoarding of fuel at a low price and reselling it expensive. And the
last is energy waste, such as not unplugging the charger directly on the outlet when after
wearing it.

From the Pancasila point of view, the energy crisis is related in the fourth precept that is
"people based on wisdom in deliberative representation". In the precepts, there is the word
"wisdom" which means we must have wisdom in doing something. In this case doing
something means using or using an energy. We must be wise in that case, so that the energy
does not run out quickly and is beneficial to our lives.
From the point of view of citizenship, the energy crisis is related in several chapters. The
first is UU number 30 of 2007 which "Energy is managed based on the principles of efficacy,
rationality, fair efficiency, added value enhancement, sustainability, community welfare,
conservation of environmental functions, national resilience and integrity with national
priorities". in the UU, means we have to manage the energy well, efficient, fair, and think
about other aspects of community welfare.

Secondly, Presidential Regulation No. 41 of 2016 on the Procedures for Determining and
Addressing Energy Crisis and / or Emergency of Energy. In the Presidential Regulation, the
reasons for the issuance of the Presidential Regulation are: Firstly, in order to guarantee
national energy security and to stipulate the energy crisis and energy emergency measures
implemented by the National Energy Board (DEN) as referred to clause 12 paragraph (2) c
UU Number 30 Year 2007 about Energy. And secondly, to provide direction for the Central
Government in implementing the necessary energy and / or energy emergency response
measures as referred to in Article 6 of Act Number 30 Year 2007 on Energy.

The matters governed by the Presidential Regulation are as follows: First, the definition of
energy crisis, namely the condition of energy shortage; and the definition of emergency
energy is the condition of disruption of energy supply due to the breakdown of energy
facilities and infrastructure. Second, the determination and handling of energy and / or energy
emergency crises is carried out on the type of energy used for public purposes, namely fuel,
power, LPG, and gas.

First, continue to increase oil and gas production. How to increase oil and gas exploration.
The government will provide easiness in oil and gas exploration permits and will also provide
fiscal incentives for those wishing to invest in the sector.

Do not get complicated and do not wait and see. Do it immediately. We must continue to
push the increase of oil and gas production. There is no president will encourage the decline
of oil and gas production.

Second, to reduce the use of fuel oil (BBM) because most of the domestic fuel comes from
imports. How to start mixing 10 percent biodiesel into diesel. Likewise with the prohibition
that PT Perusahaan Listrik Negara (PLN) should not use fuel at its new plant.

Third, massively encourage the development of new and renewable energy. One of them is
geothermal (30,000 MW), hydropower (75,000 MW), solar power (50,000 MW). These new
energy sources will provide sufficient reserves for future generations.

Fourth, energy-saving movement. The way the Indonesian people must use energy
economically. For example, turn off the electric air conditioning (AC), television, water
faucet, lights when not in use. This nation should be frugal. It can save thousands of MW
across Indonesia. This can save a lot of money.
