1 SUMMARY
This specification defines the minimum requirements for storage, handling and transportation
of line pipe materials and fittings, both uncoated and coated, of the pipeline system required for
Rumaila Oil Field. This shall as a minimum include the following:

• Establishing access points to the pipeline from public highways;


• Loading line pipe at the port of entry;
• Establishing lay down areas along the route;
• Transporting line pipe to designated lay down areas;
• Offloading line pipe at laydown areas;
• Re-loading at laydown areas;
• Transporting line pipe to trench positions;
• Offloading line pipe to trench positions;
• Providing vehicles;
• Providing maintenance facilities capable of meeting these specifications; and,
• Providing sufficient manpower and any other necessary resource to fulfil the above and
meet these specifications.

Any additional requirements which are not specifically mentioned in this specification, but are
required to make this specification complete in all respect in accordance with the intent of this
specification, statutory requirements, applicable codes/standards, good engineering practices,
and for safe and trouble-free operation, shall be deemed to be covered under the scope of this
specification.

1.1 Definitions and Abbreviations

1.1.1 Definitions

For the purpose of this specification, the following definitions apply:

APPROVAL Authorisation in writing given by the COMPANY to the


CONTRACTOR/SUPPLIER to proceed with the performance of a
specific part of the work without releasing in any way
CONTRACT Shall mean the formal agreement between COMPANY and
CONTRACTOR or SUPPLIER
CONTRACTOR The party which carries out all or part of the described work and
services. The CONTRACTOR may undertake all or part of the
duties of the CONTRACT

DOCUMENT This shall include both text documents and drawings
INSPECTION AGENCY An independent inspection body (other than any inspection
department of the CONTRACTOR/SUPPLIER or any inspection
agency Subcontracted by him) or its members, who shall be
appointed by COMPANY and thus notified to
CONTRACTOR/SUPPLIER.

2 INTRODUCTION

2.1 Scope

This specification covers the storage, handling and transportation of line pipes and fittings from
manufacturing completion, lining and coating, through to delivery to the designated COMPANY
storage compound(s).

It specifically excludes Pipe & Fittings for Process and Utility Piping included in 0000RP-C-G00-
G000-PM-PRO-0005 Rumaila Materials Management Procedure.

2.2 Reference Documents

The following ROO specifications, codes and standards shall establish the minimum standards
for the work. The latest edition of ROO specifications, codes and standards at the date of
CONTRACT award shall apply unless otherwise stated.

2.3 Document Precedence

CONTRACTOR/SUPPLIER shall notify the COMPANY of any conflict between this specification
and codes, standards and any other specifications noted herein. Resolution and/or
interpretation precedence shall be obtained from the COMPANY in writing before proceeding
with any work.

The following hierarchy shall apply to the WORK:

1. Statutory Iraqi Laws and Regulations.

2. CONTRACT Terms and Conditions.

3. The Material Requisition and Valve Datasheets.

4. This PROJECT Specification.

5. Other Industry Codes and Standards.

6. Recognised Contractor, Manufacturer and Technology Specifications.

In the event of ambiguity or contradiction between the above, precedence shall be given in the
order listed above. In the event of ambiguity or contradiction within the SPECIFICATION,
CONTRACTOR/SUPPLIER shall apply the most onerous requirement. In all cases,
CONTRACTOR/SUPPLIER shall seek APPROVAL via an Engineering or Technical Query
before proceeding.

For the avoidance of doubt, hierarchy stipulations in any other document within the
SPECIFICATION are superseded by the above hierarchy.

International codes and standards shall be the latest edition and latest addenda at the time of
CONTRACT award.

2.4 Deviations

There shall be no deviation from or addition to this Specification and pertaining documents
without specific written approval from COMPANY

2.5 Quality Assurance / Quality Control

Unless otherwise agreed with the COMPANY, the CONTRACTOR’s/SUPPLIER’s Quality


System shall fully satisfy all the elements of ISO 9001 or an equivalent quality system approved
by the COMPANY.

To ensure that all work is being performed consistently and accurately and to the requirements
of the ROO Specifications, the SUB-CONTRACTOR/SUB-SUPPLIER shall have in effect at all
times, a QA programme, which establishes the authority and responsibilities of those
responsible for the quality system. Persons performing quality functions shall have sufficient
and well-defined authority to enforce quality requirements that they initiate or identify and to
recommend and provide solutions for quality problems and thereafter verify the effectiveness of
the corrective action.

Quality Systems and Quality Control requirements shall be identified. Based on these
requirements, the CONTRACTOR/SUPPLIER will develop a QA/QC programme which shall be
submitted to the COMPANY for review and concurrence. The CONTRACTOR's/SUPPLIER’s
QA/QC programme shall extend to SUB-CONTRACTOR/SUB-SUPPLIER.

COMPANY reserves the right to inspect the CONTRACTOR/SUPPLIER activities at any time.
The CONTRACTOR/SUPPLIER shall supply to the COMPANY a copy of the relevant
“Inspection and Test Plan” for review and approval in CIS (Sharecat).

2.6 Health, Safety and Environment

Health, Safety and Environment (HSE) shall be the responsibility of the


CONTRACTOR/SUPPLIER. The CONTRACTOR/SUPPLIER shall take all precautions with
regards to the health and safety of its employees in addition to the general safety principles
applicable to all personnel and property in the area of work.

All safety requirements of the COMPANY shall be adhered to in the execution of the WORKS.

3 PIPES AND FITTINGS HANDLING

3.1 General

All coated and uncoated line pipes and fittings shall not be subjected to jars or impacts, but
rather they shall be lifted or lowered from one level to another by suitable equipment. All line
pipe materials will be exposed to severe climate conditions. The materials shall be protected to
withstand ocean transit and extended periods of storage at the job site. Detailed transportation,
handling and storage procedure shall be submitted for approval prior to the commencement of
any work. The procedures should adequately address material receipt, inspection, handling,
transport, storage, hauling, repair considering the long voyage from manufacturing locations
and climatic extremes at the job site. Manufacturer’s instructions and recommendations shall
be considered.

Particular attention shall be given to the Safety and Security Plan, Traffic Management Plan,
IED detection plan and Work Plan within UXO and Landmines clearance zone.

3.2 Receipt of Line Pipe s and Fittings

The CONTRACTOR/SUPPLIER shall deliver the line pipe and fittings in accordance with the
Incoterms as specified in the applicable Contract, Purchase Order or Call Off which shall define
the applicable Incoterms edition (2010, 2020 for example), Incoterm Rule (FCA, CFR, for
example) and location (Jebel Ali, Umm Qasr Port for example).

In accordance with COMPANY Shipping, Marking & Packing Instructions (0000RO-C-G0-G000-


GE-IST-0001) all line pipe will have bevel end protection and closed with recessed plastic end
caps, unless otherwise agreed in writing with COMPANY. Damaged or removed pipe end
covers shall be replaced.

COMPANY Free Issued Materials:

The CONTRACTOR/SUPPLIER shall collect all COMPANY free issued line pipes and the pipe
fittings supplied by various vendors from the RSB, unless otherwise agreed by the COMPANY.
The CONTRACTOR/SUPPLIER must obtain a VRF (Visitor Request Form) from the COMPANY
and obtain approval from RSB Security Manager prior to visiting RSB.

The CONTRACTOR/SUPPLIER shall be responsible for inspecting and verifying the condition
and contents listing, and identifying to the COMPANY any shortages or damage of the materials
upon receipt. The CONTRACTOR/SUPPLIER shall take receipt of the items, and shall keep a
record of at least the serial number, length, and quantity of the deliverables. The
CONTRACTOR/SUPPLIER shall satisfy himself the suitability of each item for welding with
respect to Manufacturer’s dimensional tolerances, coating conditions, and shall accept all
responsibilities thereafter for all damages. Damaged items shall be separately stored and
reported to the COMPANY. Repairs shall only be carried out after approval by the COMPANY.
CONTRACTOR/SUPPLIER shall prepare a Material Receiveing Report (MRR) 0000RP-C-G0-
G000-MH-TPL-0002 outlining the scope of receipt.

The CONTRACTOR/SUPPLIER shall be responsible for providing all labour and equipment,
with the exception of the port crane, hook and operator, required to securely offload and receive
the COMPANY supplied materials.

3.3 Handling of Line pipe s

After the inspection of material receipt is completed, the responsibility for the COMPANY
supplied materials and for all subsequent handling, storage and protection shall be the
responsibility of the CONTRACTOR.

Suitable trucks and equipment in sufficient quantity shall be provided to transport the line pipes
in such a manner that prevents damage to both coating and line pipes. Attention shall be given
to the stability of the load while handling.

Prior to the commencement of work, a risk assessment shall be conducted with respect to
competency, supervision, hazards and person in the proximity, visibility and capacities of the
equipment being used,

The motor trucks transporting the line pipe shall be equipped with adequate pipe supports
having as many round hollow beds as the number of pipe joints to be placed on the bottom of
the lorry bed. Supports shall be provided for at least 10% of the pipe length. These supports
shall be lined with rubber protection and shall be spaced in a manner that will support the equal
load from the pipe joints. The rubber protection shall be free from all nails and staples where
pipe joints are in contact. The second layer and all subsequent layers shall be separated from
each other with an adequate number of separating layers of protective material subject to
COMPANY approval such as straw in plastic covers or mineral wool strips or equivalent, to
avoid direct contact between the coated pipe joints.

All stanchions of lorries/rail wagons used for transportation shall be covered by non-abrasive
material like rubber belts or equivalent. Care shall be exercised to properly cover the top of the
stanchions and convex portions such as reinforcement of the truck/rail wagon body, rivets, etc.,
to prevent damage to the coated surface.

Pipes and factory bends shall be stocked, checked and padded, and secured in position during
transportation and during storage at pipe dumps or stringing in a manner approved by the
COMPANY.

No personnel shall be allowed to be present on top of the stocked pipe or underneath the lifted
pipe. Strict compliance with all relevant health and safety norms of the COMPANY and
CONTRACTOR/SUPPLIER shall be ensured. In case, it is unavoidable, full risk assessments
shall be performed, and mitigations put in place. This shall include the use of suitable boots to
prevent slippage, falling from height and avoiding damage to the pipe surfaces. Specific safety
procedures for lifting, moving/swinging, lowering and working on stacked pipes shall be
prepared, and the procedures shall be agreed with the offloading party.

All machined surfaces subject to corrosion shall be well protected by a coat of suitable protective
coating material.

Measures shall be taken to prevent rolling and ensure the stability of line pipe storage.

Piles of pipe shall be secured by wooden wedges or ground pins. The piles shall be of sufficient
size to prevent collapsing and they shall be provided with adequate padding to prevent coating
damage.

A Training Scheme shall be devised and implemented for all employees including truck/crane
drivers, loaders and side boom operators. The Training Scheme shall include, but not be limited
to:

• Induction training and testing before each driver/operator begins employment on the
Work;
• Refresher training and testing at intervals not exceeding six months;
• Mandatory re-training and testing of each operator/driver following any accident
involving that driver; and,
• Issuing Accredited Training Certificate to each personnel trained and employed on the
Work and requiring the person to carry the certificate and produce it on request.

The coated pipe may be handled with wide non-abrasive canvas or leather belts instead of end
hooks or other equipment designed to prevent coating damage. The use of tongs, pinch-bars,
chain/rope slings without canvas covers, slings with protruding rivets, pipe hooks without proper
padding, or any other handling equipment might damage the coating and should be avoided.

Coated pipes, when cool and/or cured, shall be moved by lifting the uncoated ends or by rolling
on padded runners. Other coated pipe handling and moving methods such as the use of dollies
or buggies, may be used subject to the COMPANY’s approval.

All joints and sections of coated and wrapped pipe shall be picked up from the ground and not
rolled or dragged over the ground. In the handling of coated pipe, impact shall be minimised,
and all skids used to support coated pipe shall be adequately padded.

Coated pipe shall be cured before laying on pipe supports. No coated pipes shall be allowed to
touch during storage.

Coated pipe shall not be stacked more than the recommended number of layers, as specified
in the calculations of the Manufacturer and CONTRACTOR/SUPPLIER. Each joint shall have
gunnysacks encircling the entire circumference located at three points. Each joint shall be
supported adequately to limit bearing pressure at the contact point. Bending, sagging and
ovalling of large diameter pipe will not be acceptable.

3.4 Handling of Fittings

All the fittings shall be handled and stored in a manner to preserve their condition, prevent loss
and protect against any damage/theft, high humidity, corrosion and severe weather conditions.

If a large number of small fittings are being handled manually, care shall be exercised to ensure
that they are carried one at a time considering the safety of the operator and reducing the
probability of causing damage to the fittings. All factory bends and fittings shall be strapped to
pallets with adequate padding under the banding straps and covered with plastic shrink wrap to
prevent corrosion of the bare mating surfaces. Pallets shall be used for ease of movement by
use of forklift trucks. The usage of split sacks shall be avoided.

Large fittings are usually handled by means of a mobile crane. Any other alternate lifting devices
shall be used giving special attention to the details provided by the Manufacturer.

Before loading these fittings, the condition of the vehicle bed shall be checked to ensure that it
is free from anything which would likely cause any damage, and if necessary, suitable padding
shall be used.

Flanges, fittings, valves, insulating flanges and other materials with finished surfaces shall be
elevated to prevent contact with the ground or other corrosive surfaces. All flange faces shall
be provided with a suitable protector and shall be securely attached. Valves and flanges shall
be stored with temporary closures over the ends. Wherever possible, wedges, ropes or padded

chains should be used, and care shall be exercised to ensure that these restraints will not cause
any damage to the load.

4 TRANSPORTATION OF LINE PIPE AND FITTINGS


Transportation refers to the transportation of bare/coated line pipe either between coating
facilities and site or between temporary storage facilities and construction sites. Transportation
of line pipe on barges or marine vessels shall be in accordance with API RP 5LW.
Transportation of line pipe on land shall be as far as applicable in accordance with API RP 5L1.

Upon receipt of line pipe, the packing, securing, transportation, protection and preservation of
all items shall be ensured in accordance with this specification and API RP 5L1 or API RP 5LW
as applicable.

A loading diagram showing the stacking arrangements, location of bearing strips, use of
spacers, tie-down straps, etc., shall be furnished to the COMPANY for review prior to shipment.

Trucks, ships and other conveyances shall be cleaned of debris or any substance that might
damage the line pipe materials.

During transportation, items shall be stacked and secured so as to prevent movement, abrasion
and/or peening

Lifting trucks or front-end loaders shall have soft padded forks or grips to prevent damage to
pipes or pipe coating. In case if vacuum and magnetic lifting equipment are used, care should
be exercised to ensure that the coating is not damaged, and this equipment shall be provided
with suitable mechanical support as a backup in the event of power failure.

Pipes shall not be lifted in bundles without prior approval by the COMPANY.

Load test certificates shall be shipped with all lifting equipment, spreader bars, slings and
shackles.

When more than one pipe is lifted, separate slings or hooks shall be used for each pipe, and
coated pipes shall be provided with soft padding between the pipes. Where profile hooks are
used, they should be pushed fully into the pipe to ensure safety and prevent any damage to the
pipe ends. Suitable wedges shall be used to prevent the pipes from rolling.

While loading the pipe on trucks, rail cars, barges, etc., each length shall be lowered to position
without dropping, and each succeeding length shall rest evenly with other lengths. For pipes
loaded on trucks, suitable wide non-abrasive canvas or leather belts shall be used to tie the
load securely to each bolster.

An effective Traffic and Journey Management Plan shall be prepared and maintained which
shall deal with the safe transportation of labour, material and line pipe. Records of vehicle
mileage shall be maintained. Access points to the ROW access-working road from the public
highway shall also be clearly defined.

Details of the logistics of moving vehicles along any stretch of the new route, specifying any
one-way stretches, turning circles, return journeys and re-joining the existing roads shall be
specified. In order to create roads from the public highway to the access-working road joining
point shall require additional approval from the relevant authorities.

A documented inspection and maintenance record of all lifting and transportation equipment
and vehicles shall be maintained on a regular basis.

Vehicles used in the visibility of 100 meters or less shall be fitted with high-intensity rear lights.

Before every outward journey, a supervisor shall record the condition of the vehicle with respect,
but not limited to:

• Brakes;
• Tyres;
• Steering; and,
• High-intensity rear lights.

If any of these do not meet operational standards, the vehicle shall not be used. The records
shall be kept until the completion of work.

Truck drivers shall be shown the entire route along which they will be driving, and the hazards
involved shall be explained to them by an instructor approved by the COMPANY’s
representative before driving a heavy goods vehicle along the route under this contract.

4.1 Uncoated Pipe

Pipe shall be shipped without mill coating with end protectors and shall be dry and free of
grease.

Handling of pipe in the shipping yard shall be with nylon slings or a special type of end hooks
with soft metal inserts subject to COMPANY approval.

Trailer shipments may be made on pole trailers containing properly constructed hardwood
cradles on the bolsters or trailer floats.

4.2 Coated Pipe

Bevel protectors and/or end caps as installed by the pipe Manufacturer shall always be
reinstalled after coating and before handling of the pipes.

During the various stages of the complete coating process, it shall be ensured that all pipes are
handled, stored and transported in such a manner that no damage is caused to the pipes and
the applied coating. Instructions by the pipe Manufacturer and/or coating Manufacturer shall be
strictly followed.

All harmful substances, dirt, steel shot and other debris shall be removed from inside pipes
before shipping. All excess coating found inside the pipes, on the cutback and bevel end of
pipes shall be completely removed.

Each pipe shall be supported on contoured and padded bolsters to limit bearing pressure and
avoid coating deformation and damage while pipes are in transit. There shall be no contact
between adjacent coated pipes, unless in the case of concrete coated pipes where they may
be stacked in direct contact with each other.

Bolsters of all trucks, rail cars or barges used for coated pipe transportation should have a
bearing surface of not less than 300 mm to give necessary support to the padding that protects
the coating. Sacks partly filled with sand or sawdust or timber planks of 25 mm minimum
thickness shall be placed on the bolsters and between the outside bottom pipes and bolster
stakes.

In general, maximum piling height on trucks, rail cars or barges shall be limited to the maximum
allowable height, and all chains, cable, or other equipment used for fastening the load must be
carefully padded to prevent damage to the coating.

4.3 Fittings

Packing of fittings shall be done in a way to ensure maximum protection and to avoid against
ingress of moisture during transportation. The fittings that are coated shall be padded to avoid
damage to the coating. The flange faces shall be fitted with suitable blanks, weld bevels with
bevel protectors and screw threads with suitable plugs or caps to minimise the damage during
transportation.

5 STACKING AND STORAGE


A material handling and storage area shall be established with fencing and office and storage
facilities and handling facilities for the purpose of protection, preservation and control of
materials. Pipes shall be stored in designated areas.

Pipes shall not be stored with other consignments or pipes for other contracts. Ground surfaces
to be used for stacking of pipe shall be reasonably flat. Stacked pipes shall be raised above
ground surfaces and prevented from movement by berms of screened sand covered by
polyethylene sheeting or by using timber covered with non-metallic soft materials. When
stacked, the bottom layer of pipes shall be wedged or clipped. Pipes of different diameter, wall
thickness, grade or Manufacturer shall be stacked separately, each stack to be properly marked
to the satisfaction of the COMPANY.

Pipes shall be stacked only to such a height that no damage is caused to the pipes or their
coating due to the weight of other pipes. Pipe supports shall be spaced such that no bending of
pipes occurs. Pipe supports shall be made of soft padded wooden bolsters or sand rows, free
of stones, covered with plastic sheets.

When stored outdoors, pipes shall be placed at a small angle to allow drainage of any rainwater
from the inside of the pipes. Coated pipes shall be stacked using soft separators such as rubber
pads or tyre tread. Pipes containing a humidity indicator shall be stored at heights, where they
are accessible for humidity control under safe conditions.

When stacking the pipes, care shall be taken on the number of layers of pipe to be stacked so
that the maximum weight on the bottom layer does not exceed the permissible limits.

Static load stress shall be calculated to minimise the possibility of fatigue damage using the
following formula:

The maximum number of stacking layers shall be calculated and submitted to COMPANY for
approval. The materials weight and dimension data shall be as per Purchase Order or Supplier
Data.

All materials shall be protected against deterioration/damage and any necessary temperature
and humidity control for preservation and maintenance shall be provided.

Coated pipe and fittings stacked in open storage yards/dump yards shall be suitably covered
on top to decrease direct exposure to sunlight as approved by the COMPANY.

6 MATERIAL INSPECTION AND REPAIR


Transfer of care and custody of pipe shall be passed from the COMPANY to the relevant party
as soon as loaded on the truck. A visual inspection shall take place before or at the loading of
pipe on the truck and shall be performed jointly by all the involved participants. The joint
inspection shall be documented by a Material Receiving Report (MRR) 0000RP-C-G0-G000-
MH-TPL-0002 to be signed off by all participants. Pipe or fittings identified as damaged shall be
stored quarantined and subject to further inspection.

Acceptance and repair criteria shall be as per applicable ROO specifications.

In case of damage exceeding the acceptance criteria, the damaged pipe section shall be cut.
Repair of such damages may only be accepted upon agreement with COMPANY. Inspection of
repairs shall be executed visually and if required by non-destructive testing methods.

Repair of any damage to internal or external coating shall be carried out with the approval of
the COMPANY. Internal coating repairs shall only be performed by a COMPANY approved
specialist CONTRACTOR/SUPPLIER.

Acceptance and repair criteria shall be as per applicable internal and/or external coatings
specifications. Inspection of repairs shall be executed visually, by holiday testing and if required,
by additional specific methods.

All repair shall be notified to the COMPANY prior to execution. All repairs shall be executed
according to COMPANY approved repair procedures, and all repairs shall be documented
suitably for incorporation in the handover dossiers.

7 DOCUMENTATION
A complete accurate control records of materials received shall be maintained. After the
completion of work, the reconciliation shall be given for all COMPANY supplied materials
issued, detailing materials installed, materials wasted/scrapped and surplus materials.

The handling of inventory shall be done on a regular basis and as soon as the receipt of the
items in order to minimise the time between pipe receipt and pipe laying. The storage and
stacking yards shall be arranged accordingly.

The CONTRACTOR/SUPPLIER shall establish and operate a material tracking procedure for
materials and shall record and transfer material serial numbers and relevant data onto each
sub-component of the original piece.

Documentation shall be provided in a legible, retrievable and reproducible form and should be
free of any damage.

A compiled list of the surplus materials, indicating quantity, description and other details shall
be made available for identification.

On approval of the surplus list by COMPANY, all surplus materials shall be returned to
COMPANY`s storage yard.

Accurate records of all quarantined line pipe and materials and their repair activities shall be
maintained and shall also specify when they can be released from quarantine.
