1. GENERAL

Purpose

The purpose of the MS is to outline the requirement and responsibilities for works carried
out concrete repair works at berth#4 damaged or deteriorated areas in the cope beams
during the hours of darkness or in the areas where artificial lighting is required.

Project Overview & Scope of Works


The project locations and t h e m ain work scope for this permit is as per the
following:

Environment

*All chemicals shall have MSDS & it must be available at site and properly communicated to
workforce as well.

*First aiders & fire fighters are available for nightshift activities

*Waste Materials shall clearly labelled bins for disposal, The bins shall be emptied through
correct, and as per the Qatar Energy approved -GC16103400 Waste management plan.

* The lighting levels in a workplace should be adequate to ensure that workers can work
without risk to their health from poor or inadequate lighting, does not result in excessive
differences in illuminance within an area or between adjacent areas, managing the health
and safety risks from lighting in the workplace includes:

Planning: Set target for improvement by assessing whether the lighting is suitable and safe
for the work being carrying out

Organizing: if lighting is proving to be problem in the workplace, then they should bring this
to the attention of the performing authority (PA), the Performing authority should also
ensure there are competent electrical technician available to deal with any lighting
problem.

Control: Checking on a regular basis and ensuring the lighting levels & arrangements are
maintained. There should be a system in place for the maintenance, replacement &
disposal lamps & luminaires.

Monitoring: Illuminance level requirements for the workplace shall be as per the Qatar
energy requirements/standards, Monitoring lighting (Measured Illuminance in lux)
conditions will ensure these standards have been met.

JHA: When assessing lighting in the workplace, OA&PA must consider whether the
arrangements for workplace lighting are satisfactory or might present a risk to workers,
contractors, or visitors to the premises.

Fit to work certificates for all employees shall be obtained from Qatar Energy approved
clinics prior to start the job.

5. SEQUENCE OF OPERATION

5.1 PREPARATION OF WORKSITE:


a. Gas Test should be conducted prior to work by Authorized Gas Tester (AGT)
b. Personal should wear H2S toxic clip throughout the job & intrinsically safe
mobile to be used.
c. Proper understanding of the job for all personnel involved to be ensured.
d. Foreman and supervisor performing TBT prior the commencement of the work.
e. The material should be lifted in a balanced way so that the activity will be
executed safely.
f. Platform bridge to be mounted securely & All working at height activities suspended if
wind exceed 20 knots & Tide must be monitored for splashing water over berth when power
tools is functioning
g. Spark arrestor/Mesh for all equipment exhaust system (hydrocarbon berth)
h. For Exceeding working hours must have the OA approval
i. Required email permission to deviate the approved MS, JHA & PTW.

5.2 Coating for tubular piles

Introduction

The objective in applying anti-corrosion coatings is to provide a film which will give
protection and/or decoration to the structure being applied. The variables which govern
the success of any application and subsequent performance are:

• Film thickness of the paint system

Surface Preparation

As detailed in the previous chapter, it is essential that a good standard of surface


preparation is achieved, if the anti-corrosion coating is to perform successfully in
service.

Film Thickness Measurement

An adequate film thickness is necessary for an anti-corrosion coating system to perform


to expectations and provide good anti-corrosion protection lifetime, etc. Under thickness
will result in premature failure. However, over application can also cause problems,
such as solvent entrapment and subsequent loss of adhesion, cracking of the coating
(including mud-cracking) or splitting of primer coats.

Ideally the anti-corrosion coating thickness should be that specified, allowing for
practical application variations. The wet film thickness (WFT) of the anti-corrosion
coating is measured and can be converted to a dry film thickness (DFT) following the
coating manufacturer’s guidelines for that product. The wet film thickness measurement
can serve as an aid in determining how much anti-corrosion coating should be applied
to reach the specified DFT. The dry film/wet film ratio is based on percentage of solids
by volume of the anti-corrosion coating being used. Coating manufacturer’s data sheets
sometimes list solids by weight as well as solids by volume.

The basic formula using solids by volume is:

WFT = DFT (% solids by Volume)


The actual DFT specified will depend upon the type of paint being applied and the
nature of the substrate surface. To determine whether an anti-corrosion coating
thickness is acceptable, there are guidelines produced by the coatings manufacturers,
such as the 80-20 and 90-10 rules. For example, the 90-10 rule means: no
measurement may be below 90% of the DFT specified without repair being undertaken
and not more than 10% of the measurements may be in the range 90-100% of the DFT
specified without repair being undertaken. The figures will depend upon the type of anti-
corrosion coating being applied and the area of the vessel being coated. Measurements
of the dry film thickness are influenced by the profile of the substrate, particularly when
abrasive blasting has been used. Thin films (of less than 25_m) cannot be measured
accurately over blasted surfaces using commercially available paint thickness gauges.
Measurements of DFT at edges and corners are not accurate due to the measurement
techniques used by these gauges. Coating companies can advise on suitable methods
for these circumstances.

Methods of anti-corrosion coatings application

The normal methods of application of anti-corrosion coatings are by:

• Airless Spray

(1) Brush Application

Brush application is a relatively slow method and is generally used for the coating of
small complicated or complex areas or where the need for ‘clean’ working with no
overspray precludes the use of spray application. Brushes are also used for applying
surface tolerant primers, where good penetration of rusty steel surfaces can be
achieved with operator persistence. Brushes are a commonly used method for “touch
up” of coatings during service.

It is important not to ‘over-brush’ the surface, as this will result in large variations in film
thickness, which is the inherent problem with brush application. Care must also be
taken when applying thermoplastic coatings over one another as the solvents in the wet
top coat can dissolve the lower coating. Even and light brush strokes are required to
avoid pick up of the previous coat, otherwise a very rough finish will result. It is generally
not possible to achieve the required film thickness in the same number of coats as with
spray paint application and multi-coat applications are necessary to give the specified
film build.

(2) Roller Application


Application by roller is faster than with a brush on large, flat surfaces, such as walkways
and deck areas, but it is not so good for complex shapes. It is hard to control film
thickness and high film build is generally attained by applying multiple coats. The
correct choice of roller pile is dependent on the type of anti-corrosion coating and the
roughness and irregularity of the surface being coated and is essential for a good finish.

Rollers can be used for applying stripe coats under certain circumstances to areas such
as rat holes and cut outs.

(3) Conventional Spray

This is a method commonly used for applying single component zinc silicates to large
surfaces. The equipment is relatively simple and inexpensive and is usually confined to
fairly low-viscosity coating. Coating under pressure and air are fed separately to the
spray gun and mixed at the nozzle. The coating is atomized and air is mixed with these
droplets forming a fine mist of paint which is carried by the air pressure to the work
surface. It is essential to use the correct combination of air volume, air pressure and
fluid flow to provide good atomization and a coating film which is free from defects. Poor
control gives rise to overspray and rebound from the work surface defects in the
coating.

7. HEALTH, SAFETY & ENVIRONMENT


i. All personnel shall wear proper personal equipment (PPE) in
accordance with the Qatar Energy regulation and Health Safety &
Environmental Plan.
ii. The waste management plan must be followed.
iii. All workers will be made aware of safety requirements related to all
activities through toolbox and Safety talks.
iv. All Required work permit will be acquired and kept available at
perspective work sites hanged clearly in plastic folders.
v. Barricade the working areas and use signage’s avoiding non authorized
personnel to enter.
vi. Permit directives are to be adhered

8.Life-Saving Rules

i. Work with a valid work permit, when required.


ii. Verify gas test is conducted as per Permit.
iii. Verify isolation before work begins.
iv. No confined space certificate, no entry into confined space.

vi. Protect yourself against a fall when working at height.
vii. Always wear your seat belt.
viii. Never walk under a suspended load.
ix. No Smoking in prohibited areas.
x. While driving, do not use your phone and do not exceed the speed limit.

 The purpose of this procedure is to define requirements for the safe


operation of the Qatar Energy Permit to Work System (PTW). The PTW System is

designed to control certain hazardous activities and ensure a safe working
environment so that work carried out is conducted in a safe, coordinated, and
consistent manner.

12.Communicating of Incidents / Accidents

Incident Observer Responsibilities:

Immediate notification of Emergency to Vessel Traffic Control (VTC) VHF on 11 or


MIC General Emergency Number (ERCC) -135 and to Onsite Client
Representative.

Provide the following (METHANE) information:

METHANE is an acronym used to easily remind emergency responders on the


steps to be followed when communicating/reporting back information to Area
Supervisor/Control Room/Fire Station on the incident they are involved with.

The following explains what METHANE letters stand for:

M – Major / Moderate / Minor

E – Exact Location

T – Type of Incident i.e., fire/gas leak/spill etc.

H – Hazard involved i.e., highly pressure/flammable etc.

A – Access to Incident scene i.e., provide the best route to the location

N – Number of Casualty (if any)

E – External support required.
