1. Introduction
This method statement describes the methodology and sequence of activities involves
in 30V DC System Shifting & installation of LV Essential DB in Thumrait GS required for
the project.
2. Scope
Construction of upgrading 132/33kV Thumrait Grid Station from 2x30MVA to
2x63MVA. This procedure will cover the electrical works required inside Thumrait GS for
existing 30V DC System Shifting and installation of LV Essential DB. It also gives details of
how the work will be carried out and what health and safety issues and controls are involved.
The content of this method statement reflects the finding of the relevant risk assessment.

6. Roles and Responsibilities

Shall coordinate with the subcontractors and the site


engineer/safety officer/foreman and surveyor for a safe
and proper execution of works to timely deliver the
Construction Manager job as per project quality requirements and directly
responsible for the site planning, execution and
monitoring of the activities required to complete the
project.
Shall ensure that all materials used and works
performed are as per specifications, overseeing quality
control and health and safety matters on site. He is
Electrical Engineer responsible for resolving any unexpected technical
difficulties and other problems that may arise and he
shall be the one in charge for checking plans, drawings
and quantities for accuracy of calculations.
In close interaction with site personnel (Foremen,
surveyor and crews from different trades), will ensure
Electrical Supervisor that the all works are carried out as per the project
requirement. He is also responsible for the day to day
planning and arrangement for the job.
Responsible for the implementation &control of the
quality procedures as per the approved ITPs and
project specification. He will be assisted by trained
technician and will be responsible to carry out the
entire test on material as per the specifications. As per
QA/QC Engineer
of the quality assurance and control system, he will
have in place strict procedures to monitor and control
the works, surface preparation and all work activities
to deliver a high qualitative product as project
specification.
Will ensure implementation of all safety procedure,
HSE Officer safety measures related to the nature of works being
carried out and in accordance to the HSE plan.

7.1 Preparation for work


 Ensure that all reference documents are available at site.
 Check and confirm that the civil works is completed & dust free environment.
 Ensure that valid permits are obtained from concerned authorities wherever
applicable.
 Check the Base frame installation is completed and its level conforms to the
specifications.
 Check base frame bolts are properly grouted as per requirement.
 Mark the centre point and corner point of the base frame as per the panel
measurement.
 Check and confirm that necessary LV Power and control cable laying is completed.
 Check and ensure all necessary tools and materials are available in good condition for
30V DC Charger and DB Shifting works.
 Check and ensure all necessary tools and materials are available for LV power and
control cable termination works.
 Ensure the availability of Temporary DC Source kit and its working condition, which
is required to establish temporary 30V DC source till the completion of shifting
works.
 Check and confirm whether the available DC source kit output is sufficient to divert
the existing DC load and it can feed 1.5 times more than the required output.
 Physically inspect the 30V DC Charger, DCDB, Fuse box and existing drawings to
know the existing incoming, outgoing, signal cable details.
7.2 Precautions from Live Equipment’s
 Adjacent live panels shall be barricaded using warning tape.
 Awareness shall be imparted to personnel working on the job to ensure safety distance
from the live panels/breakers.
 During working on the panel installation, any alarms/trips encountered on the live
panels shall be promptly informed to the competent person who shall in turn bring it
to the knowledge of the concerned OETC/DISC operation engineer immediately.
 Unauthorized persons without valid permit shall not be allowed inside while working
on the panel installation.
 While placing the panels near the existing live panels, minimum number of working
party shall be available at the critical location to avoid unnecessary events, untoward
trips and accidents.
 Competent person shall be available full time in the work area and ensure safety from
the system in accordance to DISC requirements.
7.3 Shifting of 30V DC Charger & DCDB
 Prior to start; ensure that valid permits are obtained from concerned authorities
wherever applicable.
 Competent Electrical Person with valid license for receiving EPTW should be full
time available at site.

 Tool box talk will be conducted by the concerned CEP prior to start of working and
attendance will be recorded.
 Conduct visual inspection on the existing 30V DC Charger & DCDB to check for any
physical damages/alarm signals, if any immediately notify concerned DISC operation
engineer.
 After receiving permit, ensure all the Circuit Breaker of the DC Charger, DCDB, Fuse
box & LVAC Panel (Related to 30V DC Charger – 1 & 2) are in open position.
 Using Multimeter/DC Clamp meter confirm that there is no voltage.
 Dis-connect the DC supply incoming cables of the 11kV Switchgear Bus-A & Bus-B,
20MVA Tx. RTCC – 1 & 2.
 Connect the new cables. Provide temporary 30V DC supply for 11kV Switchgear
Bus-A & Bus-B, 20MVA Tx. RTCC – 1 & 2; through new cable from the DC source
kit.
 Ensure that the 30V DC supply from the source kit is stable and all the circuits are
healthy.
 If there are any alarms/trips encountered during execution, it shall be promptly
informed to the concerned DISC operation engineer.
 Dis-connect the LV power cable between LVAC Panel and 30V DC Charger-1 & 2.
 Dis-connect the LV power cable between 30V DC Charger-1 & 2 and Fuse box-1 &
2.
 Dis-connect the LV power cable between 30V DC Charger-1 & 2 & 30V DCDB.
 Also, dis-connect the inter panel cables for electrical interlock if any.
 Prior to dis-connect any cables ensure that there is no voltage and note the terminals
details for re-connection.
 Shift the 30V DC Charger-1 & 2 and DCDB one by one from existing location to
proposed location using pallet trolley.
 Always shift the panels in a vertical position to avoid sudden shock / jolting, which
could damage the sensitive components in the 30V DC charger.
 Install the 30V DC Charger-1 & 2 and DCDB on the base frame in the new location
as per the approved drawing.
 Check the levelling and alignment of the panel with spirit level make necessary
corrections with shims etc. for correct alignment.
 Bolting to the base frame shall be carried out using suitable Bolts and Nuts.
 All Bolts shall be tightened properly using a calibrated Torque Wrench.
 Panel doors shall be checked for correct operation and locking.
 Connect the new LV power cable between LVAC Panel and 30V DC Charger-1 & 2.
 Connect the new LV power cable between 30V DC Charger-1 & 2 and Fuse box-1 &
2.
 Connect the new LV power cable between 30V DC Charger-1 & 2 & 30V DCDB.
 Connect all the inter panel cable required for electrical interlocks / signals / alarms.
 All the new/modified LV power and control cables shall be connected to correct
terminals and are tightened.
 Ensure all the cable connections before switching ON the AC/DC supply MCB’s.

 Switch On, 415V LVAC supply MCB for 30V DC Charger – 1 & 2 and Switch On,
30V DC Fuse Box – 1 & 2.
 Ensure the DC supply voltage (30V DC) available at all outgoing feeder MCCB’s in
DCDB.
 Remove and connect the DC supply cables of 11kV switchgear Bus-A & Bus-B and
20MVA Tx. RTCC – 1 & 2 one after one from temporary DC source kit to DCDB.
 All the alarms, indications status shall be checked.
 Provide ferrules and cable name tags for all the new/modified LV power and control
cables as per DISC requirement.
 Unused cable entry holes shall be sealed off using grommet.
 All cables gland body shall be earthed to earth grid using suitable size of earth cables.
 Make coupling of Earth Bus bars & connect the 30V DC System earth to main earth
grid.
 All the activities shall be inspected by OETC/DISC/DEC Engineers and it will be
recorded as per Tender requirements.
 After performing all the shifting activities, the permit shall be cleared by CEP and
cancelled by DISC AEP.
 Good housekeeping will always be maintained at site.
7.4 Installation of LV Essential DB (Distribution)
 Prior to start; ensure that valid permits are obtained from concerned authorities
wherever applicable.
 Physically inspect the DB for any damage and ensure all the materials are received as
per packing list.
 Confirm label/marking to ensure that is the correct panel and check the location
according to the approved shop drawings.
 Mark the fixing position of the DB's support as per approved drawing and coordinate
with other equipment and services if required.
 After markings are done, fix unistrut channel on the wall using anchor bolt.
 Install the DB on the unistrut channel using locknuts.
 The height of Distribution Board shall be maintained as per approved drawing so that
easy access for termination of cables and other maintenance work can be carried out.
 Check the levelling and alignment of the DB with spirit level make necessary
corrections with shims etc. for correct alignment.
 GI Trunking / Tray with cover shall be installed to route the incoming and outgoing
cables.
 DB’s earth shall be connected to main earth grid.
 Good housekeeping will always be maintained at site.
8. Specific identified residual hazards
Task risk assessment is according to the methodology establisehed by OETC.

Operation risk management
Hazard identification and risk assessment will be carried out by working party
supervisor in consultation with his team, whether contractor or OETC. This will be reviewed
by OETC concerned department Manager and finally approved by HSE Manager. The
approved risk register will be communicated among the working party by the link supervisors
for implementation and updating the status of actions at site.
Construction Risk Management
For all the construction related activities also involving the connection of the new
system equipment to the existing network, hazard identification and risk assessment will be
carried out by line supervisors in consultation with his team. This will be reviewed by
contractor Project Manager in consultation with his HSE Officer and finally approved by
OETC supervision consultant.

Risk evaluation

12. Coordinating preventive measure at workplace


 Along the daily toolbox talk all coordinating preventive measure shall be discussed,
taking into account other subcontractors and activities, among others.
13. Emergency instructions
In case of Emergency while executing the job, project approved emergency response plan
will be followed.
Note: A Designated Emergency vehicle shall be available at all time during working
hours.
If you discover any emergency situation (accident, fire or incident), act as follows:
 Inform to the people around you.
 Give the alarm sign calling to the fire warden/first aider.
 If you have contacted with the fire warden/first aider, follow his instructions.
 Receive communication of the end of the emergency by the incident controller
Comply with the following instructions, according to the type of emergency:
In the event of an accident:
 Help those injured as much as you can to the best of your knowledge.
In the event of a fire:
 If possible, attempt to put the fire out using the extinguishers.
 If you cannot put the fire out, prevent it from spreading.
 When the fire-fighters arrive put you at their disposal.
Do not put yourself in physical danger under any circumstances. If you do come under any
physical danger, evacuate the area and make your way to the safe assembly point, which is
located at the side of the main entrance to the premises (coming in to the premises the safe
assembly point is located on the left of the main entrance. It is duly signposted).
In the event of leakage or spillage
 Keep away any possible source of ignition (flammable liquids)
 Trying to locate the source and plug it at the exit point of the liquid if possible
 Reduce the extension of the spillage to the maximum (with barriers, etc…)
 Communication to the response team. Add absorbent material
 Remove the sand and/or absorbent material used. Clean the affected zone.
