1. INTRODUCTION & PURPOSE

The purpose of generating this method statement is to define the procedure step by step to implement the
correct practices for The Installation of Neutral Grounding Transformer.

A return path for earth current is needed to protect a system against earth fault currents. neutral grounding
transformers, sometimes also called neutral couplers or grounding transformers, are used to create an
artificial neutral point in a three phase system, which provides possibility for neutral earthing.

2. SCOPE

The works covered by this method statement is the complete procedure for Neutral grounding transformer
installation required at Switch-yard. Which are according to technical documents and approved / IFC
Drawings

This Method Statement scope is only to guide the methodology and shall apply during the Neutral
Grounding Transformer.

5. RESOURCES

5.1. Equipment, Tools, Vehicles etc

All required tools and equipment will be provided for the erection activities as per site condition and
requirements. The main tools and equipment but not limited to are listed as follows, all the tools and
machines shall be in good operating condition and qualified as safe to use.
The number of equipment will be determined according to the work progress and conditions on-site to
enable progress to meet the agreed work schedule.

(*) Note: - For the equipment, a third-party inspection and certification as per the project HSSE
plan will be followed.
5.2. Manpower

All personnel shall have been inducted and trained upon arrival at the site and before attempting a
specific activity; activity-specific training shall be conducted per the project training plan. Additional
personnel may be mobilised if required depending on the conditions on-site and work progress.
General manpower will be mobilised as listed below: -

5.3. Third Party Competency Certifications

Any resource mobilized to the site in addition to the general labour for a site required specific task
shall be required to have a third-party competency certificate. The manpower that falls under this
specific category of works is as following: -

5.4. Competency and Training

All personnel will be trained to carry out the operations they are undertaking. All operatives will receive
a site HSE induction. Pre-task briefing will be given into Method Statements, safety, quality and

environment briefing prior to commencing works. This will be done by Toolbox talks, briefings and
project training plan.

6. RESPONSIBILITIES

6.1. Logistics Manager:

The detailed responsibilities of the Construction Manager are mentioned below,


 The Construction Manager is responsible and accountable for delivering the overall works
safely and on time, ensuring conformance with the approved design.
 He shall lead the construction team, guiding them in delivering the construction works.

 He will also ensure the quality standards set for the works are achieved and that the work team
adheres to the contract's QA/ QC and HSE requirements.
 He will be responsible and accountable to ensure all his team members and subordinates are
familiar with the site HSE plan, rules, and regulations in cooperation with the Health and Safety
Manager.

 All the required permits and documentation are approved by the concerned before any work.
Cleaning of the offices and construction site is the responsibility of each individual working on
the projects.
 He will also be the authorising person for the work permits.
6.2. Logistics Site Engineer / Supervisor:

The detailed responsibilities of the Civil Site Engineer/Supervisor are mentioned below,
 The Civil site engineer/supervisor will perform the necessary studies and calculations and
supervise procedures.
 Make sure that the SVG installation process according to project specification & drawing.
 Distribute the construction task to the construction team.

 With the safety engineer to make sure that works are carried out in a safe environment.
 Monitoring the work progress according to the work plan and the send report to his superiors.
 Ensures that the safety requirements are observed by his subordinates and testing equipment and
tools are in a safe condition.
 Ensures that work proceeds in accordance with the Project Quality Management plan.
 According to the specification, cable laying path drawings and the electrical conditions, compile
construction scheme in advance and organize construction; supervise and guide the whole
process. The site engineer's responsibilities include managing different parts of construction
projects, supervising crew members, completing quality assurance, observing health and safety
standards, and compiling reports for different stakeholders.
6.3. QA/QC Manager:

The detailed responsibilities of the QA/QC Manager are mentioned below,


 QA/QC Department shall ensure quality and compliance during all construction phases.
 Assurance of approval method are being used and conformance of the specification.
 The primary focal point for all project QA/QC matters.
 The review of project ITP is conforming to the corporate requirements, previous audit results
and the non-conformance reports.
 Carry out surveillance detailed on project ITPs as nominated by the project team.
 Site inspections and surveillance is in accordance with relevant standard and assurance of
quality of work as per project specification. Identify material sources, and interface with QC
engineer for tests
 Plan and coordinate for conduct of Product Quality Ratings
 Inspection and approval for incoming materials
 Escalate issues to Management
 Preparation of project quality plans and taking approval from appropriate authorities.
 Ensure preparation and incorporation of all the Work Methods as required by the contract and
corresponding Inspection & Test Plans and Formats.
 Assist Site Management in effective implementation of approved quality plans and QC
procedures.
6.4. QA/QC Engineer:

The detailed responsibilities of QA/QC are mentioned below,


 Conducting inspections, tests, and checks on raw materials, in-process components, and finished
products to verify compliance with specifications and quality standards.
 Implementing quality control measures to identify defects, non-conformities, or deviations from
established standards.

 Maintaining detailed records of quality tests, inspection results, and any non-conformities
identified and sharing with the immediate in-charge for prompt close-out.
 Keep a record of the defective item.
 Ensuring that measuring instruments and equipment used in quality testing are calibrated and
properly maintained to ensure accurate results.
 Review the quality of all materials at the site, ensure compliance with all project specifications
and quality, collaborate with the department for all material procurement, and maintain the
quality.
 Supervise the effective implementation of all test and inspection schedules, ensure adherence to
all procedures, and coordinate with various teams to perform quality audits on processes.
 Coordinate with the consultant’s representative and the Site in charge of inspection.
6.5. HSE Manager:

The detailed responsibilities of the HSE Manager are mentioned below,


 Responsible for the safety control works for all construction sites under his department's
jurisdiction, informing the site of various safety policies, plans, etc.
 The HSE Manager will ensure that all the HSE Plans, Policies and Procedures are approved by
PC before the commencement of any work.
 The required HSE training and certifications are provided to the concerned personnel.
 Cleaning of the offices and construction site is the responsibility of each individual working on
the projects.
 Auditing production, keeping on the lookout for any unsafe behaviour or breaks in regulations.
 Presenting safety principles to staff in meetings or lecture-type training sessions.
 Review and report on the staff's compliance with health and safety rules and recommend
commendations or dismissal based on performance.
6.6. HSE Engineer:
The detailed responsibilities of an HSE Engineer are mentioned below,
 Disseminate HSE requirements specific to the activities involved and facilitate implementation.
 Prepare and coordinate the implementation of Risk Assessment plan.
 Ensure that work is carried out in safe manner in coordination with Site Engineer, sub-
contractors,etc
 All personnel shall ensure safe working conditions prior to the start of work.
 Concerned Parties shall be exposed to the method statements applicable to their working scope
and must attend a safety briefing prior to carrying out any works on site
 Great emphasis shall be made on all matters of health, safety, and environmental both in the
workplace, and to the public during the execution of works.

 Personal Protective Equipment (PPE) shall be issued to all employees and visitors. PPE includes
reflective vest, safety shoes, hard hat, gloves, and safety goggles (if required).The usage of
proper PPE is always mandatory for all personnel they are on site.
 Dust masks and eye goggles shall be used in windy weather.
 The drill rig should be certified and safe for usage on site. Certification should be always with
the operator.
 Borehole locations shall be clearly marked and barricaded after the boreholes are dug to avoid
falling hazards
 Manual pit at a suitable depth shall be conducted under the boreholes location to ensure that the
site is clear from underground utilities.
 Do not drive the drill rig from hole to hole with the mast (derrick) in the raised position.
 Instruct all drill rig personnel and visitors to "stand clear" of the drill rig immediately prior to
starting the engine
 Only certified drill rig personnel are allowed to operate the drill rig. Visitors must always stand
clear of the drill rig. Investigating causes of accidents and other unsafe conditions on the job site
 Finding the best way to prevent future accidents.

7. METHODOLOGY

7.1. Storage and Protection

 The neutral grounding transformer received should be unloaded and moved by forklift .at this
point, a preliminary inspection of the unit should be made to ensure proper handling was
practiced during shipment.
 It is recommended that the unit remain on the skid until it reaches the job site to prevent the
possible damage during transfer.
 All neutral grounding transformer assemblies are suitable for prolonged storage. If the unit is to
be stored, it should sit horizontally.
 Never store the unit on sides or top as this could result in damage to the bushings or insulators.
 Neutral grounding transformer will be directly off loaded to its specific foundation.

7.2. Lifting of Neutral Grounding Transformer

 The neutral grounding transformer for lifting must be considering its weight.
 For lifting area should be clear without any obstacles.
 While lifting neutral grounding transformer pad mounted area considers balance.
 Loading, unloading and shifting of transformer will be done by certified machinery and skilled
workers.
 Transformer is loaded on trailer with the help of certified mobile crane having lifting chain with
locking hook at the end is connected to four comer of the transformer top.
 Transport to the transformer to the installation place, unload the transformer is clean and even
place and make sure that, there should not be any blockade in installation.
 Shift the transformer to the installation to the installation location with the help of certified
heavy duty lifting fork-lift and very carefully place on the concerted.
 Push the transformer with the help of skilled worker to its original installation location and lock
the transformer wheels (if applicable) or pad to ensure the pad should not move from its
permanent place.
 Remove all waste material from the trench and transformer cabinet, clean the transformer and
remove the dust particles with the air blower, cover the transformer and safely lock cabinet.
 Install will be carried out skilled and suitable experienced technicians under supervision of
highly competent site supervisors and engineers to ensure the correctness and quality of
installation.
 Neutral grounding transformer will be directly off loaded to its specific foundation.
 Install the steel plate of the transformer foundation according to the design drawings, adjust the
levelness, straightness, elevation, size, etc. between the steel foundations, and fix them by
welding.
 After the transformer is unpacked and passed the inspection, the transformer is hoisted in place
on the foundation, and the installation position, horizontally, and verticality of the transformer
are adjusted to meet the requirements of the drawing design size and the manufacturer's
installation manual Lifting by means of or a lifting beam.
Note: Never use the bushings guide the transformer when moving it. Nor should the fins or fin
reinforcements (round bar on top and bottom of the fins) be pulled on. The securing lugs are not to be used
to manipulate the transformer; they must be used exclusively to secure the transformer during transport.

7.3. Monitoring and Acceptance

Preferably, only fully assembled, liquid-filled transformers should be stored for a long period of time. The
following checks must be carried out during the storage period:
 Check the status of the silica gel (its color indicates whether it is dry or wet).
 Check the level of the oil lock.
 Check the transformer for leaks.
 Check that there is no damage to the paint and that there is no rust.

Note: If any defects are detected, they should either be remedied immediately should be informed as
quickly as possible.

The following points should be checked when the transformer arrives to the site and its accessories should
be closely inspected:
 Are there any leaks.
 If the liquid level is visible, is it high enough.
 Are there any cracks in the bushings.
 Is there rust or is the paint on the transformer or its accessories damaged.
 Are the transformer tanks or accessories damaged.
 Is the delivery complete.
 Check the number of transformers; check that all accessories are fitted or present.
 Check the information on the rating plate.

7.4. Installation Procedure

General Procedure:

 Ensure that the work area is ready and safe to start the installation of the TRANSFORMER.
 Ensure the installation of TRANSFORMER AND CABINET are carried out in accordance with
manufacturer's installation recommendations, requirement of applicable standards and in
accordance with recognized industrial practices and specified in project specification to ensure
that installation complies with requirements.
 Prior to start the installation, refer to the approved shop drawings related to the area of
installation and ensure that required materials are available at site as per approved material
submittals.
 Ensure the materials are stored properly and there is no mark of damage or deformity of any
kind before issuing the material from site store. All materials and accessories should also be free
of dust, scale, or oil.
 Ensure that the issued materials are of approved specifications / submittals and as per the
requirement of the area shop drawings. (i.e. Make, Size, Model / Type etc.,).
 Before the beginning of the installation, it will be ensured that the approved valid permit to
work (PTW) is available on site.
 Engineer in charge will ensure that approval and standard tools and tackles are available to carry
out the work.
 Safe access to work areas will be provided and will be approved by the competent safety person
prior to commencement of works if applicable.
 Check the work area tidy and remove flammable materials if any and a safe environment will be
ensured.
 Where the Risk Assessment identifies high-risk works a permit to work will be obtained from
the safety department.
 Competent manpower will be employed to carry out the installation work.
 Prior to installation, It will be ensured that all the civil works are completed with the necessary
protective floor coating (if needed).
 Necessary civil clearance will be obtained (if applicable) prior to the start of installation.
 For loading and unloading operation, the proposed crane location to be ready with the
compacted floor for safe positioning of crane and boom trucks.
 The boom truck loading capacity and certificates will be ensured prior to the start of the loading.
 Make sure the capacity of the forklifts or mobile crane can carry the weight of the transformer.
 Once the inspection completed the equipment will be shifted and positioned by using forks lift
or mobile crane to off load the equipment.

Installation
 Installation of the neutral grounding transformer cabinet is carried out in accordance with
manufacturer manual, requirement of applicable standards, best installation practice and project
specific compliance.
 The name plate should be checked against equipment data sheet to confirm conformity with
approved drawings/documents.
 Neutral grounding transformer should be installed as per manufacturer proposed distances
from wall and other obstacles.
 The torque values should be as per supplier.
 The neutral grounding transformer can be placed at the operating site directly, and can be put in
to operation after installation and check. In case of shockproof and other special requirements,
bolts should be embedded into the foundation for installing the transformer and the bolt is
placed by referring to the overall dimension of the transformer, to make bolts corresponding to
the mounting hole of transformer cabinet.
 The cabinet is cooled by the natural air.
 The cabinet body should be installed on the corresponding position by the overall and
installation dimensions provided by the manufacturer.
 Carefully check the resistor assembly for cracked ceramics or damaged insulators. A Megger or
Hi-Pot test is the most reliable method of ensuring that the porcelain insulation is still providing
the necessary electrical isolation. Ground connections must be disconnected to perform this
test.
 Check the resistive element for continuity. An ohmmeter reading made between the neutral and
the ground side of the resistor should be according to the manuals.
 The resistance element can be cleaned by dry compressed air and used carefully in case of
damage.
 If the cabinet body has radiating function, and the radiating function can be used to improve the
working condition of the resistance cabinet, when the specific working environment does not
comply with the normal working condition of the resistance cabinet.
 The electrical connection between three-phase AC power network neutral point and the ground
is known as power network neutral point grounding mode.
 The earthing of the transformer cabinet is done as per the drawing specification.
 The termination of the cable is done as per the specified torque values and lugging and crimping
is done respectively.
 These connections can be made using cable lugs, flat bus-bars or adapted clamps.
 The output of the neutral grounding transformer is connected to the grounding as per the
approved drawing .

8. QUALITY ASSURANCE

Works will be performed by the requirements of the project quality plan, for details specific to this
Method statement.

9. HEALTH AND SAFETY ENVIRONMENT

9.1. General HSE Issues on Method of Execution

 Requirements for Work Permits will be followed. All required permits will be obtained before the
execution of the work from the PTW office.
 Works shall not interrupt any kind of vehicle traffic in any emergency.
 Apart from the execution team, entry to the working area will be controlled.
 Dust generation shall be controlled with watering to keep soil moisture high enough to prevent
dust generation.
 All the mandatory PPEs (Hard hat, Steel Toe Shoes, Safety Glasses, High Vis. Vest, Face Mask)
will always be made available, and their use will be assured during the activity.
 Good housekeeping will be assured at the site all times and accumulation of combustible material
will be avoided.
 Barricading around all the trenches is to be always ensured to avoid any slip, trip, or fall incidents.
In case of the trenches in between the PV blocks / piling works, warning tapes will be placed to
secure the open trenches. Wherever the piles are not available for barricading, soft barricading will
be installed.

 Road crossing excavations will be coordinated with the site team to close the internal access road
for traffic movement. Hard Barricading with signage and lights will be placed.
 Violation of the Safety rules will be dealt with as per the procedure mentioned in the HSSE Plan.
 The supervisor will ensure that he has the relevant knowledge of the emergency response plan
including the emergency contact details. He will also ensure that the same information is shared on
daily basis with the manpower.
 Housekeeping will be ensured after the completion of activity.
 Material storage will be ensured to avoid any slip, fall and trip hazard.

10. HAZARD IDENTIFICATION &RISK ASSESSMENT

Potential risks for the works covered in this Method Statement are identified in the RA detailed in
Appendix of this Method Statement.
Site Inductions / Training:
Prior to commencement of any works all site personnel involved with this operation will have received a
site-specific induction.
Awareness / Trainings also shall be conducted to operatives involved in the activity as per the project
training plan but not limited to:
 Permit to work (No Activity to proceed without valid work permit)
 Manual Handling
 Safe Excavation works
 Working nearby live road
 Plant & Equipment Operation
 Banks man / Flagman
