1. INTRODUCTION & PURPOSE

The purpose of this Method Statement is to demonstrate the approach and procedures to be followed to
execute the installation of MV AC Cable inside the project boundary as per the approved layout in a safe
manner all in accordance with the applicable standards, code of practice and project regulations.
The Hazard Identification & Risk Assessment in Appendix 1 identifies the hazards and the safe system of
work to be followed when conducting the activity.

2. SCOPE

The works covered by this method statement comprise the complete process of excavation, Cable tray Cable
Laying and installation of cables backfilling in the Sub-Station area which are according to technical
documents and specified Drawings.
This Method Statement's scope is only to guide the methodology and shall apply during the installation of
cables in the Sub-Station area and elsewhere where needed.

5. RESOURCES

5.1. Equipment & Tools

Prior to starting any major work involving any kind of use of equipment, all the equipment requires a
third-party inspection and certification. The remaining tools will be inspected as per the project HSSE
plan.
The number of equipment will be determined according to the work progress and conditions on-site to
enable progress to meet the agreed work schedule.

(*) Note: - For the equipment, a third-party inspection and certification as per the project
HSSE plan will be followed.
5.2. Manpower

All personnel shall have been inducted and trained upon arrival at the site and before attempting a
specific activity; activity-specific training shall be conducted per the project training plan. Additional
personnel may be mobilised if required depending on the conditions on-site and work progress.
General manpower will be mobilised as listed below: -

5.3. Third Party Competency Certifications

Any manpower mobilized to the site in addition to the general labour for a site required specific task
shall be required to have a third-party competency certificate. The manpower that falls under this
specific category of works is as following: -

5.4. Competency and Training

All personnel will be trained to carry out the operations they are undertaking. All operatives will receive

a site HSE induction. Pre-task briefing will be given into Method Statements, safety, quality and
environment briefing prior to commencing works. This will be done by Toolbox talks, briefings and
project training plan.

6. RESPONSIBILITIES

6.1. Construction Manager:

The detailed responsibilities of the Construction Manager are mentioned below,


 The Construction Manager is responsible and accountable for delivering the overall works
safely and on time, ensuring conformance with the approved design.
 He shall lead the construction team, guiding them in delivering the construction works.

 He will also ensure the quality standards set for the works are achieved and that the work team
adheres to the contract's QA/ QC and HSE requirements.

 He will be responsible and accountable to ensure all his team members and subordinates are
familiar with the site HSE plan, rules, and regulations in cooperation with the Health and Safety
Manager.

 All the required permits and documentation are approved by the concerned before any work.
Cleaning of the offices and construction site is the responsibility of each individual working on
the projects.
 He will also be the authorising person for the work permits.
6.2. Civil Site Engineer / Supervisor:

The detailed responsibilities of the Civil Site Engineer/Supervisor are mentioned below,
 The Civil site engineer/supervisor will perform the necessary studies and calculations and
supervise procedures.
 He will ensure that the work is being carried out effectively per the established Work Method
Statements and HSE precautions.
 Manage lifting of all types of equipment and efficiently store all hazardous materials.
 Preparation and management of all work methods, maintaining knowledge of all quality
assurance standards, monitoring continuous application for all quality assurance processes and
recommending corrective actions for all processes.
 Coordinates with EPC QAQC representative and Site in charge of inspection.
6.3. Civil Surveyor:

 The site surveyor will coordinate with the site engineer to identify the survey area and will
conduct the survey and mark the coordinates as per the approved drawing provided by the EPC
engineering team.
 He will ensure that the work is carried out effectively per the established Work Method
Statements and HSE precautions.

 He and his helper will install the stakes at the point of the LVDC trench.
6.4. QA/QC Manager:

The detailed responsibilities of the QA/QC Manager are mentioned below,


 QA/QC Department shall ensure quality and compliance during all construction phases.
 The QA/QC Manager/HSE Engineer will ensure that the team members and manpower involved
at any activity are properly inducted by HSE before the work begins.

 The Proper PPEs are provided to the team and workers.


 The required risks and hazards are explained to all the team members and workers.
 The required HSE training and certifications are provided to the concerned personnel.
 Cleaning of the offices and construction site is the responsibility of each individual working on
the projects.
 Participate in the site's internal and external site audits.
 Accountable for the quality and workmanship of every activity, with precise knowledge of all
procedures and inspection protocols.
6.5. QA/QC Engineer:

The detailed responsibilities of QA/QC are mentioned below,


 Conducting inspections, tests, and checks on raw materials, in-process components, and finished
products to verify compliance with specifications and quality standards.
 Implementing quality control measures to identify defects, non-conformities, or deviations from
established standards.
 Maintaining detailed records of quality tests, inspection results, and any non-conformities
identified and sharing with the immediate in-charge for prompt close-out.
 Keep a record of the defective item.
 Ensuring that measuring instruments and equipment used in quality testing are calibrated and
properly maintained to ensure accurate results.
 Review the quality of all materials at the site, ensure compliance with all project specifications
and quality, collaborate with the department for all material procurement, and maintain the
quality.
 Supervise the effective implementation of all test and inspection schedules, ensure adherence to
all procedures, and coordinate with various teams to perform quality audits on processes.
 Coordinate with the consultant’s representative and the Site in charge of inspection.
6.6. HSE Manager:

The detailed responsibilities of the HSE Manager are mentioned below,


 Responsible for the safety control works for all construction sites under his department's
jurisdiction, informing the site of various safety policies, plans, etc.

 The HSE Manager will ensure that all the HSE Plans, Policies and Procedures are approved by
PC before the commencement of any work.
 The required HSE training and certifications are provided to the concerned personnel.
 Cleaning of the offices and construction site is the responsibility of each individual working on
the projects.
 Auditing production, keeping on the lookout for any unsafe behaviour or breaks in regulations.
 Presenting safety principles to staff in meetings or lecture-type training sessions.
 Review and report on the staff's compliance with health and safety rules and recommend
commendations or dismissal based on performance.
6.7. HSE Engineer:

The detailed responsibilities of an HSE Engineer are mentioned below,


 The HSE Engineer acts in an advisory capacity to the management and supervision regarding
the Health and Safety Environment.
 He is to monitor and ensure that the activities are performed with acceptable safety norms.
 Help supervisors identify hazardous and unsafe conditions and ensure rectifications.
 Assessing risk and possible safety hazards of all aspects of operations
 Inspecting production equipment and processes to make sure they are safe.
 Focusing on prevention by keeping up with equipment maintenance and employee training.
 Creating safety plans that include suggested improvements to existing infrastructure and
business processes.
 Share information, suggestions, and observations with project leadership to create consistency in
safety standards throughout the work.
 Investigating causes of accidents and other unsafe conditions on the job site.
 Finding the best way to prevent future accidents.
6.8. Electrician

 Execute plans of electrical wiring for well-functioning lighting, intercom and other electrical
systems.
 Install electrical apparatus, fixtures and equipment for alarm and other systems.
 Install safety and distribution components (e.g., switches, resistors, circuit-breaker panels etc.)

 Connect wiring in electrical circuits and networks ensuring compatibility of component.


 Perform effective troubleshooting to identify hazards or malfunctions and repair or substitute
damaged units

7. METHODOLOGY

7.1. Site Plan and Preparation

 Relevant Site Engineers and Supervisors shall ensure that necessary materials and complete
tools are available at the site before the commencement of work.
 Use the correct type and capacity of transfer equipment, such as a mobile crane hauling truck,
from the workshop to the store to the site where the Cables and wires shall be kept.
 Coordinate with the Safety and Construction Departments to deliver and lift Cables and wires to
the designated location.
 Store materials in a protected dry location off-ground by the Manufacturer’s instruction.
 Material Inspection request shall be raised and submitted to QA/QC department once the
materials are delivered. QA/QC will inspect and verify the materials according to the project
specifications & standards.
7.2. Loading & Offloading Of Materials

 The cable drums will be moved from the EPC warehouse/sub-contractor storage area to the site
and stacked at a specified place near the construction area.
 A minimum gap of 1-2 meters will be provided between MV drums when storing in the laydown
or on-site to ensure smooth loading and offloading activity. The drum will be placed on the
levelled area at the site to protect it from damaging the cables.
 More attention shall be taken to avoid any likely damage during the shifting of these cable drums.
Special Equipment like crane and trailer or HIAB will be used for loading and offloading from
stores to site.
7.2.1 Scope of Equipment
The Lifting and shifting machinery are mainly used for the lifting and shifting of construction
material and equipment according to the factual requirements.
7.2.2 Lifting preparation
 Arrange the required permit to work for the activity.

 Arrange the access/passage and working area to ensure that the Lifting machinery can be set up
properly.
 After the Lifting machinery enters the site, the responsible person of the project shall be notified.
Before lifting, the operation environment and all lifting equipment and accessories shall be
inspected, and the lifting operation shall be carried out after complying with all the requirements.
 The activity permit receiver shall conduct the lifting crew's TBT. Including the operator prior to
starting the activity.
 In selecting lifting accessories according to the weight of the lifting material and the allowable
stress of each type of lifting accessories.
 The lifting area/swing radius should be barricaded with the proper warning signage.
 In case of narrow space on the roads, the road will be closed and notified to all the project
personnel.
7.2.3 Lifting process
 Check the riggers have taken the appropriate position and they are within the proper
communication zone for safe lifting.
 Check the stability of the load once lifted 500-800mm above the ground. Once verified by the
rigger, the operator will start lifting.
 During the whole process of lifting, the operator will constantly communicate with the rigger for
safe operations and guidance.
 Once the load has reached the desired location, the rigger will use the safe tagline to align the
materials.
 Upon safely offloading the materials at the desired location, the rigger will remove the lifting
accessories.
 In case of any instability found, stop the lifting and bring the load back to its normal position.
 When lifting drums of cable, lifting beams or stretchers between the slings of chain pairs
 must be used to prevent flanges crushing on to the cable.

 In case of heavy winds, i.e., 12m/s, lifting activity shall not be conducted.
7.2.4 HSE measures
 All personnel must wear PPE correctly when entering the construction site.
 Check the equipment before lifting to ensure that the lifting equipment & accessories are in good
condition and meet the lifting requirements.
 Provide a first aid kit on site in case of emergency; follow the project emergency response plan.
 Competent operators & riggers shall only be allowed for lifting activities.
 Job-specific training shall be conducted for the lifting crew.
 The lifting operation area is marked, and proper warning signages are to be placed. During the
lifting activity, unauthorised personnel shall be kept away from the swing radius.
 No activity shall be allowed within the swing radius, and no one should walk or stand under the
suspended load.
 Ensure that the tagline is used with the load.

8. EXECUTION PROCEDURE
8.1. Excavation of cable trench
 In the first step of trench excavation, marking/layout would be made according to the approved
drawings.
 Dimensions of the cable trench can be determined by layout with the help of an approved drawing
at the site. For the excavation process, paying attention to the surrounding environment and the
presence or absence of cables, pipelines, and optical cables underground is necessary. It is
necessary to prevent collision and damage to the piles that have been rammed, and the mounting
structure has been installed.
 Cable depths and width shall be measured from the graded or natural ground level unless
otherwise directed by IFC drawings.
 According to approved drawings, the minimum and maximum cable trench sizes are 600*1000
mm and 1400*1000mm.
 The excavated material will be stacked on the South side of the trench; the required material will
be laid on the east side of the trench.
 The EPC will provide the main materials, like sand bedding, cables, warning tape and marker
Posts.
 The excavator excavates from the end of the cable trench using backward driving. When multiple
excavators work together, sufficient safe working distance is required.
 The sequence of the entire cable laying process will be as following.

8.2. Road crossing and manhole works
8.2.1. Sleeve pipe installation

The sleeve should be purchased according the design specification. Sleeve pipes can be installed
under roads in either the longitudinal or transverse direction. Installation should be fixed firmly to
avoid disturbing during pouring concrete
8.2.2. Formwork

Formworks shall be designed and constructed in accordance with applicable codes within the
specified tolerances to the shape, lines, and dimension required by the design drawings. Formwork
shall be removed without damaging, disturbing, or overloading the structure.
8.2.3. Reinforcing Steel Work

Steel reinforcement bars to be used on site shall be approved by client firstly. Re-bar work shall be
performed in accordance with the relevant specifications, drawings and as per the bar bending
schedule.
8.2.4. Concrete Placement

No water shall be added to the mixer truck after batching. Pump car, bucket and chute will be used
as placing equipment as appropriate. Concrete shall be deposited in horizontal layers to a
compacted depth not exceeding 500mm and in a manner to avoid inclined construction joints.
Concrete shall be consolidated by mechanical vibrators.
8.2.5. Curing

Curing shall start as soon as free water has disappeared from the concrete surface after placing and
finishing. Concrete surface shall be initially covered by polythene sheet until backfilling.
8.2.6. Precast manhole

.The construction and curing of precast manholes will be in the precast yard. The concrete mix
design, steel bar size and spacing, and the size and thickness of the structure should be strictly
following the design drawings.

The embedded iron parts and buried sleeves shall be located and fixed according to the drawings,
and all embedded parts shall be reliably strengthened to prevent displacement during the concrete
pouring process.

The steel bar shall be checked and accepted by the contractor before concrete pouring. The
prefabricated structure shall be accepted by the engineer before entering the field to ensure that all
aspects are in accordance with the design requirements before installation

The lifting of the precast well should be carried out by a suitable crane depending on their weight
and the position of the hoist, the sling should be bound correctly. Instruction personnel should be
assigned during the installation process, and the hoisting area should be isolated.

Before the installation of the precast manhole, the foundation pit elevation should be rechecked, and
the sand bedding should be backfilled and leveled.

The sand layer should be used to adjust the elevation of the precast manhole and ensure that the
position and elevation are strictly in accordance with the design requirements.

8.3. Cable Laying

After the 33kV cable & fiber cable and accessories arrive at the site, check that the technical
documents of the product are complete. The rated voltage, model, length and packing of the cable
shall conform to the order requirements. Complete accessories, material quality in accordance with
technical specifications. The IR of the cable system is commonly tested before cable laying.

The loading and unloading process of 33kV cable should avoid damage to cable and cable disc, and
do not flat-wise transportation and storage.

The cable laying frame should be placed smoothly, the strength and length of the steel shaft should
be adapted to the weight and width of the cable disc, the cable tractor should be checked and
debugged normally, and the cable disc should be equipped with reliable braking measures.

Check the cable path section for mechanical damage to the cable, chemical action rodent damage;
take effective measures to avoid cable damage.

Before laying the cable, the length of each cable is calculated according to the design route and the
actual path, the length of each cable is arranged reasonably, the cable joint is reduced, and the laying
pulley is placed on the cable path to reduce the cable friction and increase the construction efficiency.
Determine cable embedding depth strictly in accordance with construction drawings and technical
specifications.

When laying the cable, the cable should be drawn from the upper end of the cable disc, so that the
cable cannot be dragged on the support and on the ground. Cable cannot appear armor flattening,
cable twisting, protective layer fracture and other phenomena.

Cable pulling with tractor, cable laying speed cannot exceed 15 m/min.

When the laying over the section, the cable protection pipe should be used to lay the cable. After the
cable laying is completed, the cable fixing and pipeline sealing should be done well, and the
protection measures of the contact part between the cable and the pipe mouth should be done well.
Cable lubricant and ruppers available at site to secure cable pulling inside ducts.

Place the fiber cable protection pipe on the laid trench section according to the design drawing.

The fiber cable needs to be laid in the protection pipe.

sheath megger test site team mill be responsible for this. Sheath test will be witnessed by Marafiq
electrical quality team

Spacing between HV cables shall be as per the existing thermal and approved ampacity calculation
Cable lay in the trench

Before backfilling spacing and transposition shall be inspected by the Owner. Cable sheath megger
test must be witnessed by Marafiq quality team, before pulling and after sand covering.

33kV cable laying in trench / tray shall be executed in accordance with the drawing.

Adequate safety precaution shall be observed at all excavations by providing safety barriers, warning
notices etc.

Sufficient space shall be provided between Cable racks / Trays / Ladders / Structures / Walls &
Columns etc. in accordance with the drawing.

Cable bending radius shall be verified as per manufacturer’s recommendation.

Prior to start of cable laying in trays, tray size / adequate supports shall be verified in accordance
with the drawing.

Cable tray / rack route shall be cleaned and ensured free from any sharp edges.

Adequate precaution shall be taken to prevent any risk of chafing of cables insulation.

Adequate cable ties / clamps shall be provided in accordance with the Standard / Technical
specification.

Cables shall be numbered / identified at both ends and at regular intervals as per drawing /
Specification.

Post installation, the underground / aboveground cables shall be dressed properly with Trenches /
Trays / Ladders etc. to avoid crossing of cables.

All MV cable shall be marked (red, yellow & blue) to clear phasing along the route

meter loop for MV cable shall be inside GIS basement

Handholes and link box will be sealed very good from sleeves and top for to prevent ingress of water
and gas.

8.4. Cable Pulling work in Basement

During cable pulling work in basement following point are to be considered.

Provide the Adequate temporary lighting

Provide an confined space safety measures if required

Cable pulling procedure in the basement

Cable rollers are arranged properly in the basement.

8.5. HiPOT Test for MV Cables

A Hipot test means a Hipotential test. Usually, a Hipot testing is done to check whether an Electrical
equipment such as power cable is healthy or not. Since it’s the part of cold comissioning, that’s why
a seprate Method of Statement for HiPOT/IR is available.

8.6. Cable Protection after Construction

Approved protection tiles shall be installed 75mm above all 33kV cables and 33kV joints. Where
existing warning markers on any cable are disturbed or removed during excavation, these markers
shall be replaced or renewed as appropriate. Where existing cables without warning markers are
uncovered during the course of excavation, new marker tape or tile shall be installed over the
complete exposed section of the existing cables.

In addition, the empty cable drums will be regularly removed to ensure proper housekeeping and no
obstruction.

MV cable road crossings

MV cable trenches route have road crossings. Cable crossing under road shall be through suitably
designed reinforced concrete duct bank for three phases or more. Details of road crossing are shown
in the figure below.

For road crossing of the cables, HDPE pipes of different sizes will be used. Solar cable would be laid
in HDPE pipe of 40mm ø.

8.7. Cable Termination

Continuity and resistance value shall be checked, prior to cable termination.


Prior to glanding of cables, gland size / type shall be conformed in accordance with the cable.
After completion of cable glanding, armour of the cable shall be ensured rigidly clamped inside the
gland.
Prior to cable termination, contact portion of equipment shall be cleaned free from damages.
MV cable termination shall be carried out by certified and approved cable jointer.
Ensure that gland plate for single core cables are made of non-magnetic material.
Proper dies and crimping tools shall be used for crimping the cable.
Prepare the cable termination / cable jointing in accordance with the manufacturer’s recommendation.
Adequate care shall be taken while preparation for termination / jointing, to prevent any damage to
the cable insulation.
Cable / Core identification and phase sequence shall be verified in accordance with the cable
schedule.
Spare cable entries in the panels shall be sealed by using stopper plugs.
Earthing and bonding shall be carried out in accordance with the approved earthing layout drawing.
7.10.1. Duct Sealing

Duct Sealing Systems are the most important part of a complete installation. Not only does proper
sealing protect against the migration of water, gas, rodents, and fire, but it also safeguards your most
critical assets – people, property, and equipment. These entries such as open cable ducts entering
substations or buildings should be sealed with or without cables installed to prevent ingress of water
and gas.

Works will be performed by the requirements of the project quality plan, for details specific to this
Method statement.

10. HEALTH AND SAFETY ENVIRONMENT

10.1. General HSE Issues on Method of Execution

 Requirements for Work Permits will be followed. All required permits will be obtained before
the execution of the work from the PTW office.
 Works shall not interrupt any kind of vehicle traffic in any emergency.
 Apart from the execution team, entry to the working area will be controlled.
 Dust generation shall be controlled with watering to keep soil moisture high enough to prevent
dust generation.
 All the mandatory PPEs (Hard hat, Steel Toe Shoes, Safety Glasses, High Vis. Vest, Face Mask)
will always be made available, and their use will be assured during the activity.
 Good housekeeping will be assured at the site all times and accumulation of combustible
material will be avoided.
 Barricading around all the trenches is to be always ensured to avoid any slip, trip, or fall
incidents. In case of the trenches in between the PV blocks / piling works, warning tapes will be
placed to secure the open trenches. Wherever the piles are not available for barricading, soft
barricading will be installed.
 Road crossing excavations will be coordinated with the site team to close the internal access
road for traffic movement. Hard Barricading with signage and lights will be placed.
 Violation of the Safety rules will be dealt with as per the procedure mentioned in the HSSE Plan.
 The supervisor will ensure that he has the relevant knowledge of the emergency response plan
including the emergency contact details. He will also ensure that the same information is shared
on daily basis with the manpower.
 Housekeeping will be ensured after the completion of activity.
 Material storage will be ensured to avoid any slip, fall and trip hazard.

11. HAZARD IDENTIFICATION &RISK ASSESSMENT

Potential risks for the works covered in this Method Statement are identified in the RA detailed in
Appendix of this Method Statement.
Site Inductions / Training:
Prior to commencement of any works all site personnel involved with this operation will have
received a site-specific induction.
Awareness / Trainings also shall be conducted to operatives involved in the activity as per the project
training plan but not limited to:
 Permit to work (No Activity to proceed without valid work permit)
