1. PURPOSE
The purpose of this Method Statement is to establish the general guidelines for Fiber Optic
Cable Installation, Termination, Splicing and Testing in order to assure that the works are in
compliance with the project drawings and specifications for JFGP2 - Utilities, Sulfur &
Interconnecting Systems Project.
2. SCOPE
This Method Statement covers the objective and requirement pertaining to the Fiber Optic
Cable installation, Termination, splicing and testing under the scope of inside Saudi Aramco
process plants for instrumentation and/or process control systems applications only.
3. RESPONSIBILITIES
Work Permit Receiver shall initiate and complete all applicable section of the permit to work. He
should prescribe the work activities in the permit to work to ensure it is conducted in the most
efficient manner. Notifying the issue of work progress and completion and ensuring that the site
is returned to a safe and operational state. Providing and arranging all necessary resources
related with performing the work. Taking adequate care to preserve the permit in good condition.
Certified and approved F.O cable splicer / Testing Technician will perform all F.O
Cable activities such as testing before material receiving of FO cables, and after

Verify that personnel is/are stationed at the pull-through Maintenance Holes to:
a) Alert the pulling personnel in the event of a mishap.
b) Monitor the cable during the pulling process.
c) Help with cable lubricating, as required.
d) Help guide the cable into the duct on the opposite side of the Maintenance
Hole if the subduct is non-continuous through the Maintenance Hole.
Ensure that all necessary equipment for splicing is calibrated and functioning
properly.
All necessary working permits shall be obtained and RFI shall be submitted
within 24 hours prior to splicing.
3.4 QUALITY CONTROL MANAGER
Ensures supervision and coordination with QCIs for monitoring and inspection
of construction and erection work carried out by CONTRACTOR or Sub-
Contractors for the specialist disciplines within his area of responsibility.
Coordinate with PID pertaining to inspection and any quality issue.
Surveillance of all construction ongoing activities and issue RFI for final
inspection after completion of work.
Ensures the performance of construction activities and technical assist for the
operations pertaining to the relevant construction discipline.
Verify all equipment certificates of FO cable splicing and testing shall be
available at work location.
Ensure splicing and testing shall be done with the presence of the PID.
OTDR and Power Meter Light Source shall be used for testing and fusion
splice machine for splicing.

4.1 GENERAL
The cut-off date of this series of Saudi Aramco Standard is on 31 March 2019.

Fiber optic cable shall be tested on the cable drums (On-reel, OTDR) prior to
release / transport to the worksite.
Fiber Optic cable shall be tested and shall fully comply with project standards
and specifications applicable.
Verify all the equipment and components received / comply with the project
PO specification and shall conform to all applicable requirements, standards
and specifications prior to release to be used as part of the work.
Verify that material and accessories are in accordance with the Saudi Aramco
approved project specification,design,drawing,diagrams,schedules, list
database and associated design documents.
1) Cable reels shall be transported and stored on edges of flanges only (not on flat side of
flanges). Reels shall be secured (all four corners) to prevent damage from load shifting
during transportation and storage. Cable reels shall be rolled in accordance with roll
directional arrows labelled on reel flanges.

2) Lifting equipment, tools, rope, slings, men, and soil shall not contact the cable or cable
protective covering during transportation and handling. Mechanical force or pressure shall
not be applied to the cable surface during handling.
3) Cable reels shall be rolled on hard surfaces and not allowed to sink into soil during handling.
Reel flanges shall be cradled between the fork tines, and shall touch flange edges at all
four points.
4) Cable reels shall be aligned flange to flange in storage and shall be stored to provide
easy access for lifting and moving.
5) Cable ends shall be sealed (water and dust-proof seals) and firmly secured during
transportation and storage. If cable ends are exposed for on-reel testing or sampling, they
shall be re-sealed (water and dust-proof seals) and firmly secured. Cable reels shall be
stored away from open flame, fire, arc welding, brazing, grinding and other sources of
high heat or ignition.
6) Cable reels shall be stored away from chemicals and petroleum products (including
potential spilled liquids and spray mist).
7. WORK METHODOLOGY
Check Duct Bank & FO Cable Route as per drawing so as to determine exact
location of the trench / ductbank and relevant equipment needed to be installed.

Multiple fiber optic cables between two locations shall be diversely routed
to provide additional reliability and survivability as per SAES-Z-020 Para 5.2
1) Cable pulling shall be done in a manner not to damage the cable. The workmen
are positioned correctly in a straight section of the trench and rollers with a skid
plates are used at bends. The minimum bending radius of the cable shall be
maintained as per the manufacturer’s recommendations, which is 20 times the
overall diameter of the cable when pulling the cable by hand. The pulling tension

on the fiber optic cables shall not exceed 600 pounds, as per manufacturer’s
recommendations.
A. Under tension: Twenty times the cable diameter
B. Not under Tension: Ten times the cable diameter
3) Laying the Cable on the Ground prior to pulling into buildings or through conduits
while installing cable on trays or in conduit, it’s common for a brief period to lay the
cable on the ground prior to cable pulling. This shall be done by maintaining the
manufacturer bending radius at 20 times the diameter in the figure eight (8).
Note: the area shall be properly barricaded off and the area is free from sharp
object.
4) Scrap pieces of fiber shall be cleaned up from the work site and properly discarded
in a container before leaving the work site.
5) On Reel FO cable testing shall do before and after cable pulling by the use of
A2 OTDR test equipment.
6) During cable pulling, pulling tension shall be monitored on the torque meter to
A2 ensure that this does not exceed the limit provided by the manufacturer.
All equipment required for proper pulling shall be operational and strategically
placed to avoid interruption of the installation process.
Prior to commencing the cable pulling, all cable drums shall be set in place and
all necessary equipment, tools, and hardware set up to start the cable pull.
Cable pulling shall not be started if it appears that climatic condition shall
deteriorate and cause the cable pulling sequence to be interrupted or delayed.
Confirm that the underground conduit / duct installation is completed.
Prior to pulling cable through ducts, ensure that they are cleaned and free from
debris.
Prior to work on a pedestal, ensure that is properly cleaned.
The cable drum is normally set-up with the leading end of the cable coming from
the top of the drum. A tendency for turns of cable to become loose and damage

can result from pulling the cable from the bottom of the drum. The trench should
be properly cleaned out and free from any obstacles / debris.
A means of communication between the drum side and the pull end side shall be
provided, i.e. flags, battery operated headphones, whistles, etc.
Note: It is very important that the cable is not bent to a radius below manufacturer’s
recommendation or is subjected to abnormal tension. The cable shall be laid
carefully so as not to be dropped on the ground. Cable must not be straightened
out by standing or jumping on the cable.
1) Confirm the size, type, orientation and location of FO cables in conformance with
drawings and client standards.
2) Confirm that the conduit / tray system is completed as per approved drawing.
3) Confirm that the final inspection of the cable tray system has been signed by all
relevant parties prior to cable pulling.
4) Cable wire to be installed with minimum amount of friction. Suitable lubricant to be
used (where necessary).

7.3.1 General
1) The fiber shall be carefully handled to avoiding breaking or scratching the fiber
surface.

A2 spliced in location provided for in the drawing.

8) At all buried splice locations, sufficient additional cable length (slack) shall be

left to reach from the splice enclosure (or splice pit) to the inside of a cable
splicer's vehicle or other facility that maintains a suitable environment for
splicing fiber optic cable.
7.4.1 Choose a flat, level table approximately 90 x 120 cm (3 x 4 feet) in size as your
work area for this demonstration
7.4.2 After the hot knife is warmed up, use it to cut the fiber cable on which you
installed the ST® connectors in Lab. Cut the fiber about 1 meter (39
inches) from either end (this is about the midpoint of the fiber cable
assembly).
7.4.3 Insert one of the cut fiber ends into the Professional Fiber Cutter through
one of the center-most holes farthest from the cutting blade. Make certain
the fiber end extends slightly past the opposite end of the cutter body. Trim
the fiber by applying pressure to the cutter razor blade. Repeat with the
remaining fiber end.
7.4.4 The Fiber Optic Splice you will use in this activity is a capillary type. It is a
brass cylinder with two precision holes drilled through the center axis. The
smaller hole is drilled completely through, and is slightly larger than the
cladding diameter of the 1000 μm optical core/cladding fiber supplied with
this kit. The larger hole is slightly larger than the fiber jacket diameter and
is only partially drilled into each end.

7.4.5 Hold the Micro-Strip fiber stripper in one hand and one length of fiber cable
in the other. Do not compress the handles of the strippers.
7.4.6 Insert the fiber cable through the hole (fiber guide) in the fiber stripper until
the fiber end aligns with the ruler markings for 6.3 mm (1/4 inch) on one
of the handles. Note: This may be the shortest marked length on the
stripper.
7.4.7 Squeeze the handles of the fiber stripper fully closed for five seconds and
then slightly release pressure on the handles.
7.4.8 While maintaining a slight constant pressure on the fiber stripper handles
pull the fiber cable away from the tool (a strong tug may be required).
7.4.9 You should now have a fiber cable that has its bare core and cladding
exposed for about 6.3 mm (1/4 inch).
7.4.10 Dip one of the stripped fiber ends into the vial of index-matching gel to
place a small bead of gel on the fiber end face. Slide the fiber end into the
brass Fiber Optic Splice until the fiber jacket seats.
7.4.11 You will use the 0.128-inch hex hole in the jaws of the crimping tool to
crimp the splice onto the fiber cable. It is the smallest of the holes in the
jaws that have six sides. If the crimping tool jaws are not fully open, slowly
squeeze the handles until the jaws fully close. Continue squeezing until
the latch mechanism releases. Make certain the end of the splice body
with the fiber is lined up with one side of the hex hole. The hex hole in the
crimp tool should overlap the splice body only where the fiber jacket is
inserted. Slowly squeeze the handles of the crimp tool until the jaws just
make contact with it. Do not apply any further pressure on the handles.
7.4.12 Make sure the fiber cable is still pushed completely into the splice. While
making certain the fiber cable and splice body do not move out of position,
slowly squeeze the handles to close the jaws until the tool bottoms and
springs open. The crimp is now complete.
7.4.13 Dip the remaining stripped fiber end into the vial of index-matching gel to
place a small bead of gel on the fiber end face. Slide the fiber into the
other end of the brass Fiber Optic Splice until the jacket seats.
7.4.14 Slide the appropriate boot onto the fiber / cable
1) Use the 1000-micron boot for micron Tight buffered, 1000 micron furcated.
2) For LC connectors, also slide the trigger onto the fiber / cable after installing
the boot.
7.4.15 1000 Micron tight buffered fibers
1) Using the strip length gauge and permanent marker, measure and mark from
the end of the buffered fiber.
2) To expose bare glass, remove the section of buffer and coating in two steps
using Dual hole miller tool.
3) For SC and ST compatible connectors, measure and place a visual mark on
the buffer an additional back from the end of the buffer. For LC connectors,
measure and mark the buffer back.

4) Clean the bare fiber with two passes of a fiber wipe dampened with fiber optic
cleaning fluid
7.4.16 Jacketed Cable
Note: Take your time to do the following four steps correctly excessive yarn
length will have to be trimmed later. Yarn too short may result in weak strain
relief for the connector.
Note: When using this jacket stripping tool to strip buffer, do not attempt to
slide severed tube or jacket off the fibers with the sliding motion commonly
used the strip copper wire with this tool. Doing so many break the fibers.
1) Use the correct AWG size opening for the cable being used and strip off the
section of the outer jacket with the jacket stripping tool.
2) Use scissor to trim the aramid yarn jacket, flush with the end of the outer jacket.
3) Strip off the section of outer jacket, exposing of aramid yarn using the jacket
stripping tool.
4) Fold the aramid yarn back over the cable jacket and slide the crimp ring about
5 mm down the yarn to hold it out of the way.
5) Use the dual-hole miller tool to remove the of buffer and coating in two step.
Note: It is important to check the locations of the second mark after stripping.
For SC and ST compatible connectors, the mark must be near the edge of the
jacket. If necessary, work the buffer back into its original position in the jacket
as follows.
- Grasp the cable several inches behind the strip point.
6) Pull the cable until the second mark is near its starting position. SC and ST
compatible connectors near the edge of the jacket. Clean the bare fiber with
two passes of a fiber wipe dampened with fiber optic cleaning fluid. Do not
touch the bare fiber after cleaning it. Do not remove the visual mark.
Note: Once the fiber is cleaved, do not clean the fiber or allow it to contact
anything. If the cleaved fiber does not contact something repeat the fiber
preparation and re-cleave.
7.7.1 Complete the connector assembly process by following the appropriate steps
below by your connector type.
7.7.2 Jacketed Cables
1) Ensure the ferrule dust cap is installed.

2) Hold the cable and slide the crimp ring back along the cable jacket to free the
aramid yarn.
3) Flare the yarn around the connector. The ends of the yarn should just touch
the back of the square cam. If the yarn is too long trim it now.
4) Hold the connector and push the crimp ring over the aramid yarn and against
the back of the connector cam.
5) Place the connector crimp ring into the opening of the crimp tool jaws.
6) Squeeze the handles shut until they automatically release. Indicating
completion of the crimp. Remove the connector and cable from the tool.
7) Proceed to description for your connector type below to complete the
connector assembly.
7.7.3 SC connectors
1) Ensure the clear ferrule dust cap is installed.
2) Slide the boot up the back of the connector until it reaches the cam.
3) Install the outer shroud by lining up the data code with the key side of the outer
shroud. Using the boot, push the unicam assembly into the outer shroud until
it snaps into place.
7.7.4 LC connectors
1) Ensure the clear ferrule dust cap is installed.
2) Remove the black load adapter.
3) Slide the trigger up to the back of the connector and latch its arms into the
windows of the housing.
4) While holding the connector by the front dust cap, slide the correct strain relief
boot up the back of the connector and under the trigger until it stops.
7.7.5 ST Connectors
1) Remove the black load adapter.
2) Reinstall the clear ferrule dust.
3) Slide the boot up the back of the connector until it reaches the cam.
8. QUALITY INSPECTION
9. TESTING METHODOLOGY
9.1.1 End to end attenuation test shall be done after cable installation, cable splicing,
and cable connectors attached.
9.1.2 Measure the loss in one direction from location A up to location B the optical loss
A to B direction is measured at location B.
9.1.3 Measure the loss in the other direction from location B up to location A. The optical
loss in the B to A direction is measure at location A.
9.1.4 All cable splicing operation must be performed by a certified cable splicer. The
cable splicer / technician shall be Saudi Aramco certified or certified by a
recognized international standard organization.
9.1.5 Acceptance testing requirements for the fiber optics shall comply with the
requirements of the three (3) items of Table 1 of SAES-T-624, para. 7.1.
Commentary Note: only the item number 1, item number 2 and item number 3 of
Table 1 of SAES-T-624 are the applicable testing requirements because item
number 4 up to item number 6 are applicable only to long haul application.
9.1.6 Optical fiber cable acceptance test shall be recorded on the Optical Fiber cable
Acceptance Test Record (Exhibit 1) according to Table 2 instructions as per
SAES-T624 of para.7.6.
9.1.7 Copper and Fiber Optic cable testing and acceptance shall be performed in
accordance with the standard SAES-T-634, The tests and inspections shall be

witnessed by the proponent representative, Inspection Department and other
involved stakeholders.
9.1.8 The maximum attenuation of each fiber within a cable ,when normalized to a
A2 length of 1 km.: a) At wavelength =1,300 nm, shall be 0.5 db/km or less, and b) At
wavelength = 1,550 nm, shall be 0.3 db/km or less.
9.1.9 End-to-end testing shall be carried out on all outside plant fiber optic cable facilities
A2 (defined as the span of fiber from the transmitter to the receiver) to document the
overall optical loss.”
12. SAFETY
Fiber Optic Cable Installation, Splicing and Testing works shall always be carried out in a
safe manner, with all site personnel, staff and worker, fully adopting the project safety
requirements.
All parties shall be particularly aware of safety requirements concerning working in trenches
for Cabling Pulling, Splicing and Testing.
All underground fiber optic cable installation shall comply with the safety requirements.
Warning device which are to be used by telecommunication personnel at work locations
involving underground buried or aerial plant.
The manhole ladder should be placed so that the worker faces oncoming traffic during
entrance to or exit from the work area.
The manhole shield may be installed to keep water and windblown trash out of the manholes
by merely turning the shield over.
Warning standards “Men Working” with yoke the flag is to be used to alert oncoming traffic
to the presence of telecommunication personnel.
Safety Officers on site should see to it that all workers observe safety standards prior to
starting the work and that zero accidents should be the priority.
