1.0 Purpose
As per contract scope of work to determine the optimum sequencing of activities and level of
resources necessary to provide a successfully completed project within cost and schedule
constraints.
This Method Statement describes technical requirements and procedures to be followed on site
for installation of underground electrical services (duct bank, stub-up, manhole and handhole) as
summarized and detailed on the contract drawing and in the project specifications.
The purpose of this Method Statement is to describe the methodology and material handling
requirements related to Under Ground Electrical Services.
This document describes the method statement for Underground Electrical Services installation for
the project, and to ensure that all concerned persons are familiar with the sequence of activities,
utilization of resources and execution of works in compliance with applicable safety, quality
procedures, project documents and specification.
This Method Statement describes a proper work procedure shall be carried out during the installation
of the underground electrical services as per specification and contract drawings.
The scope of work will involve the installation and testing of Underground Electrical Services in
accordance with the approved design and relevant specifications. This covers the installation of Duct
Bank, Stub Up, Manhole and Hand hole, Earth Rod Pits, Concrete Pads, Cable Warning Signs and
Tapes. Method of Statement for Cable Laying and other related activities will be submitted
separately.
The standards and specification to be followed and References are described in Section 3.0 and
Section 4.0.

Contractor must
Submit documents for material approval (MAR) – which shall be approved by TYPSA.
Verify that material receiving inspection has been performed by the Engineer.
Ensure that material storage and handling is as per procedure, where conduits and fittings shall
be raised from the floor using wood bars & wrapped up to maintain stability during storage.
Cover the material and maintain cleanness during Storage (polythene cover shall be used).
Check model & type of material against the items listed in material withdrawal request or
delivery note.
All the relevant specifications, required latest standards specified in the contract and approved
drawing must be complied.

Ensure that all safety requirements are in place in accordance with project safety plan & related
JSA.
To ensure that the approved Method Statement and Inspection Test Plan will be available at site
during the implementation of works
Prior to start the work, QC & site engineers shall ensure that the latest “Approved Drawings”
are available at site, (100% design, IFC and/or shop) drawings should be available at site.
Supervisor shall ensure equipment and correct tools are available for installation, operation and
to achieve compliance with the project requirement and specifications.
Check for potential interference with mechanical pipes and other underground facilities /
utilities.
Temporary lighting and power supply for installation have to be completed. This is in the case,
work is to be carried out in the night.
The safety of all personnel and equipment is the highest priority during the execution of the works.
Personnel Protective Equipment (PPE)
All project personnel, sub-contractors and visitors will be required to wear minimum required
PPE, the following PPE and safety equipment are to be used for this task;

Ears Muffs
Hi viz vest
Dust Mask
6.0 Resources
Proposed Materials shall be tested as per Material Research Department Test Methods
(MRDTM), Test Results shall be submitted for approval before beginning of activity and as
per general specification.
Approval of the Subcontractor from Consultant shall be obtain before specific activity and
subject to follow the approved Quality Control Plan and HSE Plan.
If the work or portion of work is to be sublet, than prior approval of subcontractor is required from
TYPSA.
IFC drawings shall be obtained from Consultant before any activity or work performed
accordingly.
6.4 Equipment
Our plan is include but not limited to Supervision by Safety Personnel, Tool Box Induction, Tool
Box Talk, Random Inspection, and Safety protection (New Jersey Barrier etc.), Safety Signs and
Personal Protection Equipment will be always provided and all the time.
PVC pipes and other items shall not be dropped or thrown to the ground, knocked
against other conduits or against sharp objects that may cause permanent damage.

Contractor’s surveyor will mark the proposed route as per approved drawing.
Coordinates for the proposed route shall be submitted for approval to the Engineer.
Before commencement of the excavation, check for the presence of any existing
underground services by means of appropriate tools and equipment.
11.0 Excavation and Backfilling

During Excavation, Surveyor will check the route, depth and width of the trench.
Backfilling of the excavated portion will be as per approved drawings and specifications.
Warning Tape will be used during backfilling, as per specifications and approved
drawings.
12.0 INSTALLATIONS
The excavation for the trenches will be done for the duct bank as per the layout given by
Surveyor and as per approved drawings.
The width of the trench will vary depending on the number of conduits.

The cutting of the trenches will be done as per approved drawing.
The approved vapor barrier needs to be placed.
For duct banks in stable soils, the soil below the duct bank shall be compacted to 90 %
of maximum density to a minimum depth of 300 mm.
The bed of the trench must be smooth and free of sharp edges, ridges, rocks, etc. The
same is placed a layer of sand or river mine washed clean loose -free organic
substances, clay or earthy particles.

Skilled workers to install the supports in order to start conduits installation.
Clean each conduit thoroughly before laying. During construction and after completion of
the duct banks, plug the ends of conduits to prevent water washing mud into the
conduits.
The direct buried PVC ducts shall have a minimum dry sand cushion of 150 mm and a
minimum dry sand cover of 300 ram, over which 50 mm thick concrete tiles shall be
placed.
Depth for direct buried PVC ducts and PVC coated rigid steel conduits shall not be less
than 600 mm from finished grade level to the top of conduits.
Where the duct bank enters a building below ground level, the conduit shall terminate in
an appropriate fitting. An end bell shall be used on conduits entering manholes.
A run of conduit shall not contain more than the equivalent of four quarter bends. Bends
in conduit shall be made without reducing the internal diameter of the conduit. The
inside radius of the conduit bends shall not be less than one meter.
The bends in the run of the conduit shall not exceed the numbers mentioned in
specifications. Bends in conduit shall be made without reducing the internal diameter of
the conduit.
Matching end bells and plugs, constructed of high impact plastic, shall be provided
throughout the duct bank at the ends and in manholes.
Each length of conduit shall be provided with one standard coupling. Couplings shall
have a center step to ensure proper seating. Joints shall be made with the solvent cement
as recommended by the conduit manufacturer.
Once laying the approved pipes at site, the conduits should be firmly placed so that there
is no movement for the conduits.
The conduits should be covered either by backfill material or with concrete all round with
the min thickness of 75mm as a concrete cover at whole side ends.
Concrete encasement shall be class C21 concrete with 19 mm maximum size aggregate for
all duct banks.
Nylon rope will be placed in each conduit after cleaning, after which the conduits shall be
capped / plugged immediately.
Red dye shall be trowelled into the top surface after pouring the concrete for warning
purposes.
Conditions to be fulfilled in underground duct bank crosses:
The minimum distance between low voltage lines, will be 0.15 m.
The minimum distance between power lines and water pipes shall be 0.6 m.
The minimum distance between low voltage lines and telecom lines will be 0.3m.
Distances and clearance to other utilities shall be maintained along the run of the trench.
12.2 STUB-UP’s
The surveyor will provide the marking as per the approved drawing and the same
approval will be taken by consultant through RFI as per standard procedure. Exact stub-
ups locations and termination requirements for each equipment shall be verified on site,
before commencement of laying underground or under-floor PVC conduits for required
power and control wiring
Stub-ups for electrical equipment connections and other requirements shall consist of
either 100 mm or 150 mm diameter hot double-dipped galvanized rigid steel conduit
entirely encased in concrete.
Stub-ups for electrical equipment connections and other requirements shall be as per
approved drawing and specification.
The bends for stub-ups shall be 90 degrees with a minimum radius of 1200 mm.
Bends for stub-ups shall serve as transition between PVC conduits embedded below
grade and rigid steel conduit installed exposed on surface. Such bends shall be provided
with a PVC steel coupling on one end and a threaded male or female adapter on the
other end.
Where extensions of PVC conduits above grade are required as stub-ups, a transition
bend having PVC / Steel coupling on one end and threaded male or female adapter on
the other end shall be used.
The PVC coated rigid steel transition bend or conduit shall extend minimum 150 mm
above grade. A concrete envelope 100 mm high above the finished floor shall be formed
around such risers to minimize corrosion at point of emergence. The top of the envelope
shall be sloped for drainage.
Earthing shall be provided as per approved layout / drawing (If applicable).
Contractor’s surveyor shall mark the location of hand holes and manholes and submit the
co-ordinates to the Engineer for its approval.
The excavation for the manholes\hand holes will be done per the approved MS for
excavation.

The width of excavation will vary depending on the manholes\hand holes size.

Appropriate type and size of manholes\hand holes shall be provided as shown on the
Drawings or required on site in compliance with the requirements of SASO, NEC and
Electricity supply authority (SEC) or Saudi Telecom Co. (STC) regulations.
Manholes\hand holes shall be constructed of pre-cast or cast-in situ concrete to sizes
shown on the Drawings. Horizontal concrete surfaces of floors shall have a smooth steel
trowel finish
A sump pit shall be built into die base slab directly beneath die manhole\hand hole
opening to collect and retain any water present in the manhole.
The duct bank manhole / interface shall include an expansion joint to take up
longitudinal movement due to expansion and construction of die duct bank. This joint
shall also act as water stop to prevent water from seeping inside thee manhole\ hand
holes.
The exterior of the manhole\hand holes shall be waterproofed, wife a bituminous
coating in accordance with Section 03300, but not less than 0.3 mm dry film thickness
in any case.
Access to deep manholes\hand holes shall be through a chimney. Permanent ladders or
rungs shall be installed, if required.
Manholes shall be provided with earth-rods and cable supports as per the requirements
of SASO, NEC and Electricity supply authority (SEC) or STC regulations.
Frames and covers shall be watertight and covers shall fit the frames without undue
play. These shall be free from warp and blow holes that may impair their strength of
appearance.
Steel and iron shall be formed to shape and size with sharp lines and angle and shall
have a smooth finish.
Set pulling-in irons and other built-in items in place before pouring concrete.
Provide a 3 m earth rod external to each manhole and hand hole. Also provide an earth
bar in each manhole and hand hole affixed to the wall above the duct bank box-outs.
Connect to earth rod using 70 mm2 bare copper conductor and bond earth conductors
associated with each power cable inside the manhole or hand hole.
Appropriate type and size of manholes\hand holes shall be provided as shown on the
Drawings and as per specifications.
Construction of Manholes and Hand Holes shall be as per approved drawing and
specifications.
1. Limit the movement of vehicle and equipment’s at work area, New Jersey barrier and
warning signs will be used. Stock pile of materials shall not damage to existing vegetation
and any sort of obstacle to traffic or damage to public property.
Movement of the un-authorized vehicle should be minimised in the work area, Safety
Barriers and warning signs shall be used along the length of the trench. Material placed at
site shall not cause hindrance to the movement of vehicles.
2. Area shall be protected by installing New Jersey barrier (plastic and concrete) and warning
tapes around the work area to secure it with nylon/steel rope.
3. Parking area shall be allocated outside the work area.
4. Safety signage shall be erected in suitable location.
5. Lighting arrangements will be made for night safety.
6. Ensure all on going activities are inspected by competent inspector on daily basis.
Only qualified and trained personal will be involved/deployed during construction phase.

the equipment required to execute the works are available
Co-ordination with the Consultant, during visit from SAR, he should be available at site.
Execution of activities within this method statement’s scope. He should confirm that all
activities are being carried out as per specifications and approved drawings.
Implementation of Safety Requirements at site as per JSA and Risk assessment plan.
Ensure and monitor the work progress in accordance with the required program and
report the same to the PM.
Co-ordinate with the safety engineer to ensure that the works are carried out in a safe
working practice.
Co-ordinate with the QC engineer for the tests to be carried out and to initiate the
inspection for the finished works.
Ensure that the site is maintained neat and clean, safe and tidy.
The QA/QC Engineer is responsible to check the quality documentation of the items
received by The Production Team, verify that it is completed and that it follows the
specified requirements.
The QA/QC Engineer must submit to the Engineer the documentation received as well as
the tests done, and distribute the construction documentation to the technical team who
is in charge of the construction.
Ensure that all the works are carried out as per project approved specification and the
related quality control procedures.
Inspection of finished product as per approved criteria and raised RFI for the Engineer’s
approval.
Maintain inspection and test records, completed for any future reference.
Conduct tool box talk as per approved safety procedures, mentioned in JSA and Risk
Assessment.
15.5 Work Force Training:-
Each individual in the team need to get training as mentioned by the Engineer’s Safety
personal. Work Permit must be present all time during the course of execution.
