1. OPERATIONS CONTROL CENTER REQUIREMENTS


1.1. Generalities

1.1.1.1.1. All five lines shall be operated mainly from existing OCC in Riyadh, which is designed,
built and equipped for NSR project by Thales.

1.1.1.1.2. The operation control architecture shall be based and integrate all five new lines upon
this existing OCC.

1.1.1.1.3. A Temporary OCC (TOCC) is also designed, built and equipped for NSR project in Hail
by Thales.

1.1.1.1.4. Any general reference to OCC in this document shall be considered as a) current
situation for OCC in Riyadh and Hail under S&T100 (NSR) contract, but as b) a
requirement to be fulfilled under this contract.

1.1.2. Main and back up OCC

1.1.2.1.1. Main and back up OCC will be required, following this scheme

1.1.2.1.2. Main and secondary OCCs shall have the same performances in systems
representation and operational tasks.

1.1.2.1.3. The servers in both OCC and back-up OCC shall be of redundant architecture.

1.1.2.1.4. Primary OCC shall have priority over the secondary OCCs.

1.1.2.1.5. Primary and secondary OCCs shall be feasible to send orders to different systems at
the same time. Both OCCs (primary or secondary) shall not be allowed to send orders
to the same system at the same time.

1.1.2.1.6. The same state of the different elements and systems must be viewed in primary and
secondary OCC.

1.1.2.1.7. The Bidder must provide a procedure to manage the swap between the primary and a
secondary OCC and vice versa, including emergency situations.

1.1.2.1.8. The Contractor has to liaise, manage the interface and cooperate with the S&T100
(NSR) Contractor in Riyadh and Hail OCC.

1.1.2.1.9. The S&T project Department of the Employer will support the contractor for any
internal integration.

1.2. Introduction and General Organization

1.2.1.1.1. The main functionality performed within the OCC main room by the Controller is the
Dispatching of all trains on the entire Network to remote control and monitor all
signaling installations on the assigned lines.

1.2.1.1.2. The new signaling installations shall mainly be remotely controlled by a controller in
Riyadh OCC with a computer in association with a panorama projection.

1.2.1.1.3. The Auxiliary functionalities performed in the OCC shall be at least the following ones:

 Rolling Stock Management (default detectors management);

 Automatic Route Setting;

 Automatic Train Operation (ATO);

 Train Describer;

 Timetable Management;

 Line Overview;

 Time Line Graph;

 Event Recording; and

 Service and Diagnostics (S&D).

1.2.1.1.4. The functionality of every system is detailed from point 1.9 below.

1.2.1.1.5. The Signaling system to be implemented shall have strong characteristics of


integration and flexibility, integrating all the information that converge to the OCC,
deriving from as much from operational systems (lower level) as from corporative
systems (higher level) and providing monitoring functionalities and control of these
systems in a transparent manner from its origin to its diverse operational users.

1.2.1.1.6. The OCC shall accomplish the function of not only integrating information but also
manipulating it whenever possible in an “intelligent” manner, automating processes,
facilitating communication, anticipating conflicts, providing operational support and
decisions.

1.2.1.1.7. The main Operating Control Center (OCC) shall be located in any other location
determined or agreeable by the Employer.

1.2.1.1.8. The OCC is planned to comprise the following:

 A main operation room for real time management so called “OCC main room”;

 A batch processing operational room, where the daily trains / goods schedule to be
prepared / studied.

 One or several technical rooms;

 An office for the OCC Superintendent;

 A board room or «crisis room»;

 A rest room

 Washrooms

 Maintenance rooms

 Administration room

 Communication controller room

 Etc….

1.3. OCC main Room

1.3.1. General

1.3.1.1.1. The OCC main room is planned to be suitable in size to cover all workstations as well
as additional workstations required under this Contract and for additional tasks in
particular in case of electrification of the line.

1.3.1.1.2. The new workstations shall be set in order to allow the operators to communicate
easily with each other and access readily to shared information, without interference
with each other (telephone and radio conversations, the diffusion of information to the
passengers in the train station.

1.3.1.1.3. The OCC main room shall be set in such a way to keep in mind the team notion and
the uniqueness of the command.

1.3.2. Panorama Projection

1.3.2.1.1. A large-scale display is about to be installed in the Riyadh OCC main room by the
S&T100 Contractor. It consists of a video wall display processor and rear projection
display cubes.

1.3.2.1.2. The video wall processor is about to function as the HMI, from which man can change
the layout of the video wall or the image parameters.

1.3.2.1.3. The display wall processor shall receive input from the Signaling HMI computers for
Train Operation, RSM and CCTV decoders through DVI cables.

1.3.2.1.4. The display cubes are connected through the control ports of their terminal panel. The
master/slave configuration is defined in the DIP switch of each cube. Any external
controller, e.g. PC, can control the monitors with Adobe Wallaby software, through RS-
232 connection.

1.3.2.1.5. The existing system configuration is using an Advantech video wall controller HPC-
7442 with the following applications:

 a D-Wall server overlaying the video sources and

 a D-Wall control communicating with D-Wall server to remotely control the video
wall,

and Mitsubishi 50PEF78 50" SXGA type display wall cubes.

1.3.2.1.6. All necessary interface cables are to be procured by the Contractor.

1.3.2.1.7. The interface with the panorama projector shall be arranged with the S&T100
Contractor.

1.3.2.1.8. Additional workstations, monitors, furniture and chairs shall be arranged in a way that
achieves the best possible ergonomics.

1.3.2.1.9. All OCC main room staff shall be able to look at the following simultaneously without
wending or standing up:

 The entire Panorama Projection display area; and

 Each monitor of the individual workstation.

1.3.2.1.10. The construction methods for additional workstations inside the OCC shall be identical
in basic design and material.

1.3.2.1.11. Additional computers and their related electrical outlets, if installed inside the
workstation, must not be accessible to operations staff. Access shall be protected
electronically by electronic cards or similar.

1.3.2.1.12. Additional chairs shall be of revolving type, high quality, with adjustable height, back
rest and arm rest.

1.3.2.1.13. The Bidder shall submit his proposal of the arrangement of the OCC main room
meeting these and all other requirements specified.

1.3.2.1.14. A panorama projection in Jubail backup OCC is out of the scope of this contract, but
any necessary provision in the offered system for future implementation in form of
extension.

1.4. Batch processing operation room

1.4.1.1.1. The batch processing operation room (at least 20 m2) shall be located near the Office
Supervisor.

1.5. Technical room

1.5.1.1.1. The technical room (at least 40 m2) shall be located near the Controller’s operation
room with a direct access to allow rapid maintenance.

1.6. The OCC Superintendent’s office

1.6.1.1.1. The OCC Superintendent’s office shall be adjacent to the Controller’s Room in order
for him to keep an eye on the operations, to ease the communications and to re-act
rapidly in case of emergency. Monitors to advise these situations shall be installed in
this office.

1.6.1.1.2. The OCC Superintendent’s office shall be separated from the Controller’s Room by a
sliding window and by a glass door. This office shall have an independent access.

1.6.1.1.3. The Surface of the OCC Superintendent’s shall be at least 20 m2.

1.7. Boardroom «Crisis room»

1.7.1.1.1. The Surface of the boardroom «Crisis room» shall be at least 20 m2, to encourage
communications and also to rapidly coordinate actions in case of emergency.

1.7.1.1.2. A crisis room in Jubail backup OCC is not in the scope of this contract, but any
necessary provision in the offered system for future implementation in form of
extension.

1.8. General requirements on the OCC software

1.8.1.1.1. Any new software shall be modular in design, easily extendable and easy to operate
and maintain. It shall be supported by user-oriented menus and tools, which can be
shown on the display in an easily understandable manner.

1.8.1.1.2. The Software to be designed for any additional OCC workstations shall correspond
with the operating system about to run at the new Local Control workstations. At least
the display, menus, tools, controls and indications shall be similar to its equivalent at
the Local Control workstations in order to minimize additional trainings of the
operations staff.

1.8.1.1.3. The operating system must provide a safety level of equal to or higher than SIL 2
according to CENELEC or its equivalent.

1.8.1.1.4. A controller must, upon commencing work at an allocated workstation, log in by


identifying himself to execute the task.

1.9. Remote control and monitoring

1.9.1.1.1. The operating system shall control all new interlocking systems remotely. Each
Interlocking shall be controllable through the Controller at the Controller workstation;

1.9.1.1.2. Each action shall result in an optical or acoustic reaction. The operating system shall
indicate the train operator whether the input has been accepted by the interlocking or
the input was incorrect and has been rejected.

1.10. GPS tracking

1.10.1.1.1. Locomotives and hi rail equipment will be equipped with GPS. GPS will be provided by
the locomotives contractor.

1.10.1.1.2. The provided GPS shall be indicated to the controller, but it shall not be used to
release part of the track.

1.10.1.1.3. GPS coordinate shall be converted in Kilometric point coordinates.

1.10.1.1.4. In case of double track, the track used by the train shall be determined according to
the route set and not according to the GPS coordinates.

1.11. Timetable management

1.11.1.1.1. Electronic timetables (train schedules) shall be provided and displayed at the OCC
workstations.

1.11.1.1.2. Staff shall be able to change timetable data temporarily or permanently.

1.11.1.1.3. The staff shall be able to input a new timetable, to input additional trains and to cancel
trains.

1.12. Automatic route setting

1.12.1.1.1. The OCC shall have an Automatic route setting system for automatic setting of routes
for train operation based on path information stored in an operational database.

1.12.1.1.2. The system shall monitor the train at predefined positions and compare this with the
timetable. The ARS system shall be activated when a train is stepped to a specially
configured track section.

1.12.1.1.3. These track sections are called ‘ARS trigger location‘.

1.12.1.1.4. If a train is delayed more than a pre-defined length of time, an indication to the
controller shall be generated.

1.12.1.1.5. ARS trigger points shall be selected in such a way that a train can approach a virtual
proceed signal at the maximum permitted speed for the route.

1.12.1.1.6. A delay shall also be attached to each ‘ARS trigger location‘. This delay is a time in
seconds that the ARS system waits after the ARS trigger location is reached by the
train before processing the route setting request.

1.12.1.1.7. In addition to the routes which can be set in trouble free operation, it shall be possible
to configure alternative and passing routes, which can be set in the case of
disruptions.

1.13. Line overview

1.13.1.1.1. The line overview shall display a schematic track layout of the whole line including the
sidings, train numbers, and signals concerned. Yard tracks (that are not signalized)
shall not be included in the line overview. As a minimum, the following information
shall be visible:

 Sidings name;

 Routes set and route setting in process;

 Location and status of signals;

 Track section status (occupied or not);

 Train numbers of the train which occupies the track section;

 Timetable deviations;

 Position of the points; and

 Temporally blocked line (information entered by the controller).

1.13.1.1.2. Information about available train data shall be displayed to the users on request.

1.13.1.1.3. Geographical train position based on track kilometer references shall be displayed to
the user on request.

1.13.1.1.4. Current operational mode of the trains shall be displayed together with train running
e.g. shunting, full supervision, on sight, etc.

1.14. Time line graph

1.14.1.1.1. The Workstation of the main controller shall be able to generate and display a Time-
Line graph (time-distance diagram) supporting the operator in his dispatching task
(management of encountering in sidings).

1.14.1.1.2. The time-line graph shall be the representation of train movements in a coordinated
system. A basic grid shall show on two different axis:

 The time scale subdivided into minutes; and

 The line scale subdivided into the relevant sidings and station and block sections.

1.14.1.1.3. The time-line graph shall calculate the location of the train in the future and help the
controller to manage the encountering. Train numbers and timetable deviation shall be
displayed.

1.14.1.1.4. Expected timetable deviation, taking into account the expected stopping time at
stations and sidings shall be calculated.

1.15. Event recording

1.15.1.1.1. Recording of Information pertaining to the dispatching shall be provided for


maintenance purposes and for legal purposes.

1.15.1.1.2. Downloading and printing of this information shall not affect the safe functionalities of
the Interlocking system and shall be possible at any time.

1.15.1.1.3. The data logging shall always store at least the last 2 weeks in service and all
information must be time stamped. It shall store at least:

 All the actions performed by the train operators; and

 All other inputs and outputs that may be used to facilitate maintenance and quick
detection of fault by the maintainer and for legal purpose after hazardous situations.

1.16. Service and diagnostics (S&D)

1.16.1.1.1. In order to facilitate remote fault localization of all track-side signaling sub-systems and
OCC systems by maintenance staff a Service and Diagnostic (S&D) application shall
be provided.

1.16.1.1.2. The S&D software of the OCC shall analyze, link and evaluate indications such as
status, faults, and event indications.

1.16.1.1.3. The maintainer shall be able to select any controlled location and assess the condition
at any remote location, just as if he was standing in this very location.

1.17. Workstations

1.17.1.1.1. Each workstation shall consist of a PC, a keyboard, a mouse, and several high
resolution, flat screen, color monitors.

1.17.1.1.2. The final allocation of the workstations, the functions, applications and responsibilities
shall be determined by the Contractor and be approved by the Engineer during the
detailed design phase.

1.17.1.1.3. Low-noise color printers shall be provided in the OCC operator room. They shall be
accessible to all workstations in the OCC operator room.

1.17.1.1.4. The following tables provide a proposal of the different workstations to be installed in
the OCC. They specify the name/function of the user, the proposal number of monitors

required at each station, and the functions and applications the particular station shall
be responsible for.

1.17.1.1.5. The Bidder shall define the number of workstations required and the functionalities of
these workstations.

1.18. Alarm management

1.18.1.1.1. If alarms exist for the functionalities of the workstation, alarm windows shall always be
displayed at each workstation.

1.18.1.1.2. If any alarm has not been acknowledged it shall be displayed in the alarm window.

1.18.1.1.3. All alarms shall be presented in an alarm list that is displayed on request.

1.18.1.1.4. Alarms related to a specific geographical part of the track shall only be handled by the
controller who has the control of the area.

1.18.1.1.5. A specific alarm and its status shall be displayed on the screen in relation to affected
objects

1.18.1.1.6. The alarm shall be removed from the alarm list when it is cancelled.

1.18.1.1.7. It shall be possible to configure an alarm with a visible and audible component.

1.18.1.1.8. It shall be possible to define different priority of alarms during data preparation.

1.18.1.1.9. It shall be possible to acknowledge individual alarms or groups of alarms.

1.18.1.1.10. It shall be possible to delete an alarm.

1.18.1.1.11. Information about the current status of an alarm shall be displayed.

1.19. General Man Machine Interface function

1.19.1.1.1. Every user input shall produce an audible and-or visible feedback to confirm that the
action has been correctly recognized.

1.19.1.1.2. All text information shall be in English or Arabic as requested by the user.

1.19.1.1.3. It shall be possible to interact with the system in two ways, either by keyboard or by
pointing tool (mouse).

1.19.1.1.4. Information requiring a user attention shall be presented in such a manner as to alert
the user to the situation.

1.19.1.1.5. Object status displayed on track layout shall be updated when status are changed in
the system.

1.19.1.1.6. The user shall easily recognize if the display is frozen. The whole chain from the object
to track layout presentation shall be supervised.

1.19.1.1.7. MMI related functions shall indicate to the user that it is working when the result of the
user’s input cannot be immediately shown.

1.19.1.1.8. When an acknowledgement is required, this shall be clearly indicated to the user.

1.19.1.1.9. In order to alert the user, the system shall be capable of producing a wide range of
sounds, e.g. mechanical sounds, electronic beeps and voice output.

1.19.1.1.10. The user shall be able to adjust the sound level volume.

1.19.1.1.11. The different sounds shall be easily distinguished and recognized by the user.

1.20. Selection of object

1.20.1.1.1. Selection of an object shall be done by a single click with the left mouse button, which
shall result in a command window containing eligible function alternatives related to
the selected object.

1.20.1.1.2. It shall be possible to select an area or objects by using the mouse (click the left button
of the mouse and drag the pointer).

1.20.1.1.3. Continued selection of objects, e.g. when a route is pointed out, shall result in a
command window containing eligible function alternatives related to the combination of
selected objects.

1.20.1.1.4. A point tool shall be possible to adapt for left-handed and right-handed users.

1.21. Log in procedure

1.21.1.1.1. Each user shall be required to login to the system entering a username and a
password.

1.21.1.1.2. The system shall not permit unauthorized access. An Authority check shall be
performed based on user name and password.

1.21.1.1.3. The system shall be able to retrieve information about users and user groups from an
external access control list.

1.21.1.1.4. The user shall be able to change the password.

1.21.1.1.5. Information about the currently logged in user shall be displayed on the Workstation.

1.21.1.1.6. It shall be possible to create and delete user groups.

1.21.1.1.7. Each user shall be able to belong to one or more user groups.

1.21.1.1.8. Each use group shall be able to handle to several users. The system shall be able to
handle, but not limited to, the following user group: Controller, Administration
personnel, Maintenance personnel, signal engineer…

1.21.1.1.9. For each user group, it shall be possible to define functions and information that the
user group shall have access to.

1.21.1.1.10. It shall be possible to define for each workplace which user groups that shall be
permitted to operate at the workplace.

1.21.1.1.11. It shall be possible to change a user at a workplace by a special login procedure that
keeps all settings from the previously logged on user.

1.21.1.1.12. Controllers shall have authority to handle all traffic controls related to signaling safety
and shall also have responsibility for traffic safety decisions, within the specified
geographical area.

1.22. User’s Rights

1.22.1.1.1. Administration personnel shall have authority to change data in the non-safety related
part of the system.

1.22.1.1.2. Administration personnel shall have unrestricted authority to read information in the
system

1.22.1.1.3. Information systems personnel shall have read only access to traffic related
information (sufficient to supervise traffic operation related data, e.g. train positions,
delays…).

1.22.1.1.4. Signal engineers shall have unrestricted access to the system.

1.22.1.1.5. Maintenance personnel shall have access to maintenance functions.

1.23. Response time

1.23.1.1.1. The response time from the operator input to start-up and command display of the
monitor shall be less than 1 second. This applies to route setting, setting virtual signal
from proceed to danger aspect and any individual operation. For route setting, any
operating time of mechanical devices and/ or analogue operation are excluded.

1.24. Repeater stations

1.24.1.1.1. Repeater stations of the OCC shall be provided at corporate Head Quarters at
RIYADH for the president and the operation manager of SAR. The following
information shall be displayed in real time on a workstation:

 Train Describer;

 Timetable;

 Line overview display; and

 Time line graph.

1.25. Computer Aided Manual Block System

1.25.1.1.1. In case of main failure of the RBC control equipment or communication link, it must be
possible to perform the block functionality using a degraded mode.

1.25.1.1.2. The Contractor shall provide the OCCs with a Computer Aided Manual Block System
in order the controller to give verbal movement authorities to the train and the
controller workstation to help the controller to keep track of the movement authority
issued, to manually track the trains and to ensure that no overlapping authorities are
issued to separate drivers.

2. SECONDARY (BACKUP) OCC AT JUBAIL


2.1. General

2.1.1.1.1. A new building in Jubail Marshaling Yard (CTW130) shall serve as secondary (backup)
OCC for lines 110,120, 130 and 140.

2.1.1.1.2. The whole building with all the required architectural, civil and MEP installations is in
the scope of this project.

2.1.1.1.3. The building shall comply with all local Regulations

2.1.1.1.4. Normal Operation shall be remote control at the main OCC (Riyadh). Secondary
Operation shall be intended:

 for assistance of main CTC controller, e.g. handling of shunting movements;

 during signaling T&C or maintenance; and

 in case the control from Riyadh OCC for either 110, 120, 130 or 140 or combination
is disrupted or suspended for either technical or administrative reasons.

2.1.1.1.5. Bidders shall make proposals to equip the building with workstations fulfilling the
respective requirements of the OCC:

 Main room but without panorama projection

 Batch processing

 Technical room

 Superintendent’s office

 Software

 Remote control and monitoring

 GPS tracking

 Timetable

2.1.1.1.6. The Bidder shall define the number of workstations required and the functionalities of
these workstations for lines 110, 120 and 130; minimum two positions providing
combined functionalities plus one additional position for CCTV system.

2.1.1.1.7. Each workstation shall consist of a PC, keyboard, a mouse and two flat screen color
monitors. It is also included in the scope of works the provision of the furniture for the
operator.

2.1.1.1.8. The Bidder shall consider future upgrade of this backup OCC with panorama
projection and crisis boardroom.

2.1.1.1.9. The Bidder shall consider all systems and areas for a further future extension of 30%.

2.2. Normative and standards

2.2.1.1.1. The Jubail backup OCC shall comply with standards and normative similar to OCC
given on page 4 above.

3. GENERAL
3.1. Supply and installation

3.1.1.1.1. The related specifications of the document which applies to the Signaling,
Telecommunications, Radio and Power Supply systems shall consequently apply to all
respective equipment to be accommodated in the OCCs. Please refer to the
corresponding Employer’s Requirements.

3.2. Spare parts and tools

3.2.1.1.1. The quantity of required spare parts, tools, measuring instruments for two (2) years of
Defect Notification Period and for five (5) years of maintenance are mandatory to be
specified by the Bidder and supplied under this contract. Type and quantity of spare
parts shall be quoted in a BOQ and grouped in sets of spares related to each type of
equipment. The Bidders shall justify that such type and quantity will be sufficient for the

respective period in their technical proposal. The same lists with unit prices shall be
submitted in the financial proposal in which shall be reflecting the total amount.

3.2.1.1.2. The delivery of these tools and spare parts shall contain, but not be limited to:
 Consumable (wear and tear) spare parts
 Tools and measuring instruments for the maintenance

3.2.1.1.3. Until the end of the warranty period the Employer shall have the option to purchase
spare parts, test equipment and recommended tools listed in the price schedules (Vol.
4, Appendix I) included in the tender at the quoted prices.

3.2.1.1.4. Changes made to hardware or software under the warranty shall also be made to
spare items furnished or, subsequently, ordered from the Contractor, at Contractor’s
cost.

3.2.1.1.5. The Contractor shall give a commitment on the future availability of all equipment and
site configuration spares, including custom devices. These are required for a minimum
period of 20 years. In case manufacturer intends to stop the production, the Employer
must be notified well in time – at least 18 (eighteen) months before product
cancellation – to procure the required spares for remaining life of the equipment. In the
opposite case the employer has the right to request the contractor to replace the
equipment without cost.

3.3. Maintainability

3.3.1.1.1. The Contractor shall specify the preventive maintenance requirements necessary to
ensure the required RAM performance. In particular, the Bidder shall specify
maintenance intervals (MTBM; unit: yr), duration of maintenance (MTTM; unit: h),
required infrastructure, required manpower (unit: man-hour mh) skills of the repair
men, required spare parts and required test equipment for each type of revision. In
each case, the intervals shall be matched to the current maintenance intervals of
Signaling, Telecommunications, Radio and Power Supply systems.
