2. SCOPE

2.1.1.1 This document covers the specification for a radio-communications system for
the proposed 110 and 120 lines, Jubail Industrial Railway 130 line, Ras al Khair connection
project 140, and Wa'ad Al Shamal 320 line Railway Project, in the Kingdom of Saudi Arabia.

2.1.1.2 All the items stated in the chapter GENERAL of the SPECIAL
SPECIFICATIONS – SUBSYSTEM B: TELECOMMUNICATION SYSTEM, also apply to the
Radio Systems and Sub-Systems of the present specification.

The SAR network is depicted with the black lines in the following figure:

3. PURPOSE
3.1.1.1 The aim of this document is to present a detailed specification for a GSM-R
radio system for 110, 120,130, 140 and 320 lines, based on the requirements and the
constraints, both economic and physical, of constructing and operating a radio system along
these lines. From this document shall flow the contract technical requirements.

4. ASSUMPTIONS AND CONSTRAINTS

4.1 COVERAGE LEVELS

4.1.1.1 Continuous radio coverage at all points of the railway should be provided for
train mobile radios and hand-portable radios inside the train.

4.1.1.2 However, in order to reduce the number of sites, the coverage levels shall be
designed for train mobiles.

4.1.1.3 All sidings, yards, customer facilities and stations, plants, ports and the
JUBAIL SMY shall have a base station site thus ensuring good hand-portable coverage
where the density of trackside users is highest. The visual impact of radio sites at passenger
stations shall be minimized.

4.1.1.4 The radio design shall require a detailed link budget to be balanced. The link
budget shall be based on a train mobile radio.

4.1.1.5

4.2 SITE ACQUISITION AND PLANNING APPROVALS

4.2.1.1 It is assumed that the majority of new sites shall be built on railway land along
the line and that site acquisition shall not be necessary.

4.2.1.2 Limitations on the height and location of the towers by local planning
authorities shall need to be taken into account in the design.

4.2.1.3 Particular attention is necessary to be paid to urban, protected and military


areas. For the purpose of this study it is assumed that a maximum height of 15 m is
acceptable for new structures in these areas. In all other areas a typical height of 40 m is
proposed. The Contractor may alter the height if it is advantageous to the project and still
complies with the technical requirements. Any permission required must be obtained by the
Contractor. The investigation of the precise location of specific area such as urban, protected
and military area is under the responsibility of the Contractor.

4.2.1.4 Going above the height of 40 m would not yield significantly greater benefit as
the limiting factor in the radio system is likely to be the uplink between the mobile (relatively
low power) and the base station (relatively high power and sensitivity).

4.2.1.5 Some form of camouflage may be necessary in protected areas where a new
tower may have a detrimental visual impact on the environment.

4.2.1.6 Due to its nature, the number of radio sites shall be minimized near military
areas since access to this zone may be limited for construction and for maintenance.

4.21.7 If low flying aircraft are present in this area, agreement shall need to be
reached, under the responsibility of the Contractor, with the relevant authorities to ensure
smooth operation. This could mean moving sites away from sensitive areas or installing
warning lights on the towers.

4.2.1.8 Obtaining all necessary permissions from the relevant authorities for building
sites shall be under the responsibility of the Contractor.

4.2.1.9 Similarly, the area around airports needs to be planned taking into account the
additional constraints.

4.2.1.10 In remote areas including deserts, it is assumed that there are no restrictions
from outside parties on the height and type of tower deployed.

4.3 RADIO SPECTRUM

4.3.1.1 A formal agreement with the Communications and Information Technology


Commission (CITC) is available for a 2 MHz bandwidth spectrum in the GSM-R band.

4.3.1.2 The Contractor shall verify the available spectrum to be used exclusively for
the radio system.

4.3.1.3 Any additional bandwidth requirement for the Radio System shall be under the
responsibility of the Contractor who will finalize an agreement with the Communications and
Information Technology Commission (CITC), with support of the Employer. It is assumed
then that the railway operator will obtain the additional necessary licenses to operate a
private telecommunications network with connections to the public network. The contractor
shall assist the Employer in getting such licenses.

4.4 INTERWORKING OF 120 LINE WITH SRO LINE

4.4.1.1 The GSM-R system shall be independent of the SRO system.

4.4.1.2 A formal agreement shall come in place to allow the radio system to fully
function with the radio system (GSM-R) on SRO line. This shall be in the form of
interconnection at the NSS level to allow radios to roam from one system to the other.

4.4.1.3 The Contractor shall coordinate the GSM-R frequency plan with SRO, in
particular for the junction area between 120 and SRO close to Dammam. Any SAR site
closer than 30 km to the SRO line shall be coordinated with SAR, SRO and CITC. The SRO
GSM-R frequency plan is not for this tendering stage and will be under the responsibility of
the Contractor, with support of the Employer.

4.4.1.4 The Contractor shall assist the Employer in writing the two-way roaming
agreement with SRO and shall carry and shall be responsible for successful interoperability
tests between SAR and SRO GSM-R networks, in order to demonstrate successfully:

 that 120 line mobile terminals can call the 120 line dispatcher (by dialing its
corresponding MSISDN number) when roaming on the SRO network

 that SRO mobile terminals can call the SRO dispatcher (by dialing its
corresponding MSISDN number) when roaming on the 120 line network

 that the 120 line dispatcher can call a 120 line mobile terminal (by dialing its
corresponding MSISDN number) when the latter is roaming on the SRO
network

 that the SRO dispatcher can call a SRO mobile terminal (by dialing its
corresponding MSISDN number) when the latter is roaming on the 120 line
network

4.5 INTERWORKING OF 120/320 LINES AND 130 LINE WITH NSR LINE

4.5.1.1 The 110, 120, 140, 320 lines and 130 line GSM-R system shall not be built
independent from the existing NSR system.

4.5.1.2 All necessary works shall be carried out to allow the radio system to fully
function with the radio system (GSM-R) on NSR line and to allow radios to roam from one
system to the other.

4.5.1.3 The Contractor shall coordinate the GSM-R frequency plan with current NSR
Contractor under the supervision of the Employer.

4.5.1.4 The Contractor shall carry on all interoperability tests between 110, 120, 320
and 130 lines and NSR existing GSM-R networks, in order to demonstrate:

 that 110, 120, 140, 320 and 130 lines mobile terminals can call the 110, 120,
140, 320 and 130 lines dispatcher (by dialing its corresponding MSISDN
number) when roaming on the NSR network

 that NSR mobile terminals can call the NSR dispatcher (by dialing its
corresponding MSISDN number) when roaming on the 110, 120, 140, 320 and
130 lines network

 that the 110, 120, 140, 320 and 130 lines dispatcher can call a 110, 120, 140,
320 and 130 lines mobile terminal (by dialing its corresponding MSISDN
number) when the latter is roaming on the NSR network

 that the NSR dispatcher can call a NSR mobile terminal (by dialing its
corresponding MSISDN number) when the latter is roaming on the 110, 120,
140, 320 and 130 lines network

4.6 CONSTRUCTION

4.6.1.1 All radio sites shall be situated in the vicinity of the running rail. Each site shall
comprise a tower, typically 40m high, an equipment cabin and a power source. It is
estimated that the total area occupied by a radio site with renewable energy would be
approximately 9m x 14m. For sites where existing power is available, the total area of the
site would be approximately 9m x 6m. Wherever possible, radio infrastructure equipment
shall be co-located with other equipment, such as signaling, for which required radio
coverage will not be affected at all.

4.6.1.2 Supply of the shelter and all related works, including civil work, are part of the
Contractor’s scope of work. All the energy supply systems are in the scope of this contract
too, apart from land acquisition, if required, which will be under responsibility of SAR.

4.6.1.3 In case the Contractor intends to place a renewable energy system in


locations where conditions are such that high levels of maintenance are required or where
the efficiency of system is threatened, the Contractor shall bring a proof of his having
installed such renewable energy system in comparable areas with the full satisfaction of his
employer. The Contractor shall produce a written reference. Such areas include, but are not
limited to, areas of severe blowing sand.

4.6.1.4 As followed at NSR projects the sites shall be enclosed in a metallic fence of
around 2.5 m height with razor wire on top. To prevent and discourage vandalism and
thievery, the contractor shall equip the shelters area with CCTV, motion or intrusion
detection, horn speakers and a micro in CCTV workstation located in the OCC. The horn
speakers are a good solution to order the intruders. The contractor shall define in the design
phase the best way to interlock these systems and obtain the best efficiency.

5. DESIGN PHILOSOPHY

5.1 INTRODUCTION

5.1.1.1 GSM-R is required as the Radio System for 110, 120, 130, 140 and 320 lines.

5.1.1.2 The contractor shall propose a GSM-R system from at least two different
vendors. The vendors should have successfully implemented GSM-R ETCS level 2/3 based
projects of similar magnitude for at least the past five years.

5.1.1.3 This GSM-R is an enhanced version of public GSM that was designed
specifically for railway applications. It is being deployed by various rail administrations around
the world and is the only digital radio system for railway radio communications that has the
backing of the International Union of Railways (UIC). The advanced speech call items (ASCI)
provide the following functionality over and above public GSM:

 Group calls

 Broadcast calls

 Emergency calls

 Functional Addressing

 Priority Calls

5.1.1.4 A new Core Network located in Riyadh will be considered. The MSC will be
dimensioned to handle all existing NSR traffic as well as the new traffic from 110, 120, 130,
140 and 320 lines.

5.1.1.5 Existing MSC is located in Hail. Both, new and existing MSC will be configured
working on a hot standby solution with shared traffic load. If proposed solutions by the bidder
does not allow this configuration with existing MSC (see 5.1.1.6), a new one correctly
dimensioned will be proposed also in Hail.

5.1.1.6 The existing NSR GSM-R core network is based on Nokia Siemens Networks
(NSN) CMX-5000 with CS 6.0 System Release and SR14.0 Software Release. The
database of the core network does have a capacity of 5,000 subscribers with possibility to
upgrade to 10,000 subscribers. Currently, there are around 190 BTS sites.

5.1.1.7 New MSC and hot standby configuration with existing Core network (or
additional if needed) will be quoted separately, while expansion of both core networks,
including updating on all databases involved in the system, to accommodate new traffic on
each new line will be quoted on each new line.

5.2 SYSTEM AVAILABILITY

5.2.1.1 The overall GSM-R system availability target, excluding planned outages,
shall be 99.99%. This target applies to the fixed infrastructure and does not take into account
the transmission network which is subject to its own target.

5.2.1.2 Whilst the detailed operations and maintenance plan has yet to be published,
the working assumptions for mean time to repair MTTR for the GSM-R elements are:

 Radio site: 8 hours

Core Node Network equipment: 2 hours

5.3 OVERALL SYSTEM ARCHITECTURE

5.3.1 NSR architecture

5.3.1.1 The overall architecture of the existing NSR GSM-R system is shown
in the following figure:

5.3.1.2 Each of the elements that make up the current NSR system is
described below.

5.4 BASE STATION SUBSYSTEM

5.4.1 Architecture

5.4.1.1 The BSS architecture of the SAR GSM-R system is outlined in the following
figure:

5.4.1.2 Base Station (BTS) located along the track ensure a continuous radio signal
for cab radios at all points on the NSR.

5.4.1.3 Similarly, the radio design shall be based on specific locations such as sidings
and hence good coverage is expected at these places which intermediate repeaters shall not
be necessary to provide in-fill coverage.

5.4.1.4 The design is preferable to reduce spares holding and to simplify faulting and
training.

5.4.1.5 A loop multidrop connection, linking every five base stations, shall ensure that
if the fiber optic cable is cut between two sites, then service can still be maintained to all base
stations.

5.4.1.6 For the existing NSR system, the number of five base stations has been
chosen as it is considered the optimal number of sites in a loop multidrop connection. A chain
of six base stations, for example, would take considerably longer to re-establish following a
cable cut. Connections of less than five base stations in a loop result in an inefficient
transmission design.

5.4.1.7 The radio system shall cover both outdoor areas, the area inside the tunnels, if
any, and the indoor areas where tracks pass under station roofs.

5.4.1.8 The Contractor shall coordinate with the relevant Contractor for the detailed
execution design of the installation.

5.4.2 Radio Coverage Design for Voice and ETCS Level 2/3

5.4.2.1 The Contractor shall analyze the various types of terrain through which the
new lines pass and the requirement for ETCS Level 2/3, in order to estimate the appropriate
average spacing between GSM-R sites in open ground.

5.4.2.2 Due to the difficulty of constructing sites along many sections of the line,
greater priority shall be given to ensure that the number of sites will remain as low as
possible.

5.4.2.3 It is imperative to have a high availability of the minimum radio coverage levels
required for ETCS. These include:

 Entry/exit to yards, plants, ports, terminals, connection sections and sidings

 Limits of movement authorities

5.4.2.4 The radio design shall be such that continuous coverage for voice and data (at
least ETCS L2) communications shall be provided at all locations along the lines.

5.4.2.5 The aim of the design shall be to minimize the number of radio sites that need
to be constructed while at the same time allowing both voice and ETCS communications to
be possible.

5.4.2.6 The precise location and number of radio sites shall be confirmed following a
detailed coverage design which is the responsibility of the Contractor who shall also be
accountable for the validation of this design once the system is complete.

5.4.2.7 A list of proposed key signaling locations shall be provided by the Tenderer.

5.4.2.8 The radio design shall take into account these locations in addition to any key
signaling locations may be requested by the Employer when the choice of individual radio
sites will be made.

5.4.2.9 The coverage design shall comprise:

 An initial desktop design using a calibrated computer model combined with a digital
terrain and clutter map. This shall result in nominal locations to be identified for each
site taking into account coverage levels, frequency reuse, capacity and interference
calculations. The calibration process shall involve the erection of temporary radio
sites at specific points to provide a representative sample of the different types of
terrain the line passes through e.g. desert, urban. Measurements shall be taken
along the planned route using a vehicle with test equipment and an antenna at 4m
above the proposed track level to provide an accurate representation of the train
antenna mounted on the roof of the locomotive. The results shall be analyzed and
the findings shall be used to calibrate the propagation tool for the environment. Only
then the planning of individual sites can start.

 Once nominal locations have been identified an initial site survey shall be carried out
by a radio engineer and a civil engineer. This shall be to choose the precise location
of the site.

 Planning approvals for the sites shall be prepared and shall be sent out. In some
cases, particularly in urban areas it may be possible that a planned site location will
need to be moved at the request of local authorities. As the radio network is linear in
nature any change to a location of a single site shall have implications on other sites
along the line.

 Once all approvals have been given, a final detailed construction survey shall be
carried out. Depending on the location this shall involve tasks such as soil surveys.

5.4.2.10 The contractor is responsible of the number of sites and shall provide the most
optimal number of sites per line.

5.4.2.11 Co-located with the BSC is the transcoder unit which is connected to the BSC
on one side and the mobile services switching center (MSC) on the other (see Figure below:
BSS-NSS transmission links).

5.4.2.12 Intentionally Deleted

5.4.2.13 The Contractor shall demonstrate which locations are the best suitable ones
for the BSC/transcoder sites.

5.4.3 Radio Site Design

5.4.3.1 Radio Sub-system

5.4.3.1.1 The principal component particularly from a cost point of view of the GSM-R
base station sub-system is the radio site. A radio site may comprise:
 Tower
 Antennas
 Feeder cable
 Tower mounted amplifier
 Surge arrestors
 Lighting
 Earthing arrangement
 Base station in a cabin
 Batteries
 Add-drop multiplexer or equivalent (transmission)
 Specific power supply (e.g. generators, solar panels –not in severe blowing sand
areas) for all “new” sites built on green
 field land

5.4.3.1.2 The Contractor shall propose ways of reducing capital expenditure for the
construction of radio sites whilst still meeting the technical requirements. The Contractor
shall propose ways of reducing operational expenditure for the radio sites.

5.4.3.2 Antenna

5.4.3.2.1 High gain, narrow beam-width antennas are proposed for general use to avoid
over-spill and to achieve greater distances between sites. Other types may be used in order
to provide sufficient coverage for specific areas such as stations.

5.4.3.2.2 The antenna system also comprises the elements between the antenna and
the bulk head connector at the entry to the equipment cabin including feeder cables, tail
cables, connectors, splitters and surge arrestors.

5.4.3.3 Equipment Cabin

5.4.3.3.1 Many of the base station sites shall be in remote sites which are subject to
harsh environmental conditions. The electronic equipment requires a stable atmosphere to
operate and so protection is required against wide variations in temperature and humidity as
well as dust. A cabin is proposed to house the equipment thus protecting it and maintenance
technicians from the elements. As well as the base station, the cabin shall need to house:
 Backup DC power supply
 Wireless LAN access point (at key locations only, e.g. entry/exit to sidings)
 Transmission multiplexer
 Environmental controls
 Fixed telephone to allow calls to be made to the control centre in case of base
station failure
 First aid kit

5.4.3.3.2 The general requirements for the environmental conditions have been defined.
Depending on the precise nature of the equipment, the Contractor is responsible for providing
an environment that is conducive for normal operation of the chosen equipment.

5.4.3.3.3 Shall be proposed ventilation providing a light overpressure (enough to


prevent sand or dust from entering the shelter when opening it for maintenance, typically 100
Pa).

5.4.3.3.4 This design shall take into account the power requirements for the radio site.
Air conditioning, for example, requires a large amount of power which, for many sites, may be
expensive to install, operate and maintain. The Contractor shall look at alternative designs for
equipment housing such as the burying the cabins to reduce the variations in temperature
thus reducing the requirement for air conditioning and hence power.

5.4.3.3.5 Power is one of the most critical aspects when building radio sites and has a
considerable impact on the overall cost of the site.

5.5 SYSTEM MAINTAINABILITY

5.5.1.1.1 The Contractor shall specify the preventive maintenance requirements


necessary to ensure the required RAM performance. In particular, the Bidder shall specify
maintenance intervals (MTBM; unit: yr), duration of maintenance (MTTM; unit: h), required
infrastructure, required manpower (unit: man-hour mh) skills of the repair men, required
spare parts and required test equipment for each type of revision. In each case, the intervals
shall be matched to the current maintenance intervals of the Control Center.

6 NETWORK SUB-SYSTEM

6.1.1.1 The NSS is the core of the GSM-R system. Figure below shows the key
components of the NSS located at the GSM-R core node of NSR.

6.1.1.2 The MSC (mobile services switching centre) is the heart of the GSM-R network. It
routes calls within the network and to external parties including the radio block controller
which is part of the train control system.

6.1.1.3 The IN (intelligent network) shall provide much of the railway functionality in
GSM-R such as functional addressing.

6.1.1.4 The VR (voice recorder) records all operational communications for post-
incident analysis.

6.1.1.5 The HLR (home location register) is the main subscriber database.

6.1.1.6 The VLR (Visitor Location Register) is the database for mobiles that are
“based” elsewhere.

6.1.1.7 The ACK (acknowledgement centre) records all events concerning railway
emergency calls again for post-incident analysis.

6.1.1.8 The AuC (authentication center) to ensure only authorized users have access
to the radio system.

6.1.1.9 The SMS-C (short message service centre) shall provide text messaging
functionality and over the air update functionality.

6.1.1.10 The OMC-S (operations and maintenance centre – services) shall allow for
the monitoring and administration of the NSS.

6.1.1.11 The EIR (equipment identity register) is database containing a list of the
terminal serial numbers (IMSI: international mobile subscriber identity) which is used to
prevent stolen radios from accessing GSM networks.

6.1.1.12 The Provisioning system shall allow for the provisioning of services on the
system.

6.1.1.13 The Mediation device facilitates the identification of railway emergency calls
during post-incident analysis.

6.1.1.14 The Group Call register stores the group calls’ related data used in Voice
Group Call Service and Voice Broadcast Service.

6.1.1.15 The Dispatcher terminal is located at the signaling center and shall allow
signalers to communicate with all drivers and railway personnel within the area of their
responsibility.

6.1.1.16 The creation of profiles and individual users for the subscriber identity
modules (SIMs) comes under the NSS.

6.1.1.17 External links to other networks interface to the MSC

7 HAND-PORTABLES

7.1.1.1 The radio coverage design for the network shall be optimized for cab radios in
the open line and for hand-portable radios near sidings, yards and necessary sites. It is
normal practice to optimize the network for cab radio coverage as this is the typically the
primary use of the system but more important and essential is a balanced radio link budget
for a cab radio.

7.1.1.2 Hand-portables shall be fully compliant to the mandatory requirements of the


GSM-R specifications (including but not limited to EIRENE) as well as the optional
requirements as outlined below at Chapter “Requirements”. This shall ensure interoperability
with other railways using GSM-R.

7.1.1.3 Quantities indicated below should be considered and quoted independently by


each bidder.

 350 GSM-R Hand-portables for normal use.

 150 GSM-R Hand-portable for shunting use.

8 SUBSCRIBER MANAGEMENT

8.1.1.1 All radios shall be fitted with a Subscriber Identity Module (SIM) card. The SIM
card is considered part of the NSS. It shall be possible for profiles to be created for different
types of user providing, for example, access to certain features.

8.1.1.2 A minimum of three profiles shall be created, one for train drivers, one for
ETCS data radios and one for hand portable users. It shall be possible for all parameters on
the SIM card to be able to be updated remotely without human intervention on the train.

8.1.1.3 Quantities indicated below should be considered and quoted independently by


each bidder.

 600 SIM cards for voice.

 100 SIM cards for DATA in locos.

9 DISPATCHER TERMINALS

9.1.1.1 A GSM-R dispatcher terminal is required for each traffic console at the
operational control center. The terminal shall provide communications features allowing the
operator to make and receive calls to and from individual train drivers, all trains in a particular
section, trackside workers, station staff and maintenance personnel.

9.1.1.2 All calls destined for the operator shall be presented on a display with
emergency calls highlighted both visually and audibly. The terminal additionally shall
comprise a speaker and a microphone.

9.1.1.3 Calls shall also be able to be made over the fixed telephone network. The
terminal shall be connected via a telecom link to the equipment situated in the GSM-R core
node. The precise nature of the core equipment can vary depending on the supplier. It shall
though be possible for all operational communications – fixed and radio – to be answered on
a single terminal.

9.1.1.4 The dispatcher terminal shall be fully compliant to the mandatory requirements
of the GSM-R specifications as well as the optional requirements as outlined at Chapter
“Requirements”. This shall ensure interoperability with other railways using GSM-R.

9.1.1.5 As for the cab radios, the dispatcher terminals shall be commercially available
off the shelf equipment. No development of the terminal or interface (handset, screen and
loudspeaker) is envisaged. The only exception, if it is not already supported, is the
requirement to have both Arabic and English text available to the user.

10 NETWORK OPERATIONS CENTER AND REFERENCE SYSTEM

10.1.1.1 The Network Operations Centre shall be where the monitoring and
administration of the GSM-R and transmission systems are to be carried out. From a single
location, to be proposed by the Tenderer, operators and engineers shall have a real-time
view of the state of the infrastructure allowing faults to be identified and technicians
dispatched. The provisioning of new users shall also be carried out from this site. The

operating floor shall comprise four desks with element manager computer terminals. The
element management servers shall be located in an equipment room and connected to the
GSM-R equipment. The maximum space available for the servers shall be for four 19” racks.

10.1.1.2 The reference system shall be a stand-alone miniature version of the GSM-R
system allowing engineers to replicate individual or system-wide faults to assist in the
resolution of difficult issues that cannot be addressed by the substitution of a field
replaceable unit. Additionally, new software patches and releases will be tested on this
network prior to deployment on the live system thus reducing the risk of outages due to
problems with the software.

10.1.1.3 The Tenderer shall propose an appropriate location for the reference system
in order to aid co-operation with the NOC. Space for a maximum of 15 19” racks is assumed.

10.1.1.4 The Contractor is free to propose alternatives as options where this presents a
financial saving whilst still meeting the requirements. For example, the NSS portion of the
reference system could be shared with the disaster recovery NSS. This equipment during
normal operation could be used as the reference system. As soon as a disaster has been
declared all testing shall stop and the equipment used for disaster recovery

11 DISASTER RECOVERY

11.1.1.1 The GSM-R system shall be designed to minimize loss of service due to
failures in one or more elements. This shall be achieved through a combination of equipment
redundancy and network resilience to remove single points of failure resulting in a high
availability of service.

11.1.1.2 However, there are events that can significantly affect the availability of
service for an extended period of time. Events such as a fire or an explosion at a site
containing core network equipment could destroy essential equipment which would have an
effect on the whole of the SAR not just the immediate area around the “disaster”.

11.1.1.3 The Tenderer shall evaluate the impact on the proposed system, based on
estimation about the probability of such disasters occurring.

11.1.1.4 The Tenderer shall quote following options to minimize the operational impact
of a loss of the equipment:

 Following a disaster, operations shall have to be resumed within two hours.

11.1.1.5 The contractor shall also develop Fall Back procedures including for Manual
operations in case of major interruptions due to any reasons.

12 OPERATION & MAINTENANCE

12.1.1.1 The design of the radio system shall take into account operations and
maintenance considerations for every element, in particular for radio sites. The Contractor
shall demonstrate the impact on operations and maintenance for the design of each sub-
system. This includes the number and qualifications of personnel required the impact on
railway safety and operations, test equipment and licenses.

12.1.1.2 Consideration shall be given to proposals that significantly reduce the cost of
operations and maintenance.

12.1.1.3 The quantity of required spare parts, tools, measuring instruments for two (2)
years of Defect Notification Period and for five (5) years of maintenance are mandatory to be
specified by the Bidder and supplied under this contract. Type and quantity of spare parts
shall be quoted in a BOQ and grouped in sets of spares related to each type of equipment.
The Bidders shall justify that such type and quantity will be sufficient for the respective period
in their technical proposal. The same lists with unit prices shall be submitted in the financial
proposal in which shall be reflecting the total amount.

12.1.1.4 The delivery of these tools and spare parts will contain, but not be limited to:

 Consumable (wear and tear) spare parts

 Tools and measuring instruments for the maintenance

12.1.1.5 Until the end of the warranty period the Employer shall have the option to
purchase spare parts, test equipment and recommended tools listed in the price schedules
(Vol. 4, Appendix I) included in the tender at the quoted prices.

13 DEGRADED MODE VOICE COMMUNICATIONS: WIRELESS LAN/WAN


TELEPHONE

13.1.1.1 In case of a proposal by the Tenderer for single coverage GSM-R network, the
failure of one or more base stations would result in a coverage hole meaning that
communications to and from the driver for example would not be possible. There are certain
specific locations where such a failure combined with a failure of the ETCS Level 2/3
application would result in an undesirable hazard. Such locations include the boundary
between movement authorities. As both the dispatch-driver voice radio link and cab signaling
display are using the GSM-R as communication media, none of them shall be able to deliver
a new movement authority.

13.1.1.2 Therefore a degraded operation communication media is required to allow the


driver and the dispatcher to communicate together.

13.1.1.3 A wireless internet protocol (IP) based media access point that supports
telephony such as Wi-Fi shall be supplied at all GSM-R radio site locations.

13.1.1.5 Each cab shall have a wireless LAN telephone that can be used from the cab
within a radius of 500m of a GSM-R radio site to communicate to the control center. This
shall be stored in a secure location and be permanently charged. The Bidder is required to
provide 40 WLAN phones and unitary prices depending on more quantities.

13.1.1.6 Fitting each engine with such a telephone (as backup communication
handset) and providing an access point in the vicinity of the end of block, shall allow the
driver to get from the dispatch a vocal authorization to move up to the next end of section
under special conditions (Staff Responsible ETCS mode with possible speed and distance
limitation).

13.1.1.7 The radio coverage designs for GSM-R and the signaling system shall be
aligned to ensure maximum efficiency in design. This means that wireless local area network
(WLAN) access points shall be also located at specific locations or sites to ensure that
backup voice communications are available at key points along the track such as the entry to
sidings. Unlike the GSM-R system there is no need to have continuous coverage and so
drivers, in the event of a failure of a GSM-R site, shall be able to use a handheld radio within
500m in each direction of the access points. The access points shall be networked using the
fixed transmission network thus providing a path to the control center.

13.1.1.8 The wireless LAN antennas at GSM-R sites shall be mounted on the GSM-R
tower with the access point equipment located in the GSM-R equipment housing. The access
point shall interface with the transmission system and provide communications to any part of
the SAR telephone system.

13.1.1.9 At non-GSM-R sites or locations the wireless LAN antennas shall be mounted
on a pole with appropriate height to provide the requested backup voice communications and
with the access point equipment located on a safe manner and safe place.

13.1.1.10 As an option, due to the harsh nature of the environment it may be important
that each train have one portable satellite telephone for use by the conductor in the event of
an emergency and when no ground based communications are possible. This can be stored
in a secure location and be permanently charged. The Bidder is required to provide 10
portable satellite phones with subscription for 5 years and unitary prices depending on more
quantities.

14. REQUIREMENTS

14.1 INTRODUCTION

14.1.1.1 The contractor is in charge of the global radio network completion according to
the following requirement and to the state of the art.

14.1.1.2 Unless otherwise indicated, each item applies to 110, 120, 130, 140 and 320
lines.

14.2 FUNCTIONAL & SYSTEM REQUIREMENTS

14.2.1 General

14.2.1.1 The radio system shall provide voice communications between the control
centre, stations, trains and operations and maintenance staff.

14.2.1.2 For 110, 120, 130, 140 and 320 lines, it shall be possible for operations and
maintenance staff to be addressed, from the control center, from a station, from a plant/port
or from the yard: selectively, by pre-defined or dynamically created groups and by a general
call.

14.2.1.3 It shall be possible for trains to be addressed selectively, from the control
center.

14.2.1.4 It shall be possible for drivers to communicate with the control center and
between drivers.

14.2.1.5 For 110, 120, 130, 140 and 320 lines, once established it shall be possible for
a call to be maintained whilst the radio travels along the SAR without any intervention
required by the user.

14.2.1.6 The design shall incorporate the possibility to easily expand the capacity of
the radio network (e.g. number of simultaneous communications, number of subscribers) by
addition of field replaceable unit and by very minimum of software changes.

14.2.1.7 Point-to-point calls shall be full duplex.

14.2.2 Components

14.2.2.1 The radio system shall include, as a minimum, the following components:
 Antenna System
 Base station sites along the railway as defined in chapter “Design Philosophy”
 Base station Controller & transcoder unit

 Network sub-system as defined in chapter “Design Philosophy” For 110, 120, 130, 140
and 320 lines, network sub-system will be an expansion of existing GSM-R Core

14.2.2.2 Train borne equipment:

 Cab radio

 Driver-machine interface
 Antenna system

are out of the scope of the Contractor, however the Contractor shall provide unit pricing as
option.

14.2.2.3 For the 120 line, trains entering the SRO network shall be fitted with a voice
radio compatible with the GSM-R system.

14.2.2.4 The passenger lines may be upgraded in the future so that speeds up to 250
km/h are achievable. The radio system shall be able to operate fully at this speed.

14.2.2.5 Continuous radio coverage is required at all points along the line

14.2.2.6 Traffic capacity:

 At 110, 120, 130, 140 and 320 lines, the system shall be able to manage the same
number of trains as it is already done in SRO line, at any time.

14.2.2.7 Direct reliable communication shall be possible between the dispatcher, a train
or track vehicle operator and track work gangs. For passenger trains, if applicable, the
dispatcher shall be able to deliver messages directly to the passengers.

14.2.2.8 The base stations shall be located as much as possible in the proximity of
railway locations such as sidings (in appropriate shelters) in order to be accessible from the
railway, to connect to the transmission network and to minimize maintenance intervention
time and costs. The towers supporting the antennas shall be located as close as possible to
the base stations to reduce antenna feeder cable losses.

14.2.2.9 The following types of communication are required between all users of the
radio system:
 Point to point call
 Group call
 Emergency/high priority call
 Broadcast call

14.2.2.10 It shall be possible for users to send predefined data messages to individual
users.

14.2.2.11 For all types of call it shall be possible for the called party to identify the
originator.

14.2.2.12 In cases where the radio network experiences congestion, it shall be possible
for users to make emergency or high priority calls that take precedence over other lower
priority calls.

14.2.2.13 It shall be possible for a driver to make a call to the controlling dispatcher
without having to know the precise telephone number of the dispatcher. As the train moves
into a section of line controlled by a different dispatcher it shall be possible for the driver to
use the same single number to call the relevant dispatcher. This feature is known as Location
dependent addressing.

14.2.2.14 The radio coverage shall be a minimum of 95% in time and space over the
length of each line.

14.2.2.15 For 110, 120, 130, 140 and 320 lines, it shall be possible for 95% of all point to
point, group and broadcast calls to be established within 10s. Emergency or high priority calls
shall be set up within 3s.

14.2.2.16 The availability of the network equipment (i.e. from base station antenna
through to the dispatcher) shall be 99.99%.

14.2.2.17 For each line, there shall be no single points of failure in the radio system.

14.2.2.18 The radio system shall support a shunting mode by the provision of a
continuous tone to indicate that the radio link is still active.

14.2.2.19 All dispatcher positions shall be fitted with a dedicated terminal in order to
make and receive calls whether originating from the radio or fixed telecom network. It shall be
possible to identify the originator of incoming calls and emergency/high priority calls shall
have a distinct audible and visual indication and be able to take precedence over other lower
priority calls.

14.2.2.20 All user terminals and network equipment shall be capable of operating in
environmental conditions of 0 to +60°C and 100% humidity.

14.2.2.21 These requirements may be relaxed for equipment that is permanently


installed in a dedicated climate controlled equipment room and is subject to room
temperature (+5 to +30°) at all times.

14.2.2.22 All equipment shall conform to the international standards for vibration in a rail
environment ISO 14837-1:2005 Mechanical vibration - Ground-borne noise and vibration
arising from rail systems.

14.2.2.23 All equipment shall conform to the relevant parts of the international standard
for electromagnetic compatibility EN50121 Railway Applications – Electromagnetic
Compatibility.

14.2.2.24 In addition, the designer shall carry out a study for each line, to demonstrate
that the intended and unintended EM emissions from all elements of the radio system do not
affect neighboring operational equipment. Similarly, the study shall demonstrate that the
radio equipment is not adversely affected by neighboring equipment including on-board
rolling stock.

14.2.2.25 All user interfaces shall support Arabic and English languages.

14.2.2.26 Where fitted the cab radio shall send a predefined data message to the
controlling dispatcher warning of an activation of the driver's safety device.

14.2.2.27 Cab radios and hand-portable units shall be fitted with a button that makes an
emergency/high priority call to the dispatcher.

14.2.2.28 It shall be possible for users to send and receive calls from the public
telephone networks. It shall be possible to bar certain users from making and receiving
certain types of call, e.g. the public shall not be allowed to call train drivers.

14.2.2.29 For 110, 120, 130, 140 and 320 lines, it shall be possible to make calls to and
from NSR/SRO Radio System.

14.2.2.30 All radio sites (e.g. base station, core network) shall have standby power
arrangements that allow for operation of the equipment without mains power for at least 12
hours.

14.2.2.31 Communication between all radio sites (e.g. base station, core network) shall
be over the access and core transmission networks.

14.2.2.32 All interfaces between sub-systems and to external systems shall be in


accordance with internationally recognized standards.

14.2.2.33 For 110, 120, 130, 140 and 320 lines, the GSM-R radio system shall be fully
compliant to all of the requirements classified as Mandatory (necessary for interoperability) in
the current EIRENE Function Requirements Specification and System Requirements
Specifications. Where conflicts occur between the general requirements listed above and the
EIRENE specifications, the Mandatory requirements in the EIRENE specifications shall take
priority to ensure interoperability. Additionally, a number of Optional requirements shall be

deemed as mandatory for the Project. These are listed in the detailed technical requirements
document.

14.2.2.34 For 110, 120, 130, 140 and 320 lines, the radio system shall support
European Train Control System Level 2 communications as laid down in the EIRENE
specifications.

14.2.2.35 Coverage levels shall be designed for train mobiles.

14.2.2.36 For in-train hand-portable coverage it is necessary to fit an on-board repeater


system that train staff can access.

14.2.2.37 All sidings, mines, connection line sections, stations (plants, ports), other
stations and the yard for 130 line, shall have a base station site thus ensuring good hand-
portable coverage where the density of trackside users is highest. The visual impact of radio
sites at passenger stations shall be minimized.

14.2.2.38 For each line, the overall Radio System availability target, excluding planned
outages, is 99.99%. This target applies to the fixed infrastructure and does not take into
account the transmission network which is subject to its own target.

14.2.2.39 Mean time to repair (this time does not include the time for mobilizing
maintenance staff on the relevant site, which shall depend on the Operation & Maintenance
organization) for the Radio System elements shall be:
 Radio site: 8 hours
 Core network equipment: 2 hours

14.2.2.40 The precise location and number of radio sites shall be confirmed following a
detailed coverage design which is the responsibility of the Contractor who shall also be
accountable for the verification of this design once the system is complete.

14.2.2.41 The Contractor shall propose ways of reducing capital expenditure for the
construction of radio sites whilst still meeting the technical requirements.

14.2.2.42 The Contractor shall propose ways of reducing operational expenditure for the
radio sites.

14.2.2.43 Depending on the precise nature of the equipment, The Contractor is


responsible for providing an environment that is conducive for normal operation of the chosen
equipment.

14.2.2.44 The Contractor shall look at alternative designs for equipment housing such
as burying the cabins to reduce the variations in temperature thus reducing the requirement
for air conditioning and hence power.

14.2.2.45 Hand-portable radios along with the necessary accessories shall also be
supplied for trackside and on-board staff.

14.2.2.46 All calls destined for the operator shall be presented on a display with
emergency calls highlighted both visually and audibly. The terminal additionally comprises a
speaker and a microphone.

14.2.2.47 Calls can also be made over the fixed telephone network. The terminal is
connected via a telecoms link to the equipment situated in the Radio core node. The precise
nature of the core equipment shall vary depending on the supplier. It shall therefore be
possible for all operational communications – fixed and radio – to be answered on a single
terminal.

14.2.2.48 The dispatcher terminal shall be fully compliant to the mandatory requirements
of the GSM-R specifications as well as the optional requirements as outlined in this
document. This shall ensure interoperability with other railways using GSM-R.

14.2.2.49 The dispatcher terminals shall be commercially available off the shelf
equipment. No development of the terminal or interface (handset, screen and loudspeaker) is
envisaged. The only exception, if it is not already supported, is the requirement to have both
Arabic and English text available to the user.

14.2.2.50 The design of the radio system shall take into account operations and
maintenance considerations for every element, in particular for radio sites along each line.
The Contractor shall demonstrate the impact on operations and maintenance for the design
of each sub-system. This includes the number and qualifications of personnel required the
impact on railway safety and operations, test equipment and licenses.

14.2.2.51 For 110, 120, 130, 140 and 320 lines, a wireless internet protocol (IP) based
media access point that supports telephony such as Wi-Fi shall be supplied at all GSM-R
radio site locations for single coverage GSM-R proposal by the Tenderer.

14.2.2.52 For 110, 120, 130, 140 and 320 lines, each cab shall have a wireless LAN
telephone that can be used from the cab within 500m of a GSM-R radio site to communicate
to the control center. This shall be stored in a secure location and be permanently charged.

14.2.2.53 For 110, 120, 130, 140 and 320 lines, the Network Operations Centre
comprises four desks with computer terminals for the monitoring and administration of the
telecommunications system.

14.2.3 EIRENE Function Requirements

14.2.3.1 The GSM-R radio system for 110, 120, 130, 140 and 320 lines shall be fully
compliant to all of the requirements classified as Mandatory (necessary for interoperability) in

compliant to all of the requirements classified as Mandatory (necessary for interoperability) in
the EIRENE System Requirements Specification (version 15.3) Where conflicts occur

14.2.6.2 For 110, 120, 130, 140 and 320 lines, Tenderers shall provide an option with
and without GPRS (multislot class 10 and class A).

14.2.7 Radio

14.2.7.1 For 110, 120, 130, 140 and 320 lines, Continuous radio coverage shall be
provided along all areas of the lines to the EIRENE specifications. All key signaling locations
such as the entry and exit to sidings shall have coverage to the EIRENE specifications for
ETCS/safety critical data at the relevant line speed (the maximum envisaged).

14.2.7.2 The Contractor shall provide detailed link budgets for all possible users and
configurations.

14.2.7.3 A coverage probability of 95% in space and time over a 100 m section of line
or area in a station shall be assumed.

14.2.7.4 The maximum permissible loss between the train antenna and the cab radio is
3 dB.

14.2.7.5 Co and adjacent-channel interference shall be avoided through efficient use of


frequencies. Intermodulation interference shall also be avoided.

14.2.7.6 The radio coverage design particularly relating to confined areas such as in
cuttings and station buildings shall take into account as a minimum the following factors:

14.2.7.7 It shall also be possible to use the Radio system at certain specific locations
such as other terminals and mines, yards, plants and ports where there shall be a high level
of usage of hand-portable radios. Hand-portable coverage shall be provided at all over
ground areas at these types of sites as well as within buildings.

14.2.7.8 Under normal conditions the handover success rate for calls in progress shall
be no less than 99.5%. During handover a break in communications of less than 500ms is
permissible.

14.2.7.9 The maximum call setup time shall be:

 Emergency call from a cab radio to a dispatcher: 2s

 Mobile to mobile call: 10s

14.2.7.10 The quality of service of the network shall be according to O-24765


ERTMS/GSM-R Quality of Service Test Specification and GSM-R Interfaces Class 1
requirements, in which the following requirements are included too:

14.2.7.11 the maximum blocking rate for calls is 1%

14.2.7.12 the call connection establishment failure shall be less than 1%

14.2.7.13 Prior to the design of the radio network. The Contractor shall assess the traffic
load requirements and level of usage of each individual system that the radio network is
required to support, and shall estimate the total loading and submit such details as frequency
plan, cell plan, traffic calculation, number of radio base stations, number of radio repeaters,
predicted coverage map with radio level and traffic capacity, to the approval of the Employer.

14.2.7.14 The traffic assessment shall take into account future increased requirements
and shall as a minimum allow in the base design a margin of 20% for 110, 120, 130, 140 and
320 lines.

14.2.7.15 The Contractor shall also submit to Employer for approval, the frequencies
and bandwidth allocation for the radio system.

14.2.7.16 As a minimum, the radio system shall be capable of handling all train traffic
that is predicted on the line. This shall include:
 All voice communications between train drivers and the control center
 All voice communications between staff with hand-portable radios

 All data communications (circuit switched) between the train data radio and the radio
block controller (RBC) for ETCS Level 2

14.2.7.17 At 110 and 120 line, it shall be possible for up to 7 train drivers to be using the
voice radio system at any one time plus 20 hand-portable users in point-to-point calls, 7
hand-portable users in 3 group calls and 7 on-board data radios in communication with the
RBC.

14.2.7.18 At 320 lines, it shall be possible for up to 10 train drivers to be using the voice
radio system at any one time plus 30 hand-portable users in point-to-point calls, 10 hand-
portable users in 3 group calls and 10 on-board data radios in communication with the RBC.

14.2.7.19 At 130 line, it shall be possible for up to 40 train drivers to be using the voice
radio system at any one time plus 70 hand-portable users in point-to-point calls, 30 hand-
portable users in 10 group calls.

14.2.7.20 The Contractor shall propose a system and site configuration that meets the
traffic requirements as well as availability considerations particularly for the ETCS Level 2
application.

14.2.7.21 It shall also be possible to use the Radio system at certain specific locations
such as other terminals and mines, yards, plants and ports where there shall be a high level
of usage of hand-portable radios. It is difficult at this stage to estimate the traffic requirements
however, a minimum of 5 point-to-point calls and 3 group calls at any one time shall be
assumed at all other terminals and the two mines/ports. Coverage shall be provided at all
over ground areas at these sites as well as within buildings.

14.2.7.22 Reference should be made to O-24765 ERTMS/GSM-R Quality of service


Test Specification as a base for testing the Radio System.

14.2.8 Antenna System

14.2.8.1 The base station antenna system shall comprise free space antennas
(radiating cable for the tunnel may also be considered). It shall be fully consistent with the
radio coverage design and the link budgets.

14.2.8.2 The antenna system employed shall be appropriate for use in a harsh
environment that is prone to high temperature fluctuations and sand storms.

14.2.8.3 Antenna and tower installations shall not physically interfere with or obstruct
other railway infrastructure or systems.

14.2.8.4 Antenna fixings shall be such that oscillations in the vertical and horizontal
plane do not exceed 2°, i.e. the antenna tilt and bearing is deflected by a maximum of 2°.

14.2.8.5 The feeder along the tower shall be protected against hit or enclose in a
metallic covered cable tray.

14.2.9 Tower

14.2.9.1 The tower shall have a typical height of 40 meters except in the area where
the tower height is limited like in military area, in natural reserve or near the airports. In the
restricted area the tower shall be limited to 15 m.

14.2.9.2 The tower shall resist to the wind during the sandstorm. The tower shall
support the charge of four GSM-R antennas with tower mounted amplifier, twelve feeders
(tree feeder per antennas) and the additional Wi-Fi antennas and feeders.

14.2.9.3 The tower shall be fitted with standard safety system to protect the technician
against fall when climbing the tower and during the work.

14.2.9.4 All the metallic pieces of the tower shall be grounded according to the
international lightning protection standard and rules.

14.2.9.5 The metal pieces of the tower shall have received a surface treatment, like
galvanization, to protect them against oxidation. The tower shall be painted in order to limit
the visual impact in the landscape. In some area like natural reserve the tower shall be
dissimulated as much as possible.

14.2.10 Base Station

14.2.10.1 Following the traffic capacity study (to be performed by the Contractor
together with the Radio Planning) the base stations shall be equipped in such a way that
normal and degraded mode traffic can be handled by the base station infrastructure. It shall
be possible to increase the capacity of the base station equipment in a modular fashion
without requiring major redesign or rework.

14.2.10.2 Repeater equipment may also be used alongside base station as long this is
consistent with the traffic model.

14.2.10.3 Base station or repeater equipment shall not be placed in the tunnel to avoid
access issues during corrective maintenance.

14.2.10.4 The base station equipment shall conform to internationally recognized


standards and be fully compatible with all the other sub-systems comprising the radio
system.

14.2.11 Core Network

14.2.11.1 For 110, 120, 130, 140 and 320 lines following the traffic capacity study (to be
performed by the Contractor together with the Radio Planning) shall clearly demonstrate that
normal and degraded mode traffic can be handled by the network, through the redundant and
dimensioned core network equipment of the existing GSM-R Core Network.

14.2.11.2 The core network shall provide an interface to external telecommunications


networks correctly dimensioned (e.g. core transmission network, public telephone network).

14.2.11.3 Any new Core Network equipment proposed shall conform to internationally
recognized standards and be fully compatible with all the other sub-systems comprising the
radio system.

14.2.11.4 A database of all terminals shall be kept up-to-date to prevent unauthorized


access to the radio system.

14.2.11.5 All emergency calls initiated on the radio system shall be logged and recorded
for post-incident analysis. For each emergency call it shall be possible to easily identify the
date, time and participants of the call.

14.2.12 Call Recording

14.2.12.1 The system shall record:

 each call to and from the dispatcher (point-to-point or group)

 each voice group call (whether dispatcher is involved or not)

 each voice broadcast call (whether dispatcher is involved or not)

14.2.12.2 Recording shall be date and time-stamped at the initiation of the call in
accordance with the time and date from the master clock system.

14.2.12.3 Further information on the voice recording such as the controller’s console
dealing with the call and radio identity shall also be recorded.

14.2.12.4 Recording shall be seamless 24 hours a day.

14.2.12.5 72 hours of recording shall be stored.

14.2.12.6 Sufficient redundancy shall be provided to ensure minimum loss of recording


capability in the event of a device failure.

14.2.12.7 It shall be possible for call recordings to be accessed from any authorized
computer terminal connected to the SAR telecoms network. Records shall be identifiable and
searchable using time and date information as well as functional and absolute addressing of
radio terminals.

14.2.12.8 The radio system shall log all calls and compile historical data such as
frequency of calls, duration, and time of day for individual users or for each of the radio
service groups. It shall be possible during post incident analysis to quickly and easily identify
all participants (using functional and absolute addressing) in a particular incident who used
the radio system

14.2.13 Hand-portable radios

14.2.13.1 Hand-portable radios along with the necessary accessories shall be provided
in terms of unit pricing for trackside, maintenance, station, yard, plants, ports and on-board
staff including drivers. Hand-portable radios are distinguished by general, operational and
shunting categories.

14.2.13.2 These hand-portables shall allow normal and emergency calls to be made to
the control centre. It shall also be possible to call other hand-portables and cab radios.

14.2.13.3 An emergency call on the radio system shall be initiated by the use of a single
button. The possibility of accidental activation shall be minimized.

14.2.13.4 Each hand portable shall be provided with a carrying case suitable for
attaching to a belt.

14.2.13.5 The hand-portable shall incorporate a group selection facility to enable a


member of one particular group to be able to transmit to, or receive from members of another
maintenance group.

14.2.13.6 This facility shall allow the size of each group to be modified to suit changes in
operational requirements.

14.2.13.7 Hand-portable shall incorporate built in, interchangeable and rechargeable


battery packs.

14.2.13.8 The batteries shall not suffer from “memory effect” syndrome when maintained
in accordance with the manufacturer’s recommendation.

14.2.13.9 If the selected products allow this autonomy whilst keeping the hand held to
an acceptable weight, the batteries shall have sufficient capacity to enable hand-portable
radios to operate for a minimum of 24 hours in standby mode, plus a minimum of 2 hours of
talk time on a fully charged battery based on the following cycle:

14.2.13.10 Battery chargers shall be supplied at all locations where hand-portables radios
would normally be stored, when not in use.

14.2.13.11 The number of chargers to be provided shall be adequate to support the


operational requirements.

14.2.13.12 The battery charger shall be capable of charging battery packs on their own
and also battery packs when still installed within the radio handheld set with the radio
remaining in the switched on and operable state.

14.2.13.13 The number of hand-portable to be delivered shall be defined by the


Contractor as part of the design submission and shall be approved by the Employer.

14.2.13.14 Hand-portables shall be supplied with a hands free kit.

14.2.13.15 Hand-portables shall be capable of withstanding the following levels of


continuous sinusoidal vibration:
 Frequency range: 5-200 Hz
 Peak-to-peak amplitude: 7.5 mm
 Peak acceleration: 1.5g

14.2.14 Dispatcher

14.2.14.1 A dispatcher terminal shall be a fixed console to be used by a controller in the


control center for radio services control and monitoring. This terminal shall be linked to the
core Radio network via a fixed telecommunications link to a standard interface.

14.2.14.2 For each traffic console the Tenderer shall propose a dedicated dispatcher
terminal.

14.2.14.3 The terminal shall consist of display unit, keyboard, mouse and audio facilities.

14.2.14.4 The user interface shall be achieved by a simple man machine interface that
shall be submitted for the Employer’s approval.

14.2.14.5 From the terminal the operator shall be able to send and receive calls from
any user on each line as well as fixed telephone users.

14.2.14.6 Unless specific requirements justified by The Contractor, radio functions shall
be executable by a maximum of two user actions or operations.

14.2.14.7 Incoming calls shall be drawn to the user's attention by means of an audible
signal as well as being visually displayed on a dedicated area of the screen.

14.2.14.8 Distinction shall be made between the sidings and the running line, as well as
between normal and emergency calls.

14.2.14.9 Dispatcher terminals shall be ergonomically integrated in the desks.

14.2.14.10 In case of failure of a communication channel, the relevant dispatcher


terminal(s) shall be alerted.

14.2.14.11 In the event of failure of the dispatcher terminal it shall be possible for the
controller to use a hand-portable radio to remain in contact with other radio users.

14.2.15 Sidings, yard, stations and other terminals

14.2.15.1 For 110, 120, 130, 140 and 320 lines, it shall be possible for calls to be
established and received in all areas of yard, station (plant, port), sidings & other terminals
including on board rolling stock, at trackside level and inside buildings.

14.2.15.2 For 110, 120, 130, 140 and 320 lines, in addition to the voice radio system it
shall be possible for data communications to be established between trains in these areas
and the telecoms network. This shall be achieved via a broadband wireless LAN connection.

14.2.16 Environmental

14.2.16.1 All equipment at radio sites shall be enclosed in a shelter.

14.2.16.2 The shelter shall have enough place to receive equipment including but not
limited to two radio stations, the transmission system, the DDF and the environment systems
like battery, rectifier, and air conditioning. Two maintenance technicians shall have enough
place inside the shelter to work comfortably.

14.2.16.3 Inside the shelter the energy cable shall be segregated from the transmission
cables. All cables shall be enclosed in cable tray. The cable tray shall be doubled with copper
bar connector to the ground distribution bar inside the shelter.

14.2.16.4 The shelter shall be fitted with access control system (hierarchical key
management system for physical access controls), with smoke and intrusion sensor. Inside
the shelter a first aid kit and a manual fire extinguisher shall be easily accessible.

14.2.16.5 If necessary the shelter shall be elevated in order to avoid to be buried under
sand hill.

14.2.16.6 All fixed equipment shall be of high standards and capable of operating in the
environmental conditions of 0 to +60°C and 100% humidity.

14.2.16.7 These requirements may be relaxed for equipment that is permanently


installed in a dedicated climate controlled equipment room and is subject to room
temperature (+5 to +30°) at all times.

14.2.16.8 All fixed equipment shall be suitable for use in environmental conditions
complying with ETS 300 019-1-3 for operation in temperature controlled (class 3.1) locations.

14.2.16.9 All fixed equipment shall conform to the international standards for vibration in
a rail environment ISO 14837-1:2005 Mechanical vibration - Ground-borne noise and
vibration arising from rail systems.

14.2.16.10 All electrical and electronic equipment, including cabling forming part of the
radio network shall operate correctly without degradation of quality, performance or loss of
function within the railway electromagnetic environment and shall not cause electromagnetic
interference to operational signaling and telecommunication equipment and systems.

14.2.16.11 All equipment shall conform to the following international standards for
electromagnetic compatibility:

 EN50121 specifically EN50121-4 Emission and Immunity of Signaling and


Telecommunications Apparatus;

 EN50081-2 Electromagnetic Compatibility (EMC) – Generic Emission Standard –


Part 2: Industrial Environment.

14.2.16.12 In addition, the Contractor shall carry out a study to demonstrate that the
intended and unintended EM emissions from all elements of the radio system do not affect
neighboring operational equipment. Similarly, the study shall demonstrate that the radio
equipment is not adversely affected by neighboring equipment including on-board rolling
stock.

14.2.17 Power Supply

14.2.17.1 The DC power supply system for fixed infrastructure shall typically consist of
rectifiers, battery with 12-hour autonomy and DC distribution. For radio sites where mains
power is available the battery autonomy shall be 24 hours and for remote radio sites with no
connection to the mains electricity network the autonomy shall be 5 days.

14.2.17.2 The equipment to be supplied shall be electrically safe for users and
maintainers. Conformance with EN 60950 Safety of Information Technology Equipment is
acceptable as evidence of this.

14.2.17.3 The DC power supply system shall typically comprise rectifiers, batteries,
distribution board and alarm monitoring as shown in Figure below.

14.2.17.4 Output voltage shall be a nominal -50V DC (within the range -44V to -57V),
with battery autonomy of 12 hours.

14.2.17.5 The positive pole of the DC power supply system shall be earthed at the
rectifier by direct connection to the main earth terminal within the equipment cabin using a

black insulated conductor. The earth connection shall ensure minimal voltage drop of less
than 1V.

14.2.17.6 Equipment shall be appropriate for use with telecommunications equipment.


Compliance is required against ETS 300 132-2 (Power supply interface at the input to
telecommunications equipment; Part 2: Operated by direct current (dc)).

14.2.17.7 The DC power supply equipment shall be contained within floor mounted
sheet-steel enclosures, giving full access to all components and outgoing cable connections
from the front. All controls shall be placed inside. Where ventilation openings are provided,
these shall be fitted with drip-proof louvers and fine mesh wire or equivalent to exclude small
insects and vermin. Reference shall be made to ETS 300-132-2, Equipment Engineering:
Power Supply Interface at the Input to Telecommunications Equipment; Part 2: Operated by
Direct Current.

14.2.17.8 Where necessary, the battery may be placed in a separate enclosure, rack or
stand. The temperature within the enclosure shall not exceed the maximum temperature
recommended by the battery manufacturer.

14.2.17.9 Provision shall be made to allow all metallic components of battery cubicles
and rectifier and distribution cabinets to be bonded to an external earth terminal. The external
earth terminal of minimum size M10 shall be provided to enable connection to the equipment
cabin earth system.

14.2.17.10 Rectifiers shall be provided on a modular N+1 basis, such that the system can
operate normally during failure or removal/replacement of one unit.

14.2.17.11 The rectifiers shall be rated to maintain the system voltage without sustaining
damage.

14.2.17.12 Rectifiers shall be adequately rated with due regard to the air temperature
within the enclosure for the maximum ambient temperature. Temperature compensation shall
be provided where necessary.

14.2.17.13 Battery cells shall be of the valve-regulated (sealed) lead-acid type.

14.2.17.14 The design life of the battery shall not be less than 10 years. The Contractor
shall supply MTBF data for the equipment to be supplied confirming that the MTBF shall be
10 years or better.

14.2.17.15 The positive and negative terminals shall be clearly indicated.

14.2.17.16 Protective fuses shall be fitted in both the positive and negative leads of the
battery, which shall discriminate with the outgoing circuit protection.

14.2.17.17 A low voltage battery disconnect feature shall be provided such that in the
event of the battery voltage falling below a pre-defined threshold (-42V), in the absence of a
charging supply, the battery shall be automatically switched out of circuit. On resumption of
the charging supply the battery shall be automatically switched back into circuit.

14.2.17.18 The Contractor shall detail the method to be adopted for future transport and
disposal of spent or defective cells taking into consideration the operating environment.

14.2.17.19 The equipment shall be designed such that it is possible to discharge test the
battery without reducing the standby capacity below 50% of nominal at any time.

14.2.17.20 The equipment shall provide a facility for automatically initiating a battery
discharge test configurable at a monthly frequency between 1 and 12 months. The
Contractor shall provide full information on the proposed sequence of events and
parameters, and mitigation against loss of power to the load.

14.2.17.21 The battery discharge test shall be inhibited in the event of any of the
following:
 Where no battery is connected to the equipment
 Failure of the mains AC supply;
 Following discharge of the battery within the previous six days;
 Where the alarm for battery terminal voltage reduction has been activated within the
previous six days;

14.2.17.22 The Contractor shall recommend suitably rated MCBs or fuses to cater for the
radio and associated transmission access equipment as well as any necessary
environmental controls for the equipment housing.

14.2.17.23 The equipment shall provide 12-hour backup at the maximum steady state
loading.

14.2.17.24 In the event of battery discharge to –44V, the battery shall be recharged to
80% capacity within 24 hours.

14.2.17.25 The battery shall have a design life to 80% capacity in excess of 10 years with
full replacement, at the Contractor’s cost, in the event that the battery fails before 10 years.

14.2.17.26 The Contractor shall state the maximum AC supply input current required,
based on the loads given above, accounting for the following:
 Worst case: i.e. all rectifiers at full output, battery drawing full recharge current
 Rectifier efficiency

14.2.17.27 The Contractor shall supply a DC distribution board within the DC power
supply system enclosure with a minimum of 10 ways.

14.2.17.28 Outgoing circuits indicated above, shall be protected using suitably rated
MCBs/fuses.

14.2.17.29 Outgoing distribution cables shall be connected directly to the relevant


MCB/fuse.

14.2.18 Equipment Remote Status and Alarm Monitoring

14.2.18.1 The equipment shall provide remotely visible and configurable alarm
indications in the event of:
 Mains AC failure
 Mains AC deviation outside specified limits
 Automatic battery discharge test in progress
 Failure of automatic battery discharge test
 Failure of any rectifier module
 Failure of any rectifier module fan, where applicable
 Excess Temperature within any rectifier module
 Failure of any battery fuse/MCB
 Failure of any load fuse/MCB
 Operation of battery low-voltage disconnect

14.2.18.2 Alarm conditions shall be relayed back to a network operations centre via
SCADA or external contacts on the base station.

14.2.19 Electrical wiring, cabling and cable segregation

14.2.19.1 All wiring and cabling shall be of the correct type and cross-sectional area for
the circuits to which it is connected. All installations shall comply with the standards laid down
in the Institution of Engineering and Technology Wiring Regulations.

14.2.20 Electrical Transmission interfaces

14.2.20.1 All the 2 Mbits electrical junctions in the same technical rooms shall be
connected to a single DDF. The DDF shall be dimensioned to support the access of the
equipment present in the technical room as well as the future extensions. The 2 Mbit/s cables
and jumper, the DDF modules shall be compatibles with the outputs of the equipment and
convenient with the L904 standard for indoor 2Mbit/s junction or equivalent. The jumper and
cable used to connect the equipment to the main DDF shall optimize the occupation of the
cables tray.

14.2.20.2 The technical rooms in the same site shall be linked if necessary by one or
few jumper cables connected on each side to the local DDF. The interconnection shall be
dimensioned to support the equipment interconnection needs. The cable use for the
interconnections shall be suitable for building interconnection and convenient with L920
specification or equivalent.

14.2.21 Technical Floor

14.2.21.1 The room housing any new core network equipment required, shall be fitted
by the supplier of the buildings with a standard 600*600 technical floor with at least 50 cm
height from the room floor and correctly grounded.

14.2.22 Cabling

14.2.22.1 All cables in tunnel areas shall be low smoke zero halogen.

14.2.22.2 Termination frames and cabinets shall be provided to marshal cables at main
concentration and termination points. Intermediate termination points shall also be provided
to enable cable network flexibility.

14.2.22.3 Cables entering enclosures shall utilize suitable cable glands as required for
the target environment.

14.2.22.4 All cable and wiring shall be terminated in accordance with BS 7671 Electrical
Wiring Regulations.

14.2.22.5 Multiple-pin plugs and socket assemblies shall be used to connect multi-
conductor cables and/or individual wires to the internal wiring of racks, control panels or
equipment modules.

14.2.22.6 The multiple-pin plugs and socket assemblies shall hold individually insulated
extractable pin and socket contacts mechanically crimped to individual wires. The assemblies
shall be easily connected and disconnected by hand and have mechanical locking and
keying devices. Power feeds shall be terminated on sockets and not on plugs.

14.2.22.7 Connectors shall have only one cable terminated to any one terminal with
interconnection between terminals made by pre-fabricated components, supplied by the
connector manufacturer.

14.2.22.8 Connections shall be made off to levels of torque recommended by the


connector manufacturer.

14.2.22.9 The dimensions of the bore in each connector shall be compatible with the
cable core size being connected. Where different sizes of bores are required for incoming
and outgoing cores, separate adjacent blocks properly interconnected shall be provided.

14.2.22.10 Connector blocks shall be fixed on DIN rail that shall be mounted on posts
attached to the box without perforation of the box.

14.2.22.11 The Contractor shall be responsible for any extension work and materials
required.

14.2.22.12 Terminals and cables shall all be suitably identified where multiple terminals
are installed.

14.2.22.13 Connector boxes shall be labeled with circuit description(s) and safety warning
notice(s) as appropriate.

14.2.22.14 Where necessary to retain the IP rating of the enclosure the labels shall be
fixed adjacent to such boxes using a suitable mechanical fixing. Attachment by adhesives
shall not be used.

14.2.23 Interfaces

14.2.23.1 The interfaces between the sub-systems that make up the radio system for
each line, shall be to internationally recognized standards.

14.2.23.2 The interfaces between the radio system for each line, and external systems,
including but not limited to SRO, STC Mobile (if necessary), STC fixed telephone network (if
necessary), shall be to internationally recognized standards.

14.2.24 Miscellaneous

14.2.24.1 Equipment using laser systems shall comply with EN 60825 Safety of Laser
Products.

14.2.25 Operation & Maintenance

14.2.25.1 General requirements related to Operations & Maintenance are applicable


(see the above Section).

14.2.25.2 It shall be possible to monitor, administer and maintain the entire radio system
from a single element management system. Safeguards shall be put in place to ensure that
unauthorized access to the network is not possible.

14.2.25.3 It shall be possible to monitor the performance of the system and to obtain
statistics of key performance indicators in order to carry out analyses of system.

14.2.25.4 The failure of an element manager shall not cause failure or disruption to the
normal operation of the radio system.

14.2.25.5 It shall be possible to remotely monitor any degradation in performance of the


antenna system.

14.2.25.6 It shall be possible to provision new subscribers on to the network as well as


to amend and delete subscribers. The barring of stolen radios shall also be possible.

14.2.25.7 Equipment shall be warranted for a period defined in the Contract Data from
the date of commissioning of the equipment at site.

14.2.25.8 Changes made to hardware or software under the warranty shall also be
made to spare items furnished or, subsequently, ordered from the Contractor, at Contractor’s
cost.

14.2.25.9 The Contractor shall give a commitment on the future availability of all
equipment and site configuration spares, including custom devices. These are required for a
minimum period of 20 years. In case manufacturer intends to stop the production, the

Employer must be notified well in time – at least 18 (eighteen) months before product
cancellation – to procure the required spares for remaining life of the equipment.

14.2.25.10 The Contractor shall indicate any consumable spares required for
maintenance of the equipment.

14.2.25.11 The Contractor shall provide equipment repair services, on the basis of:
 Repair and return within 20 working days (standard response)
 Dispatch of replacement units within 8 hours of notification (priority response)

14.2.25.12 Maintenance engineer trained for first level maintenance and provided with a
four wheel drive car, PC, antenna measurement device and 2Mbit link tester shall be sent on
site up on request from the network operation centre. In normal weather conditions the
maintenance engineer shall not need more than two hours by car to reach the BTS site and
not more than 20 minutes to reach the NSS site.

14.2.25.13 Prior to any action, the maintenance engineer shall inform the network
operation center that he is accessing on site.

14.2.25.14 The first level maintenance engineer shall cooperate with the network
operation center in order to fix the issue within the limit of two hours of investigation. At the
end of the investigation period if the problem still exists the network operation center shall
issue a trouble ticket toward the constructor task force.

14.2.25.15 The technical assistance of the constructor as the spare and repair process
shall be detailed in the maintenance services agreement. The Contractor shall provide a
proposal that is consistent with the above model.

14.2.25.16 Unless stated otherwise, the design life shall be a minimum of 20 years.

14.2.25.17 General requirements related to Asset & Configuration Management are


applicable (see the above Section).

14.2.25.18 General requirements related to Software Maintenance are applicable (see


the above Section).

14.2.25.19 The Contractor shall, as an option, provide training on the entire network
based technology personnel groups below:
 Engineer from Network Operation Centre performing fault detection;
 Field maintenance engineer providing preventive and corrective maintenance;
 Engineer from Network Operation Centre performing network administration;
 Support engineer providing technical assistance and carry out troubleshooting;
 Quality engineer supervising quality and traffic counter.
 Engineering staff performing network design.

14.2.26 Design Validation

14.2.26.1 The Contractor shall provide the assistance required by the Employer to
complete this activity. The Contractor shall provide full information about the equipment to
enable system performance and safety to be validated.

14.2.26.2 This shall include, design review, reliability, availability, maintainability and
failure modes effects studies. These shall require face-to-face meetings, telephone
conferences, the supply of information relating to equipment and the provision of bespoke
reports.

14.2.27 Documentation

14.2.27.1 Documentation (drawings, schedules, test records and handbooks) shall be


provided for all equipment, site and system configurations.

14.2.27.2 The documentation shall cover design, function, installation, testing,


commissioning, operation & maintenance, decommissioning and disposal.

14.2.27.3 All documentation shall be submitted in an agreed electronic format to the


Employer and to the Engineer for approval a minimum of 20 working days prior to
acceptance.
