Signaling and Telecommunication Works for Line 110 are comprising Design, Procurement,
Installation, Testing and Commissioning and Maintenance, the latter as an option for signing
the contract, of all elements related to the signaling and telecommunication systems for the
CTW 110 in the Kingdom of Saudi Arabia. Project 110 is a mixed freight and passenger line
of about 80 km long, extending from Ras Al Khair to Jubail Industrial City. This line is part of
the GCC High Speed Railway Corridor.
Signaling and Telecommunication Works for Line 120 are comprising Design, Procurement,
Installation, Testing and Commissioning and Maintenance, the latter as an option for signing
the contract, of all elements related to the signaling and telecommunication systems for the
CTW 120 in the Kingdom of Saudi Arabia. Project 120 is a mixed freight and passenger line
of about 115 km long, extending from Jubail Industrial City to Dammam. This line is part of
the GCC High Speed Railway Corridor.
Signaling and Telecommunication Works for Line 130 are comprising Design, Procurement,
Installation, Testing and Commissioning and Maintenance, the latter as an option for signing
the contract, of all elements related to the signaling and telecommunication systems for the
Saudi railway (SAR) project 130 in Jubail Industrial Cities 1 and 2. Total track Chainage is
approximately 50km. The Railway Project 130 stretches from SADARA Plant in the Jubail
Industrial City 2 in the West, running east along ARAMCO facilities, Jubail Marshalling Yard,
crossing Line 120, passing to Jubail Industrial City 1 and ends at the entrance of the two
ports, KFIP and JCP on the Arabian Gulf coast. SAR will also have intermodal facilities,
loading, unloading, freight, sidings, yards, terminals and rail connection to NSR.
Signaling and Telecommunication Works for Line 140 – Ras Al Khair extension project - is
comprising Design, Procurement, Installation Testing, Commissioning and Maintenance, the
latter as an option for the Employer to sign the contract, of all elements related to the
signaling and telecommunication systems for the Saudi railway (SAR) project 140. Project
140 is a single track branch with a siding of about 9 km long within Ma’aden yard in Ras Al
Khair.

Signaling and Telecommunication Works for 320 line are comprising Design, Procurement,
Installation, Testing and commissioning and Maintenance, the latter as an option for signing
the contract, of all elements related to the signaling and telecommunication systems for the
Saudi railway project 320, part of Wa’ad Al Shamal (Northern Branch Lines – NBL)
Program. Project 320 is about 140 km long line, extended in the North, initially as extension
on the mineral line, which connects the MA’ADEN rail terminal (included in the SoW) and
the future extension to ARAMCO Bulk Plant (CTW320B not in SoW) in Turaif with the
existing Mineral Line heading to Ma'aden Al Jalamid.
The Contract implementation includes, but is not limited to, the following work:
Survey and design work for all Signaling and Telecommunication Works,
infrastructure, systems, interfaces, cables, equipment and materials to be installed
central or local, line-side and track-side,
Interface, coordination and cooperation with any Rolling Stock supplier engaged by
the Employer

2. GENERAL REQUIREMENTS
Contractor’s Duties
1. Contractor shall plan construction to minimize disturbance towards property
adjacent to the Site and to be within the construction limits shown on the plans.
2. The Employer reserves the right to limit the width of land to be disturbed and to
designate on drawings or in the field certain areas or items within this width to be
protected from damage.
3. The Contractor shall be responsible for damage to areas or items designated by the
Engineer to be protected. Repairs to, replacement of, or reparations to areas or
items damaged shall be made at the Contractor's expense and to the satisfaction of
the Engineer prior to the Taking-Over of the Works and any Sections thereof.
4. Any structure utilities like fences, etc. disturbed by the Contractor shall be repaired
to a condition equal to or better than their original condition or to the satisfaction of
the Engineer at no additional cost.
5. All areas disturbed shall be restored to a condition satisfactory to the Engineer.
6. The Contractor shall replace or repair all damaged or destroyed structures utilities
like fences, hedgerows and property corners, etc. without extra cost.
7. Unless otherwise stated, for each system considered in the scope of works, 30%
space capacity for future expansion should be considered.

3. CONTROL OF WORKS
The Contractor shall prepare all drawings required for Temporary Works, fabrication, co-
ordination of trades, all shop drawings and other drawings and documents required under the
Contract.
3.2 DESIGN
The Contractor shall provide and maintain a design office and design personnel to provide
the co-ordination, control and development of the detailed construction design of the Works.
The Contractor is required to develop, where necessary, the Engineer's design intent by
providing the detail drawings to enable the Works to be constructed.

6. Initial Submittal: submission of two (2) hard copies and one (1) soft copy for the
Engineer’s review.
7. Final Submittal: submission of four (4) hard copies and two (2) soft copies, including
one full set to the Employer.
The construction and the installation of the related equipment shall be conducted according
to the approved detailed design. For any required divergence the Design Change Request
procedure shall be followed, in order to reproduce approved detailed design.
During construction and installation, the Contractor shall produce on site (red-yellow)"as-
built" drawings. The "as-built" shall be verified and co-signed by the Engineer onsite. Two (2)
copies on CD complete with appropriate software program are to be provided among others
together with the "Completion of Works" Certificate for Employer's information. "As-built"
drawings without the verification signature of the Engineer cannot be accepted by the
Employer and the "Completion of Works".
Certificate will be cancelled with all the consequences for both the Contractor and the
Engineer in terms of time and expenses of the verification on site.

After commissioning, a last revision of the drawings with all the (red-yellow) "as-built"
incorporated will be submitted to the Engineer for validation. After approval, four (4) copies
are to be provided for the Employer, with two (2) of the copies on CD complete with
appropriate software program.

4. INTERFACE MANAGEMENT
The Saudi Railway 110, 120, 130, 140 and 320 lines Project will be implemented via a
number of contracts including, but not limited to, civil and track works, stations, workshop
facilities, signaling and telecommunications and rolling stock. Therefore, careful coordination
of all technical and scheduling matters between interfacing / adjacent /follow on parties is a
crucial element in achieving a fully coordinated design and construction.
The following clauses describe the Contractor’s responsibilities with regard to interface
management and coordination with:
1. The parties who are contractors of the Employer and who are responsible for
undertaking work which interfaces with the Contractor; and (existing and future
contracts);
2. The parties who are not contractors of the Employer and with whom the Contractor
is responsible for coordinating with in order to complete his Works under his
Contract.
The Contractor’s responsibility for interface coordination shall include currently defined
Interfacing Parties and those who may be identified as such in the future. This responsibility
is not limited to a particular number of Interfacing Parties.
The Employer will only support for getting work permission approval from Royal Commission
or any territory holder.
Interfaces which are internal to the Contract and with parties who are not contractors of the
Employer, such as utility companies, are the sole responsibility of the Contractor and are not
covered by this Interface Management document.
The Contractor’s unit rates and prices are deemed to fully cover the requirements and
obligations set out in this document and its annexes.
The Contractor shall, in accordance with the requirements of the Engineer, coordinate his
own work under the Contract with that of the Interfacing Parties. In addition, the Contractor
shall take all necessary steps to ensure that the Works are coordinated and integrated with
the work of the Interfacing Parties and others, and shall comply with any directions which the
Engineer may give for the integration and/or coordination of the Works with the work of the
Interfacing Parties.

The Contractor shall carefully review pertinent information made available by the Employer
relating to the nature and schedule of the Interfacing Parties’ contracts, and use such
information in his planning of the Works.
The Contractor shall ensure that, at all times, he resolves all interfaces applicable to the
Contract. Pursuant to this, the Contractor shall be proactive in seeking out interface issues
and their solutions, and shall identify the Interfacing Parties and their related needs.
The Contractor shall communicate, coordinate and exchange information directly with the
Interfacing Parties. Information necessary to fulfill the Contractor’s interface obligations shall
be directly requested and obtained from the Interfacing Parties, and receipt acknowledged.
Conversely, the Contractor shall provide directly to the Interfacing Parties information within
the Contractor’s scope that is required by them.
All requests for information, acknowledgment of receipt of information, and any official
communication between the Contractor and the Interfacing Parties shall be made in writing,
with a copy to the Engineer for his information.
Whilst complying with the Contract requirements, the Contractor’s schedule shall allow for the
timing of availability of necessary interface information from the Interfacing Parties.
The Contractor shall ensure that allowances for receipt of increasing levels of information
from Interfacing Parties are made as the Works progress and as required. The Contractor
shall also recognize and allow for the occasions when it may be necessary to modify his
activities to accommodate the timing of information availability from others in order to achieve
a coordinated final product. Similarly, the Contractor shall also allow for those occasions
when it is necessary to modify his activities to permit information needed by Interfacing
Parties to be expedited for them in order to achieve timely completion of their coordinated
works.
The Contractor shall advise the Engineer in writing of any problems encountered in obtaining
necessary information, and/or lack of cooperation from any Interfacing Party. In the event that
the Engineer considers that an interface is not proceeding satisfactorily, the Engineer will
review the matter and establish a coordinated plan directing the Contractor and the
Interfacing Party or Parties as to the required action.
The Contractor shall coordinate and cooperate with Interfacing Parties on all Site related
matters including but not limited to Site access and occupation, safety, verification of work
compatibility and survey control. He shall advise the Interfacing Parties in advance when a
construction item is ready for field inspection to verify compatibility with the Interfacing
Parties’ needs, and shall facilitate access to the Site for the Interfacing Parties.

Prior to applying for a Taking-Over Certificate for any Section of the Works (if the Works are
required to be completed in Sections) and the whole of the Works, the Contractor shall obtain
written confirmation from each applicable Interfacing Party that the interface elements meet
the requirements of the Interfacing Parties, within that Section or the whole of the Works (as
the case may be). If one or more Interfacing Parties unreasonably withholds such
confirmation, the Engineer shall decide on what further action, if any, is required of the
Contractor prior to the issue of a Taking-Over Certificate for that Section / whole of the
Works.
The Contractor shall prepare a Coordinated Interface Report and a Coordinated Interface
Schedule. The Coordinated Interface Report and Coordinated Interface Schedule shall
completely define the Contractor’s schedule for interface coordination.
Subsequently, it shall be kept up-to-date and submitted on a quarterly basis to the Engineer
for his information, review and comment, and a summary of principal issues shall be included
in each Monthly Progress Report.
The Coordinated Interface Report is the document which describes the Contractor’s interface
management system in terms of providing a clear description of each of the interfaces, both
technically and sequentially, and represents an account of how the Contractor proposes to
achieve coordinated design (as may be required under the Contract) and coordinated
construction. The Coordinated Interface Report is also required to demonstrate that the
coordinated design and construction details described therein fully comply with the needs of
others, and acceptance of these details by the Interfacing Parties will be a pre-requisite to the
Engineer’s issue of the relevant Taking-Over Certificate.

The Coordinated Interface Schedule is the schedule which describes the sequencing and
timing of each of the Interfacing Parties’ scope of work, clearly describing the
interdependencies between the Works and the work of the Interfacing Parties, and
complementing the Coordinated Interface Report. The Coordinated Interface Schedule shall
be prepared in accordance with the Contractor’s compliant detailed time programme (Clause
8.3 of the General Conditions of Contract) and shall show the sequences and timing agreed
with the Interfacing Parties to the necessary degree of detail to clearly illustrate each of the
interfaces to be undertaken.

contractors who will be carrying out work which does not form part of the Saudi
Railway Project 110, 120, 130, 140 and 320.
To assist the Contractor in his duties relating to Interfacing Parties and coordination with
others, below is a list of the Interfacing Parties known at the time of tender, together with
relevant particulars including but not limited to:

For the time being, the evolution of the corresponding Civil and Track Works sets the priority
for realization first of line 320 and 140. Refer to Appendix 4 in the ITB for information
regarding the currently implemented S&T preparatory Works by the ducts Contractor.

and quantity produced for that activity such as cubic meters of plating, cubic meters
of cut, cubic meters of fill.
7. S-curves forecasts shall be given indicating the overall planned production output of
the various elements such as cut, fill, production of ballast, rail line laid and overall
manpower and equipment usage forecast detailing individual trades and types of
equipment to illustrate the buildup of manpower/equipment and other resources.
These forecasts are going to be extracted from the activities in the Programme and
the resources loaded into those activities.
8. The Contractor shall use Primavera P6 Project Planner for Windows or latest
version thereof or similar approved by the Engineer. The Baseline Schedule shall
be submitted in electronic and hardcopy format on electronic disk and with color
plots in bar chart format and time-scale network diagram format.
9. This Programme shall include, but not be limited to, the following activities:-
Mobilization / demobilization
Construction of site offices, staging areas, laboratories and access roads
Site surveys and setting outs
Coordination and interfacing with all Interfacing Parties, Government Authorities
and utilities
Preparation and review of Construction details
Lead time, order and delivery of major Contractor’s Equipment required for use
on the Works
Order, manufacture, delivery, testing, and installation of critical material and
major components
Major construction activities
Subcontractors’ items of work
Required reviews and approvals by regulatory agencies or other third parties
Milestones (if any)
Particular attention is drawn to the likely high density of utilities, particularly in and around
centers of industry / population, where oil and gas pipelines may be located as well as all
other types of utilities. The Contractor shall take all necessary steps in liaising with the
appropriate authorities to ensure that all utilities are identified as necessary and any damage
thereto avoided.

All, facilities, equipment, computers and computer software shall be provided new for the
period of carrying out the Works and for the full extent of the Defects Notification Period.
6.1 DESCRIPTION
The following listed items shall comprise the items measured in the Bill of Quantities for
Supervision Staff Facilities
1. Supervision Staff Compound (Temporary)
2. Project Laboratory
3. Computer Equipment
4. Survey S&T Related Equipment
It is anticipated that the total number of Engineer’s Employer’s staff for S&T 320 compound to
be accommodated on this Contract will be approximately twenty (20) persons and for
S&T130, 110, 140 and 120 compound approximately (30) persons, excluding any cleaning
and other personnel provided by the Contractor.
It is anticipated that the Contractor will establish his own offices (with facilities) for the Works
as follows:-
1. Two(2) Contractor’s main site offices;
The Contractor shall provide accommodation for the sole use of the Engineer and his staff,
and the item of Supervision Staff Compound shall comprise the following, all as described in
detail hereunder:-
1. one (1) main staff compound; and
2. a number of satellite subsidiary staff compounds; number and location of each to be
ascertained as described below.
The main staff compound shall be sited adjacent to but separate from the Contractor’s main
site offices, in a compound established by the Contractor.
In case of the contractor wishes to establish a satellite subsidiary compound, each satellite
subsidiary staff compound shall be sited adjacent to but separate from each of the
Contractor’s satellite subsidiary site offices, in a compound established by the Contractor.
Therefore, the total number of satellite subsidiary staff compounds for the Engineer shall be
the same as the number of the Contractor’s satellite subsidiary site offices.

For this purpose, it is anticipated that the Contractor will establish a minimum of two (2)
Contractor’s satellite subsidiary site offices one for packages 110, 120, 140 and 130
combined and one for package 320. However, the numbers and locations of such offices are
entirely at the discretion of the Contractor.
The Contractor shall provide and properly maintain fully-furnished, serviced, cleaned,
equipped and air-conditioned staff compound and satellite staff compounds for the Engineer,
his staff and the Employer’s representatives. The compounds shall be properly fenced for
safety and security. The plans for each compound shall be designed / arranged by the
Contractor and forwarded to the Engineer for approval prior to construction. The staff
compounds shall include but shall not be limited to the following facilities.
The Engineer offices minimum plan area shall be 300 m2 with the following preliminary

At the Engineer’s main staff compounds, the Contractor shall provide hard standings and
coverings sufficient for twenty two (22) Engineers’/ Engineer’s visitor’s vehicles distributed as
follows:

The Engineer’s main staff compounds shall be adequate to accommodate a total of thirty
(30) persons at most at each compound.
Annexed to main staff compound shall be a rest area with a minimum plan area of 175 m2.
Each rest area shall be fully furnished and equipped with kitchen, mess hall, recreational
room and WCs / showers.
The Contractor shall note that the provisions within the MOT Specifications regarding
Engineer’s dormitory accommodation remain valid and in full force.
A fully equipped laboratory shall be provided adjacent to the Engineer’s main staff compound
and adjacent to each of the Engineer’s satellite subsidiary staff compounds.
The Contractor shall, within sixty (60) days of having access to and taking possession of the
Site, provide, furnish and maintain for the duration of the Contract approved laboratories with
all utilities, services, furniture, testing equipment, apparatus and fittings. In each laboratory,
the Contractor shall provide one (1) original set of all relevant standards, manuals and
circulars necessary for the checking, testing and control of the work. The minimum
equipment necessary for each laboratory shall conform to the standards prescribed in the
AAR signaling manual. The latest editions of AREMA and other applicable standards shall
also be provided, as originals, not copies.
The Contractor shall provide four (4) laboratory technicians in each laboratory to work under
the Engineer’s supervision and shall provide them with housing and food. The Contractor
shall provide all forms and stationery required for laboratory operation.
The provision of laboratories shall include drivers and unskilled labor required to suit the
progress of the Works, maintenance, fuel (for generators) and gas (for laboratories), water,
electricity and other necessary utilities.
All laboratories and laboratory equipment shall remain the property of the Contractor.
The Contractor shall provide the following survey equipment for each Package to the
Engineer for the exclusive use of his surveyors:

In addition, white, black and red spray paint, warning tapes, steel and wooden pegs,
hammers and nails, and other surveying consumables shall be supplied by the Contractor in
sufficient quantities in addition to the provision of labor and any other item needed to carry
out the survey work to the satisfaction of the Engineer. Any equipment damaged and/or
malfunctioning during usage shall be promptly repaired or replaced by the Contractor.
The surveying equipment shall be maintained by the Contractor to the required precision.
The Contractor shall supply and maintain the services, facilities, equipment and computer
software described hereunder for the sole use of the Engineer and his staff, and the
Employer’s representative as necessary, in the Engineer’s main staff compound and the
Engineer’s satellite subsidiary staff compounds. All facilities, equipment and computer
software shall be latest available models / versions, and fully licensed.
The Contractor shall provide, maintain and update as necessary the following equipment for
each Package:
1. six (6) high-capacity and high speed photocopy machines, each with collator / sorter;
2. four (4) A3 high speed color scanners;
3. eight (8) A3 high speed laser printers (four (4) monochrome and four (4) color);
4. Twenty one (21) latest specification PCs with latest editions / versions of engineering
and administrative computer software to the satisfaction of the Engineer, including high speed
(broadband) internet connections. The computer software provided shall include Windows
operating system, AutoCAD, Microsoft Office, Microsoft Project, Access, Primavera P5 and
Expedition 10 any other software deemed necessary for the efficient administration of tasks to
be carried out by the Engineer’s staff. The number of PC’s shall be the same number of the
staff.
5. Maintenance shall include replacement of hardware / peripherals / software as
necessary for continuity of operation.

The Contractor shall provide, maintain and keep in full working order at all times all required
utilities, including provision of water, electricity, potable water, gas, equipment and separate
lines for telephones and facsimile, air-conditioners, carpeting, curtains, kitchen equipment,
sturdy office and other furniture (including adjustable swivel chairs) in quantities adequate for
the number of personnel concerned, stationery supplies, filing and other cabinets, wall
shelving, safety equipment and all necessary electrical appliances. Maintenance shall include
replacement of items / appliances as necessary.
The Contractor shall maintain, operate, keep clean and tidy, and in full operation all of the
Engineer’s main and satellite subsidiary supervision staff compounds, including sanitary and
storm drainage and shall comply with all relevant safety regulations.
The Contractor shall equip each of the Engineer’s compounds and the Engineer’s vehicles
with a “two way” radio communications system with a range sufficient to maintain
communication with one or more compounds for any site location. (There will be twenty two
Engineer’s vehicles). The wavebands allocated to the Engineer shall be distinct and separate
from those to be used by the Contractor. If bidders propose the use of satellite telephony, full
details of the proposed system shall be submitted with the technical bid. For the area along
320 line, the provision of two way radio communication is mandatory.
The Engineer’s supervision staff compounds (main staff compound and dormitory
accommodation), complete with contents, shall remain the property of the Contractor and
shall be returned to him on expiration of the Defects Notification Period.
Contractor is fully responsible for safety and security of all Engineer’s personal.
6.7.1 Measurement
All requirements for the Engineer’s Supervision Staff Compound (Temporary), which term
shall include Engineer’s main staff compound and Engineer’s satellite subsidiary staff
compounds, project laboratories, survey equipment, computer equipment and preparation of
work site shall be measured on a lump sum basis and paid in installments as indicated
hereinafter. These installments shall be considered as full compensation for the provision of
all necessary items for the Engineer’s supervision staff compounds (temporary), project
laboratories, survey equipment, computer equipment and preparation of work site, including

structures, renovation, painting / repainting, furnishing, maintenance and all of the above
prescribed services, facilities and equipment, together with maintenance of equipment,
structures, installations, manuals and telephones.
6.8 PAYMENT
Payment for the Engineer’s Supervision Staff Compound (Temporary), offices, project
laboratories, survey equipment and computer equipment shall be made in installments
against the relevant item(s) in the Bill of Quantities as follows:
1. 40% of the amount for the Engineer’s fully furnished and equipped Supervision
Staff Compound (Temporary), project laboratory, survey equipment and computer
equipment will be paid after the provision all the facilities of the compound, laboratory
equipment (as stated in the material manual), survey equipment, computers and
software, and other required furnishings and equipment are received by and signed for
by the Engineer and after the successful operation of the facilities and equipment has
started.
2. 50% will be paid as follows:
10% upon completion of 20% of the Contract Price
10% upon completion of 40% of the Contract Price
10% upon completion of 60% of the Contract Price
10% upon completion of 80% of the Contract Price
10% upon completion of 90% of the Contract Price
3. 10% will be paid in the Final Payment Certificate.
Payment is conditional upon the proper operation and maintenance of the facilities as
defined in the Specification and in the manner approved by the Engineer. Payment will be

An Environmental Impact Assessment (“EIA”) has been carried out and the report of the EIA
is available for inspection in the Employer’s offices during normal office hours by
appointment.
The Contractors selected for carrying the projects S&T110, S&T120 and S&T130 shall follow
the "Royal Commission Environmental Regulations-2015 Volume I - Regulations and
Standards" as well as "Volume II - Environmental Permit Program", which will be made
available to the contractor after award, together with the Environmental Impact Assessment
(“EIA”).
The Contractor shall, within 42 days after receiving the Letter of Acceptance, submit his fully
comprehensive Environmental Management Plan (“EMP”), setting out the environmental
requirements together with the mitigation, monitoring and institutional measures he will take
during the prosecution of the Works in order to minimize adverse environmental and social
impacts.
The Contractor shall be responsible for setting up and running an Environmental Protection
Unit (“EPU”). The EPU will be charged with environmental management / monitoring during
the carrying out of the Works.
The Contractor’s duties and obligations include his full and strict compliance in every respect
with the EIA report, applicable Law, requirements of relevant environmental agencies and
any recommendations made by the EPU.

The Engineer will, from time to time, direct the Contractor to carry out testing to verify the
results of tests already carried out by the Contractor. For the purposes of such testing as
directed by the Engineer, the Contractor shall utilize the services of an Independent Testing
Agency (ITA). The Contractor’s rates and prices shall include for such testing as directed by
the Engineer.
Generalities
The Contractor shall provide a draft Operation and Maintenance Training Plan for the
equipment/systems supplied under the Works Contract that is based on the information
provided in the Operation and Maintenance Manual.
Where the Works Contract may concern dissimilar types of equipment/systems, the
Contractor shall provide a separate draft operating and maintenance plan for each. Where
multiples of identical equipment/systems are provided, a single plan is required.
The Training Plan shall be provided complete with detailed Training Programs and
supporting Training Manuals with as-built drawings and shall be submitted for review to the
Engineer/Employer. Training Plans and Manuals shall form an integral part of an Operations
and Maintenance Manual.
When the Engineer has acknowledged acceptance of all as-built information, the Contractor
shall finalize the Training Plans, detailed Training Programs and Training Manuals for final
acceptance by the Engineer and return to retrain personnel where applicable in order to
complete the Works Contract. The Engineer's and Employer’s acceptance will be required
before implementation of the program.
The Training Plan shall define skills and competencies required for personnel involved in the
Engineering, Operation and Maintenance of the equipment/systems and shall include
procedures for installation and use. Training shall be categorized in modules and each
module shall contain objectives, method, contents, duration, prerequisites required including
where applicable, tools, plant and access equipment, facilities, resource requirements and
risk assessments. Competency requirements and certification, assessment arrangements,
standards and retesting procedures shall also be included. Training schedules shall align
with and support construction, testing and commissioning activities.

The Contractor shall train Employers instructors, Engineering and technical personnel and
such external personnel as the Employer requires in addition to Depot operations and
maintenance personnel. All such personnel shall be deemed trainees until they satisfactorily
complete training.
The Contractor shall include as built documents in the Training Manuals as soon as they are
available. Significant amendments arising from as-built information that affect operation,
maintenance or safety shall be assessed and advised to the Engineer and/or Employer with
the minimum of delay in order that arrangements for refresher training can be considered.
In addition to the personal documents handed to each trainee, two complete sets of all
documents shall be arranged and continually maintained by the Contractor.
The Contractor shall provide end of course reports which take into account the instructors’
assessment of results and trainee comments.
The Contractor shall manage and maintain a record of all training activities and shall provide
each trainee with a progress logbook recording all training courses, examinations, activities,
visits, or events associated with the plant, equipment and materials.
Contractors shall consider that all or part of any training requirement regarding their Works
Contract may have to further contribute to elements of overall training of personnel.
The Contractor shall provide training for maintenance staff (engineers and technicians) for
the new systems to be provided under this Contract.
The training courses and instructions to be offered shall be of sufficient scale, content and
scope to enable the trainees to operate and maintain the new signaling and
telecommunications systems and all electrical and mechanical systems, as well as to adapt
the system to future extensions and changes.
The training for operation staff shall last at least 3 weeks and shall be provided to about 20
personnel in batches.
The Tendered shall include in his proposal a program for his proposed training. This program
shall include course title, maximum and minimum numbers of trainees of each course,
scope, duration, proposed location, minimum qualification level for students and their aimed
abilities after the course.
The training courses will be divided into management training and training for operation staff.

Parts of the training courses can be performed off-shore at the Contractor’s home country.
All expenses for management training shall be paid by the Contractor (accommodation,
travel tickets, transportation, lunch and dinner).
Training shall be provided in the country of system manufacturing. All expenses for training
shall be paid by the Contractor (accommodation, travel tickets, transportation, lunch and
dinner)
All trainees shall be tested and certified by the Contractor in order to ensure a high education
level of all trainees. The Contractor’s testing and certification procedure shall be prepared in
close cooperation with the operator and finally approved by the operator.
All necessary tools and equipment including personal computers and software, required to
perform the training as described above, shall be provided by the Contractor. OCC and Local
Control operator workstations, S&D workstations shall be made available on time for training
of Management Officers, and maintenance staff. The training workstation shall be equipped
with appropriate software tools for simulation of all future tasks including error cases.
Management training
Management training courses shall be provided to at least 10 SAR S&T engineers, which
shall include all systems in the suppliers’ facilities.
Target of the management courses is to familiarize the operator managers in setting up and
maintaining an efficient organization required for the new signaling systems and to define the
organization, rules and procedures in advance.
Management training courses shall be conducted early before start of operation and
maintenance training in order to permit the trained managers to set-up internally the required
rules, procedures and structures on time.
Parts of the management training courses can be performed off-shore at the Contractor’s

The management training courses and related training documents and facilities shall be
arranged in English language.
Training for maintenance staff (engineers and technicians) shall be offered for each
individual signaling, telecommunications and power supply system or subsystems provided
under this contract before commissioning of the system.
The training shall last at least 2 months and shall be provided to about 80 personnel in
batches.
Shall be provided sessions of recycling training for the maintenance staff (engineers and
technicians) within the maintenance contract.
Some personnel (about 5) shall receive a more intensive training to become future trainers
for SAR. The training program, lesson plans and training documents will be prepared by the
Contractor in a manner that all documents will be suitable for use of future ongoing training
by SAR’s trainers.
The maintenance training courses and related training documents and facilities shall be
arranged in English language.
The Contractor shall provide the Employer with 80 complete hardcopy set of documentation
required for training.
Documentation
The Contractor shall design and provide all implementation documents based on this
requirement and the approved basic documents for the installation, testing and maintenance,
especially those mentioned below:
Execution circuits/drawings containing the connection to all indoor and outdoor elements
(one original copy and 2 copies in Arabian or in English).
Testing sheets especially for field tests (one original and 2 copies in Arabian or in English).

Maintenance instructions for first and second level maintenance (one original and 80 copies
in Arabian and in English).
The originals for these plans and documents shall be supplied in the form of a CD-Rom in
AUTOCAD format or in WORD.
The contractor shall consider, at least the following training for employer’s staff:
Training for 10 persons in management level per system ( offshore i.e. supplier facility )
Training for 40 person for system operation
Training for 80 persons for maintenance
The contractor shall provide a fully equipped training center
The contractor shall provide a training for all systems provided to the employer and shall
be responsible for the accommodation travel and living costs

10. COMPLETION
The Works shall not be considered as completed for the purposes of the Taking-Over
Certificate until a complete hand-back documentation (Project File) has been provided to and
approved by the Engineer.

11. WARRANTY
The Contractor shall promptly correct at its own expense any defect or deficiency in the design
workmanship or material performed or supplied by its Contractor or any member of the
Contractor's personnel, any Subcontractor or any person under the responsibility of the
Contractor which appears during the period of construction or within a period of two (2) years
from the final acceptance of the Works covered by the Contract, or such longer period as may
be specified for certain Products or Works.
For the purposes hereof a "design defect" shall include, but not be limited to, inadequacies or
weaknesses in circuit design, in the selection and arrangement of hardware and material, in
software and other related or similar elements of the system, where such inadequacies or
weaknesses prevent the system from providing fully satisfactory performance as contemplated
in this requirement.
Depending upon the nature of the defect and the equipment concerned, it shall be rectified
promptly by the Contractor on site, free of any cost to the Employer, or returned to the
Contractor for repair or replacement free of any charge whatsoever.
Work performed by the Contractor, or items replaced by the Contractor under warranty shall be
similarly under warranty for the remainder of the warranty period or for 12 months, whichever is
the longer.
Changes made to hardware or software under the warranty shall also be made to spare items
furnished or, subsequently, ordered from the Contractor, at the Contractor cost.
Normal maintenance of the system and repair components by the Employer in accordance
with the Contractor instructions or accepted practice shall not leave or produce any defects or
degraded situations and shall not relieve the Contractor of his responsibilities under this
warranty.
Upon receiving notice of a defect or deficiency, the Contractor shall immediately correct, within
a time agreed to with the Employer, at the Contractor's own expense, all Work found defective,
deficient or unable to meet the design, performance and operation criteria set.
The quantity of required spare parts, tools, measuring instruments for the Defects Notification
Period of 24 months and the same for the maintenance period of the first sixty (60) months
after issuance of Performance Certificate are to be specified by the Bidder. Type and quantity
of spare parts shall be listed in the technical proposal. The same lists with unit prices shall be
submitted in the financial proposal.
The delivery of these tools and spare parts will contain, but not be limited to:

All spare components, assemblies and equipment shall be supplied in packaging suitable for
extended storage in the Employer's or other store. As a minimum, sufficient information shall
be included on and with the packaging to identify clearly the item including any hazardous
substance contained within it, the name and address of the manufacturer, the date of
manufacture, the conditions and requirements for its storage and its 'shelf life'.
Until the end of the warranty period, i.e. the Defects Notification Period, the Employer shall
have the option to purchase spare parts, test equipment and recommended tools listed in the
schedule of prices (Vol. 4, Appendix I) included in the tender at the quoted prices.
The Contractor has to guarantee the availability and provision of tools and spare parts for at
least 20 years, starting from the date of Entry into Service of the respective subsystem. In case
the manufacturer intends to stop the production of a spare part, SAR must be notified well in
time – at least 18 (eighteen) months before product cancellation – to procure the required
spares for remaining life of the equipment.
