4. IPP Developer Consortium's scope of supply and service provision ....................... 11
The Project is conceived as a turnkey contract and the Contractor shall be responsible for
the design, materials, manufacture, inspection, testing and warranty of all buildings,
structures, equipment and systems of the entire power station, substation and electrical
line. IPP DEVELOPER CONSORTIUM reserves the right not to include in the turnkey
contract the installations or specific scope that may form part of IPP DEVELOPER
CONSORTIUM’s scope. This will be agreed upon with the Contractor prior to Contract
signature.
2. Contractor responsibilities
2.1. General requirements
The Contractor shall assume the consequences of the "turnkey" nature of the Contract,
under which said Contractor shall be responsible for the design, engineering, materials,
supplies, inspection, construction, testing, commissioning and warranty of the entire Plant
until certification of final acceptance by the Purchaser, IPP DEVELOPER CONSORTIUM.
Likewise, the Contractor shall be responsible for and control all interfaces with the IPP
DEVELOPER CONSORTIUM Scope and IPP DEVELOPER CONSORTIUM
subcontractors. The Contractor shall be responsible for leading the Project including the
functional scope of the IPP DEVELOPER CONSORTIUM Engineer in accordance with the
relevant provisions of the Contract.
The scope of supply of the Contractor, therefore, shall include all systems, units of
equipment, components, works, services etc. required to carry out the Project and all
technical and legal requirements of the Indonesian laws and authorities.
The Contractor shall also be responsible for all civil works within and outside the Power
Station required for the construction, operation and maintenance of the same.
The Contractor shall also be responsible for transportation of all the equipment within its
scope to the site; therefore the following points shall be included in the scope of the
Contractor:
- Accesses.
- Possible need for the improvement of roads, bridges and/or quays to correctly
transport the heaviest units (e.g: generator) from the quay to the power plant.
This includes all the necessary permits and procedures.
c) The incoming connections for sea or river water uptake and discharges, including
the uptake weir ducts and pump house, including the needs for civil works
mechanical erection, electricity and control.”
The power plant that the Contractor hands over to IPP DEVELOPER
CONSORTIUM shall comply with all the currently applicable Indonesian legislation.
Consequently, the Contractor shall be responsible for obtaining all the construction
and operating licences and permits required. These licences and permits must be
obtained sufficiently in advance to ensure that the works schedule and its
milestones are met and the Plant is commissioned and handed over in compliance
with the Contract.
In order to ensure that the Plant generates electricity in a reliable and efficient
manner, the key components of the Power Station must be of proven performance
and design and require minimum downtime for maintenance. All components shall
be new.
The Contractor's scope of supply includes provision of the entire Plant including all
services and supplies required for this purpose, even those not specifically
mentioned in this document.
The Contractor shall be responsible for providing the following scope and services
described in detail in the following sections:
The contractual model shall be of the turnkey nature. IPP DEVELOPER CONSORTIUM
reserves the right, during negotiations and before contract signature, to remove from the
Contractor scope some of the main equipment, components and installations included in
Volume V above (see Sections 1 to 9). This circumstance will be agreed upon between IPP
DEVELOPER CONSORTIUM and the Contractor during contract negotiations.
The Contractor shall foster and ensure the maximum percentage of participation of
Indonesian origin in the supplies and services defined in this Volume and in accordance
with the requirements from the following regulations:
Local labour, materials and manufacturing should be used to the maximum feasible extent
and in compliance with applicable laws.
The Contractor shall provide information on the proposed local participation in the Project,
indentifying the extent to which they plan to employ local contractors, suppliers and labour.
The Contractor’s scope includes all activities of project management, administration and
control, quality and engineering.
The leadership, management, project control and engineering aspects of the overall project
include but are not limited to:
The scope of supply of the following main components and installations is set forth in the
corresponding sections of Volume V:
Generating set and associated auxiliary systems. Two options can be considered
for generating set:
- Option 1: gas engine – generator
- Option 2: gas turbine- generator
Plant electric substation
Outside electric line
Expansion of existing substation (if apply)
In the above sections the scope of works is detailed at the system, structure and
component level for each main component and installation.
The Contractor shall define in the Bid the name and reference of the proposed suppliers for
each of the main components and installations (see Volume I Section 4.3.1).
The scope of supplies and services applicable to the main components and installations
included in Volume V shall be complemented with all common equipment and services
included in Volume VI for general requirements of the Plant and of the Balance of Plant.
IPP DEVELOPER CONSORTIUM reserve the right to approve the Supplier’s main
equipment and systems listed above. The Contractor shall inform IPP DEVELOPER
CONSORTIUM of the battery limits and interfaces among the above suppliers. The
Contractor is responsible for full integration of the above suppliers and is also responsible
for supplying all material and services between the above suppliers and between the above
suppliers and the Balance of the Plant.
3.3.1. General
The following scope of supplies applies to the Balance of Plant defined in Volume VI. A
general description of the scope is defined in the following sections. However, the detail
scope is included in the corresponding Civil, Mechanical, Electrical and Instrumentation
sections of Volume VI.
The Contractor is responsible for providing a complete Plant ready for full and proper
operation, including all items required to comply with this objective. For that reason the
Contractor is responsible for matching the scope of supply and services of the Balance of
Plant with the scope of supply and services of the main components and installations from
Volume V to verify that there are no missing items in the interfaces.
The Contractor's scope of supply includes all the civil works involved in the Project. These
design, materials, construction and services works shall be governed by Chapter 2 of
Volume VI of this Specification:
Comprehensive research, monitoring and engineering studies (the environment,
soil mechanics, fill material, geo-hydrological, seismic-tectonic (earthquake
hazard), geophysical, topographic, hydro-meteorological, sources of supplies, soil
resistivity, short circuits, regulations, access roads, weather conditions, etc.).
Preparation of site
Demolition of existing structures, if any
Earthmoving: Excavation, backfill, site development
Water supply and drainage networks
On-site development, roads and pavements
Foundations for buildings, facilities and equipment
Fire walls, trenches, underground electrical conduits, trenches, grounding network,
etc.
Piling of all structures to prevent subsidence, as required
Concrete and reinforced concrete works, masonry and earthing
Concreting of maintenance platforms and lay-down areas
Waterproofing works for pressing and non-pressing water
Fire protection during construction
Roofing, non-asbestos
Plumbing
Facade works/glazing works; non-asbestos
Non-load-bearing walls/installation partitions/dry construction works
Metalwork and blacksmith work/raised flooring/doors and gates/ sheet metal work

Landscaping under local requirements
The Contractor's scope of supply includes all of the permanent and provisional structures
and buildings, including finishings. Design, materials, construction and services works shall
be governed by the provisions of Chapter 2 of Volume VI of this Specification but not
limitative to:
Site works
Option 1 Power House or Engine hall
Option 1 Engine-generator pedestals
Option 2 Turbine-generator pedestals
Option 2 Auxiliary gas-turbine equipment civil works
Cooling radiator structures and foundations
The Contractor's scope of supply includes all design, materials and services required in
accordance with PLN specifications, Volume V and Volume VI. These works include but are
not confined to the following:
Fuel gas system, including regulation, measuring and filtering equipment, safety
relief unit, piping and supports, valves and fittings, instrumentation.
Lubricating oil system, including tanks, pumps, filters, separator modules, piping
and supports, valves and fittings, instrumentation.
Cooling system including radiators, maintenance tank, piping and supports, valves
and fittings, instrumentation.
Air intake system including filters.
Exhaust gas system including silencers and ducting.
Water treatment plant including water treatment units, storage and distribution
system. Raw water to be used by the contractor for makeup purposes shall be
provided from local water sources under license from the relevant authorities. The
contractor shall be responsible for locating, constructing and operating any required
pumping stations and pipelines required to deliver raw water to the site and any
other equipment found necessary at any time for the term of the PPA.
Waste water treatment plant including oily water system.
Compressed air plant including starting air system (for gas engines, option 1) and
instrumentation air system.
Compressor cleaning system (for gas turbines, option 2).
The Contractor's scope of supply includes all design, materials and services required in
accordance with PLN Request for Proposals and Volume V and Volume VI of this BIS
which are within the scope of the equipment and components of the electrical systems.
These works include but are not confined to the following:
The electrical system elements associated with the main equipment and
installations from Volume V, including all interfaces
The step-up transformer(s)
13.8 kV bus-bar system, consisting in:
- Option 1, Engines Power Plant: MV switchgear with two bus-bars, with coupling
circuit breaker, automatic transfer system and generator circuit breakers (one
for each generator).
- Option 2, Gas Turbines Power Plant: Segregated-phase bus ducts between step-
up transformer, unit auxiliary transformer and generator, including generator
circuit breaker cubicles.
Auxiliaries distribution system:
- Option 1, Engines Power Plant:
At least two auxiliary transformers (depending of the size) 13,8 kV – 400 V.
400 V switchgear panels connected by coupling breaker.
400 V motor control centres (MCC).
LV electric motors.
- Option 2, Gas Turbines Power Plant:
Unit auxiliary transformer for each generator, 13,8 kV – 6,3 kV.
6,3 kV MV switchgears.
Auxiliary transformers 6,3 kV – 400 V.
400 V switchgear panels connected by coupling breaker.
400 V motor control centres (MCC).
MV and LV electric motors.
Normal lighting distribution centre
Emergency lighting distribution centre
Black-star diesel generator
Fully redundant direct current (DC) systems. Each system shall include one (1)
battery, one (1) battery charger and one (1) distribution panel
Fully redundant uninterruptible power supply (UPS) system units, each one
including: one inverter, one static transfer switch, one contactor-based manual
bypass, one bypass transformer and one switchgear panel.
Equipment for indoor and outdoor lighting and power sockets
Redundant protection relay scheme for generator system and step-up transformer
system.

The Contractor's scope of supply includes all design, materials and services in PLN
Request for Proposals and Volume V and Volume VI of this BIS. These shall include but
are not limited to:
The Contractor is responsible for providing all works, supplies and services as required in
PLN Request for proposals and Volumes VIII and IX of this BIS .
The Contractor's service provision scope includes all works and services, including but not
limited to the following:
All services required in Volume VII related to quality, inspection, testing and
documentation
Provision of the information required in the Tendering Rules
Full control and management of the all works up to Final Acceptance
Control and supervision of all contractors and subcontractors
Provision of labour, supervision, administration, materials, equipment, tools,
chemicals, onsite storage and material handling and overall control of the Works
Obtaining permits and licences as set forth in Volume III of this Specification
IPP DEVELOPER CONSORTIUM will follow up on the licence application and obtainment
of permits related to the worksite, construction and operation of the Plant. IPP
DEVELOPER CONSORTIUM will liaise directly with the Indonesian authorities and
institutions. Volume III contains the content of the Contractor's and IPP DEVELOPER
CONSORTIUM's scope of service provision.
IPP DEVELOPER CONSORTIUM shall undertake the following activities (see in detail
described in Volume III):

Bidder's tenders shall provide the options identified as such - including the full scope of
supply and the price breakdown - in the RFQ Volumes.
Bidders' tenders may propose any duly substantiated options for which they have proven
experience. Any such options must meet the requirements of PLN documents and these
documents . Pricing and scheduling of the options shall be included for assessment by IPP
DEVELOPER CONSORTIUM.
6.3. Alternatives
Bidders may propose alternatives to the design and criteria proposed by IPP DEVELOPER
CONSORTIUM provided they are beneficial to IPP DEVELOPER CONSORTIUM or entail a
reduction in Project costs or deadlines and comply with all the requirements for options set
forth in Section 6.2 above. These alternatives shall be properly documented to facilitate
decision making by IPP DEVELOPER CONSORTIUM.
The Contractor shall be responsible for supplying all spare parts, special tools, equipment
and inspection and testing instruments, software, consumables, etc. required for
construction and commissioning until provisional acceptance. The cost of all these supplies
and services shall be borne by the Contractor shall not entail any additional costs for IPP
DEVELOPER CONSORTIUM.
Bidders shall include list of equipment and spare parts for three years of operation in
their tenders as indicated in Volumes V, VI, VII and VIII and in accordance with their
experience and practice of other similar projects. The list shall identify the tools and
parts and state the quantity and the cost. The Contractor shall take the preventive
maintenance strategy and features of the site into account at all times to ensure the
availability of the plant. The list will be reviewed by IPP DEVELOPER CONSORTIUM
and taken into consideration during contract negotiations. The list to be included by the
EPC Contractor shall include a complete list of spare parts of the plant on which will be
indicated, for each spare, its guaranteed price DDP, recommended quantity for 3
years, and delivery time. It shall also be indicated that the Owner is entitled to
purchase any spare parts he deems necessary, but that he is under no obligation
whatsoever to purchase any.
Before provisional acceptance of the plant the Contractor shall review this list taking the
Commissioning experience and market conditions at the time into account.
The Contractor shall be responsible for maintaining a sufficient number of parts (stock)
during these phases to ensure that Project deadlines are not compromised for this reason.
The Contractor shall make arrangements with suppliers of critical components to ensure
that spare parts will be available for at least 20 years from the provisional acceptance date
or to warn IPP DEVELOPER CONSORTIUM with at least two years' notice if any parts will
be discontinued.
For each main equipment supplied (gas engine/gas turbine, generator, control system,
main and auxiliary transformers, main electrical equipment HV/LV, oily water treatment
system, firefighting system) the Contractor shall provide the following information:
Bidders shall include the special tools list for all the equipment provided to carry out
scheduled and unscheduled maintenance. All these special tools (special tool means any
tool which is not available in the local market) required for any maintenance activity (either
scheduled or unscheduled) will be supplied under the EPC Contract.
