1. INTRODUCTION

Pak-Arab Refinery Limited (PARCO) is an integrated energy sector organization engaged in


diverse businesses with foreign participation. PARCO is a dynamic and progressive
organization, operating over 2,000 km cross-country crude / product pipelines network and
latest Mid-Country Refinery (MCR). After MCR’s refinery capacity enhancement to 120%,
i.e., 120,000 BPSD, production of finished products especially HSD has also increased while
storage capacity remained same. In order to cater the problem of high inventory of HSD and
provide flexibility in maintaining higher refinery thru-put, a new HSD Tank of 25000 m3
capacity is required.

PARCO, now intends to award a contract to EPCC contractor on total / single point
responsibility basis to carry out detailed engineering, supply of all related equipment and
materials for above mentioned HSD Tank, transportation to MCR Site, allied construction /
installation (civil, mechanical / piping, electrical, instrumentation & control, etc., activities),
integration with existing MCR plant, testing, commissioning, hand-over, Defect Liability
provisions under an EPCC Contract.

Preliminary Data Sheet for New HSD tank is attached as Annexure-A. However, contractor
shall submit the filled data sheet after award of contract as per API 650 guidelines.

Now, PARCO is planning to construct New HSD tank of size / capacity as mentioned in tank
data sheet at location as marked on plot plan (attached as Annexure-B) at MCR as per
applicable relevant code & standards on EPCC basis.

Scope of Work broadly includes but not limited to following:

• Engineering works including but not limited to design of tank, cathodic protection
system, breather valves, piping, electrical, instrumentation, civil foundations, dike
wall, culverts, access road & ramp and fire water system etc.
• Supply of all required material including tank plates, roof structure, breather valves,
flame arrestors, Instrumentation, MOV’s / HOV’s, PSVs/ PRVs, Spring Supports,
Cathodic Protection (CP) System, Electrical & Instrument cables & accessories,
material for civil works etc. for construction of New HSD Tank and transportation at
MCR
• Relocation / re-construction of existing facilities (if any as per site conditions)
• Civil works
• Mechanical works
• Piping (AG / UG) works including supply, installation, testing and tie-ins with existing
system.
• Electrical & Instrumentation works including, supply and integration with existing
system
• Fire Water network including supply, installation, testing and integration with existing
system
• Painting
• Inspection
• Testing & Calibration
• Accessories and spares.
• Commissioning
• Modification in existing piping headers (if any as per site conditions)
• All applicable legislative approvals (License and NOCs)

All manpower, machinery, tools, equipment, cranes, scaffolding, consumables, fork lifter,
lighting, ventilation fans, electricity, water and other equipment / sources required to complete
the job shall be supplied by contractor.

Contractor shall be responsible for understanding and appreciating the Scope of Works in
its entirety, and any ambiguity, omission or inconsistency within the Contract Documents
in relation to Contractor’s obligations in the Works shall be resolved in accordance with
relevant clauses of the Agreement. All project related Work shall be carried out with
predefined and approved procedures in a manner that it shall be available for detailed
auditing by Owner or any third party appointed by Owner.

Any part or aspect of the Works not expressly detailed in the documents furnished to
Contractor or not specified in the Contract but necessary for the proper and safe execution
and completion of the Works according to the provisions of the Contract and necessary to
ensure that the works are fit for the purpose for which they are intended (which shall include
not only ensuring that the Performance Guarantees are satisfied but also that the facilities
remains capable of satisfying the applicable performance and operating expectations
throughout their intended life) shall be performed by Contractor and are deemed to be
included in, and to form a part of the Scope of Works.

All field functions during the start-up, commissioning operations and until the completion
and acceptance of Performance Tests shall be performed by the Contractor’s staff. The
Contractor shall continue to assist Owner in Performance Tests and their repetition until the
process / equipment guarantees are achieved.

The Contractor should be aware that all major construction and other activities shall be
performed when the existing Plant is in operation. During construction works the Contractor
shall ensure, together with his own personnel and equipment the safety of the existing
equipment, material and personnel at MCR Plant, as well the Contractor shall abide by
Owner’s safety policies/ procedures. The Contractor shall clearly identify the areas of works
inside the Plant Units in operation and shall make all arrangements required for safe
execution of construction related activities. He shall also be responsible for obtaining all hot
and cold permits or any other permits as deemed necessary by Owner on day-to-day or
hourly basis.

2. SCOPE OF WORK

The work to be undertaken by the Contractor/Bidder shall comprise the design,


procurement, supply of material, transportation, construction, installation, inspection,
testing, pre-commissioning, commissioning, calibration, startup, hiring of VSM services (if
any) etc. for all disciplines (Mechanical & Piping, Electrical, Instrumentation & Automation
and Civil Works) from all sources, services and activities which are necessary to complete
the job in all respect in accordance with scope of work, drawings, specifications, applicable
Codes & Standards relevant to all disciplines.

The Scope of Work is intended to cover the Project described herein in accordance with
good engineering practice accepted in the Industry. Any work or detail, which is not
expressly set forth, but which is necessary to complete the Project till commissioning &
startup and to the true intent and meaning of this Scope of Work, have to be furnished/
undertaken by Contractor. Contractor shall submit commissioning procedures for all
disciplines of Mechanical, Electrical, Instrumentation & Fire management systems.
Contractor shall arrange to depute experienced representative of respective equipment

manufacturers (All Mechanical, Electrical & Instrument Equipment) at site to supervise the
works during all Installation, Commissioning and Performance Testing activities (if
required).

All manpower, tools, equipment, scaffolding, consumables, supply of crane, fork lifter,
lighting, ventilation fans, electricity and water and other equipment/sources required to
complete the job shall be supplied by contractor. Before project execution, Contractor shall
submit detailed list of consumables along with Brand Names and Country of origin for
PARCO approval.

All the material supplied by the contractor shall be as per relevant specifications, from
Approved Vendor List (AVL) and subject to approval from PARCO. MTC of all material
shall be shared with PARCO for review prior to delivery of Material at PARCO site.
PARCO will inspect and approve all material at Manufacturer’s / supplier’s site before
transportation to PARCO site.

Contractor shall also be responsible for coordination and expediting with the sub-contractors
to ensure that all equipment and materials under his scope arrive on site as per schedule. All
Contractors’ supplied equipment / material shall be 100% traceable and suitably marked for
easy identification of manufacturer or supplier, grade, source, size and rating as per
applicable standards. Contractor shall also comply with the QA/QC, safety, planning and
scheduling requirements of the contract throughout the execution of the project.

The Contractor is required to indicate names of the Subcontractors he intends to engage for
the project along with their qualification and experience. Contractor shall not subcontract
any engineering activities without the prior approval of the Owner.

Contractor shall provide a temporary camp for his own personnel, equipment and materials,
a workshop for fabrication works and a warehouse where he will store / place all his
equipment and material. The lay down area and proposed location for the Contractor’s site
offices / workshop for fabrication works will be allotted by the owner within PARCO-MCR
premises.

Scope of work shall broadly include but not limited to the following:

i) Pre-bid site visit for clear understanding of job and scope of work.
ii) Preparation of Comprehensive Method Statement / Project Handling Strategy including
Inspection & Test Plan (ITP), Quality Control Procedure (QCP) and Project Schedule (As
per Annexure-C) for complete project before start of work and approval from PARCO.
iii) Carryout detailed Risk Assessment Study / Risk evaluation / Risk Ranking and report
submission to PARCO for approval as per PARCO approved guidelines & formats.
iv) Carryout detailed Rigging Study and submission to PARCO for approval.
v) Conduct JSA (Job Safety Analysis) for complete project before start of work, approval of
JSA from PARCO and implementation of its recommendations throughout the project.
vi) Contractor shall comply with recommendations of the IEE (Initial Environmental
Examination) report for Water showering, vehicular emission monitoring and other
requirements as recommended in the report.
vii) To meet the applicable minimum safe distance requirements for regulatory approvals as per
OGRA, NFPA, Department of Explosive and any other local authorities. Contractor shall
be responsible for all pre-requisites & NOCs required to obtain approval from all applicable

legislative requirement including obtaining any amendment approval of existing licenses


from any applicable legislative authority during the complete duration of project from LTP
to completion of all works as per SOW.
viii) Contractor shall comply all applicable Pakistan Laws during EPCC Works
ix) The Contractor will hire reputable company/consultant for HAZID and HAZOP and will
undertake HAZID and HAZOP study of complete project with PARCO's representatives
present, within contract price. CV of HAZID and HAZOP chairman will be shared with
PARCO for review and approval. New HSD tank HAZOP will be studied on the basis of
nodal analysis and report to be submitted to PARCO for review and approval. The final
design of facility shall incorporate the actions generated based on HAZID and HAZOP
(results of HAZID and HAZOP studies) within Contract price. Vendor will carry out
HAZID/HAZOP to identify safety critical systems, sub systems and elements based on
major accident hazards (MAH), will develop performance standards and provide written
scheme of examinations for all HSE critical systems, sub systems and their elements and
shall provide exclusive list of HSECES as per Emergency Shut down Philosophy which
requires 3rd party independent verification as a performance standard.”
x) Contractor shall get approval from Regulatory Authorities (as mentioned in Point No. vii
above) after finalization and approval of Detailed Engineering Design from PARCO.

Spare Parts
Contractor shall supply all construction, commissioning, 02 years operational spare parts
with name of their Suppliers, Country of Origin, or any other required spare parts and price
for all spare parts shall be included in the total lump sum price.

2.1. MECHANICAL WORKS

Scope defined in this document is not intended to be exhaustive and should be considered as
minimum for completion of project. The scope of Mechanical Works mainly includes but is not
limited to the following:
2.1.1. Design, Supply, Fabrication / Construction & Installation of New HSD Tank.

i. Contractor shall Design, Supply, fabricate, Construct, Test, Integrate & Commissioning 01
No. New HSD tank of Capacity (25000 m3) complete in all respect. Contactor shall be
responsible for design i.e. tank, breather valves, internal piping, electrical &
instrumentation, cathodic protection system, tank foundation, dike wall etc. and their
supply, installation, testing and integration with the existing plant.
ii. Contractor shall perform detail Design / Engineering of tank and shall prepare & submit the
engineering drawings / documents to owner for review and approval before proceeding for
initiation of supply / procurement.
iii. It shall be Contractor’s responsibility to see that tank & all equipment / accessories
associated with it are designed and constructed in accordance with the latest relevant Codes,
Standards, Specifications, Legislative requirements and in compliance with PARCO’s
Specification/Drawings.
iv. The Contractor shall develop HSD tank & associated equipment / accessories data
sheets, specifications and requisitions for each of the item for the Project as per
applicable codes and standards.

v. The Contractor shall prepare calculations for tank & associated equipment / accessories
where this is appropriate and/or shall check the Supplier's / designer’s calculations,
specifications, procedures and designs to ensure that supplied item is of safe design,
compliant with the relevant codes and regulations and satisfies the requirements of the
Project.
vi. In case, Contractor outsources the detail design / engineering part of Complete Tank,
contractor shall employ following Detail Tank Designer / Engineering firms:
1. M/s Toyo Kanetsu (TKK-Japan).
2. M/s Descon Engineering Pvt Ltd.
3. M/s ENAR Petrotech Services.
4. M/s Zishan Engineers Pvt. Ltd.
vii. Selection & Utilization of Only ASTM material will be allowed in complete tank (for both
Pressure boundary & Non-pressure boundary parts) and other equivalent grades will not be
acceptable.
viii. The Contractor shall prepare technical comparisons of bids received for Equipment and shall
in his comparison consider such aspects as, technical performance, operability and
maintainability and associated costs, commonality of spares and any other requirement. The
Contractor shall allow the Owner access to technical comparison and other technical data
and the opportunity for the Owner to review and comment on the data. The Contractor will
carry out Technical Evaluation of vendors proposals on point base criteria.
ix. Contractor is responsible to relocate existing service lines, cables and/or any other facility
etc. (if any). Cost of such relocation shall be included in the bid price.
x. Any modification in existing system will be included in Contractor scope.
xi. All spares used during the construction, pre-commissioning, commissioning and 02 years
operation period shall be provided by the Contractor as applicable.
xii. All routinely operated valves, sample points, vents and drain points should be accessible or
operable from permanent decking, platform or grade. All sight-glasses, gauges and
manually controlled by-passed shall be visible and accessible for operation, inspection and
maintenance purpose.
xiii. Contractor shall produce a Register of Regulatory Requirements and produce and
implement an approved procedure under the Construction Plan to ensure Contractor and its
Subcontractors comply with all applicable laws and Obligations.
xiv. The area covering the site will be handed over to Contractor in the existing condition at
contract award. It is Contractor responsibility to execute all activities, in all disciplines, both
permanent and temporary to achieve completion of the works in accordance with the
requirements of this agreement.
xv. New HSD tank shall meet all the requirements stipulated in latest edition of API 650 which
includes but not limited to detailed design i.e. thickness calculations of plates (bottom plates,
annular plates, shell courses, clean out door plate, roof supporting structure etc.), material
selection, foundation loading data, foundation design, cathodic protection system, leak
detection system, wind loading, seismic loading, design, selection and 3rd party calibration
of breather valves, foam pourer piping, fire fighting piping / network, tank internal piping
& supports, mixers, PVVs/ PRVs/ PSVs, shell & roof nozzles, etc. complete in all respects.
xvi. Outlet / pump out piping shall be designed to have minimum elevation of 400mm from tank
bottom plate. Contractor shall also provide sealant between gaps of annular project plate
and RCC foundation (ring wall) to avoid ingress of moisture. Further, contractor to also

provide arrangement for collection of service fluid at gauge hatch during sampling and
dipping activity.
xvii. Contractor shall deploy representative / engineer of tank design team at site during the entire
course of construction of tank in order to facilitate clarifications / issues faced during
execution phase of project.
xviii. It shall be the responsibility of contractor to Calibrate New HSD tank. Contractor shall provide
Calibration chart duly signed by legal authorities, PAK PWD, Customs & Excise and also
provide Liters per mm sheet of New HSD tank in excel format, Tank Data Sheet, Calibration
method data sheet, General calculation sheet, Deadwood data sheet, effect of tilt by volume
in calibration chart and shell temperature correction factor.

2.1.2. Design, Supply, Fabrication & Installation of Piping and Tie-Ins

i. Contractor shall be responsible for design, supply, fabrication, installation & testing of inter-
connecting piping and Tie In as per attached Tie-Ins List and conceptual plot plan. This also
includes connections to underground piping / closed & open channels as per Civil Scope of
Work.
ii. Before undertaking the piping design works and any procurement related to it, the contractor
must carry out site visit, physically verify, determine and confirm the tie-in locations and
conditions and other data provided by the Owner. Tie-ins shall be installed as per attached
Tie-in list (Refer Annexure-D). Contractor shall be responsible for design, supply,
fabrication, installation and testing of inter-connecting piping and piping from new HSD
tank to Owner’s Tie-in points.
iii. Contractor shall carryout detailed stress analysis of critical piping (such as Tank Inlet Line,
Tank Outlet Lines, Spillback line, Piping connected with Rotary Equipment etc.) as per
relevant codes & standards. For reference, existing specification S-000-1360-003 is attached
as Annexure-F. Contractor shall furnish list of critical piping and all stress analysis reports
to the Owner. Contractor shall incorporate outcome of the piping stress analysis in the
design accordingly.
iv. Piping supports, standard or special, wherever required shall be designed and all support
material shall be supplied in pre-fabricated arrangement. Piping drawings shall show all
pipe supports, guides, springs, hangers etc. Drawings, Calculations or explanation for use
of special supports shall be provided by contractor to owner.
v. Bidders shall state in their bids their procedures for identifying piping requiring stress
analysis and the software or other procedures used in the stress analysis.
vi. The contractor shall be responsible of piping calculation, alignment drawings, detail
drawings, plan & profile drawings, material supply, installation, testing with in all respect
of drawings, specification or as per owner requirement.
vii. Piping drawings shall show all pipe supports, guides, springs, hangers etc. Calculations or
explanation for use of special supports shall be provided by contractor to owner.
viii. Pressure Safety Valves (PSVs/ PRVs) shall be provided as per requirement, relevant codes
& standards and HAZOP recommendations. Data sheets & calculation reports of PSVs shall
be provided.
ix. The Contractor shall prepare PFD’s, P&ID’s, plot plans, piping plans, isometrics drawings,
underground facilities drawings for all piping regardless of size identifying all fabrication,
NDT and testing requirements. This is specified on the basis that Contractor will undertake
all piping layout and isometric drawings and hence also undertake all Material Take Off
activities accordingly.

x. Contractor shall follow the Owner’s piping material specification S-001-1360-004-1


(Annexure-F) for the development of above-mentioned drawings and will initiate
procurement accordingly.
xi. All piping, fittings and valves shall be supplied from Approved Vendor List (AVL) and
shall be inspected & tested as per the relevant codes requirements.
xii. Site Plans, Plot Plans or General Arrangement, as appropriate shall be used as a background
for preparation of drawings e.g.
▪ Fire water system showing main ring system with feeding points, hydrant and monitor
locations, and locations of extinguishers, alarm points and other fire protection items.
▪ Locations of Hose Stations, Hydrant, Extinguisher and other service points.
xiii. Separate drawings to be prepared by contractor to show the break-up of piping into systems
for hydrostatic pressure testing of constructed piping systems. These system test pressures
shall be reflected in the design of the piping. The test numbers and test pressures are to be
listed against each line on the line list.
xiv. Fire water network shall be provided around the tank with two feed points as per detailed
design and in accordance with relevant fire & safety codes and standards. The Contractor
shall perform adequacy check of existing Fire Water ring from which Tie-ins shall be taken
and ensure that fire monitors / hydrants can provide coverage from all directions of the tank
and are easily accessible from the roads. In case the adequacy check fails (coverage by Fire
Monitor / Hydrants is not sufficient from existing fire water network nearby, marked as
Option-I in plot plan attached as Annexure-B), contractor shall lay FW piping from location
marked as Option-II in plot plan and complete design, supply, fabrication, installation,
testing and Tie-Ins shall be in the scope of contractor.
xv. For piping requires road crossings, provision of pipe culverts and/or Thrust Boring shall be
carried out as per Civil Scope of work.
xvi. Design, supply and provision of Cathodic Protection (CP) for protection of Underground
pipeline as per Electrical scope of work. Underground piping shall also be protected by
application of Wrapping & Coating as per PARCO Specification.
xvii. Design, supply of all material, fabrication, welding, testing, painting/coating and
commissioning of new firewater line (above ground / underground). It includes tie-ins with
existing system. It also includes excavation up to desired depth, road crossings (thrust bore
or pipe culverts) and reinstatement of the system.
xviii. One (01) valve and double block and bleed arrangement to be provided on each inlet and
outlet line of tank outside dike wall for ease of operation. Contractor shall provide drain and
vent points on each Inlet & Outlet line (at extreme ends of line) to use for flushing of lines
with fire water if needed in future.
xix. Piping which is insulated shall be supported with the piping shoe.
xx. Piping shall be arranged so as to ensure the sufficient area and headroom for the
instrument/equipment access, maintenance, inspection and operation. Piping isometric
drawings shall be prepared after the piping arrangement drawings are approved by Owner.
xxi. Piping flanges shall comply with ASME B16.5 for NPS 24" and below and ASME B16.47
for NPS 26" and above. All flanges shall be of raised face type. No screwed flanges shall be
used. Flange face shall be finished in accordance with specification no. S-000-1360-011.
xxii. Piping shall be designed, fabricated, installed, inspected and tested in accordance with the
ASME B 31.3 for Process Piping (latest edition at the time of contract award) and PARCO
Specifications.

xxiii. Insulation Gaskets and Bolt/Nut shall be provided as per specification S-000-1360-192 at
interface / flanges of aboveground (A/G) & underground (U/G) piping and at interface /
flanges of piping and tank skin nozzles.
xxiv. Piping Crossover / Platforms shall be provided for the access / crossing as per Civil scope
of work.
xxv. End Seals shall be provided as per specification no. S-000-1362-217 for piping crossing thru
dike wall.
xxvi. Contractor shall deploy representative / engineer of piping design team at site during the
entire course of piping construction & erection works in order to facilitate clarifications /
issues faced during execution phase of project.

2.1.3. Painting, Hot Insulation, Coating and Rust Prevention

2.1.3.1 Surface Preparation, Painting, Lettering and Color Schedule


Surface Preparation, Painting, Lettering and Color Schedule shall be applied as per attached
specifications S-000-13A0-001 and S-000-13A0-002.

2.1.3.2 Rust Prevention

i. All equipment and materials shall be rust-proofed adequately for ocean freight and storage
at site with suitable material and/or methods which Vendor selects.
ii. Machine surfaces shall be rust proofed adequately also for ocean freight and storage at site
with grease, plastic, silica gel or other suitable materials and/or methods which Vendor
selects.
iii. Contractor shall submit his rust prevention methodology for Owner’s review and approval
for (I) and (II) above.
Note: Rust prevention effective up to and including three (3) months ocean transportation
and six (6) months unsheltered outdoor storage at site, unless noted otherwise.

2.1.3.3 Insulation and Steam tracing:

Insulation and Steam Tracing shall be applied as per relevant drawings and attached
specifications. Refer attached specification S-000-1390-001 & S-000-1360-008
respectively.

2.1.3.4 Wrapping and Coating:

Wrapping and Coating shall be applied as per relevant drawings and attached specification
where applicable. Refer attached specification S-000-1360-004.

2.2. ELECTRICAL WORKS

The scope of this document is to define the minimum requirements for Contractor to detail
Engineering Design, procure (supply) equipment and material, transport, construct, install/ erect,
test and complete all the electrical works, pre-commission, provide startup and commissioning of
all on skid & off skid electrical equipment including Cathodic Protection (CP) System for New
HSD Tank at PARCO MCR, including full compliance with all applicable codes and standards.
The scope of Contractor includes the review and validation of the Engineering Design documents
of the project. All the drawings / documents and specifications mentioned in Electrical Scope of
works are attached in Annexure-M

SCOPE OF WORK

2.2.1 General

The Scope of Work is intended to cover the design, procurement and construction of the facilities
described herein and in the design documents in accordance with good engineering practices
accepted in the Industry. It is the responsibility of the Contractor to identify the complete
requirement in order to ensure the reliable and safe continued operation of the plant electrical
system after inclusion of new HSD Tank. Any work or detail, which is not expressly set forth, but
which is necessary to complete the job to the true intent and meaning of this Scope of Work, shall
be furnished by Contractor as though specifically noted herein, without extra charge to PARCO.

The Contractor shall be responsible for the electrical works of all on-skid, off-skid equipment, and
all associated utilities/ accessories of the project including all cabling, Impressed Current Cathodic
Protection (ICCP) of New Tank Bottom and allied Underground Piping etc. It shall be the
Contractor’s responsibility to see that all equipment is designed, constructed, procured and installed
in accordance with the Specifications and drawings. The Contractor shall cover all Civil works
regarding Electrical System in its Civil scope of work such as Civil Foundation for Electrical
Equipment such as Lighting Poles, CP Transformer-Rectifier Units, CP Junction Boxes, CP Test
Boxes, preparation of Cable Trenches, preparation of Earth Pits etc.

The Contractor shall be responsible for electrical / CP equipment & materials from the source of
supply to the site. This also includes the proper storage after delivery. All CP system spares used
during the construction, pre-commissioning, commissioning and 02 years operation period shall be
provided by the Contractor as applicable.

The Contractor shall acquaint himself fully with the conditions and limitations at sites and all works
necessary to complete the project under the Contract.

After familiarization of the existing electrical system at PARCO refinery and validation of design
documents provided, the Contractor shall perform Engineering design, Procurement, Construction,
Installation, Testing and Commissioning services of electrical system, Cathodic Protection system,
Lighting and Earthing systems etc. All works, which are necessary to provide safe & efficient
design of the systems, Electrical tie-in & interfacing Works on DCS & local PLC Panels shall be
the responsibility of the Contractor.

The Contractor will warrant that the detailed engineering and technical design provided under this
Contract shall meet the highest international standards. Any errors, omissions, discrepancies or
inconsistencies appearing in the technical design and data prepared by the Contractor shall be
forthwith corrected by the Contractor at its own cost and expenses.

2.2.2 Scope of Engineering and Design

The Scope of Contractor for engineering and design of all the equipment packages shall include but
not limited to the following:

a. The Contractor shall be responsible for designing, review and validation of all engineering
documents including but not be limited to the following:

i. Single line diagram for LV feeders of Pump Motors (if any), MOVs, CP TRU, 63A
and 16A Socket Outlets.

Protection shall be achieved by Impressed Current Cathodic Protection (ICCP) using MMO
Linear anodes with least interference effects in case of nearby piping. If interference issues
arise from nearby piping structures / anode beds, contractor shall take remedial measures to
minimize the effects.

i. The Contractor scope includes lighting system design including development of lighting
arrangement layouts, circuit details and installation drawings. This also includes street
Lighting poles and fixtures for all new roads under this project. The Contractor shall design
the earthing system including development of earthing pits arrangement and installation
detail drawings based on the earthing layouts & installation drawing developed during detail
engineering. The designing of all systems shall follow competent International Codes &
Standards including ANSI/ IESNA RP-7, API RP 540 for Lighting and API650 Clause
5.8.11.3, API 2003 for grounding.

j. Preparation of specifications & datasheets for all the supplied equipment’s and materials.
The Contractor shall also be responsible for development of following as a minimum:

2.2.3 Scope of Supply/ Procurement.

The Contractor shall procure all the electrical equipment material required. The items listed are the
minimum required and it is the responsibility of the Contractor to evaluate any other equipment
required for the safe, reliable and efficient operation of the plant. The Contractor shall provide
complete specification and details for the supplied equipment. All the supplied equipment shall be
taken new and no refurbished or used equipment is acceptable. The supply shall include but not
limited to the following:

i. All Power & Control cable required as per developed Cable Schedule along with
termination accessories such as Lugs, Termination Kit etc.
ii. LV switchgear/MCC/ along with Extension of Existing switchgear Panels and
Feeder Modules for LV feeders of Pump Motors (if any), MOVs, CP TRU, 63A and
16A Socket Outlets.
iii. Local/ Field Lighting Distribution Panel(s).
i. Field receptacles (single Phase 230V, 16A & 400V, 63A)
iv. Lighting panels, lighting fixtures, Junction boxes etc.
v. LV Electric Motors along with Field on/ off motor local control stations, LCS. (if
required for New HSD Tank). This also includes required MOVs and associated JBs
and cabling.
vi. Earthing material including Earth Pit materials such as Rod, Clamp etc.
vii. Impressed Current Cathodic Protection System Material including but not limited to
MMO Linear Anodes for Tank Bottom and Allied Underground piping, power
supply system with Transformer Rectifier Unit (TRU), Reference Electrodes, CP
cables, junction boxes, test boxes, CP insulation gaskets, Perforated pipes for tank
CP potential profiling, cable splicing kits and all accessories required as per the
specification S-000-1387-001 & S-000-1360-192 & relevant codes & standards.
viii. Cable trays and accessories.
ix. Conduits & accessories.
x. All installation accessories for Cable Tray, Conduit, Equipment, Motor, DBs/JBs,
Fixture etc. as per Typical installation accessories.
Contractor to consider provision for normal and emergency lighting circuits separately to be fed
independently from available or newly installed Lighting Circuit Breakers as per adequacy:

Before the procurement of any item and related accessories, bidders shall share the provisional
purchase order with PARCO for approval. Only after approval shall the bidder place purchase order.
In selection of manufacturer, make and model of the above electrical equipment and material,
Contractor shall follow specification no. S-000-1380-005. Contractor shall follow the Approved
Vendor List. In case if there is some deviation, PARCO prior approval shall be taken. However,
PARCO has right to accept or reject Contractor proposed Vendor, Make & Model.
The Contractor shall be responsible for the estimation of quantities and supply of materials like
MS-Channel, MS-Base plates, supports, nut & bolts, washers, saddles and all the consumables and
installation materials required for the installation and erection works complete in all respect.

2.2.4 400V Switchgear

Contractor shall be responsible for Design, Supply, installation, connection, placement, coupling,
alignment, testing and commissioning of 0.4 KV, 3Ø, 4 wire, 50 Hz outgoing Switchgear/ MCC
Panel for feeding Pump Motors (if any), MOVs, CP TRU, 63A and 16A Socket Outlets.
The new Switchgear/ MCC panel shall be electrically and physically connected with existing
Siemens MCC panel through an Extension/Dummy Panel which shall also be supplied and installed
by Vendor for interconnection. New switchgears type supplied be M/s. Siemens in recent project is
SIVACON 8PT. Supply of the same type MCC panel for this activity is preferred to maintain
symmetry at plant.
Contractor shall be responsible for making all necessary arrangement required for shifting and
placing of new MCC panel inside CR-2 Electrical Room building. Incoming power supply for the
aforesaid extended panel to be taken from existing MCC panel. Method of power tapping from
existing panel to extended panel shall be bus bar in (01) no. Dummy Panel.
This shall include supply and Installation of DOL Motor Starters (if any) suitable for starting and
controlling any Pump Motors with necessary protections (Any programmable relays need to be
supplied with the relevant Software along with Communication Cables), cable Gland Box, cable
glands, MS-Base plates, MS-channels, supports, Earthing Bus bar extension, Cable termination kits,
nuts, bolts, washers, clamps etc. required for complete installation of new Switchgear/ MCC panels.
Provision of necessary Equipped Spare modules shall also be kept. Floor Opening/Core Cutting for
Extension of the MCC or preparation of new RCC cable trench including installation material for
construction related Civil works is included in contractor's scope. Complete in all respects.
Note: The contractor shall be responsible for hiring of services of Existing Switchgear Manufacturer
i.e. Siemens for all the Modifications/Extension in existing switchgear and commissioning of new
panels after completion of job. The contractor shall provide all control schematics & other relevant
drawings for approval before manufacturing.
All Electrical Local Equipment, JBs, DBs, fixture etc. must be suitable for Electrical parameters
such as Voltage, Frequency etc. as Specified in Spec S-000-1380-001 whereas Switchgear shall
comply with Spec of Low Voltage Switchgear (S-000-1381-005)

2.2.5 Electric Motors (If required For New HSD Tank)

Motors shall be as per existing PARCO Refinery practice. Please refer to the specification S-000-
1382-001, for minimum requirements for the design, construction and performance of squirrel cage
induction motors. Motor Starter shall be DOL Type for all LV/MV Motors.

2.2.6 Cabling

The Contractor shall confirm the existing cable and equipment route. Test pits shall be used to
ascertain Existing Underground Cables. Rerouting of Cables that are overlapping new Installation
area shall be in Contractor’s scope including necessary splicing and jointing. The tentative location
of known Existing Cables around the periphery of Proposed Location of New HSD Tank (945-

TK55) have been marked in Attachment-O. Further, details of said cables and required re-routing /
re-location is given below:

Cables C1/C2/C8/C9/C10: 4Core-10~35mm2 Armored PVC/PVC/SWA/PVC LV Power Cables.


Re-routing along the sides of the new roads. Required Quantity ~ 700m for all these cables. A JB
according to classification of the area shall be required at both the ends of each of these additional
cable loops instead of splicing.
Cables C3: Miscellaneous Telecom cables running at the edge of proposed access road. These
cables shall be relocated along the North side of Future road. No splicing and extra cable is required.
However, excavation of 50 meters at South side of TS-02 building shall be required for the re-
routing.
Cables C4: 100 Pair Telecom Cables to Housing. These cables shall be relocated along the East
side of proposed access road. Both Entry and Exit points of these cables are marked on drawing.
Required Cable Specs for relocation: Armored, 100-Pair, 0.6mm Copper Conductor Pe Insulated
Pair Jelly Filled/Aluminum Tape PE Bedded/Corrugated Steel Tape Armored/PE Or PVC
Sheathed. Qty required for relocation ~ 700m. A JB according to classification of the area shall be
required at both the ends of the additional cable instead of splicing.
This group of cables also includes a cable of MAC point located near Security office.
Cables C5: 6 Core FOC from MW-17 to PABX TS-2; 6 Core FOC from PABX TS-2 to Central
CCTV room; Telecom cable (25P) from PABX to CP/PG Workshop. Cable loop is available; hence
no splicing and extra cable shall be required for relocation outside roads periphery. However,
excavation of 50 meters at South side of TS-02 building shall be required for the re-routing.
Cable C6: 24 Core FOC From TLAS to MW-17. This cable can be protected by duct bank/ PVC
'D-Class' pipe and concreting under proposed access road.
Further, for relocation of said FOC, 50 meters excavation with provision of 01 No. ODF (in TS-02
Building) & 01 FOC Field Junction Box along with splicing would be required. However, FOC
shall be provided by PARCO for this case.
Cable C7: Redundant Cable for power supply of old Building. Therefore, no splicing and extra
cable is required.

This also includes provision for equipment to prove cable is dead, then performing safe cutting of
Existing cable to initiate splicing/ jointing and consequent testing & commissioning after splicing/
jointing. Civil related jobs such as excavation, new Cable trenches etc shall also be Contractor’s
Scope. Contractor shall also be responsible for Red Line Markups & As Built Drawings as per new
relocated Cables. Utmost care shall be taken during routing of cables from the existing plant to
prevent any damage to existing aboveground and underground facilities including equipment,
underground piping, cables, foundations etc. It is Contractor’s responsibility to repair/ replace the
equipment, cables, piping, foundations, cables etc. that got damaged during cable routing. In case
of optical fiber relocation, FOC splicing and post-splice testing record/report shall be furnished by
the contractor. Further, in case of copper cable re-routing, junction boxes according to classification
of the area as per approved vendor list shall be supplied, installed, tested and commissioned by the
contractor.

Power and multicore control cabling shall generally be routed underground in trenches. Short runs
of local cabling on the plant may be overhead suitably supported on heavy duty galvanized
tray/rack. Cable shall run in continuous unbroken lengths and joints will not be permitted unless
the route length exceeds the maximum manufactured drum length, or there is specific authorization
for jointing of the cable by PARCO.

Typical cable trench drawings D-000-1324-001 are attached for reference. The Contractor shall
submit details of the proposed trenches in both paved and unpaved areas for review as per criteria
mentioned in the above referred drawings. All cable crossings under the asphalt roads (both existing

and constructed under this project) shall be through concrete duct banks. Therefore, Duct banks
supply of material and construction as per specifications is in Contractor’s Scope of Work.

Power and multicore control cables shall be segregated and routed separately from instrumentation
cables. This segregation shall also be maintained within control and equipment rooms.

The separation distance between HV cables and all other cables shall be 600 mm minimum. The
separation distance between Power and Instrumentation cables shall be a minimum of 300 mm for
parallel runs. Where power and instrumentation cables cross, they shall do so at right angles.

The following criteria shall be used as the basis for sizing cables and conductors: -

i. Tables of current rating of cables and conductors published in IEC-364-5-523,


ii. Ambient temperatures and corresponding rating correction factors,
iii. Cable impedance
iv. Fault level of system (based on switchgear fault rating),
v. Thermal resistivity of ground,
vi. Grouping of cables,
vii. Voltage drops.
viii. Distance from source to end user.
The cable shall be sized based on the thermal limits in normal service conditions, and the maximum
allowable voltage drops in the circuit.

The current carrying capacity (thermal limit) of cables in normal service condition shall consider
the de-rating due to the laying conditions or grouping.

The cables for main power distribution system shall be sized also to withstand without damage the
maximum short circuit thermal stress for the fault clearance time of the protective devices (i.e.
fuses, or circuit breakers with protection relays). In case of LV cables protected by MCCB, the LV
cables shall be sized to withstand the maximum short circuit thermal stress at load end.

The Contactor shall size, supply and install the power and control Cables as per the specification S-
000-1382-002.

2.2.7 Earthing/ Grounding System

A general earthing system shall be provided within the plant limits, loop connected with earthing
electrodes to achieve minimum earth resistance of less than one 1-ohm. All metallic non-current
carrying parts of motors, cable armoring, cable trays, motor starters, LCS, switchgear, all steel-
structure, Local DBs/JBs/Terminal-boxes etc. shall be earthed. For protection against build-up of
electro-static charges, vessels, pipe work, structural steelwork and other conducting metal not
forming part of an electrical equipment enclosure shall be bonded together and earthed. In general,
the earthing network shall be installed around process units, structures, switch racks and other
electrical installations. The earthing network shall consist of an earth main, earthing branch cables
from the earth main to individual earthing connection, and earth electrodes. Contractor shall also
connect their designed Earthing network with PARCO-MCR existing earthing system.
The Contractor shall review and develop the earthing layouts of project. Existing earthing system
practice shall be followed.

i. All grounding throughout the project shall be in accordance with the latest relevant and
more stringent of IEC / BS standards and codes.

ii. Equipment Grounding: The metal frames of all electrical equipment, machinery,
lighting fixtures, enclosures, raceways, conduits, outlet boxes, appliances and non-
electric equipment in close proximity to electrical equipment shall be grounded for
safety. Two grounding connections should be provided to the frames of large electrical
equipment such as motor control centers, switchgear, control cabinets and all electrical
motors.
iii. Instrumentation Earthing: Earthing system for instrumentation shall be designed in
accordance with the recommendations of the manufacturers. In case where the isolation
from the other earthing systems is recommended by the manufacturer, the earthing
system shall be isolated from the other earthing system. However, the study shall be
made with the manufacturer on additional interconnections to earthing network at one
or more points either directly or via transient earth clamps.

2.2.8 Lighting System & Socket Outlets

The Contractor shall design, supply, install, test & commission the socket outlets and complete
lighting system. The Contractor shall develop the Lighting Layout. The Contractor shall follow
the existing PARCO’s lighting system practices.

2.2.8.1 General

i. Lighting system including lighting distribution boards, lighting fixtures, junction boxes
shall be suitable for the hazardous area classification where they are installed.
ii. The lighting system shall be designed with the illumination levels as specified in S-000-
1380-001 and ANSI/ IESNA RP-7 and Lighting Fixtures shall be LED type.
iii. All lighting fixtures shall be reasonably accessible for maintenance.
iv. Lighting fixtures shall not be located directly over equipment with exposed moving
parts.
v. Local distribution boards shall be provided for in-plant and building lighting and socket
outlet system where such distribution systems have an advantage in operation and
maintenance.
vi. In general, outdoor lighting shall be automatically controlled by photo-electric cell,
incorporating a manual over-ride control.
vii. Emergency Lighting shall consist of approximately 10 percent of the lighting fixtures in
process area and buildings to enable safe access and egress of personnel.
viii. Emergency lighting in utility areas shall be arranged at the strategic locations where the
emergency operation or the safety escape of operator is required due to the critical
equipment and congested surroundings.
ix. Aircraft warning lights shall be installed (if required) in accordance with the
requirements of local Civil Aviation Regulation.
x. All lighting fixtures, distribution boards, junction boxes, push button stations and socket
outlets & plugs etc. installed in hazardous areas shall have official and International
Certification for such application.
xi. Outdoor equipment such as lighting fixtures, distribution boards, junction boxes, push-
button stations, socket outlets & plugs etc. shall be weatherproof, IP65 minimum and
when necessary explosion proof as per Hazardous Area Classification Drawings/Layout.

2.2.8.2 Lighting Design

The following criteria outline the minimum requirements of the lighting system design:

i. Lighting distribution boards for plant and building lighting shall be three phase, four
wire, 400/ 230 V or single phase, two wire, 230 V system. Branch circuits for lighting
and non-lighting loads shall be provided with two pole miniature circuit breakers
connected to phase and neutral.
ii. Single pole branch circuit breakers instead of two pole breakers can be used for lighting
circuits in building.
iii. Lighting shall be supplied at single phase and neutral voltage and the lighting load shall
be balanced across the phases.
iv. Lighting circuit arrangement shall be designed in such a way as to avoid dark areas in
case of a branch failure.
v. All lighting panels shall be adequately labelled and each circuit identified.

2.2.8.3 Socket Outlet and Plugs

The following type of socket outlet shall be provided within the plant:

i. Convenience socket outlet: 16A, 240 V, Phase + Neutral + Grounding


ii. Welding Outlets: 63A, 400V, 3 Phase + Neutral + Grounding
Power supply to the socket outlet shall be supplied from the circuit having earth leakage protection
from nearest substation as per existing MCR philosophy.

2.2.9 Cathodic Protection

The Tank Bottom and all Underground Piping (including but not limited to Product lines, Fire Water
Lines and Oily Water Sewer Lines) shall be protected from corrosion by using Cathodic Protection
system. Protection shall be achieved by Impressed Current Cathodic Protection (ICCP) using MMO
Linear anodes. Anode cable tails shall be terminated in an Anode Junction Box. Dual channel
Transformer Rectifier Unit shall be provided for the DC supply for ICCP.
CP Sub-Contractor shall provide complete design, supply, installation, testing and commissioning
of Cathodic protection system for complete Tank Bottom and Underground Piping as per Piping
Layout of New HSD Tank in line with relevant NACE standards. This shall include Linear MMO
Anodes, CP TR-Unit, Reference Electrodes, Power supply system, CP cables, junction boxes, test
boxes, CP insulation gaskets, Perforated pipes for tank CP potential profiling, Cable splicing kits
and all accessories required as per the specification S-000-1387-001& relevant codes & standards,
and shall be from Approved Vendor List. complete in all respects.
The cathodic protection system shall be designed for New HSD Tank Bottom & Underground
Piping (including but not limited to Product lines, Fire Water Lines and Oily Water Sewer Lines)
as per Piping layout for the New HSD Tank and CP Vendor scope shall cover but not limited to:

i. Obtain, generate and evaluate necessary information to perform complete design, supply,
installation, testing, commissioning and documentation of the Cathodic Protection systems
including pre-design site surveys to obtain soil resistivity data and natural potentials in vicinity
of installation area as required for the detailed engineering and design in order to avoid CP
interference with existing CP systems of nearby Tanks and Underground Piping.
ii. Prepare general Cathodic Protection system layout and other details on appropriate applicable
drawings.
iii. Prepare calculations for CP TR-Unit rating & Cable sizing, voltage drop calculation and other
detailed design calculations as required.
iv. Procurement & supply of all equipment and materials as per AVL in a timely manner so that
Project timelines are not disturbed by delayed Procurement, especially of long lead items.

v. Delivery of all equipment and materials; complete supply which includes but not limited to fully
functional CP System, complete in all respect, installation material for Pin Brazing, MS-
channels, supports, nuts, bolts, washers, clamps etc. required for CP System shall be covered by
Construction Contractor.
vi. Documentation as per Specifications along with supporting data for completeness shall be
submitted by the CP specialist to PARCO for review and approval.
vii. Provide installation support, Site Acceptance Test (SAT) and start-up assistance.
viii. Rectify any observed CP interference after installation in the vicinity of the new CP system.
Contractor shall be responsible for any additional supply and installation of Material required in
existing or new CP system to rectify the said interference.
ix. All calculations/document/drawings shall be approved by PARCO.

2.2.10 Installation

The Scope of Contractor shall include complete installation & erection of all the Electrical & CP
System equipment and material. Since all the installations shall be carried out in the existing facility,
the Contractor shall take into consideration the existing installations at site and any damage caused
by Contractor during installation & erection works, shall be rectified by Contractor completely and
at their own cost.

The Contractor shall be responsible for the installation of all the electrical items complete with all
installation equipment, material, accessories, consumables etc. as per Specification,
Drawings/Document and applicable Codes & Standards.

The Contractor shall further make good repair, replace all defective works and leave all installations
in perfect working order and to the satisfaction of PARCO. The Contractor shall seek approval of
the WAPDA/MEPCO Electrical Inspector as required in the local law/ regulations regarding all
Electrical Installations/ Modifications at its own expense.

2.2.11 Checking & Inspection After Installation at Site

The Contractor shall be responsible for the checking and inspection after installation that will
include the visual inspection of installations to make sure that all connections are tight, all wiring
are correct to the drawings and labels are correctly engraved. The Contractor shall correct all defects
or faults in his work at his own expenses. Any faults in material or equipment furnished by
Contractor as a result of careless, incompetent or improper handling or installation by the Contractor
shall be corrected or replaced promptly by the Contractor at their own expense.

2.2.12 QA/QC Testing

The Contractor shall be responsible for fulfilling complete Factory Acceptance Test (FAT)/ Site
Acceptance Test (SAT) requirements for equipment & materials that are being supplied by them.
These items will include but not limited to CP TR-Unit, MMO Linear Anodes, Reference
Electrodes, Perforated pipes for tank CP potential profiling, Cables, Lighting Fixtures, Receptacles,
DBs, JBs, Earthing Materials, Termination accessories etc. All Inspection & QA/QC shall be
carried out as per applicable Codes & Standards and as per PARCO QA/QC procedure S-000-1540-
801. The Contractor shall submit an inspection and testing procedure for review and approval by
PARCO prior to start of assembling. Inspection shall include verification of the equipment,
dimensions, functional test and examination of the documentation. During testing, it will be the
responsibility of the Contractor to correct the malfunctions and problems detected in the electrical
equipment/ system and documentation of results.

2.2.13 Pre-Commissioning & Commissioning

The Contractor will prepare pre-commissioning & commissioning checklists and perform pre-
commissioning, commissioning of all electrical equipment / CP System (as per NACE standards)
and complete start-up all Electrical installation. In this regard a complete commissioning plan shall
be provided for electrical system.
The responsibility of the Contractor will be to perform pre-commissioning, commissioning of each
electrical equipment and complete start-up and to acquaint PARCO with the start-up, including
making and documenting any miscellaneous changes to the Electrical System.
Provision of necessary commissioning spares of all Electrical & CP System shall be in contractor’s
scope.

2.2.14 As-Built Drawings

After commissioning of the system, operations, maintenance, Inspection Manual, spare parts
manual, all drawings, layouts and documents shall be updated by the Contractor to show the “AS-
BUILT” status. Any deviation to the design shall be approved by PARCO prior to the work being
carried out. During the construction and commissioning period, any variation between the
“APPROVED FOR CONSTRUCTION” and “AS-BUILT” situation shall be agreed between the
Contractor and PARCO and documented by the Contractor.

2.2.15 Documentation

The Contractor shall prepare and issue the following but not limited to the below mentioned design

The documents listed above will form part of a design dossier issued to PARCO at the completion
of the Contract.

2.2.16 Guarantee

The Contractor shall guarantee that the equipment furnished is free from fault in design,
workmanship, is of adequate size and capacity, and of proper material to satisfactorily fulfill the
operating conditions specified. Contractor shall provide 2 years operational spares for Electrical &
CP items. Should any defect in design, material, workmanship or operating characteristics develop
during the first year of operation, the Contractor shall make all necessary alterations, repairs, and
replacements of defective equipment/ components, at his own cost including transportation,
installation, testing and commissioning.

2.3 INSTRUMENTATION & AUTOMATION WORKS

The scope of instrumentation and automation mainly includes but is not limited to the following:
i. Design, supply, installation, testing and commissioning of field instruments for new HSD Tank
as per drawings and specifications. The minimum number and type of instruments shall be
similar to that of the instrumentation of existing HSD Tanks. All the instrumentation of HSD
Tank shall be compatible with the existing control systems and subsystems for configuration.
All the supplied field instrumentation shall be compatible with existing Tank Gauging System
(M/s Endress+Hauser) and DCS/ESD (M/s Yokogawa). Tank Gauging System related field
instrumentation (Level Transmitter, Temperature Element, etc.) shall be same as of existing
make (M/ Endress+Hauser) and shall be compatible with V1 communication protocol.
ii. The Contractor shall provide complete specification and details for the supplied equipment. All
the supplied equipment shall be taken new and no refurbished or used equipment is acceptable.
Make of the supplied equipment shall be as per attached Approved Vendor List (AVL). The
supply shall include but not limited to the following:

necessary accessories for Control system, inclusive of Control Drawing, graphics modification
and Control philosophy / logic creation & modification shall be in vendor scope. Contractor to
hire the services of VSM (M/s Yokogawa) for the execution of the above-mentioned scope.
x. Controls of Motorized Valves (MOVs) shall be directly hardwired with DCS (M/s Yokogawa).
xi. Relocation of all existing underground facilities including electrical, Control, Telephone,
optical fiber and other cables will be in the scope of contractor. All the required material and
accessories required for its relocation will also be in the scope of contractor. Please note that in
case of telephone cables, instead of splicing, junction box shall be installed at feasible locations
for terminations. This also includes the relocation of existing MAC points cables and MAC
points. Minimum 300 meters of F&G cable will be required for relocation. Any additional cable
required for the relocation of existing underground facilities will also be in the scope of the
contractor. Instrument cables and F&G cables shall meet the following specification: (PEI-
AMS-PVC-LA/PVC-SWA-PVCS)
xii. In case of optical fiber relocation, FOC splicing and testing record/report shall be furnished by
the contractor. Supply, installation, testing and commissioning of required ODF (at buildings)
and FOC joint box(field) is in the scope of the contractor. Minimum 250 meters FOC cable will
be required for relocation. Any additional cable required will also be in the scope of the
contractor. The provided fiber optic cable shall be armoured and shall meet G652D.
xiii.In case of copper cable re-routing, weather proof junction boxes according to area classification
drawing as per approved vendor list shall be supplied and installed by the contractor. Minimum
250 meters copper cable will be required for re-routing. Any additional cable required will also
be in the scope of the contractor.

xiv. TGS SYSTEM MODIFICATIONS


The brief description of scope of work is as below:

a. Creation of new connection in the existing TGS system (for addition of HSD Tank) to
incorporate new instruments data (Level, Temperature, Pressure) in the TGS system.
b. Complete wiring and programming / configuration of Multiscan, to include the new field
instruments (Level, Pressure & Temperature).
c. Programming and configuration modifications of NXA85 (Tank Vision Professional) as per
existing philosophy.
d. Incorporation of all the data regarding these instruments to be included in Modbus registers
of Multiscan for further communication to Yokogawa DCS.
Note:
TGS Vendor (M/s. Endress+Hauser) services shall be hired for the execution of the above-
mentioned scope of work. Any hardware/equipment required for execution of above-mentioned
works shall be in vendor’s scope.
xv. Design, supply and installation of required Field Junction Boxes along with cable glands, and
other accessories.
xvi. Supply of Junction Box Support Structure, Instrument Stanchion material along with fabrication
is in Contractor’s scope.
xvii. All the instrumentation and automation work shall be as per internationally recognized
standards, shared drawings and specifications. Where any two documents are found in
contradiction, the latest and most stringent shall be followed.
xviii. All instruments and equipment shall be as per Hazardous Area Classification drawings.
xix. Excavation and backfilling of cable trenches as per drawings and specifications. It also includes
thrust bores where required. Contractor shall be responsible for complete repair/replacement in
case of damage to existing cables/ plant instrument equipment.
xx. Supply of all kind of documentation including but not limited to calibration certificates,
Instrument hook-up drawings, loop drawings, testing and inspection certificates, operation and
maintenance manuals, spare parts list, consumable parts list and all kind of as-built drawings
complete in all respect for all instruments, and equipment.
xxi. Supply and testing of 2-years operational spares of all instruments and Fire and Gas detectors.
xxii. Supply and installation of instrument stanchion/ support material/ sun shades where required.
xxiii. Design, supply, installation, testing and commissioning of valves similar to those for existing
HSD Tanks and related accessories including limit switches. Contractor to consider Upstream
and Downstream Isolation Valves for maintenance purposes.
xxiv. Supply 2-years spares for all field instrumentation and provide SPIR.
xxv. Supply, installation, testing and commissioning of additional hardware/software required to
achieve the purpose of installation, integration and operation of new HSD Tank.
Note: Before procurement of any instrument/item and related accessories, bidders shall share
the provisional purchase order with PARCO for approval. Only after approval shall the bidder
place purchase order.

2.4 CIVIL WORKS

This volume of Feed Dossier is intended to describe the detailed scope of Work to be undertaken
and instruction for the Civil design & Construction Works to be performed by the Contractor for
design supply, construction and installation of new HSD Tank, Allied Equipments foundations,
Dike Farm Area, Construction of RCC Containment Wall, Road Network, RCC storm water
channel, Culverts, pipe sleepers and supports, underground facility works at MCR Project on EPC
basis.

Scope defined in this document is not intended to be exhaustive and should be considered as
minimum for engineering design purposes. All Works, which are necessary to provide safe &
efficient design and construction of the new HSD Tank at MCR Project, tie-in & interfacing Works
shall be the responsibility of the EPC Contractor.

The EPC Contractor shall undertake the design review, detailed engineering (where applicable) and
is required to provide or to develop any data, drawings and specification etc. additional to that
provided or reference in this document. The Contractor should note that certain engineering
documents are subject to approval by PARCO and it is the Contractor’s responsibility to obtain
such approvals.

The EPC Contractor shall also undertake any additional survey Work he considers necessary to
verify the soil survey and other data provided by PARCO. The additional survey Work may include
site surveys, soil investigations, preliminary pile test (if required) etc. depending upon the
requirement of Works included in Contractor’s scope.

Furnishing all labor, materials, necessary equipment, services and miscellaneous / necessary items
required to satisfactorily complete the civil works for the new HSD Tank at MCR.

Maintaining the As-built information & submission of marked-up drawings & data to OWNER.

All material required for construction works shall be supplied by the Contractor after obtaining
approval of OWNER. The Contractor shall be responsible to provide all samples, technical
literature, test / mill certificates and any other information as may be required (by OWNER) for the
approval of construction material. The rejected material shall be immediately removed at no extra
cost. The Contractor shall submit the Quality & Inspection Plan (QIP) document and get approval
from OWNER prior to start of work.

The EPC Contractor shall be required to undertake all the construction activities in accordance with
relevant scope of work, specifications and details shown on construction drawings. All such works
which although not specifically mentioned in specification & drawings but are required to be
performed as per requirement of vendor / supplier of certain items or relevant codes /standards shall
also be undertaken by the Contractor.

The Contractor is required to undertake inspection and appropriate tests applicable to the particular
Work activities e.g. Cement, aggregate, execution and certified pile tests, reinforcement, formwork,
foundation, compaction & soil tests and other R.C.C. Works & concrete cubes etc, and is to submit
the results of such inspections and tests for review and acceptance by PARCO.

Clearing, grubbing and site preparation shall also be responsibility of the Contractor.

The Contractor shall also be required to undertake all precautionary measures to ensure safety and
operation of existing facilities, protection of all underground and exposed utility lines and cables
etc., whether shown on plans or encountered during the construction activities. Special care shall
be required during the construction Work of RCC Containment wall, roads and drainage etc.

The Works to be undertaken by the Contractor shall include but not limited to following:

2.4.1 LOCATION

The civil works shall require to be carried out as marked in unit plot plan.

2.4.2 SUPPLY & CONSTRUCTION WORKS

The supply & construction works required to be executed at marked location of MCR shall be
mentioned on Plot Plans, Detailed Drawings etc. However, list of major construction works to be
carried out is presented below;

2.4.2.1 CONSTRUCTION OF NEW HSD TANK FOUNDATION AND ALLIED


INFRASTRUCTURE

The scope of work for new HSD storage tank shall include but not limited to performing all design,
calculation documents as per latest codes and standards, construction activities such as
layout/demarcation, excavation, steel form work, concreting, steel reinforcement, fixing steel
embedded items and anchor bolt (using template), Pockets, RCC containment wall, development
of dike farm area, laying of HDPE membrane, RCC drain channel, RCC Culverts, road networks
as mentioned in advance copy of drawings etc.

a. RCC foundation for the new HSD Tank.


b. RCC Containment wall to containment the product as per latest codes and standards with
access ramps for maintenance purposes, stairs, ramps for maintenance vehicles movement.
c. Construction of dike farm area with proper drainage, comprising of PCC paver, sand
caution, installation of HDPE membrane under tank bottom, and dike farm area
d. Asphalt road pavements around tank dike comprising of earth fill as per existing road levels,
sub-base & base course materials, prebatched asphalt mix to be laid in two layers of
asphaltic base course and wearing course, prime & tack coat etc.
e. Civil Works required for re-routing of existing underground services to accommodate new
foundations.
f. Concrete and gravel Paving and grouting works.
g. Dismantling of existing paving, grouting and any other RCC/ PCC element for the
construction of new foundations, installation of new equipment on the existing foundation
and / or re-routing of existing underground services.
h. Construction of new Oily Water Manholes & Catch Basins and re-routing or tie-in of new
equipment drain and manholes with existing facility.

i. RCC Storm Water Drain channel, RCC culvert for Pipe Crossing and over the existing drain
channel and / or Cable Channel & duct bank, hollow block trenches inside pavement area.
j. Restoration of area as per original condition.
2.4.3 SURVEY/INSPECTION

The Site survey shall include but not limited to following activities:
a. Mobilization of survey personnel and equipment.
b. Necessary inspection of existing installations, in order to tie the new installations to the
existing ones.
c. Site verification of coordinates w.r.t existing installations and highlighting discrepancies (if
any).
d. Test pits to confirmation / identify the existing underground facilities.
2.4.4 SETTING OUT OF WORKS

The EPC Contractor shall be responsible for the true and perfect setting out of the works. The
Contractor shall establish his reference points (Bench Mark) with respect to Bench mark/
coordinates shown on drawings or mentioned at site and shall also verify the dimensions / levels.
Any discrepancy thereof shall be referred to OWNER for interpretation.

Any correction / modification work required in the initial layout / reference point shall be carried
out without claiming any extra cost.

Once the reference point is approved by OWNER, the Contractor shall construct and maintain
accurate Bench Mark(s) so that OWNER can easily check the lines and levels.

The Contractor shall be responsible for the correctness of the direction, levels, dimensions and
alignment of all parts. If at any time error in this respect shall appear during the progress of the
works, the EPC Contractor shall at his own expense, rectify error to the satisfaction of OWNER.
Any checking by OWNER shall not relieve the EPC Contractor from his complete unshared
responsibility for correct setting out of works.

2.4.5 CLEARING, GRADING AND LEVELLING

The Contractor shall undertake the Clearing, Grading, External earth filling up to 0.5 meter from
the existing level (if required) and Leveling of the project area in accordance with the elevation of
the existing developed area The Contractor shall be required to review the FGL’s marked on the
provided drawing in Annexure-J and shall undertake all necessary survey Work for the verification
of same.

The Contractor shall ensure, the FGL’s of the HSD tank project area shall be same as the FGL’s of
existing TS-II Area. In this respect, if any error is found in the value of FGL (provided by PARCO)
the Contractor shall be responsible for correction and updating the same on all layout plans and
other drawings.

The Work for grading and leveling shall be carried out in accordance with the Technical
specifications. The Contractor shall undertake all type of cut or fill of the project area, removal of
trees, vegetation and disposal of undesired material at a designated place approved by the PARCO.

2.4.6 DEWATERING
The EPC Contractor may be required to make arrangements for dewatering. Dewatering shall be
done as per specifications and prevailing site conditions. The Contractor shall be responsible for

proper disposal of the ground water outside the Refinery premises including intermediate temporary
pumping station, hose pipes and all necessary arrangements to complete the job and as directed by
the OWNER.

2.4.7 EXCAVATION

Excavation shall be done in any kind of soil or rock, as per depth and sizes shown on drawings. For
deep excavation/ dewatering operation the Contractor shall make necessary arrangements for
upholding/supporting the sides of the excavation. Excavation shall be done as per specifications for
Earth Work. Excavation shall be done manually in existing plant area. Test pits will make where
required to detect existing underground facilities and test pits will be included in the same works.
In case of any damage of existing facilities, Contractor shall rectify as per original condition or
OWNER’s satisfaction at their own cost on top priority.

2.4.8 EARTH WORK

The Contractor’s scope for the earth works shall include but not limited to following;

Backfilling in compacted layers all excavated areas (on completion of foundation work) or other
location where filling is required and disposal / storage of surplus material to a lead / location as
directed.

Cleaning, leveling, earth filling up to 0.5 meter at overall plot area to maintain the FGL / FFL (if
required) of the work area and removal / disposal of surplus material to maintain FGL’s as per
drawings in a compacted / approved manner and to the satisfaction of OWNER.

Brief recommendations given in Geotech report are listed below. For details Geotech report should
be consulted;
• If any soft and loose material encountered, at foundation excavation level, during
construction, then it should be further excavated and replaced with suitable granular material
in proper compaction
• The excavated surface must be proof compacted to at least 95% of the Modified AASHTO
Dry Density before placement of engineering fill / foundation.
• Ground water table lowering be carried out by well point system, and not by pumping water
out from inside the excavated areas.
• Foundations shall be placed on a compacted well graded granular free draining engineered fill
of minimum 0.5 m thickness (or as shown on reference design drawings)
• The minimum compaction requirement for granular back fill or proof rolling below foundation
base should be at least 95% Modified AASHTO dry density
• Only A-4/A-2-4 soils should be used for subgrade construction

2.4.9 CONCRETE WORKS

For all types of concreting works, specifications for reinforced concrete works shall be followed.
Concrete should be executed through Pre-Mixed Concrete from calibrated Batching Plant of
minimum capacity of 1 Cum, at nearest site location and transported through concrete pumps, labor
and trolleys etc. Before the start of concrete works, the Concrete Mix design for all classes should
be prepared and vetted as per the required design strength of 4000 and 1500 Psi cubical strength.
Fine and coarse aggregate should be procured and stocked from PARCO approved source

(preferably Sakhi Sarwar) as per the daily requirement and the continuous supply should be ensured.
The contractor shall arrange and ensure their resources that during concrete pouring activity, no
cold joint will be developed.

2.4.10 PIPE SLEEPERS & SUPPORTS AND PLATFORM / CROSSOVER


FOUNDATIONS

The Pipe Sleepers / Support and Platform/ Crossover Foundations shall be constructed as per piping
layouts & detailed drawings provided in the Annexure-J of this document. The Contractor shall be
required to undertake the construction Works in accordance with above-mentioned drawings,
Technical specifications for Civil Works (Annexure-J) and approved procedures. However, prior
to start of construction activities, the Contractor shall verify the layouts and detailed drawings and
shall be required to update and modify the drawings as per site requirement and design (if required)
any additional foundation.

For the detailed design, design review /verification and construction of Pipe Sleepers/ Support and
Platform/ Crossover, the Contractor shall consider the general design data, Specifications and
international/local codes and standards. The data/ guidelines provided in the specifications shall be
incorporated in the detailed design and followed during construction activities.

The Contractor shall also consider that the detailed design and construction of the Sleeper should
be such that the new Sleepers shall be compatible with the Sleepers for the existing Refinery
Complex i.e. the projection of sleeper above FGL, the embedded steel plate/channel for resting
pipes and the finishing are similar to the Sleepers for existing Refinery Complex. The Contractor
shall also ensure that the pipes shall not rest directly on concrete

The Contractor shall also follow the specific Project requirements of using sulphate resistant cement
(S.R.C) for all concrete Works below grade and providing two flood coats of PB-4 (10/20) hot
bitumen at the rate of 2.5 kg/m2 on all concrete sub-structures below grade level.

2.4.11 FLOOR PAVEMENT

The Concrete Paving / Gravel Filling shall be carried out as per the Pavement & Gravel Paving
layout and details mentioned in the standard drawings of this document. The EPC Contractor shall
be responsible for the review of above-mentioned drawings & update any missing detail or minor
mistakes as per site requirements. The Contractor shall also undertake the detailed design of
pavement & gravel paving at areas that are not included in the above drawings, but required at site
for providing access to certain areas of the plant or required by PARCO at final stage.

The Concrete Paving for equipment area shall be slopped towards catch basins and hubs to ensure
proper drainage, whereas other paved areas and access ways shall also be slopped to avoid standing
water on surface of the paved areas.

Supply and installation of 25x20mm deep Oil Resistant Joint Sealant as per ASTM D262B (Hot
Application), BS 5212 Type F (Cold Application) or approved equivalent, with 80x25mm joint
filler as per ASTM D994, D1751 or approved equivalent, complete as per project specification,
drawings and vendor recommendations.

2.4.12 GROUTING

The Contractor shall be responsible for undertaking the Grouting at the underside of tank bottom
plate, Pipe Supports and Supports for equipment etc. as shown in detailed drawings provided of this
document or as per vendor requirement. The Grouting may also be required for the pockets in

foundations for fixing Anchor Bolts. Generally, the type of Grouting Material to be used are Non-
Shrinkable Cementitious Grout and Non-Shrinkable Epoxy Grouts.
The Grouting Work shall be carried out in accordance with Technical Specification for Civil Works
provided in Appendix- I of this document. For the Grouting of Equipments, the recommendations
of Vendor, for the type and thickness of Grout shall be strictly followed.

2.4.13 FIRE PROOFING

The Contractor shall undertake the Fire Proofing of Steel Supports for Equipment, Piping, Pipe
Racks, Cable Trays and Conduit Banks etc. located in the fire potential areas. The fireproofing shall
be carried out in strict accordance with the Specification for Fireproofing provided in Annexure-I
this document, any variation thereof shall be subject to PARCO’s acceptance.

2.4.14 DISMANTLING WORK

The Contractor shall undertake the dismantling of pavement or any other existing structure / element
etc. required to accommodate new foundations.

The activity for dismantling of existing pavement & RCC/ PCC elements etc. shall be carried out
in strict compliance to the safety & security policy of Owner and the Contractor shall not proceed
with the dismantling of any item until & unless permission in this respect is granted by Owner. The
Contractor’s scope shall also include disposal of material (dismantled) to a lead as directed. The
dismantling work shall be carried out by mechanical tools and equipment (Hilti or approved
manufacturer). Dismantling of existing RCC / Asphalt pavement shall be carried out of M/s Hilti
to avoid any vibration or crack in existing plant.

2.4.15 PROTECTION / CARE OF EXISTING LINES / STRUCTURES

The Contractor shall be responsible for the protection of existing lines/ structures falling within the
area of work. If any such line/structure is encountered during the process of excavation or any other
activity, the Contractor shall notify OWNER, and shall not proceed until decision w.r.t. the
protection or removal of lines/structures is taken by Owner. If any such line/structure is damaged,
(without Owner’s approval), the Contractor shall repair the same at his own cost. Sheet piling or
other protective measures shall be taken by Contractor while excavation of new equipment
foundation adjacent to existing foundation.

2.4.16 INSPECTION & TESTS

The Contractor shall be responsible for all tests specified in the specifications or which in the
opinion of OWNER are necessary to ensure soundness of material & works.

All such tests shall be arranged by the Contractor, at his own cost, from a reputable Laboratory.
The Contractor shall be required to submit to OWNER, proposed list of laborites, for its approval.

2.4.17 SITE CLEARANCE

On completion of the construction activities, the Contractor shall clear the entire work area and also
other areas that are affected / disturbed during the execution of construction phase. The site
clearance activity shall include but not limited to removal / disposal of broken concrete, stones,
surplus excavated and / or construction material and handing over the site / work area in a condition
as it was before the execution of construction works.

2.4.18 DRAWINGS AND AS-BUILTING

The Contractor shall review foundation drawings for New HSD Tank (Issue for Bidding) and allied
structures and PARCO Standard Drawings for miscellaneous details as reference available in
Appendix-II and for estimations purpose. However, EPC Contractor’s scope for As-built shall
include but not limited to;
• Maintaining the As-built information till the completion of construction phase / completion of
project.
• Marking the As-built data on the relevant drawings / document.
• Preparation of complete As-built Package (inclusive of all drawings / QA/QC asper approved
QIP documents) and submission to Owner.
2.4.19 STORAGE TANKS AND CONTAINMENT WALL

The layout and detail drawings of new HSD Tank Foundations, RCC Containment Wall, Drain Pits
and pre-cast concrete pavers for the Pavement inside dike farm area of construction for reference
only and is considered as the minimum requirement, have been provided in the Annexure-J of this
document. The Contractor shall be required to review / verify the above design/ drawings in
accordance with the site conditions & compatibility requirement and shall undertake any type of
modification / design Work (where required) for updating the referred drawings / design. The
Contractor shall also be responsible for carrying out any additional design / detail engineering that
may be required after design review and verification process.

The design and construction of Tank Foundations shall be in accordance with API 650 and
PARCO’s Specification and drawings.

In order to ensure proper drainage of containment area, the Contractor shall undertake the grading
of area within Containment Wall and shall provide slope towards Drain Pits. The Contractor shall
also construct R.C.C Stairs (at minimum two locations) and provide Sleeves with proper sealant for
pipes crossing Containment Wall.

As for all other concrete Works, the Contractor shall use sulphate resistant cement (S.R.C) and two
flood coats of PB-4 (10/20) hot bitumen for all concrete Works below grade level.

2.4.20 ROAD WORKS

The construction of Roads shall be carried out as per plot plan, Road layout and detailed drawings
for Roads provided Standard Drawing provided in the Annexure-J of this document. The Contractor
shall be responsible for the review of above-mentioned detailed design/ drawings & update any
missing detail or minor mistakes as per project requirement and shall also undertake the detailed
design of the Road ways that are not included in the above detailed drawings, but necessary for easy
access to the plant or required by PARCO at later stage.

For the detailed design, design review /verification and construction of Roads the Contractor shall
consider the general design data, Specifications for Road Work and international/local codes and
standards. The data/ guidelines provided in the specifications shall be incorporated in the detailed
design and followed during construction activities.

The General Civil Works for the construction of Roads shall include but not limited to following:

1. Construction of 6.5 m wide Road including 1.0 m wide shoulder on both sides.
2. 80mm thick asphalt base course shall also be laid at 1-meter wide shoulder.

3. Road marking and installation of Roads sign.


4. Supply and installation of Armco Road barriers. (Armco Road barriers will be provided
where there are large changes in elevations adjacent to Roads, sharp curves and equipment
in close proximity to Roads such as hydrants and at ‘T’ intersections).
On reaching a stage nearing completion of the major construction activities and all heavy traffic
has ceased, the EPC Contractor shall be responsible to upgrade the internal existing Roads,
constructed to a final good quality condition.

During construction of new HSD Project Roads, the EPC Contractor shall verify the center line
elevations of nearby Roads for the existing Refinery Complex, and shall match the center line
elevations of new Roads with the elevations of Roads for the existing Refinery Complex. The cross
fall / camber of the Roads for the existing Refinery Complex shall also be followed for the
construction of new Roads.

2.4.21 RCC CULVERTS

The EPC Contractor shall construct the Culverts for the Road crossing of storm water drains, piping
and cables etc. The detail drawings for Culverts are provided in Annexure-J of this document, the
EPC Contractor shall be required to review, update, complete, redraw (if necessary) the above-
mentioned drawings.
The EPC Contractor shall ensure that the detailed design & construction of culverts is compatible
with the culverts of the existing Refinery Complex. The top slab of Culverts required for crossing
of pipes, shall be removable type and provided with lifting arrangement.
The EPC Contractor shall also follow the specific Project requirements of using sulphate resistant
cement (S.R.C) for all concrete Works below grade and providing two flood coats of PB-4 (10/20)
hot bitumen at the rate of 2.5 kg/m2 on all concrete sub-structures below grade level.

2.4.22 DRAINAGE

The Drainage network for new HSD tank project will be equipped with an oily water sewer system
and a clean stormwater system. The drainage systems shall be linked with respective drainage
systems of the existing Refinery Complex. The Contractor shall be responsible for all survey and
detail engineering Works necessary for the verification and design of drainage network for New
HSD Tank Project.
The Contractor shall be required to record / verify the invert levels and slopes of existing drainage
network of existing Refinery Complex (specially at tie-in / hook up locations) and shall maintain
proper slope during the construction of drainage for New HSD Tank. The storm water Drains shall
be constructed with U-shaped RCC channel provided with grating covers for access ways and
R.C.C. covers for Road Crossing. The oily water sewer system for new HSD Tank shall be
connected to the oily water sewer system of the existing Refinery Complex. As a guideline the
drainage layout plan, standard drawings, and drainage layouts of existing Refinery Complex are
provided in (Annexure-J) of this document.

2.4.23 SOIL INVESTIGATION REPORT

The Soil Investigation Report conducted for MCR Revamp Project in May 2017 (Annexure-L).
EPC Contractor shall review design recommendations and may conduct any additional survey for
the engineering of New HSD Tank foundation and allied structures at their own cost. However, the

proposed site for New HSD Tank is un-built-up area., no need to conduct topographic survey at
construction site.

2.5 FIRE MANAGEMENT SYSTEM (HEALTH, SAFETY & ENVIRONMENT)

Following studies are required to be undertaken by the Contractor;

1. HAZOP Study (through a renowned HAZOP consultant / company)


2. FRA (Fire Risk Assessment) to be conducted by 3rd party.
3. Hazard area classification which will also include Fire Risk Mapping.
4. Existing Fire Water Network Adequacy check for the provision of Fire Water Ring
for New HSD tank as detailed in Section 2.1.2 Point No. xiv.
5. Contractor will perform thermal radiation modeling (FRA) and will site the fire
equipment outside the contour dangerous for firefighters as per API code 521.

The contractor will have to submit its "HSE Control Plan" which will be reviewed and endorsed
by PARCO HSE Department as per existing practices of the site. Besides, contractor will have
to abide by all the applicable rules and regulations of PARCO HSE at site. Moreover, for the
above mentioned 04 studies, Contractor will share detailed scope as well.

NOTE: Any additional scope pertaining to design / supply / construction etc. highlighted after
carrying out above mentioned studies shall be executed by the Contractor without any cost
impact to PARCO.

3 METHOD STATEMENT / EXECUTION PLAN FOR COMPLETE PROJECT

Contractor shall develop the comprehensive method statement / execution plan stating all
the steps in sequence to complete the job, in accordance with the Contract, Codes &
Standards, Specifications and with due regard to the following factors and requirements:

1. No Hot work inside/outside until ZERO LEL.


2. No disturbance to the ongoing operation in the adjacent plants as much as possible.
3. No damage to existing plant facilities.
4. All Owner requirements under the Contract.
5. Provision of all construction equipment and personnel required to complete construction
of the works in a safe and timely manner.
6. Compliance with PARCO Security and Safety procedures including work permit system

4 WELDING CONTROL, TESTING AND NDE

Welding Procedure Specifications (WPS), Procedure Qualification Records (PQR), Welders


Performance Qualifications Records (WPQT), Welder Qualification Tests (WQT) and NDE
will be carried out as per applicable latest codes & standards and as advised & approved by
PARCO. All Welders Qualification Tests (WQT) for manufacturing & Site works shall be
formally offered for witness and approval to PARCO.

Welding shall be performed by qualified welders; Contractor shall submit the list & copies
of all applicable WPS, PQR, WQT, weld consumable MTCs, format of Welding
Consumables to PARCO for approval prior to start welding works. Contractor shall develop
Welding Procedure Specifications (WPS) and get it approved by PARCO.

Contractor shall maintain and submit to PARCO the log of welding, welding consumables,
and traceability complete in all respects.

5 INSPECTION REQUIREMENTS

Inspection requirements shall be fulfilled as per applicable codes, standards, specifications,


technical requisition and as per PARCO Inspection requirement. Contractor shall plan for stage
wise inspection of material; fabrication, installation and welding work till completion of project as
per agreed ITP. Inspection requirements include but not limited to following:

1) Detailed QA/QC Plan/management between Bidder & sub-contractor (manufacturer) (If any)
shall be provided before execution.
2) All QA/QC documents shall be duly wet stamped by Contractor QA/QC Engineer, NDE Level
III before submission to PARCO as applicable.
3) Contractor shall make detailed ITP of each activity covering all disciplines i.e. Mechanical (Tank
Design, supply, fabrication, construction, welding, NDT, sand blasting, painting, hydrotesting,
testing, calibration etc.) & Piping (design, supply, fabrication, laying, welding, testing, painting,
coating / wrapping, insulation, Tie-In points etc.), Electrical works, Instrumentation works, Civil
Works, CP Works) and submit for approval before execution of job.
4) Contractor shall make detailed separate ITP’s for Manufacturing & Site Installations. Each
specific item shall have separate ITP’s.
5) Contractor shall submit all QA&QC procedures to PARCO for review and approval before
execution of job.
6) Contractor shall depute its qualified QA&QC inspector permanently for each discipline
(Mechanical tank related works, Mechanical Piping related works, Electrical, Instrumentation,
Civil Works) discipline (Minimum experience 15 years in Fabrication, Erection and Inspection
of tanks and piping)
7) Contractor shall use only PARCO prequalified welding consumables i.e. Lincoln, Bohler, ESAB
etc. MTCs/ Datasheet of all welding consumables shall be provided for review and approval to
PARCO.
8) All tools and equipment (all Lifting tools & tackles, welding machines, compressors, excavators,
etc.) shall be calibrated & inspected by renowned third party and their valid calibration &
Inspection certificates shall be submitted to PARCO along with physical inspection before
commencing the job.
9) Site Inspection and Testing shall be performed in accordance with the requirements of applicable
codes and standards, approved ITP and specifications. Inspection plan shall be mutually agreed
before execution of project.
10) CVs of all QA/QC Engineers/Inspectors; having > 15-year experience (Post Degree DAE,
Engineering) in tank construction works or similar project construction and Inspection (at least
25 tanks of diameter 30 or above); shall be submitted to PARCO for approval.
11) Prior notice & approval shall be required by Contractor Project/Site Manager to PARCO for any
change in QA/QC staff.
12) QA/QC Inspector shall be minimum CSWIP 3.1 or equivalent Certified and 05-year post
certification experience.
13) All Contractor’s Inspection staff (QA/QC Staff, NDT staff and other third-party inspectors, etc.)
shall be evaluated and approved by PARCO prior to commencement of works.
14) During fabrication PARCO representative shall be present for all QA/QC activities as per
approved ITP (Hold point, Witness, Review etc.). Contractor shall formally request PARCO for
all types of inspections along with necessary marked up documents as per approved ITPs.
15) Welding Procedure and NDE of Thermite Welding for CP Works (if applicable) shall be
submitted for review and approval to PARCO.
16) All tools and equipment to be used at site shall be inspected and approved by PARCO Inspection
Team before bringing in use.
17) Contractor shall formally request (in written) to PARCO for all types of inspections along with
necessary marked up documents as per approved ITPs.

18) Cutting plans for plates, Weld Maps, NDE Maps, Weld Matrix, Approved welders list, PWHT
weld map shall be submitted to PARCO prior execution. Weld joint categories & type shall be
stipulated on weld map.
19) Contractor shall submit daily QA/QC reports including list & status of Request for Inspections
(RFIs), Stage Inspections/NDEs, etc. to PARCO AI&I department.
20) Contractor shall submit list & detailed profile of 3rd party Inspection companies for approval
before execution of inspection and test activities.
21) All Pressure tests shall be performed at site before commissioning.
22) Actual installed thickness of each tank/ piping component shall be measured and recorded in
dimensional inspection report by contractor.
23) 100% PMI of all incoming and installed alloy materials shall be performed by Contractor before
hydrotest.
24) All MTCs shall be EN10204 type 3.2 certified (specifically for tank plates) and all MTCs copies
duly stamped by supplier/ manufacturer and contractor’s Engineering or QA/QC.
25) Contractor shall submit its project quality plan that includes but not limited to:
i. Organizational structure
ii. QA/QC Department structure/ Organogram
iii. Details of QA/QC personnel with experience.
iv. Project execution plan
v. List of QA/QC procedures
vi. List of ITPs, WPS/PQR, Etc.
vii. Lifting Tools of 3RD PARTY
All above should be project specific.
26) PWHT (where applicable) recording charts (time-temperature) shall be mandatory.
27) PWHT shall be performed in a furnace and shall be performed meeting all the requirements of
applicable codes & standards.
28) Ultrasonic testing (UT) if employed; shall be of recordable type e.g. ToFD, PAUT etc.
29) Hydro test recording charts (time-temperature-pressure) shall be mandatory.
30) Snaps of each fabrication & inspection activity to be provided by the contractor in fabrication
shop.
31) Owner shall reserve the right to conduct quality system audit of Contractor / Subcontractor.
Submission of the Quality Plan, ISO or ASME certificate shall in no way relieve Contractor
/subcontractor from the quality system audit by Owner.
32) Contractor shall perform Internal & External Settlement, Plumbness and Out of Roundness,
peaking & banding Survey of Tank after erection and fit-up of every shell course and will start
welding works accordingly in order to satisfy guidelines of API 650 from PARCO approved 3rd
Party Inspection Company.
33) Internal & External Settlement, Plumbness and Out of Roundness Survey of Tank During &
After tank Hydrotest as per API 650 from PARCO approved 3rd Party Inspection Company.
34) Ultrasonic Testing (UT) & Radiographic Testing (RT) wherever applicable shall be arranged
by EPC Contractor from 3rd Parties duly approved by PARCO.
35) RT of Annular to Annular joints in case of Annular Plate replacement as per API 650 (7.3) and
project specification. UT (UFD) In lieu of RT wherever applicable and practical should be of
recordable type i.e. ToFD, PAUT duly approved by PARCO. RT films used should be of D4
type
36) All NDEs shall be performed by 3rd parties duly approved by PARCO.
37) All NDEs shall be performed by minimum ASNT (or equivalent) Level – II technician with
min. 05-year post ASNT (or equivalent) Level – III experience in relevant NDE.
38) All NDEs reports & RT films shall be reviewed ASNT Level- III personnel with min. 05-year
post Level – III experience in relevant NDE.
39) ToFD where performed shall be supported by MPI for surface defects.
40) Calculation and value of Geometric Unsharpness shall be written in each RT report.
41) Holiday/ DFT Testing for External Painting / Coating

Contractor shall submit details of selected 3rd Party Inspection Company which includes but
not limited to previous experience of the company, qualifications and competency certificates
of Technicians / API 653 Inspectors (Proposed Inspectors must have at least 05-year Post API
Certification experience), Method statement, details of inspection tools/equipment along with
calibration certificates etc.

Further, Contractor can also submit detailed profile (as per above mentioned details) of other
TPI company after award of contract to PARCO for review and approval.

Contractor shall not remove temporary attachments / cleats / supports attached on shell /
bottom / annular plates by using hammer rather grinder shall be utilized in order to avoid crack
formation in weldment.

Approval from Department of Explosive/ OGRA:

Contractor shall be responsible for all pre-requisites & NOC required to obtain approval from
Department of Explosive/ OGRA and any other applicable legislative requirement of the
concerned area prior execution.

6 HSE REQUIREMENTS

All construction activities shall be undertaken in strict compliance with the requirements
(Health, Safety and Environmental obligations) including any further rules, procedures,
practices or policies arising out of the implementation of those requirements and compliance
with any request from the Owner in this regard. Contractor shall ensure that all personnel
including Suppliers/Subcontractor and Supplier’s/Subcontractor’s representatives carry out
all site activities in accordance with the above requirements.

At the time of bid, Contractor shall submit their HSE control plans, HSE performance and
previous statistics for Parco evaluation and approval (if any). Contractor shall prepare and
submit a risk register for the identified risks and controlling strategies.

Contractor will propose its HSE staff by submitting CV’s of experienced candidates who
will be interviewed and selected by PARCO HSE.

Contractor shall comply with recommendations of the IEE (Initial Environmental

All Contractor employees shall go through Safety Orientation (conducted by PARCO HSE)
before going to the work place. Contractor shall also provide sufficient and suitable HSE
management and personnel to develop and implement safe Working procedures, HSE
procedures, HSE plans and safety instructions and provision of adequate safety training and

induction courses and safety talks to ensure that HSE procedures are communicated to the
Work force. Contractor shall conduct regular HSE audits of their and
Supplier/Subcontractor activities. Contractor shall supervise and monitor all personnel
assigned at site to ensure that they abide by the HSE program. Contractor will ensure that
appropriate Personnel Protective Equipment (PPEs) are provided for all personnel working
in the site in accordance with Contractor HSE procedures and to any specific activity
involved, and shall monitor the performance of the Works by personnel ensuring the issued
PPE is utilized as appropriate. All the PPEs provided by Contractor to his staff shall be pre-
approved by PARCO HSE department. Contractor shall ensure that construction practices
and techniques in use ensure the minimum risk of injury/damage to construction personnel
and to Materials. Contractor shall provide maximum environmental care in accordance with
all applicable laws and shall report to Owner any cases of environmental damage. Therefore,
based on above, Contractor shall abide by following Safety Systems implemented in MCR:

1. HSE staff to working staff ratio 1:50


2. Inspected Excavators/dumpers
3. Inspected Cranes/rigging/slings
4. HSE staff selection/reporting to HSE MCR
5. Approved JSAs
6. Work at height
7. Daily Trenching Log
8. HSE Statistical Reports

10. Environmental controls (Leveling of soil) etc.

Contractor shall develop a risk register for the project activities and get it approved from
PARCO before start of execution works. Contractor shall submit written Hazard
Communication Program before start of work which shall include Posters, banners, labels,
MSDS, trainings and attendances etc. Contractor will prepare project HSE Plan as per the
approved guidelines of PARCO.

It shall be the responsibility of contractor to design Overfill Prevention as per API 2350
(Latest edition).

SAFETY AND PERMITS TO WORKS

Contractor shall be responsible for the management of all Suppliers/Subcontractor activities


at site, in particular for ensuring their construction progress, the quality of the Works and
the safety practices and issue of Works permits, when required, for the Works performed by
them.

The detailed requirements of the permit to Work system prevalent at the MCR Refinery
Complex shall be provided to the Contractor prior to the commencement of the construction
activities at site.

Working hours for hot work and confined space entry is during the day light only except in
case of emergencies or deemed necessary, for which special risk assessment with
responsibilities will be carried out. For Project Site, extending working hours may be
introduced as per the construction plan. Contractor shall be responsible to obtain the work
permit from the concerned departments in MCR PARCO.

7 APPLICABLE CODES, STANDARDS & SPECIFICATIONS

All engineering and fabrication work shall be carried out as per following relevant codes &
standards
The design, fabrication, construction, test and inspection for the New HSD tank shall
comply with the following codes and standards.

17. Mentioned specifications follow older revision of ASME/ API Code. However, for new
Tank, EPCC contractor must use latest codes and standards.

8 ASSESSMENT OF SCOPE OF WORK


1. Bidders are advised to read the drawing/documents and tender document thoroughly and
clarify ambiguities (if any) prior to submit the quotations.
2. Bidders must visit the PARCO job site prior to submit the bid for clear understanding
of scope of work at their own expenses.
3. Scope of work shall be read in conjunction with all drawings, documents, specification and
relevant codes & standards. Wherever any conflict observed in the Code, Standards and
Specification, Most Stringent Clause shall be governed and PARCO decision shall be
considered conclusive.
4. PARCO Consent/Comments on the Documents furnished by Contractor shall not relieve the
Contractor of any obligation, responsibility and liability imposed upon it by any provision of
the Contract Agreement. Where errors or omissions are discovered later, they shall be made
good by Contractor entirely at its own cost and time, irrespective of any Consent, with the
approval of PARCO.

9 PROJECT COMPLETION TIME

Work will be completed in all respect as per attached schedule (Annexure-C) after receipt
of Letter to Proceed to selected bidder/contractor issued by PARCO. This includes
mobilization at site, site development, sourcing of all the material and equipment after detail
design and execution of project as per approved drawings, material transportation at site,

construction works, inspection, testing, sand blasting, painting, insulation, box up,
commissioning etc. complete in all respect.

10 PLANNING, SCHEDULING AND REPORTING

Contractor shall comply with the project planning, scheduling and reporting requirements
as mentioned in Annexure-C. Contactor shall prepare the notes/minutes of each meeting
held between PARCO and Contractor and will get the approval of PARCO prior to issue the
final notes. Contractor shall prepare all documents as per Annexure-C for complete project
before start of work and get approval from PARCO.

11 DOCUMENTATION

• Contractor to submit Sample Dossier for PARCO review and Approval, However,
Contractor to add / include additional Documents (If required by PARCO) during repair
activities. Contractor shall submit following minimum documents/ drawings both in soft/
hard copies
i. All design calculations
ii. Inspection & Test Plan (ITP)
iii. MTCs and Material Inspection Reports
iv. Construction Drawings, As-Built Drawings, Cutting plans, Weld Maps, NDT
Maps, Weld Matrix
v. All Method Statements/ Quality Control Procedures, etc.
vi. All reports (NDT, Welding, Dimensional Reports, etc.)
vii. All Design Changes wherever applicable
viii. All WPS and record of WQT.
ix. Any other related document required by PARCO.
Complete documentation in the form of Inspection Data Manual (IDM), QA/QC Dossier
like inspection reports, mill test certificates (MTC), test records, construction drawings, and
“As-Built” drawings shall be submitted by the contractor. “As - Built” drawings shall be
submitted in both HARD copy & SOFT copy (CAD FORMAT). Contractor to comply with
requirements as detailed in Annexure-G.

The contractor shall provide Four (4) Sets of all documents and soft copy on CD (native and
pdf file) & hard copies in ring bound form. After the completion of commissioning of the
facilities all relevant dossiers compiled in relation to completion activities shall be collated
to form the handover Dossier and shall be submitted for approval.

Contractor shall maintain documentation as per Annex W of API 650 (latest edition at the
time of contract award).

prepared by Contractor or any Subcontractor or any Supplier in connection with the Works
shall vest in the Owner, and Owner shall have the right to use such Documentation for all
purposes in connection with the Refinery without obligation of any kind to the Contractor
or any Subcontractor or any Supplier.

Quality of paper for documents as well as reproducible copies shall be legible and be of a
quality good enough to resist frequent handling (Minimum 80 g/m2).

All dossiers shall be kept in good quality Box Files with four pin post binders.

Packaging of Radiographic Films

• RT Films shall be packaged in good quality envelops placed in boxes.


• Film boxes shall be identified with Company name, Project name and number, Range of
weld numbers, Dates exposed, Box number, RT Contractor and Radiographer names.
• Each box shall contain a copy of the interpretation sheet for every film.
• Radiographs of replacement welds shall be placed in the same slot or envelop as the original
(cutout) weld.
• All repair films and/or re-shot films shall be packaged with the original films.

12 PROJECT STAFF

• Contractor shall depute qualified technical staff on project having sufficient relevant
experience and shall submit list of qualified technical personnel along with their bio-data who
shall be deputed on this project. Contractor shall also get it approved by PARCO before start
of execution work.
• Contractor shall ensure that Key Personnel and supervisory personnel of Contractor and
Subcontractors shall read, write and speak English language fluently.
• Owner shall have the right to withdraw its acceptance of any of the Contractor’s employees
given under this Article or under any other Contract Document, at any time during the
execution of this Contract. On such withdrawal of acceptability of any of Contractor’s
employees by Owner, Contractor shall be informed by Owner’s Representative. Contractor
shall take due notice of Owner observations and provide an alternate within 12 (twelve) hours.
Owner’s revocation of acceptance of any person engaged by Contractor at MCR shall not
relieve Contractor of any of its obligations under the Contract.
• All Supervisors should be of good moral character with no record of acts of in-discipline from
previous jobs.
• Contractor shall offer at least three highly qualified and experienced personnel resumes to
OWNER for Contractor’s Representative immediately after award of Contract. Contractor’s
Representative shall have following attributes:

➢ Technical knowhow,
➢ Challenge Accepting,
➢ Commercial Awareness,
➢ Result Oriented
➢ Safety, Quality, Cost awareness,
➢ Planning Scheduling Requirements’ Awareness,
➢ Understand maintenance system & its requirements, etc.


Contractor shall appoint a Quality Control (QC) In-charge after approval from Owner.
Contractor shall offer qualified and experienced personnel resume to Owner for QC In-charge
immediately after award of Contract. The qualifications of QC In-charge shall be B.Sc. / B.E.
Mechanical Engineering with at least experience of three similar size projects execution
including one Refinery Project. QC In-charge shall be selected after interview by Owner.
• Contractor shall deploy at least Level II qualified NDT (RT, DPT, MPT, UT, etc.) personnel
as qualification. All RT & UT films / Reports shall be reviewed and signed by qualified
Level III inspector.
• For details of personnel need to be deployed for the complete activities of the Project,
contractor to refer clause 6.2.B of Section-II Instructions to Bidders.

13 GENERAL NOTES

1. During execution, in case if the contractor disturbs or damage any other existing installed facility
at plant, the contractor shall be liable to furnish the original integrity of the system at his own cost.
2. PARCO will not be responsible for supplying electricity, water and other utilities to the Contractor
for construction purposes. It shall be the entire responsibility of the Contractor to arrange for the
supply of equipment, water, electricity, gas, telephone, cement, welding rods, labor or any other
item of utility etc. as may be required for the satisfactory completion of the work. Any utility /
facility supplied by the owner to contractor on contractor’s request shall be charged to contractor.
3. PARCO shall not be responsible for any shortage or left-over material. Payment to the contractor
shall be made on the basis on completed job as per contract (Scope of work, Drawings,
Specifications, Codes & Standards and other tender document terms and conditions). Contractor
shall verify the quantities of material required as per drawings prior to procurement.
4. Contractor shall submit un-priced technical quotation / bid of the selected vendor/ supplier, before
the placement of order to Parco for review and approval. Contractor shall also submit the final
details/ drawings, etc. of all procured equipment and material
5. In case, any vendor from Parco AVL is unable to provide equipment/ material, Contractor shall
submit to Parco the written regret response from the vendor and will submit three un-priced
quotations of alternate vendors for Parco approval. Contractor shall also submit technical bid
evaluation and un-priced PO’s to Parco for all contractor procured equipment/ materials.
6. All expenses to be incurred upon procurement, shifting of materials/labors etc., including octroi,
local tax and other government duties implemented from time to time will be borne by the
Contractor.
7. Damage to Owner’s installation, structures, equipment and instruments etc. by the Contractor
during execution of job shall be repaired / restored to the original condition by Contractor at his
own cost.
8. Contractor shall arrange his own Equipment such as Crane, Dozers, Dumpers, Roller/Compactor,
jacking machines, Welding Machines, Beveling Machines, Grinders, Gas Cutting Sets, Chain
Pulleys, Filling/Pressurizing Pumps, Air Compressor, and Tools/Accessories etc. required for
proper and safe execution of job.
9. Priming and painting materials, Sand etc. shall be arranged by Contractor. Sand blasting shall be
carried out away from operational/residential area.
10. Schedule of work and sequence of activities shall be submitted by the Contractor prior to start of
work. It will be mutually discussed and decided by the Owner and the Contractor at site based on
Owner’s requirements.
11. All the supplied material shall be new and of prime quality as per the relevant specifications.
Literature, Brochures, Mill test certificates, manufacturer’s certificates etc. shall be submitted to
PARCO prior to procurement of the material.
12. Owner reserves the right to increase, decrease, delete or amend item/quantum of work as is
deemed in its best interest.
13. Approved Teflon Tape shall only be used for threaded fitting (if any).
14. All the Housekeeping during and after completion of project shall be contractor’s responsibility
and shall be ensured strictly.
