This method statement describes the method and scope of operations for the installation and
laying of High Voltage Cables.

The f o l l o w i n g staff will be directly involved in the execution of the work.
Construction Manager
Shall have overall responsibility for the safe execution of the Works in accordance with this
Method Statement, Contract Specifications, and any other Engineering requirements.
Site Engineer
Shall be responsible for his Team is performance and to ensure that construction is carried out
safely and to the required job specifications. He shall make sure that the work is ready for
inspection and inform the QC Inspector through relevant Request for Inspection (RFI) that
inspection is needed as described in the Witness (W) or Hold (H) points in the specific ITP.
Safety Officer
Shall ensure that all Project Safety Procedures are being followed and the work is conducted
in a safe and environmentally sound manner and ensure that regular prompt activity briefings and
toolbox talks are being conducted.
Foreman
Shall have day-to-day responsibility to ensure that works under their control are conducted
on time and safe, in accordance with this Method Statement and other requirements.

6. PROCEDURE FOR LOADING AND UNLOADING OF CABLE DRUMS:
6.1. Drum Handling and Storage
• Unloading of the drum should be done by forklift or crane, drum rolling should be avoided.
• Drum should not be dropped on the ground under any circumstances even on soft material.
• Drum should be kept in the upright position.
• Be sure that the end seal cap is still in place.
• Drums should be covered properly during the storage period.
6.2. Handling Instruction: Forklifts Trucks
• Ensure the truck capacity is suitable for the weight of cable and drum as indicated on the drum
marking. Drums should be handled in the upright position, with forks fully supporting both flanges
and extending beyond the outer flange. Under no. circumstances should the forks come into with
the cable. The drum should be firmly located against the fork carriage and the forks tilted backward
wherever possible. The drum should be carried as near to the ground as practical.
• If forward visibility is obscured the drum, the forklift truck should be driven in reverse unless
traveling on an uphill gradient. When traveling uphill, the truck should always be driven forward,
and assistance obtained if visibility is obscured. If it is necessary to lift or move a drum in the
horizontal position, the forks should be placed fully under the bottom flange. Under no
circumstances should the forks be placed beneath the upper flange as this could lead to damage
to the drum and/or cable.

6.3. Handling Instruction: Overhead / Mobile Cranes


• When lifting a drum by crane, the drum must always be in the vertical position. An approval spindle-
type lifting bar should be passed through the spindle hole of the drum.
• Collars should be fitted to the spindle to keep the hooks or sling. Drums must never be lifted in the
horizontal position, with the hooks at slit placed beneath the upper flange, as this could lead to
damage to the drum or cable.

6.4. Handling Instruction: Manually


• When moving drums by hand the operators should wear stout gloves and safety footwear. Drums
should always be rolled away from the operator and be always under control avoiding obstacles
likely to cause damage to the cable.
• Drums should only be rolled in the direction of the arrow on the drum flange to prevent any
slackening coils of cable. To change the direction of the drum, a turntable should be used wherever
possible. If a turntable is not available, playing a chock under one flange can tug in the drum. The
drum must be always kept under control to prevent damage and injury to personnel. Operators
should be trained on the correct handling of bulky materials to avoid the risk of back or muscle etc.

7. PARAMETERS FOR CABLE PULLING


7.1. Maximum Permissible Pulling Tension (Conductor/Pulling Eye cable pulling)
• Before actual cable pulling, pulling tension is calculated and actual pulling tension must be less than
the maximum permissible pulling tension for the specific cable.
• The maximum permissible pulling tension differs from cable to cable and depends upon conductor
size and material.
7.2. Maximum Permissible Cable Sidewall Pressure
Sidewall pressure applied on cables at bends shall be less than the calculated maximum
permissible sidewall pressure for the specific cable. The sidewall pressure must be kept as
small as possible by keeping the installation route as straight as possible, the radius of turning
of points as big as possible, and the size of the change of direction in the turning point as
small as possible.
7.3. Minimum Bending Radius
Normally bending radius for single-core HV cables shall be limited to “20 x D” during
cable laying in air /trench where „D‟ is the overall diameter of t h e cable.
7.4. Pulling Direction
• Pulling direction is based on the calculated values of pulling tension and sidewall pressure expected
during the cable pulling in either direction.
• The direction in which less pulling tension must be applied and less sidewall pressure will be exerted
is selected as the direction of cable pulling.
• So, one of the ends of the cable route is selected for the setting of the cable drum and the other is
for which according to the basic design of cable pulling.
8. CABLE INSPECTION
8.1. Drum Arrival at Site
• Drum is in good condition
• The flanges of the drum have no flat spots (Not dropped)
• The timber batons are in good condition

• Drum number lines up with paperwork
• End of the cable in condition (sealed)
8.2. Storage Drums
• Ensure cable storage is secure
• Store drums in section groups (if possible)
8.3. Drums Transport to Site
• Ensure the correct spreader bar is used when Lifting
• Check the capacity of the low loader
• Notify traffic police of drum movement
• Ensure drum is secured to flat top
8.4. Drums Arrival at Site
• Check ground where the drum is to be placed (Hard Stand)
• Ensure crane can lift and place the drum
• Ensure drum is facing the correct direction, cable off the top
• Ensure cable/drum has not been damaged in transport
• Ensure cable is secure if left in position overnight.
8.5. Day of Cable Pulling
• When removing the batons make sure cable is not damaged
• Check cable will be pulled off the top of the drum
• Ensure cable will be pulled off the top of the drum
• Ensure drum break is in good condition
• Check cable as it comes off the drum for sheath damage.
9. METHODS OF POWER CABLE PULLING
9.1. Nose/ End Pulling
• The connection between the cable pulling eye and the wire hawser must be made by an efficient
swivel to permit tension to be taken, or released in the hawser, without imparting a twist to the cable.
• A power winch must be used with a dynamometer or equivalent measuring and/or controlling device.
• If bends in the cable run are located at one end of the trench, it is generally preferable to locate the
drum at that end, provided site conditions permit. In most such cases, preferably a cable winch along
the cable rollers is used.
• Cable pulling by cable winches is common and mostly used for this type of power cable puling. The
only major consideration while pulling power cables is to keep the pulling tension lower than the

maximum allowable pulling tension. The cable winch shall be with cut– off device for pre-selected
maximum pulling force, which means that in case it exceeds the set maximum tension the winch
should stop and so the pulling of cable. Hence, the pulling tension will be maintained within the
permissible limits throughout the cable laying.
• In the case of self-driven rollers, the friction level could be reduced but, in this case, also a cable
winch will be necessary to guide and pull the cable from roller to roller.
• In other words, it is a reality that a winch must pull the cable in every case otherwise the beginning
of the cable cannot be guided from roller to roller, and without the winch, there could be expected
problem of grip on the cable. In the case of any of the roller sides, the cable will not move forward
without any grip.

9.2. Continuous Bond Pulling

• Bond pulling is a difficult method of cable pulling that requires good coordination and knows how;
it is therefore only used where nose pulling cannot be recommended due to excessive pulling forces.
• With this procedure the pulling force is taken by a wire bond to which the cable is tied at regular
intervals.
• The cable is fed into the trench by hand for 9m to 12m and then tied with a nylon cord to the wire
hawser at intervals of approximately 2m. The pull is commenced, and successive ties are then
applied, with the cable in motion.
• On the cable arriving at a point approx. 3.0 m from a bend, the ties are removed, and the cable guided
round the bend, the cable is re-tied to the bond. This is a continuous process and conducted the cable
in motion. This process is repeated until the cable reaches its final position.
• On completion of pulling one cable this hawser wire may be re-wound, or two or three cables may

be laid and the hawser wire re-wound in one operation.
Schedule of Equipment Required for Continuous Bond Pulling:
• Motor-Driven Winch (5 to 10-ton capacity)
• Cable Roller Ramp
• Corner Roller Frame Assembly
• Cable Rollers
• Hydraulic Cable Drum Jacks
• Nylon Cord
9.3. Manually Assisted Method
Conditions arise in practice where mechanical aid means are limited or cannot be used. In
such cases, cables are laid satisfactorily with manual labor distributed along the lengths of the
run. This method may also be used as an alternative, provided sufficient site labor is available.
This method of cable laying is applicable only for short cable links inside substations.
10. PROCEDURE OF CABLE PULLING
10.1. Inspection of Cable Route Condition
Before the cable pulling work begins, the whole trench/pit/tunnel is to be inspected. In our
case of the direct burial type trench, bedding of special thermal backfill for cables should be
filled smoothly and any objects as the stones/gravel, which has fallen from the ground to the
surface of the bedding layer should be removed.
10.2. Checking of the RC Pipe Ducts and cleaning them
Before the cable pulling work begins, the pipe ducts for a road crossing, etc. are to be checked
to ensure that they are correctly aligned and to be cleaned. The cleaning mandrel having a
suitable size for pipe ducts should be passed through the pipe ducts to remove any obstacles
in the pipes.
10.3. Setting Cable Pulling Winch and Drum of Cable Pulling Wire
The cable pulling winch is to be fixed firmly so that it can stand against the pulling force. The
anchoring and plug supporting will be considered in each place separately and will depend on
the local conditions and pulling forces expected. All manufacturers‟ recommendations and
Provisional’s will be respected, followed, and used. In any case, the kinks in the wire rope
will not be allowed.
The winch is to be capable of changeable pulling speed in the range of 0-10 meters per minute.
The winch should be equipped with a tension meter to control the cable pulling tension. The
winch will be fitted with overload cut-out and chart recorders. Chart records will be used to

record the pulling tension. And the drum of the cable pulling wire should be appropriately
positioned to roll up the wire rope easily.
10.4. Setting the Cable Drum on Cable Drum Jack or Cable Drum Trailer
• Before transporting the cable drum to the site, the area shall be checked, and the ground shall be
leveled. A suitable crane shall be mobilized such that its capacity is more than two times the net
weight of the cable drum.
• The area subjected to the lifting work shall be barricaded with warning tapes and safety cones. The
crane’s calibration certificate and driver’s license should be verified before the start of the lifting
activity. Signaler shall be placed and alerted.
• Mobilize the trails parallel to the crane such that it is opposite to the drum of the loading area. If the
area is not permissible to place the trailer should be stationed either before or after the crane. It should
be noted that the boom radius of the crane shall not be greater than the specified in the third-party
certificate.
• After completion of loading the hydraulic jack shall be fitted on both sides of the cable drum and the
drum shall be lifted and free to roll.
• The manufacturer’s instructions shall be followed during drum lifting.
10.5. Inspection of the Cable
The client/Consultant would finally check the laid and mentioned the status of each
clearance. The outer surface of the cable is to be inspected visually for any damages.
10.6. Setting Cable Rollers / Bend Rollers
• Cable rollers are to be disposed of at proper position into the trench/pit/tunnel. The intervals of the
rollers are to be kept at approximately two meters.
• The rollers are to be maintained to rotate smoothly. If the cable is planned to be pulled through the
curvature, bend rollers should be set at the proper position to keep the suitable cable bending radius.
The bell mouths with guide rollers shall be installed at ducts in the road crossings or other service
crossings. The key rollers will be secured by bracings supported to the trench walls.
10.7. Setting Guide Rollers with Supporting Facilities
The cable guide rollers are settled at the proper position between the cable drum and
trench/pit/tunnel to guide the cable from the cable drum to the trench /pit/tunnel smoothly.
10.8. Setting Portable Telephone / Along the Cable Route
After the facilities and the equipment were properly set, the portable telephones are to be
located on the drum side, the leading end of the cable, and the winch side. They are utilized
to control the cable pulling speed and other communication. Alternatively, walki-talkies can

10.9. Laying of Cable Pulling Wire in Cable Route
The cable pulling wire should have four times as much safety factor as the calculated
maximum value of pulling tension. It is important that the wire is to be managed in
such a manner that it is not twisted, or kinked.
10.10. Connection of the Cable Pulling Wire to Cable
The pulling eye hook that is fixed at a top of the cable is connected to the pulling wire through
a swivel and shackles. Swivel and shackles should have the proper size for cable pulling.
10.11. Cable Pushers
• In the sections having several bends, where the calculated cable pulling tension is extremely high,
hydraulically operated cable pushers shall be positioned at some of the bends where the tension is
going to be high. These cable pushers grant the necessary grip but prevent the cover of the cable from
being damaged.
• By pulling and pushing the cable at the same time, there will be an extremely low level of tension on
the cable.
• The calculation of pulling tension and SWP will determine the positions and number of the pushers
and pushing forces required.
10.12. Cable Pulling Operation
• Each pulling section will have a drawing/sketch clearly showing the positions of the winch and drum
and calculated pulling forces and sidewall pressures at each trench change. Cable pulling is to be
started gradually. An experienced foreman is to be used to observe the leading end of the cable. He
should walk along the trench and closely monitor the cable being pulled.
• Place two persons to walk with the cable end, a drum operator and at least three persons at drum
point for the breaking, labors at every twenty meters to guide the cable along the cable route, winch
operator with two labors at winch and communication people as follows:
• One person at the drum, one person at the winch, and as necessary along the route and at the ducts.
Set communication people in conference.” Whistle to alert “(a safety regulation). Tension the wire
and reset the position of the straight roller accordingly. Set the maximum tension on computerized
recorder for automatic tripping of winch machine on overload.
• “Whistle to alert” and start pulling. Keep the cable speed and tension because of the requirement and
keep the manufacturer’s representative informed all the time during pulling and take their advice.
Should any problem arise; the pulling will be stopped at once and started only after the problem has
been cleared.

• After the cabling is finished, take out the printer record sheet of pulling from the electronic recorder
and preserve it. The rotating speed of the drum must correspond to that of the pulling speed. If
necessary, the rotating speed is controlled with a simple wooden brake.
• The pulling speed must be controlled. During the cable pulling, an indication of the tension meter is
to be observed. Exceptional care must be taken when the top of the cable approaches the terminating
point (jointing position) at which side and the tail end of the cable are just going off the drum. If the
cable drum remains on the drum when the top of the cable reaches the termination point at the winch
side, the pulling must be continued to make a stage where the tail end of the cable is just going off
the drum.
11. CABLE PULLING IN PIPE DUCT
• Cable will have to be pulled through pipe ducts at road crossing locations. All ducts will have a
mandrel passed through them before installation.
• Ducts will also be cleaned before pulling of cables by either passing a sponge ball of proper size.
Bell mouths with guide rollers, support, snatch blocks are installed at/ near pipe duct entrance.
• Cable pulling lubricant is applied around the cable to reduce the friction between the cable and the
ducts. The remaining lubricant is brushed off from the cable surface on the exit side of the duct.
12. CABLE PULLING INSIDE SUBSTATIONS:
• Cable will be directly buried in the ground or will be laid in built-up concrete cable trenches and
clamped, inside substation yard, as per approved drawing of Cable Routing Inside Sub-Station. The
cables can be pulled up to the final locations by hand or motorized cable pushers and will be placed
in trenches in the sub-station yard.
• 132KV Power cable shall be installed on cable supporting structures as per approved drawing of
cable arrangement at terminations.
• The works may be performed in live substation yards and within a certain proximity of live
conductors. Therefore, it must be ensured that there is enough clearance from the working area to all
live parts according to the present voltage. An outage of any part of the outdoor switchyard is not
envisaged; however, when and if needed, proper client procedures shall be followed.
• The safe working restricted area will be marked and barricaded suitably. Only hand tools will be used
unless otherwise authorized.
• All subcontractors will be inducted into safety aspects of working in live substations. Supervisors
will be identified. Client Safety procedures must be followed.
• The nose pulling method will be applied for power cable installation. For cable laying inside the
substation, the pulling direction will be decided based on cable pulling tension, and sidewall pressure

is found will be followed as practical. Corner rollers will be used at the bends and cable pushers
wherever needed.
• The cable will be pulled up to the final locations in front of outdoor termination structure columns
or at the designated GIS bay inside the GIS basement and lifted through the floor opening by chain
block pulleys.
• The FO cable will be laid along with the power cables, and then along the designed route to the
connection boxes located in Telecom Room.
13. CABLE PULLING FLOW CHART

14. CABLE ARRANGEMENT
• After cable pulling all equipment is to be dismantled and put out of the trench. Care is to be taken to
avoid cable damage and laborers must not step on the cables.
• The surplus of cables will be organized according to the snaking method at both sides of the joint
bay. Colored tapes (red, yellow, and blue) will be wrapped around the cables for phase identification
at both ends of the cable.
• Cables will be then arranged in the joint bay and protected by covering them with sandbags/plywood.
If required cables will be cut and ends will be protected using heat shrinkable caps to prevent ingress
of moisture. Keep the cable ends pointing upwards as an added safety precaution against the ingress
of moisture in case of heavy rain or flooding.

15. VERIFY SHEATH INTEGRITY


• After the completion of cable installation, a sheath test shall be conducted by applying a 12kV DC
test for the newly installed cable shall be applied between the cable lead sheath and ground will detect
damages to the HDPE outer sheath of the power cable if the damage completely penetrates or
significantly partially penetrates the outer sheath. The presence of sheath damage is indicated by the

16. HSE REQUIREMENTS
• The Construction Manager oversees implementing the Safety Management Plan at areas under his
responsibility and maintaining his work area as a safe workplace following the requirements
described under Safety Management Plan, Environmental Management Plan, and its complementing
Health, Safety and Environment (HSE) Documents.
• The Site Engineer shall be supported by the Safety Team within Sub- Contractor and Contractor /
Consultant for the implementation and verification of the application of best safety practices in the
project and Continuous Housekeeping must be done regularly to keep the Site Tidy
