1. Purpose
This document intended for better understanding of the sequence of
operations and does not replace contractual specifications for the
installations of Cable tray for Vung Ang II Thermal Power Plant Project.
This document lays down the procedures to be followed in the installation of
Cable Tray including accessories and supports.
This method statement defines the methods and processes to be adopted in
ensuring that activities are done in convenience and accordance to
specification.
This documents also describes details of the EHS Requirements, Equipment
and Methodology Requirements.

3. Responsibilities
3.1 Electrical Manager.
Electrical Manager shall be responsible for overall management of all
construction activities related electrical works at site.
3.2 QA/QC Engineer.
QA/QC Engineer shall responsible for:
a) Assurance of approval method and material are being used and
conformance of the specification.
b) Stage inspections and surveillance in accordance with ITP and assurance
of quality of work as per specification.
3.3 Site Engineer.
Site Engineer shall responsible for:
a) Confirming the installation locations from the approved drawings.

b) Organizing tools and equipment required at work site.
c) Sequence of activities to be carried out for the work as per this document.
3.4 Site Supervisor.
Site Supervisor shall be responsible for:
a) Tool box meetings to be given prior to commencing the work.
b) Assigning a competent work crew
c) Organizing tools and equipment required at work site.
3.5 Safety manager & Safety Engineer
- Organize site so that work is carried out to the required standard with
minimum risk to men, equipment and material.
- Ensure construction methods minimize risk to public and worker
e.g..,through adequate Traffic management
- Know the requirement of EPC contractor management plan, regulation and
other relevant legislation plus how it applies to the project.
- Ensure that all plant sent to site is safe and fully efficient, is guarded and
equipped with proper safety devices and tested in accordance with the HSSE
plan and evidence of all cetification is held on site.
- make certain that all plant operators and mainternance work carried out on
site is done a proper maner and that emergency repair are dealt with properly
as soon as possible. Call the attention of site management to the need for
dangerous plant to put out of service.
- Check that hired plant is safe.
- Give all foreman and leading hands precise instructions on their
resposibilities for proper working methods, see that they do not required or
permit men to take unnecessary risk.
- Arrange delivery and stacking of material to avoid risks by double
handling, position plant effectively, ensure that the electricity supply is
installed and maintained without endangering men and equipment.
- Plan and maintain a tidy site.
- Implement arrangements with subcontructor and other contractors on site

to avoid any confuse about areas of responsibility.
- Make sure that suitable protective clothing is available and used.
- Ensure that qualified first-aid and all item of first-aid equipment are
required by the environment management plan are available and their
location know to employees.
- Provide the necessary induction and special training for the on-site
worker’s.
- Assign necessary safety officers to monitor and maintain safe condition
- HSSE audit and follow up all corrective actions.
4. Working Method / Procedure.
4.1. Before start installation, make sure that materials to be used for
construction are always approved and properly preserved. All material
shall be inspected before starting installation.
4.2. The installation location shall be checked and make sure it is clear to
start installation work.
4.3. The cable tray support can be fabricated at workshop or at site
4.4. Cable tray route shall be considered the location with equipment, steel
structures and process pipes. Also, the cable tray shall be checked
interface of any object, which one can be affected to cable tray route such
as foundations, buried structurers, pipes, etc.
4.5. The cable trays shall be fixed to support brackets by using hold down
clamp. Damaged galvanized surfaces shall be repaired by using approved
galvanized paint.
4.6. All cable tray elevation shown in the electrical cable tray drawings
represent the bottom of the cable tray.
4.7. Cable trays run shall be supported at an interval of 2000 mm maximum
for horizontal run and 2000 mm maximum for vertical run.
4.8. Cable trays arranged one (1) above the other will have a minimum
separation from bottom to bottom of cable tray as per cable classification
is as below:

- J(L1) : Analogue Signals and Communication Signals
- C(L2) : Control Cable, CT & PT Cables (for AC/DC)
- L(L3) : Low Voltage AC/DC Power Cables below 1000V
- M(L4) : Medium Voltage AC Power Cables above 1000V
Bottom layer of Cable Tray Group is M(L4). And the other cable tray
layer will be installed upside of M(L4) in sequential.
Based on the above mentioned category, the cable trays will be separated
as follows:
Voltage Level Separation (Bottom to Bottom)
(J, C) and (L) 300 mm
(L) and (M) 300 mm
(M) and (J,C) 600 mm
4.9. Control cable may be mixed with low voltage power cable if their
respective conductor size don’t differ greatly, and where it is impractical
to run separate tray, instrument cable may be mixed with control cable
where it is impractical to run separate tray. When it is done, divider strip
shall be provided in the tray to separate control and instrument cable.
4.10. The cut ends of the cable tray shall be suitably treated by approved
galvanized paint and made smooth to prevent damages to cable.
4.11. All radius of cable tray fitting represent the inside radius of the bend.
Generally, bending of elbow is 600 mm inside radius, unless noted
otherwise.
4.12. Vertical cable tray cover shall be installed up to 1800 mm above any
floor for protect mechanical damage.
4.13. Cable tray are not utilized to carry or support equipment, piping, and
instrument tubing other than electrical cables.
4.14. Cable tray connectors shall be bolted by using round head bolts to
make sure there is no damage to cable insulation.
4.15. Cable tray covers will be furnished and installed on cable trays for Coal
Handling System. And cable trays in following areas will be covered for
top-tray (top layer) only:

- where cable trays for instrument cable
- where cable trays installed in outdoor area
- where cables on tray pass under or adjacent to pipe containing fluids
(other than water)
- In areas which are subjected to fire hazards (i.e. rubbish accumulation,
oil/grease areas, chemical areas)
- where materials could accumulate onto cables in such quantities to
cause a de-rating or chemical attack of the cable (e.g. coal dust, ash etc.)
- However, tray covers will be not provide inside trench, cable spread
room and under access floor.
4.16. Cable trays shall be installed in a straight line.
4.17. Cable tray copper braid jumper Sqmm shall be installed at all splices.
4.18. Cable tray shall be connected to the main earthing grid or earthing bar
at both ends. Cable tray of more than 30 lengths shall be earthed at
intervals 30m to other tray by PVC earthing conductor 35 Sqmm.
4.19. Fire and Smoke Stopping
- A fire and smoke stopping system shall be provided on all openings
through which cables penetrate. This shall include conduit ends,
openings in walls, floors or ceilings, cable risers and any other areas
which will prevent the spread of fire.
- If an additional cable needs to be installed through an existing fire and
smoke stopping seal then a minimum sized hole shall be drilled or cut
(not bashed) to accommodate the cable. The seal then shall be restored to
its original performance by applying the same fire and smoke stopping
material.
4.20. Cable Tray Identification
The size and type of letter and spacing between the letters for
identification cable tray/ladder should be shown :
- Cable tray shall be identified in a distinct, permanent manner with

- Cable tray shall be identified prior to the installation of any boxes.
- Cable tray markers shall be located where they are readily visible and
cable trays run along a wall then the cable tray shall be identified on the
side that is visible.
5. Documentation.
5.1 Documentation structure shall be aligned with the ISO 9001 standard, so
that fundamental quality requirements are established, documented,
implemented and maintained at all levels.
5.2 Correspondence and design documents such as drawings, design and
specifications shall be managed properly.
5.3 Preparation, issuance, distribution and filling of its own documents shall
be arranged properly.
5.4 Procedures shall be established to the regulate documentation and
records which may directly or indirectly affect quality. The procedure shall
also assure that changes to documents and data are appropriately controlled.
5.5 Distribution of the documents shall be controlled and the organizational
unit responsible for preparation of a document shall also be responsible for
its proper distribution and revisions.
5.6 Supplier related records and others generated by quality activities, such
as records of qualification, audit, training, nonconformity, corrective and
preventive action shall be documented properly, etc.
5.7 Records are corrected after they are reviewed by the originated
organization.

Hot work activity and all of its employees have given a basis induction
Course on fire fighting and aware of the existing safety standards set forth
by Client’s Fire Department.
Sub-Contractor shall ensure that necessary fire preventive measures are
being
religiously performed by different level of organizations.
Fire fighting equipment such as Extinguisher, Hose and fire blanket are
subject to evaluation and approval by Client Fire Department.
All Fire Extinguishers are to be inspected prior to the work period
All fire watchers will be identified.
Emergency Procedures
Sub-Contractor shall follow client’s emergency procedure during the period
of work and shall ensure that its staff and personnel are fully familiar with
the use and location of the essential emergency equipment such as Fire
Extinguishers, fire exits, muster points and plant alarms.
Actions In The Event of Plant Emergency
1) General and Evacuation alarm.
2) All works must stop and switch off all welding machines and compressor.
3) All personnel must proceed to safe location upwind or across wind to
muster stations
4) Use of breathing apparatus if necessary.
5) Sub-Contractor personnel who detected a fire, toxic, flammable or
asphyxiating gas leak must initially ensure their own safety and report
immediately to key personnel about the incident.
6) Direct person to person or by messenger by proving pertinent information
to the Fire Station. (Location, problem, name and staff position).
6.5 First Aid
Sub-Contractor shall use first aid provided by DE-SCT in the project site.
All employees must ensure that their ACTS and OMISSIONS do not
endanger any other person working on site. They are also responsible for

their own safety and must co-operate with the employer and SAFETY at all
times.
Sub-Contractor require that all personnel report UNSAFE ACTS and
CONDITIONS. They are also expected to suggest methods to improve the
workplace.
6.6 Personnel Protective Equipment (PPE)
The minimum standard of Personnel Protective Equipment is
☞ Head Protection
The Power Plant is a designated Hard Hat site so safety helmets must be
worn in all the plant area. You must change your helmet if it is damaged in
any way.
☞ Body Protection.
Protective clothing that is the right size, suitable for the job and properly
maintained must be worn all time at the Power Plant
☞ Safety Vest.
Safety vest must be worn at all times in all plant areas. Depend the work
requirement, the safety vest shall be provide of each purpose such as normal
worker, fire watch man, signal man…
☞ Safety Footwear
Safety Footwear must be worn at all times in all plant areas. The most
common type of safety footwear is the safety boot or shoe.
☞ Eye and face Protection (Note: eye injuries)
The wearing of eye protection is mandatory on all Process areas, workshops,
Fabrication yards and fire training ground. Eye protection is also
recommended on roadways adjacent to process units. Face shields or visors
or specialist equipment (such as air-fed welding hoods) must be worn
depending on the application or as dictated by Client Operation/Work
Permit.
☞ Hearing Protection

Adequate hearing protection must be worn at all times in the designated high
noise areas.
Audits are finding lots of people not wearing ear defends in the high noise
areas. There are two types of ear defenders available for use i.e. muffs
fitted to the helmet and ear plugs which fit inside the ear canal.
☞ Hand Protection
Personnel working on site are likely to be expose to a number of hazards i.e.
thermal, mechanical, and chemical and vibration. Where there is a risk of
contact with one or more of these hazards then the appropriate protective
gloves must be worn.
☞ Good Housekeeping.
Poor housekeeping and untidy working is a MAJOR source of accidents and
injuries. Sub-contractor is expected to clean up and debris created and after
every job. Stop work and tidy up if the work area is becoming cluttered and
ensure that you take time out at the end of every work period to do some
housekeeping.Persistent untidy workers cannot be tolerated.
Housekeeping audits are being conducted on a daily basis by both Sub-
contractor and CLIENT management and the auditors will be looking at the
following area.
Hose and cable discipline i.e. trailing hoses and cables that do not restrict
access egress, passage ways or roadways.
Oil and process spill. Any liquid should be contained in dams or soaked up
with proprietary absorbent materials such as”Spillsorb or soak-up” before
disposal in the approved manner. Solids and dusts should be either
dampened down or vacuumed up as soon as possible.
Insulation and scaffolding debris. This material should be removed as soon
as possible and disposed of in the approved area.
Engineering and General Debris. To be removed as soon as possible and
disposed of the approved area, meanwhile, it must be stored in a tidy
manner.

Elevated platforms, stairways, and access ways free from debris and/or
