2. Update on section 4.0 (Scope of Works)


1 Site Development and Preliminaries
a. Includes site survey verification and location survey of structures;
b. Geotechnical Investigation
c. Geodetic Survey
d. Site and Access Road clearing, grading and widening;
e. Clearing, level upgrade (cut and fill) and grading for Pump Station Facility for
retaining and/or riprap as fill protection (as necessary);
f. Supply of labor, materials and equipment for site development.
i. Guard House Construction
ii. Gates and Fencing enclosure of Booster Station Facility
2 Booster Station Facility and Electrical Control Room
a. Design and Construction of Booster Station Facility including provision for
SCADA/Control Room, MCC Room, Comfort and Shower Room;

b. Supply and installation of all mechanical and electrical/instrumentation equipment
intended for the operation of the 80MLD Pumping Station Facility from 15ML
treated water reservoir to convey through 1600mm Ø Steel Header pipe, with the
provision for 220MLD pumping station and 45ML reservoir.
a. Supply of labor, materials and equipment of all necessary plumbing/piping works
for the completion and operation of the Booster Station Facility;
b. Supply of labor, materials and equipment of all necessary civil and architectural
works;
c. Tapping Works.
3 Electrical Works
a. Supply and installation of necessary temporary power connection during
construction and provision of generator sets for standby power.
b. Supply and installation of Transformer, UPS, MCC, Panel Boards, Control Panel,
ATS, Genset (100% back-up, continuous duty) and all necessary systems and
appurtenances.
c. Provision for fuel storage tank and bund wall conforming to MWCI SES.
3 Update on section 3.5.1 (Horizontal Split Case Pump)

3.5.1 Horizontal Split Case Pump

3.5.1.2. The pumps shall be suitable and achieve the best energy efficiency for all
operating and flow conditions. Pump efficiency should be at least 86%.

4 Update on select items under section 4.3 (Mechanical Design)

4.3 Mechanical Design

The entire process shall be proven prior to practical completion being given.
A complete list of all standard settings and adjustments necessary to variable plant shall be
provided by the Contractor.

4.3.1 Piping System


All design and materials for piping system should conform with MWCI SES and standard drawing.

4.3.1.1 Piping - ISO7005-1/2, minimum of PN16 or higher depending on pressure, Pipe type-
Steel pipe, Inside Coating-406 microns epoxy lining (pumping). Outside coating-coal
tar enamel coating (buried) per AWWA 203 & rubber alkyd paint coating(exposed)

per AWWA 218 and coating with PE sheets. Analyze for transient condition
(surge): Bentley Water Hammer Surge Analysis and AWWA piping design.

4.3.1.7 Gate Valve - for drain and blow off valve, Drain/blow off valve on all low points of piping.
Should be of flange type.

4.3.1.8 Check valves should be single disk and non-slam type with air cushion or lever arm with
counter weight or approved equivalent.

4.3.1.9 Double acting Air release valve shall have at pump discharge and header pipe and all
high points of piping with isolation valve. Single-acting air release valve shall be
installed for pump suction.

4.3.1.10 Pressure gauge shall have at pump suction, discharge and header pipe with
isolation valve and manual drain.

4.3.1.11 Surge anticipation valves shall have 1-duty and 1-standby, with isolation valve, sized for
5 m/s discharge maximum velocity of pumping system

4.3.1.12 Wye strainers must be readily maintainable while still installed along the pipeline.

5 Update on 4.2.4.1 Foundation


i. The design of the foundation and the choice of the foundation scheme shall be based on
the Geotechnical Investigation Report conducted by the Contractor.

6 Update on 6.1 Broad Qualification of Team Members


Drainage Design Engineer
Education:
· Minimum: Licensed Civil Engineer
Experience:
· Total experience – 5 years
Experience as Drainage Design Engineer for at least 3 years in storm drainage design for
roads and site development projects.

7 Update on 6.2 Duties and Responsibilities of Team Members


Drainage Design Engineer
Item
Drainage Design Engineer will take overall responsibility in design the drainage
system of the Pumping Station Facility. The job responsibilities will include, but not
be limited to the following:

• Design the drainage and flood management system of the facility using
computer modelling software or design templates that incorporates the
latest applicable codes and standards.
• Carry out checks for conformance of work per design and specification.

8 Update on section 3.3 (Site Development Works)


3.3.1 The work includes the furnishing of all labor materials, equipment and other tools
necessary to complete clearing, grubbing, shoring, excavating, filling, backfilling,
grading and establishment of bench marks, lines and grades. The CONTRACTOR shall
also conduct related site development works for future expansions of facilities and
provisional location of the communication tower (around 4m x 4m). All works shall
be in strict accordance with approved drawings as specified herein and subject to the
terms and conditions of the Contract Documents.

9 Update on section 3.4 (Earthwork) – Appendix


3.4.1.1. The CONTRACTOR is required to efficiently design and maximize the plant area that
will entail least cost of earthworks and the overall project cost.

The CONTRACTOR shall carry out slope stability analysis for critically identified slopes.
The CONTRACTOR is responsible for the design and construction of the approved
slope protection as needed.

The CONTRACTOR shall make all the necessary excavations for foundations to grades
indicated on Drawings. The CONTRACTOR shall also conduct all excavation, grading,
rehabilitation, slope protection, and other site development works that are needed
beyond the perimeter fence up to the property line. The CONTRACTOR shall carry out
least excavation for site development.

10 Update on 1.0 Basic Requirements (Appendix E)


a. Soil Testing and Investigation for the proposed Pumping Station Facilities and
Reservoir shall be performed by a local Geotechnical Engineering Consultancy/Drilling
Firm. Such Engineering Firm shall have under its employ a locally-licensed Engineer-
of-Record with core competencies relevant to the investigation and evaluation.

11 Update on section 4.6.5 (Presentation of Operations and Maintenance Manual)

4.6.5.2 Electronic copies of all drawings and documents shall also be provided on USB flash
disks. The electronic copy shall be MS word for all text; AutoCAD latest edition for
drawings, and Adobe Acrobat PDF for the entire document inclusive of all appendices
and sections.

12 Update on section 4.8 (As-built Drawings and Specifications)

4.8.4 Contractor shall conform to the scale of the following contents of as-built drawings.
a. Vicinity map (1:10,000 scale)
b. Key plan (1:5,000)
c. Plan (1:500)
d. Plan and profile – horizontal (1:500) and vertical (1:100)
e. Details – Plans and Tie-ins (1:100) and Sectional details (1:20)

4.8.5 The Plan shall contain and reflect the following information:
a. Pipes: include location, length, size and thickness
b. Fittings: include location and size
c. Appurtenances: location and size
d. Cross-under/ Cross-over: location
e. Interconnection/ Looping: location
f. Property limits: include household locations

13 Update on section 4.12 (Factory acceptance tests)

4.12.1.2 CONTRACTOR shall refer to MANILA WATER Factory Acceptance Test (FAT) Guide and
will submit a list of equipment that will require factory acceptance test (FAT) to
MANILA WATER for approval. CONTRACTOR shall arrange the approved FAT for
designated MANILA WATER representatives specified in the FAT Guide. All costs and
arrangements for FAT activity/ies shall be by the CONTRACTOR. As a general rule, all
equipment that has not gone through accreditation by MANILA WATER shall be
subject to FAT.
4.12.1.3 CONTRACTOR shall prepare and submit all documents detailed in the FAT Guide and
shall take note of all the responsibilities specified therein.

14 Update on section 5.0 (Project Delivery Schedule)

The total duration of the design, construction and commissioning shall be 400 calendar days
(inclusive of 2 months commissioning and trial operation). Defects Liability period shall be
twelve (12) months after the successful Trial Operation Period.

16 Update on section 3.6 (Electrical, Instrumentation and Control)

3.6.1.7 Medium-voltage motor efficiency shall be at least 93% at the specified operating
point;
3.6.1.8 Pump operation shall be linked to Boso-boso reservoir, and dependent
downstream facility/ies;
3.6.1.9 One hundred percent (100%) backup-up power prime rated diesel genset shall be
provided for pumping station;
3.6.1.10 Prepare detailed design, drawings, specifications for review and approval by the
Client.

16 Upgrade on section 4.4 (Electrical Design) under Scope of Works

4.4.8 Pump Station Building MEP


4.4.8.1 The Booster Pump Station (PS) Building shall house the following
equipment: water pumps, low voltage switchgear (LVSG), VSDs, Control Cabinet,
CCTV Controller and IT Computer.

4.4.12 Others
4.4.12.2 MCC Room shall be placed with high consideration of safety of site
personnel, e.g. distant from pumps in case of leakages or bursting of pipes.

17 Update on section 4.13.1 (Drainage)

4.13.1Drainage

f. Contractor shall ensure that site drainage system shall be connected to a municipal
drainage line.

18 Deletion of Annex ‘B’ – Reservoir (Provisional)

Deletion of section 4.3.8


4.3.8 Wireless communication between Water Treatment Plant and Pump Station Facilities
including necessary software, hardware and ancillary structure.
21 Update on select items under section 4.3.1 (Piping System)

4.3.1.11 Surge anticipation valves shall have 1-duty and 1-standby, with isolation valve,
sized for 5 m/s discharge maximum velocity of pumping system. The contractor
shall design and include the stub-out (with isolation valve and blind flange) for
the future SAV’s for the additional 220MLD of this Pumping Station.
22 Update on section 3.6 (Electrical, Instrumentation and Control)

3.6.1.5 Utilization voltage shall follow:


- All motors up to 750hp shall be classified as Low Voltage Motors and shall
operate on a 460V, 3 phase, 60Hz
- All motors beyond 750hp shall be classified as medium voltage motors and
shall operate on 2300V, 3phase, 60Hz
- All lightings and small loads shall utilize 230V, 1 phase, 60Hz
3.6.1.6 All electrical equipment shall be suitable for outdoor installation. Motor controller
shall be VFD, PCB coated;
3.6.1.7 Low voltage motors above 500hp shall have an efficiency of at least 93% at the
specified operating point.
3.6.1.8 Medium voltage motor efficiency shall be at least 93% at the specified operating
point.
3.6.1.9 Pump operation shall be linked to Reservoir;
3.6.1.10 One hundred percent (100%) backup-up power prime rated diesel genset shall be
provided for pumping station;
3.6.1.11 Prepare detailed design, drawings, specifications for review and approval by the
Client.

The foregoing shall form part of the bidding documents.
