SAFE Work Procedures for Installation of Pipes

PURPOSE To develop a guide for the proper and safe installation of pipes into and onto the
structure and intended surface for installation, and to provide a safe procedure for the
pressure test after the installation works

RESPONSIBILITIES The Managers and Supervisors must ensure that safe procedures of installation of pipes
are being communicated to the workers prior to work commencement

The supervisors are to ensure that the risk control measures stated in the risk
assessment is being implemented and monitored.

Workers are to ensure that the safe work procedures are being adhered to.

PROCEDURES
Safe Work Procedures for Installation of Pipes

Pipe Cutting

a. Cutting tools (pipe cutter) must be used in accordance to the manufacturer's


instructions.

b. Tools are only to be used for their intended functions and within their capacity.

c. Correct tools are to be used and handled in a safe manner.

d. The correct and safe use of tools and equipments must be given to persons
assigned to use the tools and equipments by the immediate Supervisor.
Training should include maintenance, checking of their condition and safety

devices.

e. Tools used must be in a satisfactory condition to serve their purpose.

f. Supervisors is to conduct training on the safe use of pipe cutter and the
cutting equipment to workers

g. Tools and equipments must be maintained and stored in a good condition. All
electrical tools and equipments is to be inspected by a LEW to ensure that it is
electrically safe for use and a valid inspection sticker is affix on the
equipments / tools.

h. Safety guard to the rotating part must be in place and functioning at all times.
It must be in a secured position,

i. Hand tools are to be kept in tool-boxes or tool bags when using on site, and
tool cabinets in the workshop.

j. Good housekeeping of tools at work areas is to be practiced and maintained.

k. Hand tools and other tools are to be secured to prevent them from dropping
below when using at heights.

l. Approved insulation materials are to be used for all electrical equipments

m. Cable connections must be waterproof type connectors.

n. Adjustments or repairs must only be made after disconnecting the power.

o. Defective tools must not be used. It must be tagged “Unsafe – Do Not Use”
and removed from the site.

p. Cracked or damaged cutting disks must not be used.

q. No modifications to machinery, tools or equipment are to be made unless


approved by the manufacturer. Modifications must not in any manner reduce
the original safety provision and margin.

r. Personal protective equipments such as safety goggles, hand gloves, ear


plugs, and dust masks must be worn by the users of the cutting equipment as
appropriate to protect themselves during the work.

s. Workers must always maintain a lookout for surrounding workers during the
cutting works, to prevent other workers from being hit by any flying objects.

t. Gloves or loose clothing are not to be worn where it may be entangled with
rotating parts.

Joining of Pipes

a. Appropriate PPEs such as mask and hand gloves should be worn to prevent
inhalation of vapour produced by the glue and to prevent direct contact with
the glue.

b. The container of the glue should be sealed tightly after use to prevent any
accidental leakage.

c. Workers should avoid working directly under the application area during the
work at heights, to prevent any accidental drips on their face; instead, they
should maintain a horizontal distance of at least 30cm from the application
area.

d. Application of glue should take place in an open space where there is


ventilation whenever possible, to prevent accumulation of vapour in the
atmosphere.

e. Refer to Safety Data Sheet on Eslon Glue.

Installation of Pipes and Services

a. Workers should wear appropriate PPEs such as hand gloves, and safety
goggles during the installation of pipes and services into and onto the
structures.

b. There should be coordination and maintained communication between the


workers to prevent any injuries resulting from communication breakdown.

c. Supervisor should conduct training on the correct manner of installation works


and ensure that the workers are familiar with the installation process to the
workers.

d. The workers should keep their hands away from the pipe sleeves during the
‘pushing and pulling’ activity during the penetration process, into the cored
hole.

e. Installation of pipes and services should be carried out under the supervision
of the site supervisor.

Applying of Grout

a. Pump equipment for the grouting process should be inspected to ensure that
it is in good and serviceable condition before use.

b. Workers performing the grouting works should wear appropriate PPEs such
as safety goggles, mask, and hand gloves to prevent contact with the grout.

c. Other workers should stay clear of the grouting area while grouting work is
being carried out.

Pressure Test After Installation Work

a. The pressure test should be carried out by the site supervisor whenever
possible, to ensure that it is being carried out in a smooth manner.

b. When workers are to perform the pressure test, they should be trained on the
safe and correct procedures and deemed proficient before being allowed to
carry out the testing works.

c. All other workers should keep clear of the test area during the pressure test.

d. For maintenance of electrical system, lock-out tag-out is to be implemented.

Human Factor

a. Workers to have sufficient and uninterrupted rest the night before

b. Supervisor to ensure workers have a work rotation if prolong work is required


so workers have sufficient recharge time before working again

Emergency Response Procedures

a. Site Supervisor shall inform main contractor and raise the alarm should an
emergency occurs.

b. Emergency access and escape route shall be established and remain


unobstructed during the course of work.

c. Serviceable fire extinguisher shall be made available at the work area at all
times.

d. First aider of the worksite shall be made known to the workers in case of
emergency.

e. Workers shall be briefed on the workplace emergency escape route and


assembly area.

f. All workers shall be given a list of emergency contact numbers to summon for
assistance should an emergency arise.
